Introduction
ItisproposedthatTheConstitutionalPartyofCanada (hereafterknownastheParty)shall
beformed asa direct alternativetotheexistingnational federalpolitical parties inorderto
offersignificantandmeaningfulchangeinthewayCanadagovernsitself.Itisthepositionof
thePartythatelectionsshallbemorerigidlystructuredandregularlyscheduledtooccurevery
four years. Complete governmental separation from the United Kingdom would beimplementedthroughconstitutionalamendmentsandCanadawouldmovefromtheposition
ofConstitutionalMonarchytoSemi-presidentialRepublic.Asanaside,thetermRoyalshallbe
removedfromallaspectsofgovernment,includingthenationalpoliceforceandmilitary.All
constitutional ties and obligations to Great Britain shall cease to be in effect. After much
deliberationitisdecidedthatnoneofthecurrentnationalpoliticalpartiesarewillingtoadopta
platformbasedoncompletelegalandconstitutionalseparationfromtheUnitedKingdomand
theBritishMonarchy,thusnecessitatingtheformationofanewpoliticalorganization.

Onceelectedtomajoritygovernmentstatusinafederalgeneralelection,signifyingamandate
from the people of Canada that change is desired and expected, the Party shall institute
legislationsuchthat
- Canadabedesignatedasasemi-presidentialrepublicandalllegalandconstitutionaltiesto the United Kingdom of England, Scotland Wales and Northern Ireland shall be
eliminatedallowingCanadatounilaterallyalteritsownconstitutionhenceforth.
- The role of Governor General (which will for the purposes of this document be re-namedasPresidentand referredtoassuchfortheremainderofthisdocument)shall
also become an elected position and hold a stronger base of authority within
government through the role of presenting, and having approved in the House of
Commons, an executive Cabinet of senior ministers of the House of Commons in
addition to working with the Senate House Leader and the Prime Minister. The
Presidentshallalsoassumethede-factoroleofCommanderinChiefofthecombinedarmedforces.
- TheSenateshallbecomeanelectedbodywiththesamerightsandresponsibilitiesasthecurrentupperhousebutwithdirectresponsibilitytotheconstituentsthatelectsaid
memberstooffice.Senatorswouldbeexpectedtothoroughlydiscussallbillsputbefore
the upperhouseandwould berequiredunder the constitution topassorremediate
billsforre-introductioninthelowerhouse.
- Itis furtherrecommendedthatconstitutionalamendmentsshallbetabledtoaltertheprovincial election structure to also occur every four years, one year following theelectionofanewfederalgovernment.
- Aswiththestructureatthefederallevel,thepositionofLieutenantGovernorshallbean independentlyelectedposition fromtheprovincial legislatureshaving roughly the
same powers and responsibilities as the position currently entails but with the
electoratevotingdirectlyforthepersontheywishtoelecttothepositionofLieutenant
Governorwhilestillvotingseparatelyfortheirindividuallegislativemembersand,based
upon party results, the provincial Premier. Upon the conclusion of the election the
LieutenantGovernorwouldnominatecandidatesforthenecessaryministersfromthe
governing party. Municipal elections would remain unaltered from the current
methodology.
- Significantelectoralreformshallbeputinplacetoaccommodatetheaforementionedchanges,regulateefficiency,consistency,transparencyandaffectchangeinthemanner
in which the popular vote is utilized to elect members to the various federal and
provincialhousesofgovernment.

Section1:GovernmentalandElectoralReform.
Overview
ItisexpectedthatbyinstitutingtheabovenotedchangesthatCanadiancitizensshallintime
becomeinsulatedfromthepoliticaluncertaintythathasplaguedthecountryinrecentyears.A
countrymired in geopolitical strife, Canada has failed repeatedly toelect a strong, decisive
headof stateas itwrestleswith regionalneedsand the partisan system virtually unaltered
sinceitsinception.
Canadiansneedanddeservearesponsible,effectiveanddecisiveformofgovernmentwitha
certain measure of stability, cohesion and transparent accountability. This cannot be had
withoutfundamentallyalteringthesystemwhichhascreatedthecurrentsituation.Thedesired
resultsofourproposedParliamentaryandSenatorialchangeswouldbe:
A. Thecareerfederalpoliticiancouldtrulyexistonlywithindividualswillingtoundertakeavigorouspoliticalelectioncampaigneveryfouryears,withthelogicalprogressionbeing
thatofthreetermsasaMemberofParliamentfollowedbythreetermsofelectionto
theSenate.Assuch,eachtermwillrequirefullcampaigningandtherewillnolongerbe
a senator for life in the Government of Canada. Retirement age for all federal
politiciansshallbe70yearsofage.Anelectedofficialwillbepermittedtoreachtheage
of 70 during his or her term in office and retire at the commencement of the
subsequentscheduledelectioncampaign.
B. As noted previously, the position of Governor General would be eliminated in itscurrentformandreplacedwithanationalHeadofState,orPresident,thatwould
become a separately elected position allowing individual Canadians to elect their
personalchoice, irrespectiveofpartyaffiliations.Asaleaderplacedmoreprominently
ontheworldstage,astrongmodelshouldemergeoutofnecessity.Withapresidential
vetocapabilityandtheauthoritytoindependentlyauthorlegislativebills,thePresident
willhavetheabilitytoaffectthedirectionofthecountry,albeitwiththeapprovaland
cooperationofbothhouses ofparliament.The headofstatecouldalsoberemoved
throughpassageofanimpeachmentbillthroughbothhouseswhenconductwarrants
suchproceedings.Asanexample,aPresidentthatconsistentlyvetoedspecificbillsin
amannerwhichappearedtobeirresponsible,self-serving,andactingagainstthebest
interests of the general population could be viewed as malicious and result in
impeachment proceedings. Verified participation in Illegal activities would result in
similar actions. The role of Prime Minister shall be largely unaffected by the

transformation,althoughthePresidentwouldnowactasanationalconscienceinthe
passageofbillsthroughthetwolevelsofthehouse.
C. Asalludedtoabove,theSenate,orupperhouse,shallnolongerbeaplacetorewardpartymembersandbenefactorsasitwouldbecomeademocraticallyelectedbody.By
providingeffectiveandresponsibleanalysistobillspassedbythelowerhouseitwould
have the ability to prevent biased legislation from passing unadulterated, and could
returnsuchbillsto thelowerhousewithrecommendedamendmentsfordiscussionat
that level. Upon return to the lower house such revisions would be immediately
brought to the members for an immediate single, private ballot allowing individual
membersofthehousetovotewithoutthescrutinyofapartywhip.Passageofthebill
couldthenbeacceleratedwithnoneedforfurtherdiscussionandtheinherentcosts
associated with delays. Should the vote result in the bill not being approved in its
senate-amended form it would revert back to the normal process and a modified
versionofthesamebillcouldthenbeforwardedtotheSenateforapprovalatalater
date.The sameprocesswould bein placeforbillsrejected due toa presidential veto
withthePresidentbeinglegallyboundtoprovideamendmentstothelowerhouseunder
which he or shewould allow the bill to pass. A successful vote in the house on the
amendment(s)wouldcausethebilltoimmediatelypassintolaw.
Election laws shouldalsobemodifiedtoensuregreater transparencyandequality. Financial
politicalcontributionswouldnolongerbetaxdeductableforeitherbusinessesorindividuals.
Donationswouldonly bepermitted tobemade to recognized nationalpartiesasa general
contribution instead of backing specific candidates,with individual candidate support beingrestricted to those running as independents with no party affiliation. Parties shall only be
recognizedasnationalandeligibletoentercandidatesforelectionasapartyundertheproviso
thattheyrunacampaignwithinatleastfiveprovincesand/orterritorieswithinthecountry.
Failuretodosowillcausetheelectedmemberstohavenon-partystatus,precludingthemfrom
participation inall committees and formal duties beyond sitting insession,with recognition
solelyasindependents.Assuch,federalpartieswouldnotbeabletohaverepresentationinonly
one provinceorregion:all partiesmustbetrulynational inscopeand beacting in the best
interests ofALLCanadians fromcoasttocoast, not for the specific needs ofonegeographic
region.Inaddition,acollectiveofgreaterthanfiveindependentcandidatesadoptingacommonplatformduringafederalelectionandcampaigninginamannerwhichwouldbeinterpretedas
cooperative and coordinated effort: they shall be viewed as a political party and therefore
subjecttotheaforementionedrequirements.Cooperativeeffortswouldberequiredtocease
immediately upon notification by Elections Canada of the violation; if compliance was not
undertakenalloftheoffendingcandidateswillbeimmediatelyremovedfromeligibilityforthat
election.

