AGENDA The regular open public meeting of the Central Union School District Board of Trustees will be held on Monday, August 14, 2017 at District Presentation Center, 15783 18th Avenue, Lemoore, CA 93245. The Board meeting will begin with a preliminary open session at 7:00 p.m. and adjourn into closed session. After picking up your registration materials on Sunday, September 24, get a glimpse of what the rest of your time in Washington holds by attending the Conference Orientation and Basics of Impact Aid session. Not only will you run through the week’s schedule, but you’ll get a brief refresher course on what Impact Aid is and why it’s so important to your school district.
The First General Session will begin in earnest Sunday afternoon with a welcome from our new NAFIS President James Sar-ruda, a kickoff of the open period for the FISEF Good Idea Grants and feature a Legislative Update by NAFIS Director of Government Affairs Jocelyn Bissonnette. She will be followed by our guest keynote speaker Stan Collender, The Budget Guy as he’s known inside the beltway. Collender will discuss the Federal budget, appropria-tions and the general atmosphere in Con-gress from an insider’s perspective.
If this will be your first NAFIS Confer-ence, you’ll want to make time to stop in at the New to NAFIS Welcome Session where
you will be joined by both NAFIS Board Members and subgroup leaders as well as NAFIS Staff to help you build your NAFIS network and answer your questions.
Sunday evening will end with a Meet and Greet Reception where you can network with old friends and make new ones while you are treated to light refreshments before heading out on the town for dinner.
Monday morning, September 25 will begin early with various NAFIS Subgroup breakfasts and meetings followed by a series of breakout sessions. While NAFIS staff is still working on these, we try to ensure there’s something for everyone during these sessions. I am writing this column on July 4, 2017 – 241 years after the signing of the Dec-laration of Independence. I cannot help
but reflect on the interconnection between my profession and the founders of this great country, the United States of America. The signing of the Declaration of Independence continued the wheels of change - the Amer-ican Revolution, the Articles of Confedera-tion, and ultimately, the U.S. Constitution.
The First Amendment of the Constitu-tion protects our right to freedom of speech and the “right of the people peaceably to as-semble, and to petition the Government for a redress of grievances.” The NAFIS Fam-ily’s advocacy in support of Impact Aid is founded on and protected in the Bill of Rights. What’s particularly powerful for me is that these documents – the Declaration of Independence, the Articles of Confed-eration and the Constitution – are housed just a few blocks from the NAFIS office at the National Archives Museum.
I guess I have the right job, as this connection to our na-tion’s history and my work at NAFIS excites me about the work we do. Walking across the Capitol grounds never gets old. Seeing members of Con-gress meeting with student groups on the Capitol steps never gets old. Observing tourists from all parts of the country and the world visit-ing the Capitol never gets old (although it can be annoying when they don’t know how to use the Metro). Participating in democracy never gets old, and with each new challenge and opportunity, I become more invigorated and determined.
The NAFIS Family must continue to ac-tively engage in the democratic process and embrace our First Amendment right to pe-tition the government. First and foremost, funding is always a priority. Our advocacy work succeeded with increased funding for the Basic Support program for the last two years, and an increase for Federal Proper-ties funding for the first time since FY 10. As leaders of federally impacted school dis-tricts, however, you know Impact Aid is not meeting the maximum payment for which your school districts are entitled. For FY 18 NAFIS is advocating for a:
• $2 million increase in Federal Proper-
ties funding. This increase would reject the Administration’s proposal to eliminate funding for this line item and would be a continued step toward covering the cost of new school districts, as the Federal govern-ment continues to acquire property.
• $49 million increase for Basic Support. This increase would provide much‐needed resources and should maintain the LOT payout.
Granted that July 4 is a bit too early to predict the end game for FY 18 appropria-tions, I will nevertheless share some food for thought. At the moment, there seem to be two schools of thought; the first is some sort of Continuing Resolution that runs to the end the Fiscal Year. The CR would likely fund all programs at their FY 17 funding level, and could also require an across-the-board rescission to ensure the total funding is below the discretionary funding caps in place for domestic and defense discretion-ary programs. This scenario would make a
funding increase nearly impossible for Im-pact Aid. The second scenario envisions an increase in the discretionary funding caps that would increase overall funding for do-mestic discretionary programs. Congress and the Administration have already start-ed posturing, with the ultimate endgame to start playing out just in time for the NAFIS Fall Conference. NAFIS needs you in the nation’s capital to request that the Federal government pay its share for the educa-tion of students at federally impacted school districts.
NAFIS has been in the news a lot recently regarding our opposition to vouchers, in-cluding the Washington Post and Politico to oppose the Heritage Foundation’s proposal to turn Impact Aid into a voucher. Along
with the National Military Family Asso-ciation and the National Indian Education Association, we fought back immediately against any kind of scheme to repurpose Impact Aid. NAFIS staff have met with rep-resentatives of the Trump Administration as well as key congressional staff to strongly voice our opposition to this misguided proposal. NAFIS needs you in the na-tion’s capital to oppose privatizing public education and turning Impact Aid into a voucher.
NAFIS staff recently surveyed the NAFIS membership about the construction needs at your district (we sent the survey to the primary contact at each school district). We are in the process of reviewing and compiling the survey results. Our purpose is to position the Impact Aid Construc-tion program for inclusion in a larger in-frastructure initiative if one should gather steam. NAFIS needs you in the nation’s capital to voice your support for investing
in school construction.I hope you have checked

