control the implementation of the Law on Civil Service and related legal acts;
manage the register of civil servants;
participate in drafting legal acts related to the civil service;
approve training programmes for civil servants;
co-ordinate the implementation of the strategy for the training of public servants;
investigate disputes related tothe status of civil serants;
prepare information about the civil service and submit it to state and municipal institutions and agencies;
etc.
REQUIREMENTSA person shall meet the following requirements:
general requirements set in The Law on Civil Service:- to hold the citizenship of the Republic of Lithuania; - to have proficiency in the Lithuanian language;- to be not less than 18 years of age and not more than 65 of age - except civil servants of political (personal) confidence and acting civil servants;- to have education necessary to hold the position of a civil servant of an appropriate level;
special requirements set in a particular job description; the requirements of flaw-less reputation set in The Law on Civil
Service.

THE RESULTS OF THE COMPETITION
The desicion of the competition commision is obligatory to admitting person.
The winner of competition is announced in the web page of Civil service department.
Any actions, inactivity and/or decisions that violate the provisions of the Procedure may be appealed against, not later than within 3 working days, to the head of the institution organising the competition as well as to the court.

THE CONCLUSIONS
The acting procedure of recruitment is unanimous.
The use of IT allows to manage the system of centralised tests professionally as well as assist HR departments with examination in writing.
The procedure of recruitment is related to social guarantee – re-establishment the status of a civil servant or recruitment of a former civil servant, dismissed from office as a result of the cancellation of their position.

IMPROVEMENT OF RECRUITMENT
CSD implements Project financed by EU Social funds “The Improvement of Civil Servants Selection system” (since July, 2009).
The main aim of the Project – to increase the effectiveness of civil servant recruitment system.
To assure the quality of selection by applying unanimous standards of recruitment;
To evaluate not just candidates’ knowledge but their abilities as well as competencies;
To increase the transparency of competitions by using IT.

REGLAMENTATION ON RECRUITMENT FROM 2012 MARCH
Possibility to give applicants practical tasks during written examination and oral examination.
Possibility to participate in competition as an observer is given for trade union representative if it has been formed in the institution and for other representatives of community.

REGLAMENTATION ON RECRUITMENT FROM 2012 JULY (1)
The test will be composed from 3 parts:
questions from legal acts – 10% of the test (8 legal acts), general ability questions – 40 % of the test;general competencies questions – 50 % (leadership, communication and analytical competencies).

REGLAMENTATION ON RECRUITMENT FROM 2012 JULY (2)
The oral examination:Practical tasks will be given centralised to check management abilities for applicants to the positions of head of institution, head of department, chancellors of ministries.
Management abilities: leadership, HR management, strategic thinking, financial management, communication and analysis.
The documents to take part in the competition will be accepted in electronic way by one IT system.

PROJECT OF LAW ON CIVIL SERVICE
Centralized examination will be arranged by Civil Service Department to check applicants from 2013:
General abilities; Management abilities for applicants to the leading positions; Knowledge of foreign language.