Withregularlyscheduled,fairandtransparentelectionsoccurringeveryfouryearsthecitizens
ofthiscountrycanbesparedthecostsanduncertaintyofdealingwithaminoritygovernment.
Non-confidence motions bringing down the government and coalitions between divergent
partieswouldceasetooccur.Thecostsoffederalandprovincialelectionsshouldbereduced
throughlongtermplanningandefficiencies.
1.1FederalElectoralChange
Proposedelectoralchangeswouldappearasfollows:
A. Insummary,nationalfederalelectionsshallbeheldeveryfouryearswiththedatebeingestablishedpermanentlyasthelastMondayinJune.Campaigningshallcease
atnoononthepriorFridayandnopollsorotherrelateditemsshallbeproducedby
themediaintheinterveningtimebetweentheconclusionoftheelectioncampaign
and the voting process.Parliament shall bedissolved effective the final Friday in
April during an election year. All federal candidates, including party leaders and
nomineesforPresident,shallbedulynominatedatleastthreeweekspriortothe
dissolutionofParliament,howevereachpartycancallitsownleadershipconvention
atanytimeofitschoosingpriortothatintheeventthatahouseleaderdecidesto
stepdownorthepartyinquestionmovesofitsownaccord.
By individual ballot, the national election proceedings shall result in the direct
electionof:
President(formerlyGovernorGeneral)
Bycollective ballot basedonpercentagesand a list format, the nationalelection
proceedingsshallresultintheelection:
MembersoftheHouseofCommons MembersoftheSenate
B. Indetail,registeredFederalpartiesarepermittedtonominateacandidateforthepositionofPresidentwho shall, uponsuccessful electionbymajority, assume the
roleofheadofstate for all Canada.Voting for the positionofPresident shallbe
directandbysimplemajority.Thustheheadofstatecanbeelectedbaseduponhis
orher individualmerits irrespectiveof partyaffiliationasthepositionwillnot be
affectedinanywaybythepopularvotesforthetwohousesofparliament.
C. RegisteredFederalpartiesaretoproduceaslateofnominationsforthepositionofMember ofParliament inaddition todesignatingone candidateas HouseLeader

whoshall,uponbeingelectedtomajoritystatuswithhisorherparty,assumethe
role of PrimeMinister and head of the legislative branch of the Government of
Canada. The house leader from the partywith the second highest representation
shallbedesignatedasLeaderoftheOppositionintheHouseofCommons.Thenon-
voting position of Speaker of the House of Commons would continue to be apositionappointedbythesittingPrimeMinister.
Candidatesshallberequiredtohavemaintainedapermanentresidencewithinthe
provincialboundariesforaperiodofnolessthantwoyears.Terminofficeshallbe
four years, with a maximum of three terms, not necessarily consecutive. The
position of Speaker shall be chosen from the elected Members by private vote
withinthechamberuponfirstsitting.Usingalistsystemthefollowingguidelineswill
beusedtoelectmembersforthelowerhouse.EverypartyshallsubmittoElections
Canada a list of its candidates for election for every province in which it is
campaigning.Seatallocationforeachprovinceshallbeasfollows:
i. Provincesshallbeallocatedseatswithinparliamentbaseduponpopulationwithoneseatforevery200,000residentsandaminimumnumberofthree
seatsinparliament.EachTerritoryshallhaveasingleMemberofParliament.
ii. Within itsprovincial allocation, non-municipalareas shall beallocated oneseatwithinparliamentforevery200,000residents.
iii. Cities,towns,villagesandhamletswithapopulationunder50,000shallfallwithintheabovedefinitionofaruralareaandwillnothaveadedicatedseat.
iv. Citieswithpopulationsbetween50,001and200,000shalleachhaveasingleMemberofParliament,electedbypopularmajority.
v. Citieswithpopulationsbetween200,001and500,000shallhavethreeseatsinparliament.
vi. Citieswithapopulationinexcessof500,001shalleachhaveafixednumberof seats within their borders with the number being one Member of
Parliamentforevery150,000residentstoamaximumof25.
Everyeligiblevotershallcastvotesforthepartyofchoicewithinitsprovinceandthe
resultingpercentagesshallbeusedtocalculatethenumberofseatsfromeachparty
thatwillactuallybeelectedtoparliament.
D. RegisteredFederalpartiesaretoproduceaslateofnominationsforthepositionofSenator.Thereshallbeatotalofeightsenatorsfromeachprovinceinthecountry
andfivefromeachterritoryforatotalof95,areductionoftenfromthecurrent
allotment.AswiththeHouseofCommonsabove,voting shallbebased uponthe

preceptofa listsystemwhereeachvotershall indicatehisorherpreferredparty
and the resulting percentages shall be used to allocate the senate seats in each
province or territory. Senatorial terms shall be the same as for the House of
Commons: four years with a maximum of three terms in office, not necessarily
consecutive. For the first election campaign following the adoption of theseproposedconstitutionalchanges,thesittingappointedsenatorswillbeallowedto
either run for re-electionwithin their provinceof residence or submit notices of
retirement. Should they choose to run for re-election, with the agreement and
support of their respective political parties, they would then conduct their re-
election campaigns in accordance with the above stated guidelines. Those being
denied inclusion by their parties would be permitted to run for re-election
independentofpartyaffiliationwiththeunderstandingthatthelistsystemshallnot
necessarilybebeneficialtothoseselectingnon-partystatus.ASenatehouseleader
shallbechosenfromtheelectedSenatorsbyprivate,non-partisanvotewithinthe
chamber upon commencement of the first sitting of the new session following a
national election. This leader will remain in said position for a period of two
consecutive parliamentary sessions and represent the Senate in the executive
cabinetwiththePresident,PrimeMinisterandthetenseniorcabinetministerswith
portfolio.
1.2FederalGovernmentalChangeProposedgovernmentalchangeswouldbeasfollows:
A. TheincomingorreturningPresidentshall,immediatelyuponsuccessfulelectionbymajority,assumetheroleofheadofstateforallCanada.Inadditiontothe
roleofCommanderinChieffortheCanadianArmedForces,saidindividualshall
bearsuchpowersastosubmitforapprovalbytheHouseofCommonsindividual
dulyelectedparliamentaryministersfromthesuccessfulgoverningpartyforthe
seniorcabinetofficesof:
1. MinisterofFinance2. MinisterofForeignAffairs3. MinisterofDomesticAffairs4. MinisterofJustice5. MinisterofNationalHealthandWelfare6. MinisterofNationalDefence7. MinisterofTransportationandNationalInfrastructure8. MinisterofEducationandHumanResourcesDevelopment