Section 7003 FY 2016 Final Payments – The Department will begin releasing final FY 2016 payments in August. Approximately $190 million remains available to be distrib-uted among 1,072 eligible applicants. The fi-nal payment rates are expected to be approxi-mately 90% of LOT and $1,100 per student unit for children with disabilities.
Section 7003 FY 2017 Payments – As of July 7, the Department had made initial and interim payments totaling over $945.5 million to 1,063 LEAs at rates of 80% of LOT and $700 per unit for children with disabili-ties. In August the Department will increase the payment rates to 85% of LOT and $1,050 per student unit for children with disabilities. In October, after the final 2016 payments are released, the Department will begin releasing 2017 hold-harmless payments to those LEAs who have calculated 7003(b) payments that are less than 80% of their 2016 final payments. The first year of the hold-harmless will pro-vide these LEAs a payment of 90% of their FY 2016 final payment.
As of July 7 the Department had released Sec-tion 7003(b)(2) Heavily Impacted payments to 20 eligible LEAs. A total of 82 LEAs requested consideration for a 7003(b)(2) payment for 2017 and each request is being reviewed for eligibility. The Department will release ad-ditional Heavily Impacted payments as the reviews are completed.
FY 2018 Amendments – June 30 was the deadline for submitting amendments. The Department is no longer accepting amend-ments for FY 2018.
FY 2018 Field Reviews – The Depart-ment selected 187 Section 7003 applicants for a field review, and over half of these reviews
are now complete. LEAs that were reviewed will receive a report that identifies any students that were disallowed due to incomplete docu-ments or ineligible properties. LEAs have until December 31, 2017 to resubmit documenta-tion to support the 2018 application. Do not delay! The Department will not accept re-quests for reconsideration of FY 2018 review determinations submitted after December 31.
Indian Policies and Procedures (IPPs) Webinars – The regulations covering IPPs were changed effective January 31, 2017. To help LEAs understand the changes, the De-partment is providing a series of technical as-sistance webinars throughout August and Sep-tember. The webinars will discuss the changes to the IPP regulations and provide guidance on preparing and implementing IPPs. The goal is to enable applicants to put in place acceptable IPP documents and procedures that meet reg-ulatory requirements before they submit the FY 2019 application next January. The Depart-ment is sending individual letters to FY 2018 applicants along with a webinar schedule and
IPP toolkit. The webinar schedule will also be announced through the Impact Aid Program listserv. Take advantage of the technical assis-tance opportunity!
Section 7002 Payments – The Depart-ment has released over $61.9 million in FY 2016 Foundation Payments to 195 LEAs. $4.9 million remains available to distribute and fi-nal FY 2016 payments will be released before December 31, 2017. For FY 2017, over $63.5 million in Foundation payments have been released to eligible 199 LEAs and $5.3 million remains available to distribute.
Section 7007 Construction Grants – The Department will announce the Discre-tionary Construction Grant competition in July through the Federal Register and the Im-pact Aid Program listserv. Applications will be available at www.g5.gov and due in September.

Keep Up Your DUNS Registration in SAM – To receive funds from any Federal program, your school district must have its DUNS number registered in the System for Award Management (SAM). Your SAM regis-tration must be updated annually. Visit www.sam.gov for more information on keeping your record active.

