AWARDS
That pursuant to Section 90(2) & (3)(a) of the Local Government Act, 1999 the Council orders that the public with the exception of staff on duty be excluded from the meeting to enable discussion on the 2016 City of Tea Tree Gully Australia Day Awards on the basis that it relates to information the disclosure of which would involve the unreasonable disclosure of information concerning the personal affairs of any person (living or dead), and the Council is satisfied that the principle that the meeting should be conducted in a place open to the public has been outweighed in relation to this matter by the need to keep the discussion of this matter confidential.
PURPOSE
For Council to select the winner(s) of the 2016 City of Tea Tree Gully Australia Day Awards.

RETENTION OF CONFIDENTIAL DOCUMENTS
1. That pursuant to Section 90(2) & (3) (a) and Section 91(7) of the Local Government Act, 1999, the Council orders that the report and minute number # entitled 2016 CITY OF TEA TREE GULLY AUSTRALIA DAY AWARDS and dated 8 December 2015 be kept confidential until the announcement of the winners at the Australia Day event or the Council resolves otherwise, whichever occurs first, on the basis that it relates to information the disclosure of which would involve the unreasonable disclosure of information concerning the personal affairs of any person (living or dead).
2. That the Council gives the power pursuant to Section 91 of the Act to the Chief Executive Officer to revoke the order made under Section 91 (7) subject to the Chief Executive Officer consulting with the Mayor and reporting to the Council of the revocation.

1 BACKGROUND
Each year the City of Tea Tree Gully calls for nominations for Council’s Australia Day Awards. Categories for the 2016 awards are: 1 – City if Tea Tree Gully Outstanding Citizen
This award recognises individuals for their:
Contribution to the community including significant individual voluntary
contribution to our local community over the past 12 months and/or outstanding service to our local community over a number of years
OR
Individual sporting achievements over the past 12 months and/or over a number of years.
2 – City if Tea Tree Gully Outstanding Community Group This award recognises community groups and/or sporting clubs for their:
Contribution to the community including significant and beneficial voluntary contribution to our local community over the past 12 months and/or outstanding service to our local community over a number of years
OR
Outstanding group sporting achievements over the past 12 months and/or over
a number of years. The eligibility criteria for the awards can be found on page 3 of Attachment 1.
2 DISCUSSION
A total of 10 nominations were received across the two award categories with the nominee information in Attachment 2. The nominees for the 2016 City of Tea Tree Gully Australia Day Awards are:

3 POLICY IMPLICATIONS
3.1 Financial / Budget
The Australia Day Awards Ceremony budget can accommodate for the recommendations in this report.
3.2 Legal and Risk Management
There is a risk that the subsequent winner(s) are notified prior to the ceremony, hence this report and the decisions of Council will remain confidential until after the ceremony. It is recommended that in order to have a discussion that is not restricted by meeting procedures and regulations, that meeting procedures be suspended for a set period of time to allow discussion between elected members regarding details and merits of individual nominations. Once this detailed discussion occurs, it is recommended that the Council meeting resume in order to debate the matter and nominate a preferred award recipient. It is also proposed that each award be considered individually as separate motions to allow for debate on the merits of each award category.

Australia Day is a significant day for the nation and the Australia Day Awards are important for recognizing the achievements and contributions of individuals and groups within the local community.

The call for nominations to the Australia Day Awards was promoted through Council’s social media accounts and website and local newspaper column ‘Gully Views’.