9. MinisteroftheEnvironment10.MinisterofAgriculture
In addition to the Senate house leader and the PrimeMinister, the above collective
groupofministersshallformtheExecutiveCabinetoftheGovernmentofCanada.
Itisconceivablethattherequirementshallalsobepresentforaseniorministertoundertake
theportfoliosofIndustryandimmigrationandcustoms,howeveritisperceivedatthispoint
thattheaforementionedassemblageshallbecapableofhandlingtheneedsofthecountryata
seniorlevel.
Asmentionedabove,upontheconclusionoftheelectionprocesstheincomingPresidentshall
immediately produce his or her slate of nominees for the roles of senior ministers for
designated positions in the executive cabinet, allowing the newly elected members of the
housetoconsiderthenomineesoverthesummerinadvanceofthefallsittingofthehouse,
whichshallcommencethesecondMondayinSeptember.Uponcommencement,themembers
oftheSenatewillalsovoteprivatelyforaSenateHouseLeaderasnotedpreviously.
All remaining governmental departments shall be incorporated logically into the abovecollective with sub or secondary ministers being assigned by the PrimeMinister and the
Executive Cabinetbasedonexperience, regionalneedsand otherpriority factors unique to
eachindividualoffice.TheappointmentsshallbereviewedbythePresidentandamendedafter
two consecutive parliamentary sessions for re-consideration and approval by the House of
Commons.

Procedurally,theprocessofgoverningwouldappeartobelittlechanged,yettherewouldbe
significant differences, some of which have been briefly noted in prior discussion. Bills
introducedintotheHouseofCommonswouldfollowthesameproceduresasarecurrentlyin
placeandprogressthroughthreereadingsfollowedbyavotebythemembersofthehouse.
Unlikeprevioussessions,however,allvoteswouldbebyprivateballot,allowingnon-partisanvotingbytheindividualmembers.
ThesittingheadofstatewillalsobeeligibletointroducelegislationintotheHouseofCommons
after consultation of the proposed bill within the executive cabinet. The bill will then be
introducedashavingbeenreferredbycommitteeandtreatedaccordingly.
BillsmovingtotheupperhouseofParliament,ortheSenate,wouldundergoscrutiny,asingle
readingandafinalprivatevote.Billsfailingtoberatifiedwouldbereturnedtothelowerhouse
following further discussion within the upper chamber with recommended amendments by
whichtheupperhousehasagreeditwouldallowthebilltopass.BillspassingtheSenatevoteunalteredwouldmovetothePresidentforapproval.ShouldthePresidentnotapprovethebill
heorshewouldreturnittothelowerhouseunderthesameconditionsasiftheSenatehad
rejectedit.Theidealwouldbethatbillswouldpassmorequicklythroughalllevels,eventhose
thatarerejected.
UltimatelybillsthatarerejectedbyeithertheSenateortheHeadofStatewouldbebrought
back in front of the lower house with amendments under which the bill would receive
automatic approval by the rejecting body. The individual member responsible for the
introductionofthebillwouldbegiventheopportunitytoeitherre-introducethebillforfurther
discussion or withdraw the bill with the understanding that it could be amended and re-
introducedafterawaitingperiodofonecalendaryear.
TheConstitutionshallrequirethattheHouseofCommonselecttheSpeakerbysecretballot.
TheSpeakerwouldremainasittingMP,butonlyvoteonmattersintheeventofatie.The
electionshallbepresidedoverbythePresident.
AllMembersoftheHouseofCommonsexceptforCabinetministersandpartyleadersshallbe
eligible torun for the Speakership.Anymemberwhodoesnotwish toputhis orher name
forwardmust issuea letterwithdrawing fromtheballotbythedaybefore thevote.AllMPs
whodonotremovetheirnamefromtheballotasof6pmthedaybeforetheelectionarelistedascandidatesontheballotandareallowedafive-minutespeechtopersuadetheircolleagues
astowhytheyshouldbeelected.

The long-standing characteristic verbal attacks and tirades on the floor of the House of
Commons would not be permitted and it would be the responsibility of the Speaker to
administerunbiasednon-partisanrestraint.Memberswouldbecensuredforgrossindiscretions
and personalattacks, to the pointof removal from the house (and executive cabinet if the
offender is a senior cabinet minister) upon the complete authority of the Speaker. ThePresidentwillalsohavejudicialauthoritywithinthehouseandcanremovetheSpeakershould
heorsheprovetobeactinginabiasedordeliberatelyineffectualmanner.Thesamemeasure
ofdecorumandprofessionalismwouldbeexpectedintheupperhouse,administeredbythe
dulyelectedSpeakeroftheCanadianSenate,whoshallalsobesupportedand/orreprimanded
whennecessarybythePresidentwiththesamemeasureofauthority.
WithrespecttobillsintroducedintotheHouseofCommons,so-calledomnibusbillsshallno
longer bepermittedwherethe legislation crosses jurisdictionalboundaries as relates tothe
aforementionedcabinetportfolios. Inotherwords, abudget billmay not contain legislative
changesaffectingtheenvironment, transportation, justice, themilitary, customs, culturalor
FirstNationsaspectsetc.Legislativechangestoeachareaofjurisdictionshallbeintroducedas
billsindependentlyandjudgedsolelyonthedirectchangessoughtinthejurisdiction.Although
thismayseemtobeapotentialroadblockwithrespecttotimelypassage,therealityisthatthe
moresimple,transparent,logicalandequitablethebillisthefasteritwillpassthroughalllevels
oftheapprovalprocess.
Any sittingmember, including CabinetMinisters and the PrimeMinister, regardlessofparty
affiliation,maysubmitbillsofanykindtothelowerHouse.ThePresident,asnotedpreviously,
mayalsointroducebillsunderthesameguidelinesandrestrictions.AllbillsmustgothroughthesameprocedureswiththeexceptionofthoseintroducedbythePresident.Billssubmitted
bythePresident shallbediscussed in, andamendments recommendedby, the lowerHouse
whichwouldthensubmitthebill(s)forapprovaltotheupperHouse.Procedurallythisstage
shallbethesameaswithotherbillsandassuchtheymaybepassedasisorreturnedtothe
lower House with additional recommendations to be voted on or further amended. Once
passedthroughbothHousesthePresidentwouldthenhavetheauthoritytosignorrescindthe
billntheeventthatheorshefeelsitnolongerrepresentshisorheroriginalintention.
InmattersofnationaldefencethePresidentcanactwithacertainmeasureofautonomy,and
wouldbeartheultimateresponsibilityofcoordinatingtheactionsofthevariousbranchesof
the Canadian Armed Forces in all major actions. In order to participate in international
peacekeeping emergencies, the President would have budgetary authority during a time of
actualemergencysolelyovertheactivitiesofsaidpeacekeepingforces.Incasesofdomestic
threat, either internalorexternal,thePresidentcan initiate an immediatemilitary response
without consultation or budgetary constraint, but would be required to meet with the

