Committee on Committees (CoC) AY 2016-17 Final Report

Jenny Wong, the only returning member, had to decline serving the second year of her term due to
personal reasons. Ann Abeshima volunteered to fill the Tech II position.
Conred Maddox assumed the role of the chair. The committee learned that the CoC charter and
guidelines are outdated, as the charter had not be revised since 2006. Consequently, the committee had
to rely on Brent Rubio (former CoC chair) for guidance.
Over the course of the fall 2016 semester, the CoC updated the 2016 committee list with respect to
faculty – retirement, new hire, additions of committees and demise of committees, changes in
committee configurations.
Committees removed from list:
Campus Leadership Team (CLT)
o Divided into Administrative Services Group (ASG) and Student Success Committee (SSC)
Committees added to list:
HCC International Education Committee (HIEC)
Administrative Services Group (ASG) (appointed)
Student Success Committee (SSC) (appointed)
Committee department representation changes:
Employment Training Center – removed
ASUH-HCC changed name to Student Government
Issues:
Many appointed committee positions unfilled
o CoC sent emails reminding division chairs/supervisors/deans/chancellors
With guidelines for determining which governance committee was up for voting or who should
be on the candidate list, the CoC made several mistakes with regards to printing appropriate
lists and the membership on that list. Thanks to former CoC members and colleagues from
differing division making suggestions, the CoC remedied the errors.
o Suggestions for revision of charter
Create What if? Guidelines that outline contingencies
If the UC-LA’s FSEC rep is continuing, then no members from UC-LAs
should be on list.
Concern raised as to the makeup of a large department: Should one of
the departments under UC be allowed to vote for a different UC
department’s rep, e.g., should Language Arts and Math and Natural
Sciences be allowed to vote for the UC-Humanities rep on a governance
committee?
o Student Services submitted a proposal to UHPA to change in the number of members
serving on the SS DPC from five to three as they were having a hard time filling the
positions with the appropriately ranked SS member due to retirement and part-time
hires.
Considering DPC membership requirements with respect to ranking (UC – at least three of the
five members must be rank 4 or 5), the CoC will provide ballots for the below groups first week
of f2017 semester. Because those who may get a promotion of tenure cannot be counted until
August when the promotion is official, the can be included on the DPC ballot. This makes it
difficult to meet the must be rank 4 or 5 guideline; consequently, waiting until August (DPCs
start meeting in October) allows the CoC to provide a ballot that meets the various charter
guidelines

o Tech I
o Tech II
o University College
o Student Services
o PCATT
With administrative changes, faculty changing campuses, and an impending contract renewal
dossier, three of the first term CoC members will step down this year.

o While each contributed and will be missed, the CoC membership will return to being

division if represented on a committee
Where to print/paper
Improve communication pipeline for changes in committee structure, charter

The CoC charter dictates it must notify “committees of the deadlines to
complete the mid-year and end-of-the- year reports to FSEC, collects the
reports for the FSEC chair” (CoC Charter: revised Fall 2015).

Aloha Steven, Thanks. As a joint committees with FSEC, wouldn't they still be responsible for AY reports with respect to accreditation. I am just asking as the guideline in the CoC charter states, the CoC " Notifies committees of the deadlines to complete the mid-year and end-of-the- year reports to FSEC, collects the reports for the FSEC chair." If this doesn't include the AsTF and CCIE, then no worries. I am still trying to figure out the CoC charter that hasn't been revised since 2006.

