Foreword
WeaimtoensurethatBedfordremainsoneofthesafestBoroughsinthecountryandthisPlanwillprovidethemeansbywhichthecommunitysafetyprioritieshighlightedinthe2012StrategicAssessmentcanbedelivered.Furthermore,wearecommittedtodeliveringsafer,strongerandmoresustainablecommunitieswithinBedfordBorough,enablingresidentstolivesaferlives.
OurPartnershipmemberswillleadonthedeliveryofourpriorityareas,butwecannotmakethishappenonourown.Wehopethatpartners,stakeholders,citizensandcommunitieswilltakeresponsibility,demonstratecommitmentandmakearealcontributiontohelprealiseourvisionforasaferBedfordBorough.
ThePartnershiphasembracedanumberofchangesinthelast3yearswithIntegratedOffenderManagement,ResponsibleAuthorityServicesandGovernmentfinancialReviews.TheimplementationofaPartnershipDevelopmentPlanin2011-2012placespartnersinagoodpositiontodeliverthisStrategyandfuturechangesincludingthearrivalofthePoliceandCrimeCommissionerinNovember2012.
Overall,reportedquarterlycrimelevelsinBedfordshireforthe12monthstoSeptember2011arebelowtheEnglandandWalesaverageat70crimesper1000people,comparedto74crimesper1000peopleinEnglandandWales.Inaddition,theBritishCrimeSurveyshowsthatvictimsatisfactionratesareimprovingandreportsofanti-socialbehaviourareonaslowdownwardstrendinBedford.Althoughwehaveachievedagoodandcontinuous3-yearreductionincrimeandASBfrom2008–2011,wearenotcomplacent.Weremainevenmorecommittedtoreducingthoseareasofcrimeanddisorderthathaveanegativeimpactonsomanypeople’severydaylives.
Everymemberofthecommunityhasaroletoplayinreducingthenegativeimpactscausedbycrimeanddisorder.Wewillthereforeensureduring2012/2013thatwefurtherextendourPartnershiptoinvolveourcommunitiesmore.Byworkingtogether,wewillempowercommunitiestotakeresponsibilityfortheissuesintheirarea,workwithresidentsandagenciestoidentifythelong-termsolutiontoproblemsandinitiatepreventativemeasurestomakecommunitiessafer.

Tackling crime, disorder, anti-social behaviour, drug and alcohol misuse and increasing perceptions about safety and well-being in our communities.
PurposeThepurposeofthisdocumentistosetoutthepriorityareasforactionbytheBedfordBoroughCommunitySafetyPartnershipanditspartneragenciesby:

ThisplancoverstheperiodApril2012toMarch2014andassuch,thepriorityissuesdetailedareestablishedforthenexttwoyears.However,theCommunitySafetyPartnershiphasastatutoryobligationtoundertakeanannualstrategicassessment.Followingthecompletionofthe2013strategicassessment,thisplanwillbeupdatedtoreflectanychangesinpriorities.

Equalities Impact AssessmentTheCommunitySafetyPlanaimstoincreasecommunitysafetyforallindividualswholive,workorsocialisedinBedfordBorough.CSPactivitiesareevidenceled,focussedonsupportingvictims,withtheaimofimprovingthequalityoflifeofvictimsandensuringasmoothpathwaythroughtheCriminalJusticeSystem.
TheCSPmustseizeallopportunitiestoengagefurtherwithprotectedgroupstoestablishtheimpactthatcrime,ASBandCSPservicesimpactsontheirlives.ThiscanbeachievedthroughfurtherengagementandinvolvementinPartnershipwork,actiondays,meetingsandcasereviews.
AnequalitiesanalysishasbeencompletedforthisplananddemonstratesthatourevidencegatheringprocessandconsequentanalysisissufficientlyrobusttoinformtheCSPPlanpriorities.TheevidenceshowsthatthePartnershipconsidersdiscriminationthroughthestrategicassessmentprocess,partnershipdeliveryprocessandisdiscussedatastrategiclevel.Thereareappropriateprocessesinplacetodealwithoffendersandprovideanappropriatelevelofsupporttovictimswhoareprioritisedthroughariskassessmentprocess.Therehavebeenanumberofprojectstacklingdiscriminationdeliveredduringtheprevioustwoyears,youngoffenders.Olderpeople,adultoffendersandafullspectrumofvictimshaveplayedanactiveroleintheseprojects.Whereavailable,fundinghasbeenusedtotakeadvantageofallappropriateopportunitiestoadvanceequalityandfostergoodrelationsbetweengroups(particularlyinthedeprivedwardsofQueensPark,Castle,KingsbrookandCauldwell).WorkwillcontinuethroughtheKingsbrookBigLocalprojectandthroughthedeliveryofthesustainablecommunityplanduring2012-2014.