ExecutiveCabinetwithintwenty-fourhoursofsuchanactionasameansofdeterminingfurther
coursesofactionuptoandincludingadeclarationofwarwhichwouldrequirepassagethrough
bothHouses.
Allothermilitaryappropriations,includinglong-termpeacekeepingoperations,wouldbeunder
thediscretionofthecombinedeffortsoftheministersofdefenceandfinanceinconsultation
withthePrimeMinisterandthePresident.Asnotedpreviously,anactualdeclarationofwar
wouldstillrequirebillpassagethroughthelowerandupperHousesofParliament,althoughthe
billforsaidactioncouldbeintroducedbythePresidentaswellasbyasittingmemberofthe
house.Suchabillwouldrequireanemergencysittingofthehousewithallmemberspresent
withoutexception.
1.3ProvincialElectoralandGovernmentalChange
ProvincialelectoralreformwouldbeundertakeninasimilarfashiontothatattheFederallevel
asfollows:
A. Provincial Electionsshallbeheldevery fouryearswith thedatebeingestablishedpermanently as the last Monday in June, exactly one year following a National
FederalElection.CampaigningshallceaseatnoononthepriorFridayandnopollsor
otherrelateditemsshallbeproducedbythemediaintheinterveningtimebetween
the conclusion of the electioncampaign and the voting process.EachLegislature
shall be dissolved effective the final Friday in April during an election year. All
provincial candidates, including house leaders and nominees for Lieutenant
Governor,shallbedulynominatedatleastthreeweekspriortothedissolutionofthe legislature, howevereachpartycan call its own leadershipconventionatany
timeof its choosingpriortothat intheevent thata houseleaderdecidestostep
downorthepartyinquestionmovesofitsownaccord.
By individual ballot, the national election proceedings shall result in the direct
electionof:

Bycollective ballot basedonpercentagesand a list format, the nationalelectionproceedingsshallresultintheelection:

by a single party the party with the greatest number of elected seats in the

the house leader from the partywith the second highest representationshall bedesignatedasLeaderoftheOppositionintheLegislativeAssembly.
C. RegisteredProvincialpartiesarerequiredtonominateacandidateforthepositionofLieutenantGovernorwhoshall,uponsuccessfulelectionbymajority,assumethe
roleofheadofstatefortheprovinceheorshewaselectedtorepresent.Inaddition
totheroleofHeadofStatefortheprovince,saidindividualshallbearsuchpowers
as to submit for approvalby the LegislativeAssembly the individual duly elected
parliamentaryministersfromthesuccessfulgoverningpartyfortheofficesof:

Inadditionto the Premier, the above collective groupofministers shall formthe
Executive Cabinet for each province in Canada. All remaining governmental
departmentsshallbeincorporatedlogicallyintotheabovecollectivewithsubor
secondaryministers beingassignedby the LieutenantGovernor, Premier and the
Executive Cabinet basedonexperience, regionalneedsand otherpriority factors
uniquetoeachindividualoffice.
RegisteredProvincialpartiesaretoproduceaslateofnominationsforthepositionofMember
oftheLegislativeAssemblyasdesignatedbyElectionsCanada.Candidatesshallberequiredtohaveresidedwithintheridingboundariesforaperiodofnolessthanoneyear.Terminoffice
shallbefouryears,withamaximumofthreeterms,notnecessarilyconsecutive.Thepositionof
SpeakershallbechosenfromtheelectedMembersbyprivatevotewithinthechamberupon

Section2:GeneralPolicyStatement
Beyondtherecommendationsfortherestructuringofthefederalandprovincialgovernments,
thispaperputsforwardothermattersofnationalpolicythat,forthemoment,remainopenfor
debateandinterpretation.Furtheraspectsshallemergeasnewissuescometoprominenceandrequirecommentaryandafirmstance.
2.1 CrownCorporations andgovernment involvement in privateenterprise. The federal
and provincial governmentsare just that:governments.They should not and shallnot be in
businessinanyform.
A. AllbusinessentitiesownedintheirentiretybytheGovernmentofCanadashallbesoldtoviableexistingprivateinterests,includingthepossibilityofacorporate
IPO,withinfouryearsoftheassumptionoftheconstitutionalprinciplesofthe
ConstitutionalPartywiththemandatethatthecompaniescontinuetoexistand
operateas independent companies orwholly owned subsidiariesof theirnew
ownersforaperiodofnolessthanfiveyears.Restructuringandintegrationinto
privateenterprisecannotresultinexistingemployeereductionsinexcessof10%
during the first year, and such assurances would be required as part of the
divestiturewithfinancialpenaltiesleviedforviolationofsaidagreement(s).
B. ForallbusinessentitieswheretheGovernmentofCanadacurrentlymaintainsapartial ownership share the stock shall automatically be sold at such time as
three successive quarters produce positive declared dividends, rendering the
businesscaseforgovernmentalinvolvementnullandvoid.
C. TheGovernmentofCanadashallceaseintheformationofGovernmentownedcorporations but may be permitted to, in times of economic necessity,
temporarilyassumepartialownershipofexistingCanadianbusinessesasmeans
of ensuring continued survivalwhere the negative implications of a complete
business failure would be anticipated tobe catastrophic. Themandate of the
Governmentinsuchcasesshallbetoreturntheentitytoviabilityandtodivest
itself ofitssharesattheearliestpossibletimeusingthesameguidelinesas in
section2.1.Babove.
D. Thegovernmentshallfirmlyestablishapermanentgrantandincentivestructuredesigned to encourage and perpetuate the basic fundamentals of private
enterprise.Modestgrantsshallbemadeavailabletosmallenterprisesthrough
direct financial contributions, tax reductions for thebusinesses themselvesas
wellasimmediatetaxincentivesforthoseindividualsandcompaniesproviding
venture capital. A reinvesting in the BDC and other official arms of the

government shouldberevised toencouragedevelopmentofsmall tomedium
sized businesses, the backbone of the nations economy. Direct financial
contributionstolargecorporationsshallnotbeconsideredacceptableunderany
circumstanceswithoutthepassageoflegislationthroughnormalchannelsunder
theguidelinesofsection2.1.Babove.E. Asameansofprotectingshareholders,executivesalariesandbonusesforlarge
corporate entitiesshallbedirectly tied totheprofitability of the corporations
with a standardized series of guidelines to be implemented to enforce said
requirements.Thisshallbedonetoensuretheviabilityofsuchcorporationsby
preventingasmallnumberofindividualsfrombeingrewardedwhilelossesare
incurredbyshareholders.Inotherwords,companiesmaynotbepermittedto
pay bonuses to executive and board members while declaring a loss to
shareholdersandtheCRA.Suchactivitiesshallbedeemedcriminalandwillbe
prosecutedaccordingly.
F. Naturalresourcesthatareobtained,processed,and/orrefinedonCanadiansoilshallberequiredtobesoldtoCanadiansunderacost-plusformatasopposed
topricesestablishedonworldmarkets.Allmaterialsproducedforexportshall
bepricedaccordingtointernationalindicesasiscurrentlydone.Forexample,oil
that isproducedandrefinedintogasolineshall besoldatatobedetermined
grossmarginabovecosttoensureviabilityofthecompanyproducingthefuel
while also allowing Canadians to benefit from the vast natural resources
available to themwithout being gouged by the existing sale structures. That
same organization would be completely free to sell its products outside
Canadianbordersatworldmarketratesorhigherifthemarketallows.
G. Manufactureditemsproducedforpublicserviceprocurement,includingmilitaryexpenditures, shallbeprovidedunder the samecost-plus format aswill be in
placefornaturalresourcesasnotedinsection2.1.F.Afullpublicauditshallbe
undertakenforallcontractsissuedforsaidprocurementsandtheexecutivesof
allsupplyingcorporationsshallbeabletobeheldresponsibleforanydeviation
fromthispropriety.
2.2 UniversalityofHealthCare.Universalhealthcareisfundamentalandguaranteed.
A. AccesstoexcellenthealthcareistheuniversalrightofallCanadiancitizens.Careshallbeequalandofthehighestcalibrewithnoindividualabletobuy
his or her way to the front of the queuewithin our borders. Those who
choosetoseekpreferentialtreatmentoutsideCanadashallbepermittedto
doso,butshallnotbeeligibletorecoupanyofthemoniesspentonsuch