I was hoping to be off the committee this year as I served as Chair this past year and now have other responsibilities, but I also see that all members from last year's DPC are still listed this year. Hi all,
Whew! That was an adventure! It was a little harder than I expected it to be (but fun, too). Lots of people
volunteering for some committees and no one for others- go figure.
If I messed everything up, I apologize in advance.
I put a little red on all the committees I revised. I did not touch the committees we voted on or the admin kind. I
put notes at the bottom of each committee:
those who were on the committee in 2016-2017 but did not turn in a survey for 2017-2018
other faculty who are interested in the committee and I wasn't sure who to choose
Here are a couple of other things I was thinking about:
For CoC- should we put in Norman from Tech 1 so we have more diversity? There are 3 faculty from UC right now. Nothing against UC, but.. :)
For Health and Safety Committee- Kenton Short and Marilyn Ito Won replaced the others from that department because those who were there before did not turn in a survey. I put "(cont.)" on those who chose the committee and are continuing. But everyone else on the committee did not turn a survey in. Chulee sent us this roster at the end of the Spring semester for any revisions or changes, so we may want to check with her if there are. I also changed Dean for both Tech ! and II.
International Education Committee- The members are supposed to have staggered two year terms- Rheta Kuwahara, Steven Chow, Alapaki Luke and Bed Paudyal (volunteer) may still need to be on, but I am not sure because there is no info on committee assignments from 2015-2016.
FDC- The members are supposed to have staggered two year terms. Gaynel Buxton did not select FDC as choice, but 2017-2018 will be her second year. David Mederios did not turn survey in, but 2017-2018 is his second year. I left both names on.
RRC- The members are supposed to have two year terms. Jeffery lane, Melodee Himuro, Shanon Miho did not turn in a survey, but 2017-2018 is their second year. I left these names on.
I did not review the list to see if one person was on four committees that they selected vs. someone else on
one committee even though they selected four. I can do that once we have all the names in.

I know we have been working hard on the CoC stuff and there is more to do. However, I just wanted to let you
know that I will be MIA for a few weeks. Going on a trip! I will be back in mid June and can resume
any CoC responsibilities then. I hope that will not cause too much of an inconvenience.

Aloha All,
Ann, thank you for all your effort to complete the list. I will spend this afternoon reviewing and then posting
a tentative list, as many questions can't be answered until fall begins.
I agree with Ann, in that Norman should be one of the replacements, and so it is.
I have heard that Sterling Foster and Eric Shaffer are interested, so we can decide from there.
I will slowly review the CoC charter and make some suggestions that can be discussed when we have
determined the rest of the committee members.
Thanks to each of you, Erica, Ann, Shidong, and (Dean) Guy (LOL) for finding time to work on this committee.

Hi Red,
Nice to see you last Friday in the FSEC meeting, but so sorry that we didn't have time to chat.
I volunteered myself in several committees, but was committed in other demanding tasks later. In order to do a
quality work, it might be the best for me to not serve on all three committees that I volunteered for. I would
prefer to only serve on DEAC committee since I have some ideas about teaching online courses.

Aloha All,
With grades submitted, I wish each of you some time to relax!
With Guy becoming Dean, Erica's dossier, and Shidong's full schedule, it seems we will replace all three
on CoC. This works out, as it means three members will continue the next semester, and returns the
committee membership to staggered two year terms.
So when you are reviewing surveys, we need to fill three positions on CoC. I know Eric Shaffer is interested
and marked the CoC as his first choice. This doesn't mean he has to be on the committee if others chose
before him; but it would be good to have someone who wants to be on the committee.
I am finishing the div chair and dean updates, as well identifying committees where the members are appointed
so we can email the chairs/deans at the beginning of fall 2017 today. I will reshare the CoC list when I am
finished.

Hi Red,
Sorry, I am only getting to this now. I had a lot of stuff to wrap up this semester, more than usual!
I am ready to help update the Committee Assignment list but I have one question before I start. For those
committees that do not have term limits, do we start the committees from no participants? Start from scratch
and add the faculty interested for the next academic year? For example, the Sustainability committee has a
bunch for participants for 2016-2017, but if we only post those who are interested from the most recent
surveys, there will only be several members. A lot of the people currently on the committee did not turn in
surveys.
Also, I need to know which committees have more than one year terms, right?
Please let me know.

The way I understand the surveys is we fill those that are on the surveys except for those with stars. The ones
with stars (on survey) are filled by chancellors, deans, or chairs; this suggests we send them a list with those
who showed interest in the committee and ranking, and they make the decisions as to if and which committee
the person(s) will be on.
Committees like Student Success Council are selected outside of the surveys, They are on CoC committee list
so there is record.
As far as Sustainability Committee goes, I had to reach out last semester to fill the roles. It seems we may have
to email those who didn't submit surveys that are on Sustainability committee to see if they want to remain.
I think most committees are two year terms. I will share each committee's charter when I have chance. There
is at least one committee (Faculty Development Committee) where the chair is a three year term.
All we can do is slog through the list; with all the admin changes, solving the mystery of CoC list will continue
throughout the summer and fall semester.

continue to serve as the Tech II representative on the CPC. I reached out to Tech II faculty and no one
responded. Sally and I also discussed that if no one wanted to represent Tech II she would like to continue as
our representative. Sally is a great representative and I support her fully.

