Foundation Holds Leadership Graduations
The Dothan Area Chamber Foundation recentlyheld graduation ceremonies for the organization’sLeadership Dothan and Youth Leadership Dothan-Houston County programs. Each class had over 30graduatesthisyearthatarereadytoheadoutintothecommunitytoserveasleaders.Asuccessfuleducationandstrongleadershipbaseare
essentialtotheeconomicvitalityandqualityof life in
everycommunity,andtheseprogramsserve as important leadershipresources. These two annualprogramshelptoraiseaparticipant’sawareness of the local issues andincrease their understanding ofdifferent perspectives, while at thesame time encouraging them tobecome involved in solving thechallengesfacingtheircommunity.The Youth Leadership Dothan-
HoustonCountyprogramisaseven-monthtrainingprogramthatprepareshigh school juniors for leadership,involvement and participation inthe future of the Wiregrass region.Theprogram’sgoal is to interest students in civic andvolunteer activities, encourage them to recognize theirpotentialandassisttheminidentifyingtheirspecialskillsandtalents.Youth Leadership Dothan-Houston County Class
XXIIIhad44highschooljuniorsfrom12areaschoolsin Houston County graduate. The ceremony tookplaceatWiregrassRehabilitationCenterInc.’sSterlingEventsServicesRotaryHallWednesday,May13. ProvidenceChristianSchool,providedattendeeswithawonderfuloverviewoftheyear’shighlightsfromvisitingthe local area hospitals during Health Care Day, tovisitingtheDothanPoliceandFiredepartmentsduringPublicSafetyDay.
The Leadership Dothan Class XXXIII had 34 totalgraduates and held its graduation ceremonyThursday,June 4, at the Dothan Country Club. The eveningevent included Blake Daughtry, from The DaughtryGroup, providing course highlights followed by agreat PowerPoint presentation created by WiregrassTechnologies,LLCfilledwithpicturesfromthroughoutthe year. Closing remarks were provided by Lori
Lewis, Leadership Dothan SteeringCommitteechair.Aspartoftheprograms,bothclasses
arerequiredtocompleteacommunity-basedprojector fundraisingeffort tohelp improve their community. Fortheirserviceproject,YouthLeadershipchose to do volunteer work forWiregrassHabitatforHumanity.Leadership Dothan had two
projects.ThefirstwastosellticketsforJonJam2015andhelpwithsetupandwork the event. The proceeds fromJonJamhelpfundtheR.E.A.L.Project(Refurbished Equipment AssistingLives), which is a central place forpeople to bring any used medicalequipmentforpeoplewithdisabilities
of all ages.The equipment is then refurbished and theitemsareloanedoutonafirstcome,firstservebasiswhichultimately improves theirqualityof life andhelps themlivemoreindependentlives.The second project was focused on raising funds to
help purchase resources and therapeutic equipment forKelly Springs Elementary School’s Autism classroom.Theclass,alongwiththeJonLeeFoundation,wasabletodonateatotalof$2,925.Both the Youth Leadership and Leadership Dothan
classescanbeproudoftheworkandalltheyaccomplishedduringtheiryear.Theseclasseslearnedtheimportanceofworkingtogetherasateaminordertobegreatleaders.Plans are currently being put in place for the 2015-

The Dothan Area Chamber of Commerce hasaddeditsnameofsupporttotheRemoteTransactionParityActof2015.Thisbill restores a levelplayingfieldtolocalbusinessesbyrecognizingandaddressingthe collection of online sales taxmust be based ondestinationsourcing.Thisapproachisnecessarytosolvethekeyproblem
of price disparity at the point of purchase that isunfairly impacting community-based businesses.Destination sourcing ensures that residents willcontinue to pay the sales tax of the state in whichthey reside, rather than to some state they have no
affiliationwithandwhichmightcarryahighersalestaxratethantheirhomestatedoes.Destinationsourcingisalsoessentialbecauseitwill
provide for smoothest integration into current salesandusetaxcollectionprocesses,allowingmerchantstoutilizeamultitudeofcompliancesoftwareoptionsalreadyinexistence.As America’s marketplace continues to advance

Among the 265 urban areas that participated inthefirstquarter2015ACCRA Cost of Living Index,theDothanareacameinat86.7 for itstotal index.ThisindexrepresentsthattheoverallcostoflivingforDothanis13.3percentbelowthenationalaverage.WhencomparedtotheothernineAlabamaurban
areasthatparticipatedinthe2015firstquarterIndex,theDothanareawasthelowestcostareainthestate.Our area also reported the lowest inMiscellaneousGoodsandServices(86.8%).

TheACCRA Cost of Living Indexmeasuresregionaldifferencesinthecostofconsumergoodsandservices,excludingtaxesandnon-consumerexpenditures,forprofessional and managerial households in the topincome quintile. It is based on more than 90,000prices covering 60 different items for which pricesare collected quarterly by chambers of commerce,economic development organizations and universityappliedeconomiccentersineachparticipatingurbanarea. Small differences should not be interpreted asshowingameasurabledifference.The composite index is based on six component
categories –Housing, Utilities, Grocery Items,Transportation, Health Care and MiscellaneousGoodsandServices.
What Does Breakfast Cost?Each quarter, C2ER collects more than 90,000
pricesfromcommunitiesacrosstheUSfortheCostofLiving Index.With foodprices abigpart of thenational media attention, D2ER decided to onceagain feature thosecommunitieswith themostandleastexpensivefoodcostsasmeasuredbythegroceryitemindexnumber.C2ERcollectsdataon26itemsfrom a variety of surrogate categories to representthegroceryitemcomponentoftheindex.Dothan’s Grocery Items index was 102.1.