endeavours under the Canada Health Act or through personal income tax
deductionswherethesametreatmentisavailableinCanada.
B. In order to provide proper health care, each province and territory shalloperateundertheguidelinesoftheNationalHealthAct and receive funds
basedaccordingtopopulation,withadequateacknowledgementofregionalcostdisparitiesandothermitigatingfactors.
C. Canadian citizens working abroad but maintaining residence in Canada aminimum of 75% of each calendar year shall be eligible for complete
coverage. Canadian residents living abroad inexcess of75% ofa calendar
yearshallrelinquishcoverageandberesponsibleforallmedicalcosts,even
those incurred during visits to Canada. Those whose residency period is
betweenthesetopointsshallbeeligibleforcoverageproportionatetotheir
timeofresidencyinCanadainthecalendaryearduringwhichthetreatment
becomesnecessary.
D. Costsshallnotbefullycoveredforthetreatmentofwilfullyself-inflictedhealth situations due to the deliberate and long-term use of chemical
substances (tobacco, alcohol,mind-altering non-prescription drugs) or the
undertaking of risky physical activities without proper preparation, safety
equipmentand/ortraining.Forexample,achronicalcoholicwhoadamantly
refuses treatment shall become financially responsible for all otherhealth
issueswhichdevelopasadirectresultofalcoholism(cirrhosis,liverand/or
renalfailureetc.).Asmokerwhorefusestoquitshallassumethefinancialas
wellasthehealthrisksassociatedwithlong-termtobaccouse.Additionally,
cosmeticsurgicalproceduresrequiredduetotheoccurrenceofatraumatic
event,duetogeneticfactors,ordeemedmedicallynecessaryshallbefully
covered while those performed merely for the aesthetic pleasure of the
individual undergoing the procedure shall not. Trans-gender procedures
would be eligible for partial coverage under specific guidelines and in
consultation with medical professionals who deem the procedure to be
medicallyand/orpsychologicallynecessary.
2.3 Universality of Education All Canadians are entitled to equal education, however
preferentialorelitistsystemsshallnotbesupportedfinanciallybythegovernmentatanylevel
foralthoughthegovernmentshouldnotinterfere,neitherdoesithavetheobligationtofund
multi-tiered systems basedwhere restrictions mightbe placed basedupon unsubstantiated
criteria.

A. Access to basic childhood education is the universal right of all Canadiancitizens without exception. Private educational institutions may be
establishedatanytime,butshallbeviewedasforprofitenterprisesand
therefore receive no governmental funding assistance whatsoeverwithall
costs being absorbed by those choosing to enrol their children in suchinstitutions.Privatedonationstosuchinstitutionsshallbeeligibleforincome
taxdeduction.
B. Accesstopost-secondaryeducationshallbesubsidizedtoa levelequivalentto100%ofanticipatedcostsincludinginstructionalfees,facilityfees,books
andmaterialsandallotherhistoricallyrecognizedcostsatinstitutionswithin
Canadaforaminimumtwoyearsinadiplomaorcertificateprogram.Four
yeardegreeprogramswouldalsobefullysubsidizedwith80%fundingbeing
providedforthefifthyearofanyundergraduatedegreeprogramsrequiring
such a time period. Students wishing to complete programs while
maintainingemployment shallbeentitledtothe same subsidization for as
long as they remain in full time studywith a passing gradepointaverage
regardless of the time required to complete the program. Post-graduate
studies would be undertaken at the expense of the individual. All such
institutionsshallsubmitcompletefinancialrecordsforapprovalannually.All
remaining costs, including housing, travel and relocation, will be the
responsibilityoftheindividualstudent.Institutionscanatanytimeoptoutof
anationallyestablishedfundingprogramatwhichtimetheymaydetermine
tuitionandallothercostsindependently.Suchinstitutions,beingprivatein
nature,shallceasereceivingfederaleducationfundingentirelyinadditionto
tax exempt status and shall instead be viewed asfor profit institutions.
Individualselectingtoattendprivateuniversitieswillnotbeeligibleforany
federalsubsidies.
C. The government shall provide no subsidisation for attendance at a post-secondaryinstitutionnotonCanadiansoilunlesstheprogramofstudyisnot
availableataninstitutionwithinnationalborderswhileinafieldconsidered
tobeemployableinCanada.Guidelinesshallbeimposedsimilartothosefor
domesticstudies.Studentsundertakingsucheducationoutsidetheborders
ofCanadawouldbeexpectedtoreturnforaminimumperiodoffouryears
or assume liability for 50% of the subsidized costs associated with their
education.
D. StudentswhocompletetheireducationwithinCanadaandchoosetoobtainemployment outside Canada within four years of the conclusion of said
education shall be required to repay an amount equal to 50% of the

subsidized costs associated with their education through a government
sponsoredstudentloanprogram.
E. AttendanceatCanadianpostsecondaryinstitutionsbyforeignstudentsshallnotbesubsidizedinanyformbythegovernmentofCanadawithallexpenses
beingtheresponsibilityoftheindividualstudent(s).
2.4 Transportation andinfrastructure Transportationofgoodsand people isessential to
thesuccessofthenationasawhole,andnewmethodsmustbeexploredtofacilitateefficiency,
convenience and economic viability. Mass transportation shall be expanded and new
technologiesutilizedinallsectors.
A. Mass transportation must be examined as a viable means of handlingpassengerneedsinCanadaslargesturbancentres.Ruralcivicandinter-city
commuter rail systems along themodel of Ontarios GO Transit must be
explored in other communities notably between Calgary and Edmonton,
SaskatoonandRegina,thesouthwestOntariocorridorbetweenWindsorand
theGreaterTorontoArea,OttawaandMontreal,MontrealandQuebecCity,
andtheB.C.lowermainlandregion.Othercommunitieswillfollowsuit.
B. Airport construction must be approached with a view to accommodatingtraffic and aircraft capacities anticipated twenty-five years beyond the
planneddateofcompletion.
C. Highway and municipal roadway construction must be planned andimplementedalongthesameguidelinesanticipatingaworst-case-scenario
levelofgrowth over aperiod ofno less than thirty-fiveyears. The federal
governmentshouldsupportfinancialneedsfortheseprojects,butonlyafter
masstransitsolutionsprovetobe inadequateor impracticalforaparticular
geographicregion.
2.5 Official languages Canada has always had two official languages, Frenchand English,
and neither shall bepromotedat the expense of the inherent rights of those speaking the
other.
A. FoundedbytheamalgamationofpredominantlyFrenchandEnglishspeakingcultures, Canada is and always has been a bi-lingual country. As such, all
citizensofthecountryshallbeaffordedtherighttolive,conductbusiness,
meetandenjoyleisuretimeineitherofthesetwolanguagesinallareasof
the nation without exception. All provinces in the country must provide
publicservicesinbothofficiallanguagesasrequiredbytheindividualcitizens