SummaryAnannualStrategicAssessmentispreparedonbehalfoftheBedfordBoroughSaferThematicPartnershiptoinformstrategicplanningandcommissioningprocessesfortheCommunitySafetyPartnership.FullstatutoryrequirementscanbefoundinSection17;CrimeandDisorderAct(FormulationandImplementationofStrategy)Regulations(2007)1.ThefindingsoftheStrategicAssessmentfeeddirectlyintothisplan.
ThePartnershipStrategicAssessmentispartofanintelligenceprocessthatisusedtohelptacklecrimeanddisorderandtoimprovecommunitysafety.ItisproducedannuallyandcomplementedbyregularassessmentsthatmonitorPartnershipsactivities.Ithasdetailedanalysisthatexploreskeyandemergingproblemsandconsultationswithcommunitygroups.IncludedherearetheheadlinesfromtheStrategicAssessmentdocument.
PerformanceOverthepasttwelvemonths(Jan2011–Dec2011),BedfordBoroughCommunitySafetyPartnershiphasachieveda6%(5.86%)reductioninoverallcrimewhencomparedtothesameperiodinthepreviousyear.AgainsttargetsestablishedinApril2011,yearonyearperformanceshowsthatsignificantimprovementshavebeenachievedinallareas,inparticularburglarydwelling(19%reduction),robbery(33%reduction),mostseriousviolence(28%reduction),criminaldamage(9%reduction)andanti-socialbehaviour(4%reduction).A55%reductionhasalsobeenobservedinthenumberoffirsttimeentrantstotheyouthjusticesystem.Thepercentagegrowthinsuccessfuldrugtreatmentcompletionshasincreasedabovethenationalaverage,with15%2ofindividualshavingasuccessfulcompletionofdrugtreatment.
AchievementsDuring2011and2012,thePartnershiphasdeliveredanumberofprojects,including;
• FollowingadomesticrelatedmurderinApril2011,aDomesticHomicideReview(DHR)wascarriedoutbyaDHRPanelofkeypartnersanddetailswrittenupbyanindependentOverviewWriteraspernewlegislation.DHRswereestablishedonastatutorybasisundersection9oftheDomesticViolence,CrimeandVictimsAct(2004).Thisprovisioncameintoforceon13thApril2011.Partnersusedasignificantamountoflocalexpertiseandnationalguidancetoputanewprocessinplacetoensurestatutoryobligationsweremet.Lessonslearnedwillhelpagenciestobetterrecognise,recordanddealwithissuesrelatingtodomesticissuesandthusreducetheriskofdomestichomicideoccurring.
• ABedfordBoroughCouncilAnti-socialBehaviourCoordinatorhasbeenappointedandaCorporatepolicyadopted.Thepolicyutilisesariskassessmentprocessthatgradescasesforaction.ApartnershipapproachbringsjointresponsesfromPolice,NHSBedfordshire,BedfordBoroughCouncil,BedfordshireandLutonFireandRescueServiceandregisteredsociallandlords,wherethewelfareofthevictimisparamountandassociatedwelfarereferralsmade.

