Civil Society Alliance Building for Improved Health for Children and Women

Strategies activities timeline and outcome:

Strategy 1. RCH section to become a department by 2015 to receive own budget

Stake holders meeting to prepare package to guide advocacy and lobbying with MOHSW authority to transform RCHS into dept.

By Sept 2012 advocacy package ready for use. Report of advocacy meetings with MOH/SW out.

Responsible are WRATZ, TAMA and Dar NGOs

Agreed work-plan continued

Mapping Method– TAMA and WRATZ agreed to search

local NGOs within and outside Dar es Salaam implement RMNCH programs

Outcomes- TAMA - 5 regional NGOs 10 Dar es Salaam NGOS, Same for WRATZ total of 30 NGOs

Participants for stakeholders planning meeting- the 30 NGOs including MOH/SW and UN were invited

MOH/SW and UN did not show up due to travel outside Dar, but were informed

Key issues identified : MOH budget small and smallest share goes to MNH, critical shortage of skilled birth attendants

Work-plan activities:

Objective1. Increase the proportion of health budget from 9% (2012)-15% by 2015

Objective 2. Increase MNH budget from 3% (2012)- 15% (2015)

Objective 3. Increase numbers of SBA to proficiency and available to 75% of all deliveries

We need space and more midwives for the many women coming to our facilities . June 2012. The standard is 1 midwife for 6 women, here is 1:40

Strategy 2. Review of budget guidelines to align with RMNCH by 2015

Conduct advocacy meetings with MOH/SW policy and planning director to increase MNH budget . By Feb 2013 budget guidelines reviewed and MNH budget increase from 3.3% to 15& Responsible: TAMA/WRATZ and NGOs in Dar

Conduct advocacy meetings with CHMTs of 10 districts in 2 regions to use MOHSW budget template. By 2012-2015, 10 target districts will utilize the budget template based on the Road Map. Resp: TAMA, WRATZ and Regional local NGOs

Building synergies Approaches: Work in collaboration between TAMA. WRATZ

and NGOs who participated. Spit fire approach will be used involving MP

especially, Parliamentarian Group for safe Motherhood, Champions, Influential individuals in and outside Dar es Salaam City. MOH/SW, WHO. UNFPA and UNCEF will be involved

Building synergies– Parliamentarians for Safe Motherhood pledged to work with WRATZ and

TAMA in promoting midwifery