After our traditional, sit-down luncheon on Monday afternoon, attendees will be treated to a Second General Session in-cluding a discussion on school vouchers by American Federation of Teachers’ Sarah Cohen. Cohen will be followed by the U.S. Department of Education’s Acting Program Director Marilyn Hall who will give attend-ees an update on Impact Aid payments be-fore some closing remarks. If you have spe-cific issues you’d like to address with your Impact Aid analyst, we’ve arranged time in the afternoon for you to do so with our De-partment of Education One-On-One Ses-sion. And unless you’re involved in a late-afternoon state meeting, you’ll have time on your own Monday evening.
Tuesday, September 26 will be devoted to Congressional Hill Office visits throughout the day. NAFIS will do our best to prep you with important Impact Aid messages, but it’s your job to hit the Hill and meet staff members by scheduling your own appoint-

NAFIS Faces of Impact Aid Initiative Successful
Shortly after the Spring Conference, NAFIS embarked on a new initiative called Faces of Impact Aid. Modelled
after Humans of New York, FACES show-cases a school district’s Impact Aid with the people it impacts the most. Faces of Impact Aid is featured each Monday on the NAFIS Facebook page and includes a brief bit of demographic information about a feder-ally impacted school district, a story of how that school district uses its Impact Aid dol-lars, and a photo that illustrates the story.
“It’s been a tremendous successs in not only driving more viewership to the NAFIS Facebook page, but also in putting real fac-es with Impact Aid projects,” said NAFIS Communications Director Bryan Jernigan.
These posts don’t stop with Facebook, but can have life beyond it when NAFIS staff and members visit Federal decision makers on Capitol Hill. Because these pieces can be segmented by state, it’s easy to take a few along to use as visual “leave behinds” when meeting staff members on the Hill.
“Putting a face on Impact Aid shows decision makers that there are real people
they are affecting when making hard bud-getary decisions in Congress,” said NAFIS Executive Director Hilary Goldmann, “and the more we can tie Impact Aid dollars to the human faces that benefit from them, the easier it is for Congress to say yes.”

Voucher Roundup
The last six months have been busy with the start of a new Congress and a new Administration. The Department of Education and Secretary DeVos, in particular, have been focused on advancing privatization efforts under the guise of “school choice.” This has been a priority for the Trump Administration writ large, as well as various conservative policy organizations. School priva-
tization can take the form of a variety of policy strategies, including vouchers (direct funds for families), portability (allowing funds to follow the student), education savings accounts (accounts where funds are deposited for the family for various education expenses, including tuition, transportation, materials, tutors, etc.), and tuition tax credits (businesses and individuals receive a tax deduction for donating to a scholarship organization that awards vouchers).
NAFIS has been hard at work opposing multiple voucher proposals. These activities include being actively involved with a broad coalition called the National Coalition for Public Education (NCPE) that is focused on defeating federal school privatization legislation. NCPE consists of education, civil rights, faith based, and religious liberty organizations all working together to oppose public, taxpayer funds going to private institutions. Several specific legislative proposals that NCPE and NAFIS are monitoring particularly closely include:
Native American Education Opportunity Act: Senator McCain (R-AZ) re-introduced legislation from the last Congress that would create an education savings account for any eligible Bureau of Indian Education (BIE) student. The bill contains a significant differ-ence from the last Congress in that the program would be run through Tribes, rather than through the handful of states in which ESA programs already exist. This change could exponentially increase the reach of the program, while expanding Tribal sovereignty over education programs. One concern is about the potential spillover effect in areas where federally impacted schools are in close proximity to BIE schools. NAFIS has been working closely with NIISA, as well as several Native-focused organizations to analyze the legislation and develop advocacy materials about its potential impact.
Creating Hope and Opportunity for Individuals and Communities through Education (CHOICE) Act: Senator Scott (R-SC) re-introduced legislation that would expand the DC voucher program, turn IDEA into a voucher, and create a new voucher pilot program for military-connected students. In response to this legislation, NAFIS and MISA re-issued a position statement opposing the creation of a military focused voucher.
Earlier this year, The Heritage Foundation, a conservative think tank, issued a report recommending that Impact Aid be turned into a voucher for military connected students through Educa-tion Savings Accounts. NAFIS came out strongly against this proposal in a press release and has been working to educate the Department of Education, White House, and Congress about the weaknesses of this proposal and the need to maintain the federal obligation for all federally impacted schools. Politico recently reported that Heritage staff are looking for a Member of Congress to turn the re-port into actual legislation, so we will monitor this closely.
Finally, in support of the multiple voucher attacks on federally impacted communities, FLISA issued the follow-ing statement: “The Federal Land Impacted Schools Asso-ciation (FLISA) opposes Title III of the CHOICE Act. We are against establishing a voucher program for children of military personnel who live on military installations.” This is a testament to the unity of the NAFIS Family and a good indication of how supportive this community of schools is – and will need to be to continue to fend off proposals to undermine the program, the schools, and the students we collectively serve.