So, if you only have my name as a potential representative for the next 2 years, Red needs to know that.
He also needs to know that I really would not be able to take on other major committee assignments (such as
FSEC) concurrently with CPC. So, if my name ended up on another major committee list based on votes, that
would need to be revisited also. I don't know that it has, but I don't know that it hasn't.

I am going through the committee lists and the tech II list to see who is on what committee. My goal is to find a
few who we can offer less committees (I will have to move some others around) to serve John's remaining
year. As far as someone to fill the system chair, I will do the same; review final-term FSEC members'
committee assignments to see where the CoC can alleviate some committee assignments to free up some time
to serve as system chair.

Guy took time to visit me so we could determine an approach to updating the list.
I will update the list with respect to the dean changes Erica Lacro announced in her email.
Guy and whoever has the time will go through the updated committee list (see attached-most recent update).
*Identify those who are continuing (since most committees are two year staggered), then use the updated
spreadsheet. Ann shared it, but here is the link:

that Ann did a great job inputting to determine who selected the committee on the surveys.
*It should be the person who selected the committee as his/her first choice; but be wary of how many
committees the person may be on. (Use "control F" to find the number of times the person's name shows up on
the list).
*Since few, if any, will check the list when we post it next week, we should plan to email the different committee
groups with updated lists in the fall.
Congratulations to Guy for his opportunity as Tech I Dean! This means that we will need at least one person to
fill his position on CoC (as well as any other committee that isn't designated as Tech I dean) and possibly one
to fill Erica's place since she will be in the midst of composing a dossier.
This will work out to an advantage for the CoC as at least two members will continue into the following AY.

Sounds like we are almost near an end (for now). Whoohoo!
I will have time (not tomorrow, but this weekend) to look through the updated committee list. Should we just
make the changes on the word doc and email it? I see the 2016-2017 committee assignments and the
volunteer survey (what everyone ranked), but not sure what to do next.

With the final (SS DPC ballots) being submitted tomorrow (Wed. 4/26), hopefully we can meet Fri (4/26) - pick a
time- to divide and caculate.
With FSEC meeting May 12, it seems we should count the FSEC, DCC, and AS/SS DPC ballots first. so that
we can apprise those who get elected accordingly.
Also, I have a question that arose as to what constitutes eligibility.
Shaleen Nakamoto Levine asked if "a full-time, non-tenure track instructor in American Studies" is still
eligible. Because she was surprised to see her name on the list, it seems she isn't eligible.
She was put on the list because the list Jennifer Higa-King included her on the list she sent to me at my
request.
What do you all think?
I checked the CoC charter and found nothing that defined eligibility.

I have Friday morning open as I have not heard anything about us having to attend the Ho ala Hou cohort 2
activities. I have screening committee interviews from 1:00 p.m. Monday I am open to 12:00 p.m. and free
from 2:00 p.m. Let me know.
On the eligibility issue, I am a full-time, non-tenure faculty and cannot serve on the DPC or TPRC, but have
served on FSEC and DCC.

Hello Janina,
Thank you for doing a great job as FSEC Campus Chair. Congratulations. A concern: The UC DPC elections have apparently been scheduled for fall rather than spring, even though the charter for the Committee on Committees (CoC) stipulates that these elections be held in the spring. Has this charter been changed? Incidentally, the proposed UC DPC guidelines refer only to elections being held annually. These proposed guidelines do not mandate the rescheduling of UC DPC elections from the spring to the fall. While I'm not entirely sure, I believe the other Divisions are still holding elections in spring.
Now I'm not necessarily opposed to alternative scheduling. However, I've seen no notification/discussion/explanation of this to members of University College at large. Was a fall election discussed with UC Division Chairs? Was it discussed by the entire membership of the FSEC?