atalltimes.Thisrightshallnotbeabused,andshortterminstanceswhere
suchservicesarenotavailableonatemporarybasiswillnotbeseenasan
opportunity for self-serving litigation against the public good and its duly
appointedgovernmentsatanylevel.
B.AllprovinceswithinCanadashallpermittheuseofbothFrenchandEnglishinallaspectsoflifeandcannotunderanycircumstancesrestricttheuseof
verbalorwrittencommunicationineitherofficiallanguage.Signage,written
documentation,publicaddresses,electronicortelecommunicationandany
otherformofcommunicationshallbeabletobepresentedinthelanguage
ofchoiceofthepersonorbodycreatingsuchmedia.Producelabelingshall
continuetoberequiredtobeinbothofficiallanguages.
C. Languages other than French and English are permissible under the sameessential rights, however there shall not be any requirement of the
government to provide services in anything other than the two official
languages at any level. The ability to provide such offerings shall be the
decisionoftherespectivebranchasacourtesytothosewhomaybebetter
servedintheirnativelanguages,andshallbefullysupportedbyeachlevelof
governmentwithoutlimitations.
2.6 TheEnvironment Theenvironmentmustbepreserved andcaredfor ina responsible
mannerforfuturegenerationswhileatthesametimenotstandinginthewayofprogressfor
vagueandindeterminatereasons.Newandemergingtechnologiescanandwillbethesource
ofnewrevenuesandyetaidintheprotectionoftheplanetonwhichwelive.
A. Environmental contaminationwill bedealtwith swiftly and harshlywherethereisobviousnegligenceand/orwilfulignoranceof(turningablindeyeor
attempting to conceal) environmental damage being done by individuals,
companies ororganizations in any sector of the economy frommining to
petrochemical production, land overdevelopment to agricultural abuses.
Penaltiesshallnotbelimitedtothecompanies,andexecutivesofalllevels
shallbeabletobeheldcriminally liable incaseswhereit isdemonstrated
thattherehasbeendeliberateinactiontopreventand/ordeliberateaction
tohidethedestructionofanyaspectoftheenvironment.
B. Anaggressive stance wouldbe taken to investigateamove toalternativefuels,notablywindandsolarfortheproductionofelectricity.Asamethodof
promotingenvironmentalresponsibility,thegovernmentwouldsupportand
sanctionnewtechnologieswhichenablelessexpensiveandenvironmentally
damagingproductionofelectricity.

C. Strictguidelinesaretobeestablishedandimplementedfortheproductionoffossil fuelemissions. Personal transportationvehicle development shall go
hand in hand with a move away from the internal combustion gasoline
engine.
D.Masstransportationtechnologiesshallbeviewedfavourablyandsupportedfinancially by the federal government where possible. Magnetic levitation
trains, natural gas fired locomotives, hydrogenpropulsion andwind/water
generatedelectricityshallbesoughtandputforwardwithcarbonemissions
beingpenalizedthroughagraduallyphasedinseriesofgradedfinesthatwill
increasewiththepassageoftime.Inotherwords,createbothpositiveand
negative incentives for various industries to move away from fossil fuel
consumption.
E. Promote technological diversity in manufacturing. If Canada moves itsmanufacturingbasetowardhightechnology,sciencesandotheraspectsof
consumer consumption itmightalso reduce the economicdependence of
our financial and equity markets on natural commodities and mining. By
becominganexporteroftechnologyandintellectualpropertiesourfinancial
systems stabilize byway of environmental stewardship and amove away
frommanufacturingprocessesthatinvolvedrillingforoil.
F. Integrate recycling andmanufacturing through the promotion ofproductsthat utilize recycled and remanufactured materials. Provide research and
developmentsubsidiestoindividualsandcompaniesworkingondeveloping
newusesforwastematerials.
2.7 Trade.TradeshallbepromotedandsupportedonallfrontswithintheNorthAmerican
economy.
A. All tariffs shall be removed on any itemsmanufactured within the NorthAmerican continent. Continue with existing duties on items fully
manufactured outside the North American continent, but eliminate the
duties for those manufactured products where greater then 60% of the
materialsoriginateinNorthAmericaasdutiesfortheforeignmaterialsshall
havealreadybeenextractedupontheirimportintoCanada.
B. Move toward a unified currency system inNorth America as a concertedefforttoreducetheimpactoffluctuatingcurrencymarketsonoverseasand
continentaltradebycreatingastrongereconomicbasefortheentireNorth
Americancontinent.

2.8 NationalRevenueandTaxation.Canadamustsearchforalternativesourcesofrevenue
fromoutsideourborderswhileredirectingeffortsinnewwaysfromwithin.
A. Withrespect tothenationalGoodsand ServicesTaxthe agenda issimple:eliminatetheexistingsystemoveratwotothreeyearperiod.Intime,anewnationalsalestaxsystemshallbeimplementedasameansofreducingthe
dependence onpersonal income taxes as that system isoverhauled in an
efforttoeliminateexcessivetaxbreaksforthewealthiestwhileallowingfor
those tax breaks to continue where they support health, education and
cultural or athletic endeavours. The ultimate long term goal would be to
replacepersonalincometaxeswithanationalsalestaxwitharebatesystem
establishedbaseduponfamilyand/orindividualincome.
B. Thefederalandprovincialincometaxsystemsrequirecompleteimmediateoverhauls to streamline them and eliminate costs and redundancies.
Excessive costs shall be addressed and, in eliminating them, likely also
eliminatetheneedforadditionalrevenuestocoveritsownactivities.
C. TAsstatedabove,theultimatelong-termgoaloftheCanadaRevenueAgencyshouldbeoneofreducingthedependenceofthegovernmentonpersonal
taxes andinsteadonresourceroyalties, corporate income taxesandother
methodssuch asamorebalancednationalsales/consumptiontax. Income
tax should remain in place for the moment, however, as a fundamental
equalizerwithinsocietybyrelyingonthemoreprosperouscitizenstoaidin
providingforthoselessfortunate.Taxbreaksshallbeimplementedforthose
whoneeditthemost,thelowincomeCanadianssupportingafamily.
D. Immediately encourage private home ownership through allowing thededuction of mortgage interest payments in the calculation of personal
incometaxwiththeprincipalamountbeingviewedasequivalenttoarent
paymentandthereforeanecessarypartofprovidingahomeforoneselfand
onesfamily.
E. Apermanentdeductionshallbeimplementedforthosechoosingtoupgradetheir place of residence through energy efficiency means such as solar
power,insulationandotherrecognizedandacceptedmeans.
F. Private citizens shall continue to be permitted to donate to registeredcharities and claim thesedonations ontheir income taxeswithnoceiling.
Suchreceivingentitiesshallberequiredtobefederallyregisteredforsuch
purposes soas toprovide transparency for the process.Donations to the
arts,medicallybasedcharities,amateurathleticsandreligiousorganizations
shallallbeeligibletoreceivefunds.

contributetothelongtermfinancialhealthofthemselvesandtheirfamilies.
2.9 Aboriginal Rights.Always respectful of individual rights, thegovernment shallfurther empower Canadas aboriginal people while requiring accountability and
responsibilityinkind.
A. AllFirstNationspeopleswhoidentifythemselvesassuchshallbeentitledtoareasonableformofself-government.Itshallberecommendedthatallfirst
nations be operated in a unified system nationwide to ensure that all
membersareaffordedequalityandopportunitiesacrossthecountryinsuch
areas ashealth care, education, employment, transportation,andhousing.
Membersshallbeaccordedtaxexemptstatusatanindividuallevel provided
that the income isearnedonprivateFirstNationsland, irrespectiveofthe
method of earning said monies. Gaming and lottery revenues shall be
affordedtaxexemptstatusprovidedtheyareoperatedonanot-for-profit
basiswithallexcessproceedsbeingallocatedtoageneralfundtoimprove
thecollectivepeoplesbyimprovinginfrastructure,accesstobasicamenities
suchashealthcareandotherbenefits.Directdistributionoffundstoprivate
individualsinanymannershallnotbedeemedasanacceptablemethodof
handlingsurplusrevenues.An independentombudsmanshallbeappointed
toensuretransparentdistributionandallocationofsaidmonies.
B. AllFirstNationsinCanadashallestablishanindependentlawenforcementsystemateitheralocal/regionalorperhapsanationallevel,fundedthrough
internallygeneratedrevenues.Alegalsystemshallbeinstitutedtoprosecute
offenderssimilartotheCanadianCriminalJusticesystem.Thoseconvictedof
offensives through due legal process shall beeligible tobe transferred to
CanadianpenalfacilitiesattherequestoftheFirstNations.ShouldtheFirst
Nationspeoplechoosetodosotheymayconstructandoperateindependent
penalfacilitiesforsuchpurposes,allthewhilemaintainingbasicfundamental
rightsasoutlinedintheCanadianCharterofRightsandFreedoms.
C. First Nations individuals choosing to live outside the legally establishedpropertiesofsaidFirstNations shallbeabletodosoatanytimeandmay
returntoFirstNationsresidencyatanytime.Duringsuchtimesofnon-First
Nationsresidencytheyshallberequiredtofileindividualincometaxreturns
and pay taxes as per the same guidelines as all other Canadian citizens,
however, all donations to First Nations service organizations (cultural,