House Bill 554 is now an“enrolled bill” waiting forGovernor Robert Bentley’ssignature. An enrolled billhas passed both houseswith identical verbiage.This bill, when it becomesan Act, will consolidateall workforce developmentactivities, with the exceptionof the Community CollegeSystem, which recently wasreorganized and moved fromthepurviewofthestateBoard
of Education to the Board of Trustees of theCommunityCollegeSystem, intotheDepartmentofCommerce.TheDepartmentofCommercewillhavetwodivisions;theBusinessDevelopmentDivisionandtheWorkforceDevelopmentDivision.Whereas,weusedtohavetwochannelsforworkforce
developmentwithfederalprogramsbeingmanagedbytheAlabamaDepartmentofEconomicandCommunityAffairs,withtheadviceanddirectionofthestateandlocalworkforceinvestmentboards,andstateprogramsbeing managed by post-secondary education, withadvice and recommendations provided by the tenregionalworkforcedevelopmentcouncils,allprogramsnow fall under the Department of Commerce. Theverbiagefromthebill,movingtheseresponsibilitiestotheDepartmentofCommercefollows:
Division 1. Workforce Programs.Alloftheworkforceprogramsadministeredbythe
Department of Economic and Community AffairsbeforetheeffectivedateoftheactaddingthissectionshallbetransferredtotheDepartmentofCommerceand administered by the Workforce DevelopmentDivisionof theDepartmentofCommerce including,but not limited to, programs administered throughthe federal Workforce Investment Act, AlabamaCareerCenters,IncumbentWorkerTrainingProgram,
On-the-Job Training Program, Individual TrainingAccount, Rapid Response Team, youth programs,eligible training provider list, Mentor Alabama, theAlabama Community Partnership for Recovery andReentry, National Emergency Grant-OccupationalSkills Training for Dislocated Workers, and theAlabamaDisabilityEmploymentInitiative.
Division 2. Workforce Investment.TheadministrationofWorkforceInvestmentBoard
andLocalWorkforceInvestmentBoardsadministeredby the Department of Economic and CommunityAffairsbeforetheeffectivedateoftheactaddingthissection is transferred to theWorkforceDevelopmentDivision of the Department of Commerce and, onthe effective date of the act adding this section, theboards shall be administered through theWorkforceDevelopmentDivisionofthedepartment.
Division 3. Alabama Industrial Development Training InstituteAlabamaIndustrialDevelopmentTraining(AIDT)
wasmovedtotheDepartmentofCommercetwoyearsagoandthisnewlawdoesnotchangetheirstatus.
Division 4. Alabama Workforce CouncilTheAlabamaWorkforceCouncil ishereby created
asanappointedgroupof statebusiness and industryseniormanagerscontinuedinexistenceasapartoftheWorkforceDevelopmentDivisionof theDepartmentofCommerce.Thecouncil isresponsibleforadvisingand supporting the Chancellor of the AlabamaCommunityCollegeSystem, and theSuperintendentof the Alabama Department of Education, and theCouncil of College and University Presidents. TheAlabamaWorkforceCouncilwillserveasanadvisorybody in formulating policies, developing innovativeeducational workforce programming, and discussingissues critical to the workforce development needsin the State of Alabama. Furthermore, the councilwill promote, coordinate, and collaborate across
prekindergarten-12, two-year colleges, four-yearuniversities,andbusinessandindustry.
Division 5 Regional Workforce Development CouncilsThe Regional Workforce Development Councils
areherebyestablishedasanappointedgroupofstatebusinessandindustryseniormanagers.TheRegionalWorkforceDevelopmentCouncils shall be appointedfromno less than six and nomore than 10 regions.TheDeputySecretaryoftheWorkforceDevelopmentDivision of the Department of Commerce and theChancellor of the Alabama Community CollegeSystem shall jointly promulgate rules related to theestablishment andgovernanceof these councils.TheDeputy Secretary of the Workforce DevelopmentDivisionoftheDepartmentofCommerceshallfollowthe operating guidelines previously adopted by theWorkforce Development Division of the AlabamaCommunity College System (WDD/ACCS). TheRegional Workforce Development Councils shallprovideadirectlinktotheworkforceneedsofbusinessand industry at the local level.The councils shall bebusiness-drivenandbusiness-ledandworkwiththeirmembercountiesandshalldeveloparegionalstrategicplanandcomprehensiveworkforcedevelopmentsystemthat supports local economic and job developmentactivities.(b) The Regional Workforce DevelopmentCouncils shall make funding recommendations forgrantapplicationssubmitted,basedonthedocumentedneedsoftheregionasidentifiedintheirstrategicplans.(c)Eachcouncilshallmeetatleastquarterly,butmaymeetmorefrequentlyuponthecallofthechair.
This new alignment and consolidation shouldprovideforbettercommunicationbetweenandamongthe various agencies brought together under theDepartmentofCommerceaswellasmoreefficientuseofresources.

• The sectors showing the greatest decline in number of establishments wereProfessional,Scientific,andtechnicalservices,Manufacturing,RetailTradeandConstruction
• Themajorsectorswiththehighestnumberofestablishmentswith1-4employeeswereRealEstateRentalandLeasing–74percent;Professional,TechnicalandScientificServices-65.7percent;andFinanceandInsurance–60percent.

Ad Sales Campaign Currently Underway