Aloha, Here is the email the CoC sent April 11 outlining the the CoC's idea to move the DPC elections to the first week of fall 17. Since there were no responses, the CoC assumed it was OK with the campus. The CoC discussed this with the Chancellor and the UC Chancellor. If this approach is causing too much issue, the the CoC will print the DPC ballots and distribute them as a special election. Aloha Faculty, Staff, and Administration, If you are not eligible to serve on a committee and/or vote, please disregard this email. It is time for the annual FSEC and DCC, elections and volunteer committee survey. Please find attached the "Volunteer Committee Survey". Please print, select committees, and submit to Committee on Committees box in HonCC Mail room no later than April 21, 2017 by 4pm.
For your information,before the CoC assigns a faculty/staff member to a volunteer committee, the CoC will assign them to elected committees to (hopefully) avoid overloading the member with committee assignments.
The DPC ballots will be dispensed the first week of the fall 2017 semester (Aug. 21-25, 2017) so that they include those who have earned tenure or promotion (the CoC cannot include on the DPC ballot those members who don't have tenure or update a member's ranking if they have not received either before August. Consequently, the CoC will wait until the first week of the semester to provide those who have gained tenure or promotion an opportunity to engage in activities associated with the next ranking).
The FSEC and DCC ballots will be hand delivered to Div Chairs and Supervisors Wed. April 12, 2017 so they can be meted out and collected. Please complete the form and return to your Div Chair/Supervisor before Friday, 4pm Apr. 21, 2017. The hope is this approach will allow those who are unfamiliar with the volunteer survey and governance committee ballots will ask their Div Chairs/Supervisors questions, and (with any luck) this approach will improve participation from last year's 62%.
Note: If your chair/supervisor has provided the ballots but is not available to collect them, you can deposit your ballot and receipt in the CoC collection box in the HonCC mailroom no later than 4pm, Friday April 21, 2017.

Thank you for your kind words in regards to my time as FSEC chair. I also appreciate you bringing your concern to light regarding the timing for the DPC elections. I have done some research and found the following: - On April 11th, an email was sent out to all faculty, staff, and administration regarding the elections and volunteer committee surveys. In the bulleted area of that email, the following was mentioned in regards to all division DPC elections:
The DPC ballots will be dispensed the first week of the fall 2017 semester (Aug. 21-25, 2017) so that they include those who have earned tenure or promotion (the CoC cannot include on the DPC ballot those members who don't have tenure or update a member's ranking if they have not received either before August. Consequently, the CoC will wait until the first week of the semester to provide those who have gained tenure or promotion an opportunity to engage in activities associated with the next ranking).
I believe the change of timing for the DPC elections was discussed with the UC Dean as well as the Chancellor before the notice above was sent out. My understanding is that the COC did not hear back from anyone opposed to the timing of the DPC election. This led them to believe that that holding the election in fall was okay with faculty/staff. However, at this time, the COC is willing to send out a survey to all faculty and staff to elicit their feedback on this issue and gather data on how people feel about allowing the DPC elections to take place in fall. The COC is also willing to hold the elections this semester if that is the outcome of the survey. Do you feel either of these options are necessary or required at this time? In answer to your question: The COC has not revised its charter as of yet, but plans on doing so in fall 2017 and will bring it to the FSEC at that time. Also, the above section of the email sent was meant for all divisions, so the intention was that all divisions would be voting on DPCs in fall 2017. It is time for the annual FSEC and DCC, elections and volunteer committee survey. Please find attached the "Volunteer Committee Survey". Please print, select committees, and submit to Committee on Committees box in HonCC Mail room no later than April 21, 2017 by 4pm.

Note: If your chair/supervisor has provided the ballots but is not available to collect them, you can deposit your ballot and receipt in the CoC collection box in the HonCC mailroom no later than 4pm, Friday April 21, 2017.