D. Non-First Nations individuals may be eligible to obtain legal First Nationsstatus in the event of a matrimonial bond to a First Nations resident
providingthattheunionlastsforaperiodofnolessthanthreeyears.Afterthisperiodapersonmayretainstatusintheeventofthedissolutionofthe
marriageatthediscretionoftherespectiveFirstNationsgovernment.
2.10 Bureaucraticexcessandserviceredundancy.ThePartyshallbringanendtoexcessesin
government.
A. Asmentionedabovewithrespecttotherevenueagency,allgovernmentaldepartmentsshallbescrutinizedforexcessiveredundancy.Alldepartments
wouldbeforcedtoprovidefullpublicaccountingannually.
B. Thegovernmentwouldceasetobeinvolvedinprovidingdirectendowmentstothearts(seesection2.12).Itishopedthatbyencouragingprivatecitizens
andbusinessestodonatethroughtaxdeductionsthatprivateenterpriseand
patronsshallbeabletoassumetheresponsibilityofsuchactivities.
2.11 Immigration.PeoplewishingtobecomecitizensofCanadaarefreetodosowithinthe
limits of the law andwith the understanding that they are choosingtobecome partof the
fabricofournation,andthatdoingsoimpliesnon-criminalityandawillingnesstounderstand
whatisuniqueaboutournation.
A. Immigrationshall continue tobeencouraged from all communitieswithintheworldwithoutprejudice.As iscurrentlyinplace,all individualsapplying
forresidencyandcitizenshipshallundergorigorousscreeningandthosewith
criminalbackgroundsneednotapply.
B. Immigrating individualsmust bemade tounderstand the realities of theirtakingupresidencyin thiscountryandboth therightsandresponsibilities
inherentwithlivingasacitizenofthisgreatnation.WhileCanadawillalways
beatolerantandforgivingsociety,andwhileCanadiansarealwaysentitled
tovoiceopinions,culturaldifferencesarenotautomaticallyenshrinedwithin
theframeworkofourconstitution.AllCanadianshavetherighttorespectful
assembly,tovoteandtobejudgedequallyunderthelawasindividualswith

noprejudice accordedbased onethnicity and/or religiousbeliefs, gender,
physicallimitations,mentallimitations,age,orsexualorientation.However,
there shall be a consistent separation between the best interests of the
nationandsaidculturaldifferences.Inordertomaintainfairandequitable
treatment, such differences are not automatically enshrined when theyconflictwith the foundingprinciples of this nation and thewelfare of the
nationasawhole.
C. Whilebeingrespectfulofculturaldifferences,thosewhoattempttoextortpreferentialtreatmentbeforethelaworforpersonalbenefitwhenutilizing
social institutions such as education and health-care or for personal
disagreementsregardingemploymentguidelinesandstandardsshallnotbe
permitted to receive such treatment. Uniform dress standards for the
military, lawenforcementandemergency servicesshall notberequiredto
accommodatepersonalchoicesandrequestsforsaid allowances, although
therespectiveorganizationsmaydosoatanytimeattheirowndiscretion.
D. ThosewhoimmigratetoCanadaforthepurposesofconductingillicitandorillegalactivitiesshall,uponconvictionattheconclusionofduelegalprocess
andcompletion of twothirdsof their sentences, beremovedpermanently
fromourshoresandreturnedtotheircountriesoforiginwithnopossibility
of return underany circumstances.This shallbedone for the public good
both from a safety standpoint and from an economic stance as this will
eliminate the costs associated with long-term incarceration and
rehabilitation.
2.12 Athletics,Cultureand theArts. Itis thepositionoftheParty thatthegovernmentof
Canadashallnotbeinvolvedineitherthepromotionorinhibitionofculturalendeavours,that
Canadians are truly multi-cultural and are free to express these differences free of the
encumbrancesofgovernmentalinvolvement.
A. ItisthepositionofthePartythatthefederalgovernmentofCanadashallnotbe directly involved in the production or operation of artistic endeavours
regardless of the perceived cultural benefit. Cultural expression is an
individualchoiceandneitherdiscouragednorendorsedbythegovernment
of the peopleat any level. Private enterprise shall be themain source of
funding and support for such activities. As a Crown Corporation, the
CanadianBroadcastingCorporationshall eitherbe soldtoprivate interests
(as per section 2.1) or be permitted to cease operation entirely with all
archivalmaterialsbeing transferred to appropriate cultural institutions for

preservation.Theconstructionofculturalspectatorortrainingfacilitiesshall
onlyinvolvefederalgovernmentfundingwheretheownerofsaidfacilityisa
not for profit organization, governmental branch, or post secondary
institution,toamaximumcontributionlevelof25%oftheanticipatedcostof
construction. Provincial and municipal governments shall be permitted tobecomeinvolvedinfor-profitprojectstoamaximumcontributionof25%of
the total estimated costs of construction provided the government also
retainsaproportional levelofownershipofthefacility for aperiodoffive
years after completion. All remaining funds shall come from the private
sector.
B. AlthoughthegovernmentofCanadashallcontinuetosupportandencourageamateur athletics through the sponsorship of national teams and sports
through the provision of funding for equipment, travel, facilities and
coaching, it shall not be involved in the operation or support of any
professional sports activity.Theconstructionof large spectatoror training
facilities shall only involve federal government fundingwhere the primary
tenantofsaidfacilityisanationalsportsteamorpostsecondaryinstitution,
to a maximum contribution level of 25% of the anticipated cost of
construction. Provincial and municipal governments shall be permitted to
becomeinvolvedinfor-profitprojectstoamaximumcontributionof25%of
the total estimated costs of construction provided the government also
retainsaproportional levelofownershipofthefacility for aperiodoffive
years after completion. All remaining funds shall come from the private
sector.
C. Privateandcorporatedonations toculturalandathleticorganizationsshallcontinuetobepermittedandwillbe stronglyencouraged.Allcontributions
shall beeligible for tax deduction without a ceiling.All donations shallbe
required to be recorded with the CRA for such purposes. Provincial
involvementinallabove-notedendeavoursshallbepermittedtowhatever
levels theindividualprovinces andterritories feelisappropriate,beneficial
andviable.
2.13 National Defence Canada shall maintain a strong and well equipped defence force
capableofrespondingtoexternalthreats,internalissuesandpeacekeepingdutiesatalltimes
themomentapropertriggerrequirestheactivationofsaidarmedforces.
A. The government ofCanada shalloperate aneffectivesystem ofnationaldefencethatpromotesanddefendsthesovereigntyofournationonCanadiansoilthrough