tion is to invest in these schools so all students benefit. This re-port ignores fundamental facts in favor of a political agenda.”
The press release also pointed out that public schools that ed-ucate military connected children recognize the unique chal-lenges facing these students, such as parental deployment and hi-gh mobility. As such, schools work hard to ensure appro-priate staffing, programs, and services are in place to sup-port these students. Additionally, the Military Interstate Children’s Compact Commission, adopted by all 50 states and DC, al-lows schools and families to work together on challenges associ-ated with frequent moves, such as credit transfers and gradua-tion requirements. This benefit only applies within the pub-lic school system.
In addition, the response highlighted the fact that pri-vate schools are not required to abide by Federal civ-il rights and disability laws or comply with the accountabil-ity and reporting standards all public schools must meet.

(ESA) - another term for school vouchers. NAFIS opposes re-purposing Impact Aid and other efforts to undermine the pub-lic school system through ESAs, private school vouch-ers, or portability. ESAs are as much of a concern as vouch-er programs in terms of their lack of accountability, transparen-cy, and legal protections.
NAFIS, joined by the National Military Family Association (NMFA) and the National Indian Education Association (NIEA), responded with a hard-hitting response, and several news outlets - including the Washington Post and POLITICO - printed it in their publications.
“The National Association of Federally Impact-ed Schools (NAFIS) takes issue with a report from The Heri-tage Foundation published last week that calls for “re‐conceptualizing” the Im-pact Aid program into an Education Savings Account (ESA),” the statement reads. “The proposal, focused on military‐connected students, would undermine the Impact Aid program, includ-ing for students on Indian lands.”
NAFIS Executive Director Hilary Goldmann swiftly and firmly put her foot down, saying “Impact Aid works. This misguided re-port would jeopardize the education of millions of students en-rolled in federally impacted schools across the country and dis-mantle a program based on fairness to taxpayers.”
The press release stressed that Impact Aid funds are flex-ible and locally controlled, and the program has a proud his-tory of bipartisan support. It also pointed out that turning Impact Aid into an ESA reneges on the Federal Government’s re-sponsibility to local taxpayers.
NMFA added its voice, with Executive Director Joyce Wessel Raezer saying “The proposals included in the Heritage Foun-dation report reflect a profound misunderstanding of the function of Impact Aid. Worse, they set unrealistic expec-tations among military families, who will be left hold-ing the bag when the promised ESA’s aren’t enough to fi-nance their children’s education. The Heritage Foundation proposals are a bad deal for military families – and a di-saster for the local public school districts charged with edu-cating our nation’s military children.”
And NIEA Executive Director Ahniwake Rose said, “While the Heritage Foundation is eager to find solu-tions to increase student performance, they continue to ignore the real, long‐term negative impacts of their pol-icy proposals. Impact Aid is critical for schools and dis-tricts that cannot be funded by tax dollars. This funding is nec-essary to ensure schools have the ability to pay teach-ers, provide books, and keep the lights and heat on in their buildings. Removing Impact Aid from pub-lic schools decimates those schools and nega-tively impacts the students left behind who lack the means and resources to pursue other avenues for suc-cess. The only solutions that are effective in trib-al schools are ones that are tribe and community led, this propos-al is anything but. We must invest in our students, not make it hard-er for them to get a quality education. The only real solu-
NAFIS Response to Heritage Foundation Voucher Scheme NAFIS Advocates for Federal Properties
This year, 70 organziations signed a letter to the House and Senate Appropriations Subcommittees on Labor-HHS-Education and Related Agencies opposing the elimination
of Impact Aid Federal Properties in the Administration’s budget request.
“This letter is a testament to the strength of the NAFIS network in DC and the broad support for Impact Aid,” said NAFIS Director of Government Affairs Jocelyn Bissonnette.
The letter reads, in part: “Currently, this $68 million line item provides funding to over 200 school districts in 29 states as a re-placement for the lost local revenue caused by a Federal presence,” the letter reads. “Each of these school districts is unique - eligi-ble property includes national parks, grasslands and laboratories, Army Corps of Engineers projects, and both the Air Force and West Point Military Academies - however, they all face the same financial challenge: a loss of taxable property and, as a result, a loss of local revenue, but with just as many students to educate.”