Hello Committee on Committees Membership, I saw Red's message about DPC elections being delayed until the Fall but that will not work for Academic Support. Per the approved (by Chancellor Rota and UHPA Executive Director Musto) DPC Guidelines & Procedures for Academic Support, Article II, Item A (Election) states: "The committee members shall be elected in April by secret ballot. The election shall be conducted by the Committee on Committees. All tenured and non-tenured faculty members in the division are eligible to vote. Should there be a tie in the voting, a run-off election shall be conducted by the Committee on Committees." It occurs to me that on the latest UC-DCC ballot Humanities and Social Sciences are entirely missing from the
ballot. Now it does have a line at the bottom of this ballot that says "Term Limit," and then it lists John Delay,
Mieko Takara. It's possible that the phrase "Term Limit" may be synonymous with outgoing. If this is so, then
it's possible that Humanities and Social Science need to elect someone to the UC-DCC.

That's a valid point. I reviewed the DCC committee assignments, and Mieko is continuing as the DCC rep for
HSS. So, HSS should not be on the ballot. But you are correct in that HSS should be on the UC-DCC ballot.

Sorry for the delayed response.
I reviewed the surveys and the only place that I could find where you were voted in is the Graduation
Committee. As far as the others go, the only changes I made were based on conveners/chairs
suggestions. The Stem and Accreditation committees are not under the purview of the CoC. If you are
chomping on the bit to be on more committees, you could review the committees for pukas that you could fill.
I hope this helps, and I think the accreditation committee will have enough duties to keep you busy (LOL).

Thank you, Conred. Actually the STEM and Accreditation are keeping me busy. However, most
of all my job is really keeping me busy to a point where sometime I can hardly breathe. The
past two years I have had more than 450 students! Unfortunately, I did not have a break...I
work all year round. I just submitted a form today to give 64 hours of vacation that I had to use
by tomorrow to the UH Central Pool. I never want to just give up my days that I did not take. I
rather give my remaining vacation days to help my colleagues who used up all their sick
days. You never know in life...
Every year around this time right after New Years my "Reappointment Dossier" is due. I have
had to do a Reappointment Dossier for the last 15 years! Unfortunately, my position is not on a
tenure track.
I wish you a Healthy Happy New Year! I will see you January 4 at the Chancellor's meeting!

Dear Conred--
Aloha. Now that I have had a chance to review my issues with the Committee Assignments, I wanted to ask
once more for some assignments. For your reference, I’m attaching again a .pdf of my Spring requests.
Here were my assignments for last year:
COSA, Chair--I asked to continue because I believe the chair has a two-year term (Please tell me if I am
wrong.). How was I removed from a committee I asked to STAY on? Can I be added now, or is it too late?
Sustainability Committee, Member--I asked to continue because I am interested in this issue and
program. Since I am back on the following committee, I hope I will be listed on this one, too.
Sustainability Designation Committee, Member--I asked to continue because I am interested in this issue
and program. I also drafted the requirements and application, but the job is not yet finished, so I wanted to
continue. Thanks for making that happen.
DPC--I asked to return and requested my fellow faculty vote for me. I don’t think it is asking too much to know
what the vote count was, so what was it?
GEB, Member--Why is this assignment not listed on this list of committees?
WI Focus Board, Chair--Why is this assignment not listed on this list of committees?
Health and Safety Committee--I have REPEATEDLY asked to be REMOVED from this committee. I am not a
member; I was only a temporary replacement to sit in for Charlene Gima for ONE semester while she took a
sabbatical, and she has been back for over a year. Since it looks BAD to be listed and not attending the
meetings, can I please have my name removed from this list?

Aloha Eric,
I will do my best to answer your questions:
COSA - Based on the 2015-16 assignments, you served your second term last year; consequently, you weren't
eligible this year.
As far as the Sustainability Committee goes, I can find its charter to see what the term limits are, I and I don't
have the surveys to determine how the votes were analyzed.
DPC - I checked the charter and the votes, and I think part of the issue is the composition requirement that at
least three members are C4 or C5. And, your being appointed last semester may figure in to the decision. Just
suppositions.
GEB - because the makeup of the committee is of the chair from each committee of a subboard and reps who I
believe are appointed or volunteers, it's not one of the committees the CoC manages.
The WI Chair is appointed as well and not one the CoC manages.
Glad I was able to get you on a committee you wanted.
The most recent committee list is posted. Please review and let me know if there are other committees you
are interested in.

