Note: It is mandatory for new users of e-Tendering portal to install Mandatory Softwares

and make necessary changes in IE Browser settings, Date Format and User

Account settings on their machines as shown in this presentation.

In this presentation, we have used following: Windows 7 Professional - Internet Explorer (IE) - Version 9 Windows Vista Ultimate - Internet Explorer (IE) - Version 9

Windows XP Service Pack 3 - Internet Explorer (IE) - Version 8

Pre-requisites for using Govt of

Maharashtra e-Tendering System

Internet Browser Requirement: Internet Explorer Ver. 7 and above

Operating System Requirements:

Windows 7 - Professional, Enterprise and Ultimate editions OR

Windows Vista - Business, Enterprise and Ultimate editions OR

Windows XP (Service Pack 3)

Digital e-Token: Users should purchase Class 2 or Class 3 digital e-token

having 2 certificates installed in it, one for Signing/Verification purpose

and another for Encryption/Decryption purpose.

WinZip / WinRAR Utilities

PDF Acrobat Reader Version X or above

Users should have administrator rights on the machines that they intend to

use for e-Tendering process.

Installation of Mandatory Softwares

Enter the URL https://maharashtra.etenders.in

in the browser.

Click on this link to install ‘Number to Word Conversion Utility’

Click on ‘Run’ to start the installation wizard. Follow onscreen instructions

to complete the installation.

Click on this link to install ‘SHA-2 Mandatory

Installable’ software.

Click on ‘Run’

In this Security Warning window, click on ‘Run’ again to start the installation wizard. Follow onscreen instructions to complete

the installation.

Sites

Modifying the List of Trusted Sites

To make changes in IE browser settings, Click on ‘Tools’ of IE.

Click on ‘Internet Options’.

In this window, Click on ‘Security’ tab.

2. Click on ‘Custom Level’.

1. Select ‘Trusted Sites’.

Select ‘Enable’ radio buttons for all the Security Settings of Trusted Sites Zone listed here except

Use Pop-up Blocker setting .

Select ‘Disable’ radio button for Use Pop-up Blocker Security Setting.

1. Select ‘Automatic logon with current user name and password’ radio button for User Authentication setting (very last setting in the list).

2. Now click on ‘OK’

1. Select ‘Trusted Sites’ again.

2. Then click on ‘Sites’

1. Type address of main portal i.e.

https://maharashtra.etenders.in here

2. Click on ‘Add’

This way main portal address got added in the list of Trusted Sites. Similarly, add http://maharashtra.etenders.in https://*.maharashtra.etenders.in, http://*.maharashtra.etenders.in address in the list of Trusted Sites.

Control Panel Settings for Windows 7

Click on ‘Control Panel’

Click on ‘View by’ dropdown menu.

Select ‘Large Icons’ or ‘Small Icons’.

Select ‘Region and Language’.

Here you can see default settings for ‘Region and Language’. We have to change these settings to following values from respective dropdown menus: Format: English (United States) Short Date: MM/dd/yyyy Long Date: MMMM,dd,yyyy

Click on ‘Format’ dropdown menu and Select ‘English (United States)’ value.

Click on ‘Short Date’ dropdown menu and Select ‘MM/dd/yyyy’ value.

1. Click on ‘Long Date’ dropdown menu and Select ‘MMMM,dd,yyyy’ value.

3. Click on ‘OK’.

2. Click on ‘Apply’.

Here you can see modified ‘Region and Language’ settings as per e-Tendering requirements.

Click on ‘Control Panel’

Select ‘User Accounts’.

Click on ‘Change User Account Control Settings’.

1. Bring the slider to the bottom at ‘Never Notify’

value.

2. Click on ‘OK’

3. Restart the machine.

Click on ‘Control Panel’

Click on ‘Classic View’.

Double click on ‘Regional and Language Options’.

1. Click on ‘Format’ dropdown menu and Select ‘English (United States)’

value.

2. Click on ‘Customize this

Click on ‘Date’ Tab.

Click on ‘Short Date’ dropdown menu and Select ‘MM/dd/yyyy’ value.

Back in Control Panel, double click on ‘User Accounts’.

Click on ‘Turn User Account Control on or off’.

1. Un-check this option.

1. Click on ‘OK’

2. Click on this button to restart the machine.

Points to Remember

System configuration steps shown in this presentation are mandatory and

are to be performed only once on a given computer machine.

A user should start using e-Tendering portal only when he has configured his

machine properly as explained in this presentation.

In event of machine not configured properly, complete functionality of the

portal will not be available. A user may encounter errors on the portal while

carrying out different activities such as online registration process, login

process etc.

A user should follow these steps on all the machines that he intends to use for

e-Tendering related activities.

A user should have administrator rights on all the machine that he intends to

use for e-Tendering related activities.
