SERVICES/COUNTY PHARMACIST JG ‘Q’ (One position)
a) Specific Duties and Responsibilities
i. Coordinating pharmaceutical services in all county health facilities
ii. Coordinating county medicine and therapeutics committees activities
in the county health facilities
iii. Developing and reviewing Standard Operating Procedures (SOP’s) for
all Pharmaceutical services in the County
iv. Conducting research on medicine utilization in the County
v. Providing continuous professional development education to
pharmacists in the county

INFRASTRUCTURE
1. ASSISTANT ENGINEER (ROADS) JG ‘K’ (One Post)
a) Specific Duties and Responsibilities
i. Preliminary design of roads

b) Requirements for Appointment in this Position
i. Bachelor’s degree in Civil Engineering from a recognized University in

2. TRANSPORT OFFICER JG ‘K’ (One Post)
a) Specific Roles and Duties
i. General management of all County motor vehicles
ii. Keep day to day records of all vehicles showing full status
iii. Assignment of vehicles to departments and drivers
iv. Supervision of drivers and usage of vehicles
v. Ensure drivers put up to the expected code of ethics
vi. In charge of vehicle maintenance, upkeep repairs and fueling
vii. Ensuring all vehicles are insured and are in good condition at all times
viii. Ensure all vehicles are insured and are in full compliance with motor
vehicle regulations both legislative and security requirements including
insurance for the vehicle and the users
ix. Liaise with the department of transport, works and infrastructure for the
maintenance of vehicles and to organize proficiency & suitability tests for

b) Requirements for the Post
Bachelor’s Degree in any of the following: - Public Administration

3. INSPECTOR – ROADS JG ‘H’ (3 Posts)
a) Specific Duties and responsibilities
i. Supervising and controlling of all roads works in a constituency as
assigned
ii. Assisting in selection and location of suitable materials for road
works
iii. Preparing and maintaining master rolls, pay sheets, stores ledger,
tools and plant ledgers, log sheets & tickets, daily activity cards
and any other record and;
iv. Preparing work programmes in liaison with Sub- County works

ENVIRONMENT
1. SENOIR SUPERITENDING GEOLOGIST JG ‘L’ (One Post)
a) Specific Duties and responsibilities
i. Overseeing and reviewing geological exploration for geo – energy
resources
ii. Planning and budgeting of geological exploration activities in the County
iii. Monitoring and evaluating geological exploration activities in the County
iv. Coordinating development of geo- energy resources contract

VACANCIES IN THE DEPARTMENT OF FINANCE AND ECONOMIC
PLANNING
1. DIRECTOR ACCOUNTING SERVICES, JOB GROUP ‘R’: (One Post)
a) Duties and Responsibilities
i. Planning, organizing, coordinating and administration of all accounting
activities within the accounting unit;
ii. Acting as liaison officer between the accounting unit and the County
Executive Committee Member (C.E.C.M) for finance and Economic
Planning
iii. Provision of advisory services to the Accounting Officers (Chief Officers)
and other stakeholders on all financial and accounting matters in an
accounting unit;
iv. Ensuring proper interpretation and implementation of financial
regulations and procedures, treasury circulars, letters and instructions;
v. Developing supplementary financial regulations and procedures to
enhance internal controls established through normal treasury
regulations and procedures;
vi. Provision of quality and timely accounting services in the accounting unit
including maintenance of accurate accounting records and preparation
of management and statutory financial reports
vii. Ensuring conformity to the law; participate fully in departmental/ Unit
committees’ especially tender, planning, audit, training, etc.;
viii. Authorizing payments, sign cheques, identify suitable cheques
signatories and set limits as appropriate;
ix. Maintain an inventory on all bank accounts in the accounting unit and
their approved signatories including departments and units;
x. Ensuring safe custody of government assets and records; attending
County Assembly Public Accounts Committee hearings; and
xi. Supervision, training, development and deployment of accounts staff in
the Unit
(d) Requirements for Appointment
For appointment to this grade, an officer must have:-
i. Relevant working experience of ten (10) years in the Accounting, Audit or
Financial field
ii. Served in the grade of Senior Assistant Accountant General, Job Group
‘Q’ or in a comparable and relevant position in the Public Service for a
minimum period of three (3) years.
iii. Passed Part III of Certified Public Accountant (CPA) Examination or its
recognized equivalent.
iv. Master’s degree in any of the following disciplines:- Accounting, Finance,
Business Administration, Commerce or their relevant equivalent
qualification from an approved institution.
v. Registered with the Institute of Certified Public Accountants of Kenya
(ICPAK) and Registration of Accountants Board (RAB).
vi. Shown merit and ability as reflected in work performance and results.

