1.Introduction OneofthemostsignificantinnovationsbytheICONProjectthusfarhasbeenthe
inceptionoftheDAppBoosterProgram(DBP)andEcosystemExpansionProjects(EEPs).
Whileonthesurfaceleveltheseappeartobewaystosimplyfundprojects,the
underlyingdecentralized,autonomousgovernancemechanismdescribedinthispaper
allowsforalevelofhumanorganizationanddecisionmakingthatwaspreviously
unattainable.

TheimportanceoftheContributionProposalSystemistwofold.Forone,itallowsfor

receivefundingfromtheICONNetwork.ThissystemwillturntheICONRepublicitself
intooneofthefirstfullyoperationalDecentralizedAutonomousOrganizations(DAO).

Secondly,andperhapslessobvious,theContributionProposalSystemplaysasignificant
roleinthedistributionofwealthandpowerintheICONEcosystem.Manyblockchain
networksgiverewardssolelytothosethatproduce&verifyblocks,thuscentralizing
wealth&governancepowerandgivingsolediscretionoffundingecosystemgrowth
initiativestosuchentities.WiththeintroductionoftheContributionProposalSystem,all
thosethatparticipateinthissystemwillhavetheopportunitytoaccruegovernance
powerandwealthwithinthenetwork.

1.1.2EcosystemExpansionProjectsAnEcosystemExpansionProject(‘EEP’)isaprojectoractivitythatcancontributetothe