• Acounty-wideapproachfordeliveringasingleCounterTerrorismplanacrossthe3LocalAuthorityUnitaryareashasbeendeveloped.CommunityactivitieshaveincludedenablinglocalImamstoreceivefreeEnglishlessonstohelpthembuildstrongerrelationshipswiththeircommunities.Partnersalsoworktogetherinrespectofthesafedeliveryoflargerscaleeventsandemergencycontingencyplanswhichareworkedthroughonamulti-agencybasis.
• JointworkwithLutonandCentralBedfordshirehastakenplacetodeliverMulti-agencyRiskAssessmentsconferences(S/MARAC)fordomesticandsexualabuse.InMay2011thethreepartnershipslaunchedanewSexualAbuseReferralCentre(SARC)situatedinBedfordwhichprovidesarangeofinvestigativeandvictimsupportservicesinasinglelocation.
• TheIntegratedOffenderManagement(IOM)DeliveryGroupcompleteditsfirstyearasamulti-agencyco-locatedIntegratedOffenderManagementservice.
• AnalcoholarrestreferralservicewithWestminsterDrugandAlcoholServiceforBedfordwaslaunchedanddeliversan‘outreach’serviceaswellastakingreferralsfromthePoliceCustodyUnit.
• TheBobbyVanserviceprovided616vulnerableresidentsinBedfordwithsupportduringthe12monthsperiodtotheendofJanuary2012.143residentswereelderlyorvulnerablevictimsofcrimefrommainlyburglaryorattemptedburglaries,383homeswerefittedwithaddedsecuritymeasurestopreventthepersonbecomingavictimand90residentvictimsofdomesticabusewerealsoprovidedwithpersonalandhomesecurity.
• Partnersandvoluntaryorganisationshaveworkedtogethertobuildcapacityoflocalcommunities,enablingpeopletotakeownershipandtacklelocalissuesthroughschemessuchasNeighbourhoodWatchRoadShows,CommunitySafetyFora,CommunitySpeedWatch,Town,UrbanandParishCouncilmeetings.
• BedfordCCTVhasbeenusedtodetectarangeofseriouscrimeincidentsusingautomaticnumberplaterecognition(ANPR),staticandmobilecameras.InvestmenthasbeenmadeinamobileCCTVvehicletoenforceonillegalparkingproblems,andhandhelddevicestohelpgatherevidenceforenforcementonflytipping,rubbishandlittering.CCTVoperationsareheldinhighregardbymanypartnersevidencedbylettersofthanksandnationalawardsachievedforservicesprovided.
• AnumberofPoliceVisiondayshavebeendeliveredtogatherinformationandintelligencethathaveinformedthedeliveryofmulti-agencyactiondaystoimprovefiresafety,environmentsafetyandpersonalsafety,whilstusingenforcementmeasuresandprovidingcrimepreventionandcommunityadvicetolocalbusinesses,residentsandopenspaceusers.PartnershipworkingonthesedaysincludedworkingwithstudentsfromBedfordshireUniversity,ProbationCommunityPayBackScheme,alcoholanddrugmisuseservicesinanefforttocreatesustainablesaferandcleanerneighbourhoods.
• DeliveryoftheDrugInterventionProject(DIP)foradultdruguserswhoaregoingthroughtheCriminalJusticeSystemhasbeencontinued.
• AjointHateCrimePartnershipgroupwithCentralBedfordshire,usinganationalhelplineservicewithStopHateUKcontinuesitworktoincreasereportingofsuchcrimes.
• PartnerscontinuetosupporttotheworkoftheBed:SafelicensingpartnershipandBedfordImprovementDistrict(BID)inrelationtothesafetyofdayandnighttimevisitorstoBedfordTownCentre.

Peer Review 2011: IntroductionDuring2011,theCommunitySafetyPartnershipundertookapeerreviewchallenge.APeerchallengeisaconstructiveandmutuallysupportiveprocess.Ithelpscouncilsandtheirpartnerslookathowtheyareperforming,attheirstrengths,areasforimprovementandtheideasandinnovationstheyareexploring.Attheheartofthepeerchallengeprocessare‘peers’.Asofficersandmembersfromothercouncils,andrelevantagenciesandorganisations,peersareabletoprovideapractitionerperspectiveandexpertise,alongwith‘criticalfriend’challenge(notinspection).
The‘SaferCommunitiesPeerChallenge’wasdevelopedbyLocalGovernmentImprovementandDevelopment(LGID)withthesupportoftheNationalPolicingImprovementAgency(NPIA)in2009.Thefocusofthepeerchallengeisonimprovingcommunitysafetypartnerships’futureeffectivenessandproductivityinlightoftheongoingsignificantreductionsinpublicsectorfunding.
ThepeerteamwereinvitedbytheBedfordBoroughCommunitySafetyPartnershiptoprovideanexternalviewonhoweffectivelyandproductivelyitisworkingtodeliveritssafercommunitiesambitionsandpriorities.Aspartofthiswewereaskedtocommentonhowthepartnershipisdeliveringitstwokeyprioritiesoftacklinganti-socialbehaviour(ASB)andreducingreoffending.
Peer Review 2011: OutcomesTherelationshipbetweenstrategicgroupshasbeenclarifiedandtheCommunitySafetyPartnershipstructureischangingtoensureprioritiesareeffectivelydeliveredbutthatduplicityisremoved.CommunitySafetypartnerswereinvolvedinthepolicetransitiontoincreasedresponsewarrantedofficerpolicingandPCSOcommunitypolicing.TheyhaveworkedtogethertoensureCSPprioritiesareresourced.
Anumberofpartnershipsub-groupshavebeenamalgamatedtoensureaneffectiveandleanpartnershipisdelivered.TheAlcoholActionGroupwasmergedwithBed:Safetoprovefocustonighttimeeconomyactivities.TheSeriousAcquisitiveCrimegrouphasbeenintegratedwithCommunityTacticalActionGroup(CTAG)andanumberofoffendersaremanagedviaIOMgroups.Theseriousyouthviolencegrouphasbecomeavirtualgroupthatwillmeetifanissueneedsaddressing.Theintelligencegrouphasfurtherdevelopedwithanonlineforumandinformationexchange.Asaresultofpoliceorganisationalchange,theBedfordshirePoliceTacticalTaskandCoordinatinggroupnolongermeetsandCCTVmonitoringandcameramovementisnowastandardagendaitemattheCTAGmeetings.TheASBEnforcementGroupisnowchangingitsTermsofReferencetobecomeaManagementReferralGroup.
TheDomesticandSexualAbuseStrategyImplementationGroup(SIG)isanewlymergedgroupforpartnersacrossthe3LocalAuthorityUnitaryareasandisresponsiblefordevelopinganddeliveringtheactionplansthataimtoaddressthebehavioursofperpetratorsandsupportvictimsthroughrecoveryandpathwaysthroughtheCriminalJusticeSystem.Thisincludesfacilitatingtheprovisionoftrainingforpartners,casemanagement,performancemanagement,advocacyandresources.

