arianna contributed funding for the M
S Site Certification. The site received its official M
S Certification on February 5, 2015. (See

ay extension is the critical next step to enhance this C

arianna has been unable to successfully compete for aerospace projects w
hich have instead located at nearby airports in A
labama and G
eorgia. Aerospace opportunities abound in
the area due to proximity to Ft. R
ucker, Eglin and Tyndall Air Force B
ases. Included herein is a com
mitm
ent letter from the SkyW
arrior Flight training, Inc. to begin a pilot training school contingent upon the runw

The project site is the City of M
arianna Airport C
omm
erce Park, located within the C
ity limits of
Marianna. The C
ity partnered with G
ulf Power C
ompany to establish a C
ertified Site at the m
unicipal airport. In 2015 the City w
as successful in obtaining certification by McC
allum
Sweeney C
onsulting for a 237-acre parcel of City Property near the Prim
ary Runw
ay at the A
irport. See aerial of conceptual development for the 237-acre site. (See A

) By
extending the City’s R
unway #18/36 to 6,000 feet, the extended runw
ay will provide runw
ay frontage to the C
ertified Site. For the past fifty-plus (50) years, the C
ity has put forward the M
arianna Airport C
omm
erce Park properties as a potential location for m
any prospects. In all cases that involved Targeted Industries associated w
ith aviation, as defined by the State of Florida, the City has not been
selected for a site visit due primarily to the lim
ited runway length of the existing runw
ay. The C
ity presently has several aviation businesses located at the Marianna M
unicipal Airport
which w
ould be directly impacted by a runw
ay extension up to 6,000 feet. Attached are letters of
support from of those businesses that express support and the positive im
pact on business expansion and job grow
th. (See Attachm
ents D1-D
4) The runw
ay being extended was originally part of a U
.S. Arm
y Air C
orps Base on 2,000-plus
acres constructed in the early 1940’s (during World W
ar II). It is the primary north-south
runway and w
as again used as part of a U.S. A
ir Force pilot training facility from 1952 to 1962.
The closure of Graham
Air Force B
ase devastated the Marianna area and resulted in a loss of
roughly 25% of the county population w
hen comparing the 1960 to 1970 census.
Since 1962 (55 years) Marianna and Jackson C
ounty has repurposed roughly 40% of the form
er A
ir Force Base land area that exceeds 2,000 acres. A
pproximately 1,150 jobs are now
located at the M
arianna Airport C
omm
erce Park. How
ever, less than 50 of these jobs are “aviation related”. It is our vision to take our 237 acre M
cCallum
Sweeney/G
ulf Power “C
ertified Site” and the adjoining A
irport Com
merce Park properties to increase our “aviation related” job producing
activities (as described elsewhere in this application for funding).
With the proposed increase of runw
ay length from 4,900 to 6,000 feet in itself w
ill increase the chances and im
prove our competitive posture w
ith Alabam
a, Georgia and other Southeastern
U.S. states and be instrum
ental by adding hundreds, if not thousands of jobs and millions of
dollars in capital investment and increased tax base to the area econom
y.

The total project cost is $2,586,085. The City is requesting $1,978,322 in grant funds and the
other $607,763 has been provided from the other sources as follow