the maintenance of a practical collective of independently operated national
branchesoftheCanadianArmedForcesincludingastandingarmyofgroundforces,
anationalair force,anationalnavalbranch,acoastguardandreservecontingents
forallbranches.
B.Thearmyshalloperateundertheguidelinesofprovidingastrongandeffectiveforceofgroundtroopsandvehiclescapableofrespondingwithin24hoursofaninvasion
forceincursionbyahostileenemyonCanadiansoil.Thesecondaspectshallbethe
operation of an expeditionary force capable of responding within 96 hours to a
hostileactionoutsideourbordersaspartofalongtermcommitmenttoNATOand
the United Nations. Equipment and vehicles (including air transport) shall be
procured and maintained from Canadian suppliers under responsible business
practicesanddevelopmentoftechnologyshallbetheresponsibilityofthesuppliers.
C. TheAirForceshalloperateacontingentofaircraftcapableofdefendingCanadiansoilfromallincursionsbyhostileforcesregardlessoftheenvironment.Aircraftshall
be developed and produced within Canadian borders, although foreign allied
interestsshallbeallowedtoparticipateinthedevelopmentofsaidaircraftthrough
financial contributions. The force shall consist primarilyof rapid response fighter
aircraft,smallshortrangebombingaircraftandauxiliaryaircraftasdeterminedtobe
neededfortheassistanceofotherbranchesoftheCanadianArmedForceswhere
separateaircontingentsaredeemedtonotbeviable.
D. TheCanadianNavyshalloperateaseriesoftechnicallyadvancedvesselscapableofrespondingtoincomingnavalthreatsfromoutsideourbordersincludingtheability
to launchship-born fighteraircraft forpre-emptive strike capabilitywhere hostile
actsareknowntobeforthcoming.Suchaforceshallbemaintainedwithabalance
ofhalflocatedineachofourtwowarmercoasts,andshallbepreparedtodeployfor
internationalpeace-keepinginitiativeswithin96hoursofsucharequirementbeing
identified.Allcraftshallbecapableofoperatinginourextremenorthernclimesand
icyconditions.
E. ACanadianCoastGuardshallbeemployedtomaintainCanadianSovereigntyonourentirecoastlinetoensurethatourwaterwaysareproperlymaintainedandthat,in
conjunctionwithCanadaCustoms,ourimmigration,tradeandtariffguidelinesare
enforced.
F. Canada shallremainastrong and committedmemberofbothNATOandNORAD,providingresourcesasrequiredasameansofprovidingsafetyandsecuritytothe
nation.ParticipationinUnitedNationsPeacekeepingmissionsshallcontinue,most
commonlyfocusedontheprovisionofhumanitarianservicesandsecurity.

2.14 VicesandControlled SubstancesAlthoughrepugnant tosome, the timehas come to
reviewandrepairthenationalapproachtocontrolledsubstancesandtheirassociatedvicesas
ithasbeenrepeatedlydemonstratedthatprohibitionofanykindsimplydoesnotwork.
A.The existingapproachtocontrolled substances suchasalcohol and tobacco shallcontinue with the exception that advertising of controlled substances shall be
permitted tocontinueas there should benodifferentiation between the various
forms of substance addiction as all are equally harmful. As such, promotion of
tobacco products shall be permitted to resume if desired. Age restrictions for
tobacco,alcoholandothermindalteringsubstancesshallbethesamewithineach
provinceandtheyshallallbedistributedinspeciallylicensedandcontrolledoutlets
asdecidedbyeachprovincialjurisdiction.
B. Certain addictive recreational substances (such as marijuana and cocaine forexample) shall be considered for possible permission to become marketed
substances, sold under similarly controlled conditions to those of tobacco and
alcoholproductsunderthesupervisionofHealthCanada.Itishopedthatthelong
term effect of this approach shall be to introduce strict controls over their
distribution, and eliminatemuchof the criminalelement whileat the same time
generatingtaxrevenuessufficienttoaidinthetreatmentofsubstanceabuseand
addiction through the channellingofsaid tax revenuesdirectly tothe health care
system.Someextremelystrongnarcoticsmaycontinuetoremainoutofmainstream
consumption unless adequate evidence is able to be presented to the health
ministrytodemonstrateitsviabilityasasafelycontrolledsubstance.
2.15 LawEnforcementandJusticeCanadasurvivesasanationunderruleoflawanditisthe
fundamentalrightofallCanadianstolifeinasafeandsecuresociety.Canadaslegalsystem
shallbeoverhauledtoreflecttheneedsoflawmakersandlawenforcement.
A. ThegovernmentofCanadashallmaintainaneffectivesystemoflawenforcementdesignedtopromotealawabidingcitizenry,andtopunishoffenderswhoseillegal
acts violate the rights ofall law abidingCanadian citizensfromcoast tocoast. In
addition toexemplary support for local law enforcement, the CanadianMounted
Police Force shall continue to provide national law enforcementwhere required
through involvement with anti-terrorist activities, infiltration of criminal
organizationsandcontinued investigationofallcriminalactivitieswithinCanadas
bordersandterritorialinterests.RuralPolicingshallbecometheresponsibilityofthe
individual provinces and their municipalities, with the Canadian Mounted Police
Forcebeingavailabletobecontractedforsuchendeavours.

B. CriminallyviolatedCanadiansshallalwayshavetherighttoperformacitizensarrestwithin a reasonable time frame, with grounds. Their actions in sodoing shall be
abovereproachandshallnotabdicatetheirresponsibilitytoenactsuchanarrestin
alawabidingmannerthemselves.
C.Anationalparolesystemshallbemandatedasaneffectivedeterrentforlongtermcriminal activities by encouraging the absolute highest standards of investigation
andmonitoringforconvictedcriminalseligibleforparole.Paroleafteraminimum
portionoftheprescribedsentenceshallnotbeautomaticandfurtherincarceration
shallbesupportedwherethereistheslightestdoubtthatacriminalisnotcapableof
functioninginalawabidingmannerwithinsociety.Bailshallalsonotbeautomatic
andshallbebaseduponpreliminaryevidenceandthediscretionofthemagistrate
overseeingthehearing.Alljudicialmembersshallbereviewedtoassessthevalidity
oftheirjudgementsonanongoingbasis.
D. The inherent rights of Canadians shall always be the paramount concern for allindividuals serving within the various aspects of the Canadian legal system. In
committingacriminalactanindividualisineffectabdicatinghisorherownrightsas
afreecitizenofthiscountryandshallbetreatedaccordingly.Duringtheirperiodsof
incarceration,convictedcriminalsshall:
a. Not be eligible for any form of income, including interest earned frominvestmentswhileimprisoned.Suchmoniesshallbeseizedandplacedintoa
national fund for the benefit of victims of crime. Families of convicted
criminalsshallbeseenasvictimsandthereforeeligibleforamodestformof
assistancewhere necessityis demonstrated to thesatisfactionof a review
committee. Paymentsmade to the individual for media promotion, book
development etc. shall be handled in a similar manner. After reaching
eligibilityforparoleaconvictedcriminalshallatthatpointbepermittedto
receivemonies into family accounts but shall continue to be ineligible to
receivefundsfromanyoutsideinterestswheretheindividualwouldbenefit
monetarilyforthepromotionofthecriminalactivitieswhichledtohisorher
prisonsentence.
b. Notbeeligibletoparticipateinanyformofelectionatanylevelduringtheirperiodsofincarceration.Thiswillincludemunicipal,provincial/territorialand
federalelections.
c. Be removed from Canadian soil permanently after the conclusion of twothirds of theirsentenceswheretheyare residents ofanothercountry and
have resided within Canada for a period of less than two years. The
remaining portions of their sentences shall be the responsibility of their

homelandsandshallbehandledasseenfitbythosecountries,includingthe
possibility that they may be released. Irrespective of this outcome, their