Peer Review 2011: Partnership development 2012 - 2014Significantchange,improvementandprogresshasbeenmadesincethecompletionofthePeerchallengereview.However,thecommunitysafetypartnershipworksinaneverchangingpoliticalandfinancialenvironmentandmustensurecontinueddevelopmentisundertakentoensurethechallengesofthefuturecanbemet.Developmentactivityforthenexttwoyearswillbecentredonthefollowing;

TheSaferThematicissupportedbyanOperationalDeliveryGroup(PerformanceandCommunication)whichmonitorsperformanceofthepartnershipacrossalllevelstoensureresourcesaredirectedappropriatelyandeffectively.ThisgroupraisesexceptionreportstotheSaferThematicwhereadditionalresourcesarerequiredorachangeisstrategicdirectionisrequired.
TheOperationalDeliveryGroup(PerformanceandCommunication)hasanumberofsubgroups,eachsubgroupownstheprioritiesfromthisplanandworkstoanindividualActionPlanthatdetailsaims,objectives,initiatives,strategicleadandmeasuresofsuccess.TheActionPlansaremonitoredthroughanagreedperformancemanagementframework.TheChairofeachsubgroupcoordinatestheirgroup’sperformancethroughtheactionplans,reviewingprogressonamonthlybasisandpresentingprogressreports,viatheOperationalDeliveryGroup(PerformanceandCommunication)toeachSaferThematicmeeting.
Common threadSubstanceMisuseisacommonthemethatrunsthroughmanyoftheissuesfacedbythePartnership.ExaminationoftheBedfordIOMcohortshowsthat33%ofoffendershaveanalcoholneedand65%ofoffendershaveadrugneed.Alcohol,inparticular,playsasignificantroleintheharmcausedtoourcommunitiesbyactsofanti-socialbehaviour,violentcrimeanddomesticabuse.AlcoholfuelledbehaviourlinkedtothenighttimeeconomyinBedfordTownCentrepresentsahugedemandonthepartnershipandishighlightedinconsultationsasaconcernforthecommunity.AnalysisbyBedfordshirePoliceshowsthatalcoholrelatedoffendingislargely‘reactive’behaviourwheretheoffenceiscommittedasaresultofconsumingalcohol,whereasdrugrelatedoffencesarecommittedpriortodruguseandprovidethemeanswithwhichdrugsarepurchased.Acomprehensiveredesignofthesubstancemisusemodeliscurrentlybeingundertakenandwillgo-liveinsummerof2012.
Anti Social BehaviourAnti-socialbehaviourisidentifiedinallconsultationsasthemostimportantaspectofcrimeanddisorderthatimpactsthelivesofBedfordBoroughresidents.Whilstgoodprogresshasbeenmadeagainstthetargetsinpreviousyears,ASBcontinuestogeneratedemandsonPartnershipresources.Furthermore,thereisstrongevidencetosuggestthatlow-levelASB,ifleftunchecked,resultsinlongerterm,moreseriouslevelsofoffending.Consultationwithcommunitiesidentifiesthedangerofspeedingvehiclesasoneofthemostimportantareasforthepartnershiptotackle,particularlyinruralareas.

Metal TheftThegrowingincidenceofmetaltheftisplacingconsiderablepressureonBedfordBoroughCouncil,theEnvironmentAgency,PoliceandBritishTransportPolicealike.Ithasbecomeanincreasingconcernforlocalcommunitiestooastheftsextendtostatues,memorials,homeheatingsystems,churchroofs,businessesandcommunitybuildings.Itisbelievedthatthereareanumberofeffectivelyuncontrolleddealerswillingtoacceptthismetal,noquestionsasked.

