MINUTES

1. COMMITTEE ATTENDANCE:

Crs F A Mann (nee Fordham) (Chairperson), J F Englert, L G Bonaventura, A J Camm,

R C Gee, and Mayor G R Williamson were in attendance at the commencement of the

meeting.

2. NON-COMMITTEE ATTENDANCE:

Also present were Cr M Bella, Cr R Walker, Cr K L May, Cr A Paton, Mr C Doyle

(Chief Executive Officer) and Mrs M Iliffe (Minute Secretary).

The meeting commenced at 9.00 am.

8.1 COMMUNITY AND CLIENT SERVICES MONTHLY REVIEW 1-31

JULY 2017

Purpose

Attached is a copy of the Community and Client Services Monthly Review for the

period 1 - 31 July 2017.

Officer's Recommendation

THAT the Community and Client Services Monthly Review covering the month

of July 2017 be received.

As the Director Community and Client Services (DCCS) is unable to attend today's

meeting, the Chief Executive Officer (CEO) spoke to the report and provided a brief

overview of the directorates activities for the month of July 2017.

Cr Camm queried what support Council provided to the "Council and Community

Happenings" events listed, are they supported by in-kind funding, sponsorship or

general community events not supported by Council at all, etc.

CEO advised the listing is a capture of all events and not necessarily the ones Council

are involved in. Will take it on notice and request the DCCS provide information in

future reports by inserting an additional column to make it clear what Council's role is

for each event.

Cr Camm advised this additional data would be welcomed.

Cr Bonaventura advised he attended the Responsible Pet Ownership Day held on 29

July 2017 and there was a large crowd and great atmosphere with a record attendance at

this event.

Cr Bonaventura advised the July 2017 Council in Community Day was held in the

North Coast and Beaches area with Cr Gee and himself as the Area Councillors. The

meeting with the local farmers was appreciated by all who attended, the large number

of residents who attended the Seaforth Community Catch Up was a great representation

of the local community and finally the visit to the Calen Depot was well received as it

gave staff the opportunity to talk with the elected representatives who they also work

Cr Mann (nee Fordham) agreed in relation to the Calen Depot as it provided the

Councillors with useful information about road conditions locally.

The CEO advised all actions have been captured from the Council in Community Days

and assigned to the relevant department for their attention.

Cr Camm queried if the number of community enquiries could be disseminated further

into what type of enquiry it was.

The CEO advised this information is available and report back at the next committee

meeting with additional data for consideration and comment by the committee

members.

Cr Bonaventura queried why the Ness Street SES Facility Upgrade Project shows at

30% completed in the Community Engagement Standing Committee Monthly Report

but when compared to the Corporate Services Standing Committee Monthly Report for

the same project it shows the project is at 10% completion.

The CEO advised the Corporate Services Report the accountants prepare are basing the

result on spend whereas in the Community Engagement Report the result is based on

physical activity. He advised going forward Councillors will receive a very

comprehensive capital report on every line item and the committee monthly reports will

not be reporting financials or any detail, they will only show by exception. The new

monthly report will have every line item of every project, so there will only be once

source of information going forward.

Cr Bonaventura queried what information the "Requests Completed in Given Date

Range" graph on page 39 of the report was trying to convey as he was unable to work

this out.

The CEO advised he would take this on notice and request the DCCS to provide an

explanation to this graph to all Councillors.

The Mayor advised it was pleasing to see the progress report on the Better Community

Building Fund and the update included in the report, and that so many of the funded

programs announced several months ago, have commenced. He also queried if there

was any report on one of the largest funding grants to Western Suburbs Rugby League

Club of $250,000, which was connected to a Federal fund which was to be announced

this month. Has any advice been received from the Federal Government in relation to

this funding.

The CEO advised Council has not received any correspondence from the Federal

Government in relation to this funding to date.

Cr Camm advised the Federal Government has not yet made any decision in relation to

the funding for Western Suburbs Rugby League Club.

Cr May commented that the collaborative project between Rio Tinto, Sarina

Community Bank and Council was very successful. She particularly wanted to mention

Council's Community Development Officer, Tracey Heathwood, who did a fantastic

job in a lot of the coordination of the event.

Cr Mann (nee Fordham) advised discussions have taken place the DCCS as to what else

Council may be able to facility in that community strengthening, this will be reviewed

so that it is ongoing rather than a one off because it was so well received by the

community.

Cr May advised a debrief meeting has been held and Bendigo Community Bank and

Rio Tinto are committed to undertaking something similar in applying into Rio Tinto's

next round of funding which opens toward the end of October and likewise with Sarina

Community Bank.

The CEO advised the senior group has seen the first draft of the Community

Development Strategy and provided feedback to DCCS on some amendments required.

This is expected to be released to the Councillors with a briefing very shortly.

Cr Englert advised the landmark event Shake and Stir's Dracula performance attracted

the highest patron numbers of any drama production held at the MECC over the past

seven (7) years with 800 plus patrons including 350 school students. The relationship

between Mackay Regional Council, Bendigo Bank and Rio Tinto produced an

outstanding three (3) day event and worth pursuing for the future.

Cr Mann (nee Fordham) advised the huge success the Festival of the Arts was this year

and congratulated the events team for their efforts.

8.2 COMMUNITY AND CLIENT SERVICES ANNUAL REVIEW JULY

2016 TO JUNE 2017

July 2016 to June 2017 be received.

As the Director Community and Client Services (DCCS) is unable to attend today's

meeting, the Chief Executive Officer (CEO) spoke to the report and provided a brief

overview of the directorates activities for the 2016/2017.

Cr Bonaventura commented that it was pleasing to see Council had made 13

enforcements in relation to illegally dumping waste less than 2,500L by an individual

and 39 enforcements had been issued in relation to individuals depositing litter.

Cr Camm congratulated the Vector Control Team for the work they carried out during

the year to ensure the residents health is protected through their mosquito control work.

She also commended the directorate on their safety statistics for the last 12 months.

Cr Mann (nee Fordham) commented that the establishment of the Mayor's DV Forum

which she feels is very important and a major highlight for her. Tropical Cyclone

Debbie impacted all areas of Council but is this is still ongoing for this directorate with

lots of work still being undertaken along with the business as usual work. The

directorate should be recognised for the volume of work they have achieved in the last

12 months.