COSA: You're right: I was on COSA two years. I think I just was told or got the impression that the COSA
Chair was a two-year position, and that got stuck in my head. Thanks.
Sustainability--SDRC: so on the new iteration of the list (the .pdf), I am there on the SDRC with a question
mark. What's the question mark about?
Sustainability: why am I not listed on that committee, too, since the SDRC is a sub-committee of Sustainability?
DPC: As for DPC, I am now C-4, so if that is relevant, let me know. I will be glad to step in if someone can't do
this in AY16-17, and I will ask my colleagues to vote for me next year, too.
Health & Safety Committee: You didn't mention this one, and I am still listed. Can you please remove my
name?
By the way, the list online is NOT the list that you sent out as a .pdf, so you might want to upload version 7.

Evelyn Greene wants to remain on the CTE GEB but due to her workload at AERO -
as a member and not as the chair.
Warren Takata (who was the other Tech 1 person) needs to be replaced as well.
Being that this is an elected/appointed position, I would like to first ask the CoC for
the next-highest vote-getter.
Will also work on AsTF (Tech 1 or Tech 2), and see if anybody wants the open slots
in GPC and KKWC.

First, the CoC apologizes for delayed response to the inquiries about the 2016-17 results. Due to a change in
Chair due to personal issues, Red assumed responsibility in July. Before the CoC makes any changes, it
would like the respective chairs of each committee to review the membership and apprise the CoC of any
discrepancies. Before emailing your response, please review the list below to see if it is there. If so, let
the CoC know how to proceed.
* Shioko Yonezawa is the Language Arts rep for CPC
* Karadeen Kam is the UC rep for DEAC
* Sylvan Chung as the Academic Support representative to the Assessment Task Force
* Replace Wayne Lewis with me as a faculty representative on the DEAC
* Carol Kagimoto requests being removed from COSA and being on COSE. I guess Carol could be "Staff-at-
Large" and that would open up a spot of COSA for a person from Academic Support
If there are more changes, please advise accordingly.
While the CoC knows the Div Chairs are busy, when each of you has time, please review the latest CoC results
for committees in need of members and relate the information to your contingency.
Faculty and staff, if you see openings on committees you are interested in, please let your Div Chair know, so
he or she can inform the CoC.

Here are a few items that need correcting. But, I defer to the CoC's decision about membership. All I offer is
what I understand to be the case.
- For many committees, Assessment Specialist/Coordinator is now John DeLay
- CPC. I'm no longer General Ed Rep. This should be current UC GenEd Rep which I think is still Kara.
- CPC. Under UC/Humanities & Soc Sciences, replace Kara's name with my name.

Thanks for the list.
I conferred with Jim Poole before the start of the semester regarding replacing me on the Tech II DCC.
Tech II DCC members are elected at large with the restriction that there can be no more than one
representative for each discipline. Bradley Ramos was a new member in the CENT program last year, which
results in two CENT faculty assigned to the DCC. I have requested to be replaced on the DCC to allow Brad to
have the opportunity to begin to become familiar with curriculum processes.

The paragraph describing the Tech II DCC membership is
Tech II: Eight (8) members: Five members elected at large from AJ, CA, CENT, COSM, ECE, FT, FSHN,

Division Chair of Tech II, and the Dean of Tech II. The Division Chair and Dean are non-voting members.

Hi Red,
I heard that you will be on CoC and have a question. I was told by Jeff that I am on CPC as Kara (CPC chair)
said during the meeting in May and their meeting minutes says.
I don't know what happened, but was not invited by her for their last meeting.
The HCC intranet shows Jerry's name for that committee. Would you replace his name with mine?

Hope that you are doing well! Yes, because the former chair had to step down, i assumed the role three weeks
ago. And, no, I won't simple switch his name for yours. Let me research this, as I just now have the time to
review that committee, as finish the summer committees I have been working with.
I believe that CPC's last meeting is in May (see Committee Meeting Schedule 2016-17 attached). And the next
won't be until September
Once I review all the documentation, I will let you know. Lastly, it's the CoC that determines membership, not
the committee chair or division chair; which suggests they may not have seen the final results.
Whatever the case, Shioko, I will make sure you are on a committee or committees if you prefer.