Thesuccessfulnessofdeliveringouraimsaroundantisocialbehaviour,domesticabuseandmetaltheftpreventativeandenforcementmeasuresoftenrestsonthewillingnessofpeopletoreportASB.ThishasbeenmadeeasierthroughthenewPolice101telephonesystem,BedfordBoroughASBhotline,alongwiththeonline‘Reportit’functionontheBoroughCouncilwebsite.Otherorganisationsincluding‘StopHateUK’and‘Crimestoppers’provideaservicewherepeoplecanreportissuesinconfidence.Weaimtolisten,inform,feedbackandofferadviceonconcernsraisedandworkwithcommunitiesandrelevantagenciesacrossBedfordshireandLutontoaccess,developandprovidethemosteffectiveservices.
InorderforthePartnershiptoselectappropriateresourcestotacklespecificissues,itwillmakeevidenceledchoicesandatthesametimeseektounderstandcommunityneedsandexpectations.Thisworkincludessupportingarangeofpeoplefromdiversereligiouscommunities,thevictimsandperpetratorsofcrimeandanti-socialbehaviour,anddomesticandsexualabusebyusingbespokeadvocacyservicesandVictimSupport.Inadditionweseekfeedbackonhowwecanimproveourservices,andencouragemorevictimsandwitnessestosupportCourtproceedings.Engagingwithlocalcommunitiesisanessentialwayofbuildingpublicconfidenceinthewaysthatwedeliverresults.
ThereareanumberofselfsupportingcommunitygroupsandindividualsthatalreadyworkwiththePartnershiptoputplansinplacethatchangeandimprovethewaywelive.Someoftheseworkspecificallyontheenvironmentincluding:CommunitySafetyFora,CommunityChampions,InBloom,FriendsofParksandOpenSpacesandDogWatch.Othergroups,suchasNeighbourhoodWatchandCommunitySpeedwatchprovideawatchfuleyeandenablecommunitiestotakepracticalactiontobothfeelandbesaferintheirstreetsandhomes.
WearealsoactivelyengagedinarangeofeducationalinitiativeswithLower,MiddleandUpperschools,BedfordCollegeandBedfordUniversity.Topicscoveredinclude‘socialnorms’aspartofPSHE,‘Fearless’resourcesaboutcrimepreventionprovidedbyCrimestoppers,FireSafety,cyclesafety,cyberbullying,litteringandrecycling.
Working with the Police and Crime CommissionerThePoliceReformandSocialResponsibilityAct2011bringsnewstructuralarrangementsfornationalpolicingandpolicingaccountability.PrincipalamongthesechangeswillbetheelectionofPoliceandCrimeCommissioners(PCC)andthesettingupofaPoliceandCrimePanelforeachpoliceforcearea.

ThecommunitysafetydutyspecifiesthataPCCmust“inexercisingitsfunctions,haveregardtotherelevantprioritiesofeachresponsibleauthority”6,referringtotheauthoritiesnamedintheCrimeandDisorderAct1998anditsamendments(Probation,Health,LocalAuthority,PoliceandFire).ItfurtherspecifiesthatthePCCandresponsibleauthorities“mustactinco-operationwitheachother”inexercisingfunctionsconferredbythe1998Act.PCCswillalsohavesomespecificpowersinrelationtocommunitysafety,beingabletorequireareportfromtheresponsibleauthoritiesonanissueofconcernandtomergecommunitysafetypartnershipswiththeconsentoftheauthoritiesthemselves.RegulationswillalsogivePCCsanewpowertocalltheresponsibleauthoritiesfromthevariouscommunitysafetypartnershipstogethertodiscussissuesaffectingthewholepolicearea.FurtherinformationonthePCCandhowtheywillworkwithpartnerscanbefoundonthefollowingHomeOfficewebsite:www.homeoffice.gov.uk/police-crime-commissioners/.
APoliceandCrimePanelcoveringBedfordshireandLutonwillbebasedatBedford.Itwillbemadeupoflocallyelectedcouncillors,andindependentandlaymembers.ThePanelsareintendedasacheckandbalanceonthePoliceandCrimeCommissioner,ratherthanontheBedfordshirePoliceitself.BedfordBoroughCouncilistakingontheroleofsettingupandadministeringthePCPinconjunctionwithLutonBoroughandCentralBedfordshireDistrictCouncil.
BedfordBoroughCSPwillseektoactivelyengagethenewPCCinthedeliveryoftheCSPPlan2012–2014.BedfordBoroughCSPwillworktogetherwiththePCCtounderstandourcommongoalswhilstjointlydevelopinganddeliveringcommunitypriorities.