Fall Interns Say Hello
Isaiah Moore Stephen Lenane
Stephen Lenane is a sophomore at Fitchburg State University in Fitchburg, MA studying for a Bachelor of Liberal Arts degree, majoring in Special Education and minoring in Political Sci-
ence. “I have an opportunity to mesh my special education major with
advocacy, services, and the arts through the Washington Center Academic Internship Program,” said Lenane. “I have a great pas-sion for the role of the teacher, and policies and practices which influence this profession. In addition, I have had the benefit of liv-ing in a family with a sister with significant disabilities. This experi-ence and my university focus combine to instill my interest in this program. The collaboration and opportunities to learn would add strength to my experiences and intertwine practice, advocacy and policy in education.”
Lenane has been on the Dean’s list at his college, and has served as an assistant teacher at the Adams Street Early Learning Center, where he supervised children, ran group activities, monitored the classroom and playground and communicated with parents.
Lenane also served as Group Leader at MGH Aspire where he facilitated social interactions and encouraged development of in-dependence among adolescents with high-functioning autism spectrum disorder by setting weekly group and individual goals.
“My sister happens to have Down’s Syndrome, so education is very personal for me. Educational policy is something that I have great passion for. I even wrote a letter to Secretary DeVos express-ing my concern and hope that she will do what is best for all stu-dents.”

Subgroups Hold Summer Meetings...
While NAFIS holds its national conferences in the spring and fall each year, the summer is
often reserved for subgroup meetings, and the NAFIS subgroups have been busy this summer tackling issues specific to each of them. Here’s a quick round-up of what’s been going on this summer.
FLISA Summer MeetingThe Federal Lands Impacted Schools As-
sociation (FLISA) held its summer meeting in Baltimore on June 24th. Four years ago, FLISA established a long-range, compre-hensive plan to guide out activities into the future. We have entitled this effort our Ad-vocacy Action Plan. The goals and objec-tives of this plan fall under the leadership of three committees that focus on develop-ing our key messages, involving the entire Federal Lands community and creating the technology to support our initiatives. We devote our winter and summer meet-ings to this work and continued to do so in Baltimore. A key component of this recent summer meeting was the unveiling of our new, professionally created FLISA video. The video can be viewed at:

MISA Summer MeetingThe 2017 MISA Annual Sum-
mer meeting took place in Ame-lia Island, Florida and was hosted by the Camden County School District. Participants spent Mon-day, June 26, at the Kings Bay Naval Submarine Base that is the east coast home to the Ohio Class Submarines and their training and supporting facilities. The

Many of you will meet these interns during the NAFIS Fall Conference where they will do a tremendous amount of work, but even if you can’t make it to the conference, please welcome them when you call into the NAFIS office. We are especially grateful for all the assistance they
provide the national staff each semester!
Isaiah Moore comes to NAFIS from Governors State University in Chicago where he is a junior studying for a Bachelor of Arts degree in Political Science.
“My primary interest is in education reform,” said Moore. “It is important to consider the needs of the educational systems as well as the needs of local communities to resolve issues of equity.”
Moore has already gotten his feet wet in politics by interning in Congressman Bobby Rush’s district office in Chicago. While there, he handled constituent phone calls, assisted staff with administra-tive tasks, and maintained the constituent database.
Moore also served as Campaign Analyst for the Jason Gonzalez campaign in Chicago where he gathered contact information for campaign funding opportunities, prepared donation reports and organized an early voting effort.
In addition to his political positions, Moore worked as a Teen Special Event Coordinator for the Adler Planetarium in Chicago. There, he facilitated children and teen educational activities and objectives that involved physical and astroscience. Moore has also done campus Catholic ministry outreach at DePaul University.
In his essay for the Washington Center’s application, Moore took on outdated public school facilities, writing: “A school that is more than 25 years of age is bound to have problems with air ventilation and pipe systems, yet only 3.5-percent of the annual budget is is-sued to fix these problems, and that alone is not nearly enough to keep the majority of these urban schools in good shape. What’s more is that the budget for fixing these issues is declining and with less funding, more schools are going to be left uncared for.... The only way true change can happen is through equity, and equity only occurs with fair legislation and public policy that represents the whole and not the few.”