SENIOR ASSISTANT DIRECTOR INTERNAL AUDIT, JOB GROUP ‘Q’: (One
Post)
a) Duties and Responsibilities
i. Planning, organizing, coordinating and administration of all internal
Audit activities across departments & units;
ii. Carry out periodic Audits of the Across Department and give directions
on the best practices as per Public Financial Management policies &
Procedures
iii. Provision of advisory services to the Accounting Officers (Chief Officers)
and other stakeholders on all financial and accounting matters in an
accounting unit;
iv. Ensuring total compliance with financial regulations and procedures,
treasury circulars, letters and instructions and adherence to
supplementary financial regulations and procedures to enhance internal
controls established through normal treasury regulations and
procedures;
v. Provision of quality and timely accounting services in the accounting unit
including maintenance of accurate accounting records and preparation
of management and statutory financial reports
vi. Ensuring conformity to the law; participate fully in departmental/ Unit

(b) Requirements for Appointment
For appointment to this grade, an officer must have:-

comparable and relevant position in the Public Service for a minimum
period of three (3) years.
ix. Passed Part III of Certified Public Accountant (CPA) Examination or its
recognized equivalent.
x. Master’s degree in any of the following disciplines:- Accounting, Finance,
Business Administration, Commerce or their relevant equivalent
qualification from an approved institution.
xi. Registered with the Institute of Certified Public Accountants of Kenya

i. Analyzing Supply Chain Management structures and system's;
determining and proposing methods and strategies of handling the
Supply Chain Management function;
ii. Initiating and developing Supply Chain Management policies; and
performance improvement strategies that are adaptive to the changing
environment and technology
iii. Coordinate development of strategic plans for the Directorate of
Supply Chain Management
iv. Implementation of Public Procurement and Assets Disposal Act; 2015
and other statues, rules and regulations and ensuring adherence to
the laid down procedures, rules and regulations;
v. Analyzing the impact of Supply Chain Management policies, rules and
regulations;
vi. Advising the Accounting Officer on Supply Chain Management
matters,
vii. Ensuring high professional Supply Chain Management standard

ii. A Diploma in Supplies 'Management or its approved equivalent from
a recognized. Institution;
iii. Bachelor’s Degree in any of the following:- Commerce, Business
Administration, Economics, Procurement and Supply Management,
Marketing' or their equivalent qualification &from a recognized
institution;
iv. A Master’s Degree in 'any of the following:- Procurement and Supply
Management, Business Administration, Commerce, Logistics and
Supply Chain Management or any other relevant field from a
recognized institution
v. Member of a recognized SCM professional body
3. DEPUTY DIRECTOR ACCOUNTING SERVICES (IFMIS)
a) Specific Duties and Responsibilities
i. Co-ordinate preparation of statutory financial reports for the county
ii. Requisition for funds on behalf of the county
iii. To prepare expenditure returns and submit them to the controller of
budget’s office as and when required
iv. To be in charge of employee capacity building in matters related to
Integrated Financial Management System (IFMIS)
v. To ensure smooth running of the county treasury
vi. Assist the county in developing capacity for efficient, effective and
transparent financial management
b) Requirements for Appointment
i. Should hold a Bachelor of Commerce Accounting or Finance Option
from a recognized University.
ii. Should have Oracle certifications in at least two financial modules.
iii. A Master’s degree in Finance will be an added advantage
iv. Should have knowledge and experience in public service/devolved
system of governance
v. Should have experience in Integrated Financial Management Information
System(IFMIS)
vi. Should be an Oracle Certified Implementation Specialist and
demonstrate prior experience in an implementation/support project
VACANCIES IN DEPARTMENT OF TRADE, INDUSTRY AND COOPERATIVE
DEVELOPMENT
1. DIRECTOR COUNTY REVENUE JG ‘Q’ (One Post)
a) Specific Duties and Responsibilities
i. Coordinating Revenue Services in the County
ii. determining and proposing best practices, methods and strategies of
improving the revenue function;
iii. Initiating and developing revenue collection improvement policies; and
performance improvement strategies that are adaptive to the changing
business environment and technology
iv. Ensuring the all Revenue arms and stakeholders adhere to laid down
policies and procedure of revenue management/Ensure total compliance
as laid down in Public Financial Management Procedure and standards
v. Analyzing and interpreting the County By laws that govern and regulate
revenue generation activities in the county, rules and regulations;
vi. Ensuring high professional revenue management standard are adhered

2. DIRECTOR COOPERATIVE DEVELOPMENT JG ‘R’ (One Post)
a) Specific Duties and Responsibilities
i. Provide technical Advice in the area of Specialization in the county
ii. Organize collection and analysis of data for policy formulation in
the area of cooperative development
iii. Enforcing and ensuring total compliance with cooperative
legislation in the county
iv. Carrying out market research and disseminating findings to
stakeholders
v. Promoting value addition and processing within the County
vi. Conducting cooperative banking inspections in the county
vii. Undertaking cooperative risk assessment in the county and
providing advisory on cooperative development

i. Served for a cumulative period of not less than nine (9) years in
cooperative development three of which must be grade of Principal
Cooperative Officer
ii. Bachelor’s degree in any of the following disciplines: Commerce,
Business Administration/Management, Agriculture Economics,
Economics, Statistics, Sociology, Cooperative Management,
Marketing Management, Entrepreneurship, Management &
Organizational Development from a recognized University in Kenya
iii. Diploma in any of the following disciplines: Cooperative
management, Cooperative Auditing, Marketing, Internal Auditing of
Finance from a recognized institution
OR
iv. Certified Public Secretary Part III (CPS K) or Certified Public
Accountant Part III (CPA K)

3. REVENUE OFFICERS JG ‘J’ (Five Posts)
a) Specific Duties and Responsibilities
i. Coordinate Revenue Activities in the designated Sub – Counties
ii. Ensure adherence to the laid down policies and procedures of
revenue management in the County
iii. Ensure there is continuous improvement of revenue collections
and maintenance of the set revenue standards
iv. Appraise the revenue collection system as per their sub Counties
and suggest the best approaches to better the revenue collection
v. Ensure there is total integrity in the sub county by continuously
carrying out audit and record checks
vi. Maintenance of Sub County Revenue Records and accountable
documents
vii. Supervise the revenue collectors and enforcement officers who are
serving in their area of jurisdiction
b) Requirement for Appointment
Bachelor’s Degree in any of the following: - Commerce, Business
Administration, Economics, Entrepreneurship, Marketing' or their

4. TRADE DEVELOPMENT OFFICERS JG ‘J’ (Three Posts)
a) Specific Duties and Responsibilities
i. Facilitating trade promotion activities within and outside the
County
ii. Undertaking market survey, profiling and market intelligence
surveys for intra – county and inter-county trade development and
partnerships
iii. Providing consultancy and extension services on trade issues
iv. Participating in the initial drafting of county trade development
policies
v. Assisting in drafting of trade agreements
vi. Responding to public complaints or customer care issues related to
trade in the county
vii. Monitoring and analyzing trade practices within and outside the
county
b) Requirements for Appointment
i. Bachelor’s Degree in any of the following: Commerce, Marketing,
Business Administration, Business Management,

5. REVENUE INSPECTORS JG ‘H’ (Five Posts)
a) Specific Duties and Responsibilities
i. Offer enforcement support to the Revenue Officers in the designated Sub
– Counties
ii. Do spot checks to revenue collection points and markets
iii. Ensure there is total integrity in the sub county by continuously
educating the general Public on the benefits of revenue
iv. Do impromptu record checks and rapid checks on revenue collection
records (Inspection of revenue collection)
v. Ensure safety of the officers working in the Sub - County
b) Requirement for Appointment
i. Diploma in any of the following; Business management, Business
Administration, Public Administration, Records Management or any other
relevant qualification from recognized institution
N.B. A County Council Inspectorate or enforcement related certificate will be

1. SUB – COUNTY ADMINISTRATORS JG ‘Q’ (Two Posts)
a) Specific Duties and Responsibilities
i. Ensuring service delivery in their area of jurisdiction

iii. Facilitating citizens participation in development of policies, plans and

5. FIREMAN/DISASTER MANAGEMENT OFFICER JG ‘J’: (One Post)

i. Participate in emergency Planning including fire disasters
management
ii. Ensure that there is sound Disaster preparedness program which
is alert and ready to offer quickest disaster response
iii. Undertake fire safety training and drills in all county
establishments
iv. Ensure emergency fire equipment’s are in place in all County
buildings
v. Ensure total compliance to the Workplace safety standards (OSHA)
vi. Prepare and coordinate the firefighting team and equipment for
quick response to fire disasters in the County
vii. Act as a duty officer as part of 24 hour duty system, responding to
disaster as they may arise

i. Bachelor’s Degree in Disaster Management and preparedness or

i. Must be a Kenyan Citizen
ii. Bea holder of at least certificate in Early Childhood Development and
Education/Montessori from a recognized institution
iii. A Diploma in the relevant field applied for will be an added advantage
iv. Be registered with the TSC
v. Satisfy the requirements of Chapter Six of the Constitution
vi. Have knowledge, experience and a distinguished career related to
ECDE of not less than three (3) years
Important Information to All ECDE Care Giver applicants
i. The applications should be two copies: one copy to be submitted to
the secretary BOM of the school you are applying and the other copy
to be submitted to the County Public Service Board Secretary on or
before 19th December 2017
ii. The Board will use County Guidelines in conducting interviews
iii. Applicants shall be required to attach photocopies of their National
Identity Cards, Certificates and Testimonials.
iv. Serving ECDE caregivers currently on contract are highly
ENCOURAGED to re-apply and attach recommendation letters from
their head teachers.
v. Interviews will be conducted at school level by school B.O.M in
collaboration with County Public Service Board in the month of
January, 2018.