visit to the installation gave a glimpse into the training activities at the Trident Train-ing Facility and a tour of the USS Florida. The USS Florida is a Trident class subma-rine that carries 154 conventional cruise missiles and supports operations of up to 66 Special Forces personnel. In addition to Naval personnel at Kings Bay, it is also home to Marine Corps who support Kings Bay’s mission by providing security both on land and at sea.
The annual business meeting took place on Tuesday, June 27. MISA consultants and invited guests updated the group on a va-riety of topics. The host district, Camden County School District, provided a best practices presentation about their DoDEA grant called Project PROVIDES that pro-vides comprehensive support for military-connected students’ social emotional well-being. Marcus Lingenfelter, Nation Math & Science Initiative, and Brian Henry, Waynesville School District, explained the success of recent implementation of the ini-tiative in Waynesville. Jocelyn Bissonnette and Hilary Goldmann, NAFIS, updated the group on Impact Aid Appropriations, Impact Aid Infrastructure, Vouchers (The Heritage Foundation report and BIE bill), and the NAFIS Fall 2017 Conference/Faces of Impact Aid. Denise McKinley, MCEC, gave an overview of current MCEC initia-tives. Tom Schneider updated the group on what is happening with the Federal Proper-ties subgroup. Rosemarie Kraeger, Middle-town Public Schools, currently serves as the MIC3 chairman; she briefed the group on activities of the national commission and urged all superintendents to attend state meetings and provide their input. Chick Feldmayer, MISA Consultant, and George Coan, AUSA, provided an update and time-line of defense forces structures and related budgets. Kyle Fairbairn, MISA Executive
Director, alerted attendees about several studies that are wrapping up or in progress. More information about the results of these studies will be reported at a future meeting. Keith Mispagel, MISA President and Super-intendent of Fort Leavenworth School Dis-trict, explained the Impact Aid Application pilot project using his student database sys-tem for submission. The project is on going and will help further discussions to change DoED regulations about Impact Aid ap-plications. Marilyn Hall, DoED Impact Aid office, joined Keith Mispagel to help explain DoED’s stance on their application regulations. Mark Gillman, MISA consul-tant, updated the group on where DoD Impact Aid funding currently stands. The House Armed Services Committee appro-priation currently is $30M, but Rep. Rick Larsen (WA) intends to offer an amend-ment in HASC to increase DOD Impact Aid to $50M. Gillman also told the group that DoD School Construction Funds of $235M are included in House FY18 defense appropriations bill.
NIISA Summer Board MeetingThe National Indian Impacted Schools
Association (NIISA) Board of Directors will hold its annual summer meeting at Twin Arrows Navajo Casino Resort, Flag-staff, AZ, July 13 and 14. In addition to the business meeting, Board members will hear from local leaders about the history of the region. Finally, the Board will travel to two federally impacted Indian Lands districts, Chinle Unified School District and Indian Wells School located in Holbrook Unified School District, to gain first-hand knowl-edge of how Impact Aid funding is utilized in these districts.

NAFIS has been working on an update of our Impact Aid Reauthorization Hand-book which should be released just in time for the NAFIS Fall Conference. In it, you will find a history of
Impact Aid followed by each sec-tion of the Impact Aid Law. The law will have specific “call-outs” that explain detailed aspects of certain provisions or give back-ground on the highlighted provi-sion.
“This handbook has been in-valuable to those who work with the program,” said NAFIS Execu-tive Director Hilary Goldmann, “with the passage of the Every Student Succeeds Act, it was time to update this important mem-ber resource.”
Copies will be available at the NAFIS Fall Conference in Wash-ington, DC. NAFIS members will also have a copy mailed to them in their membership “welcome” packet for 2017-18 renewals later in the year. 1

MINUTES The regular open public meeting of the Central Union School District Board of Trustees was held on Monday, June 12, 2017 at District Presentation Center, 15783 18th Avenue, Lemoore, CA 93245. The Board meeting began with a preliminary open session at 7:00 p.m. and adjourned into closed session at 7:00 p.m. After the closed session the general open session was called to order at 7:30 p.m. The meeting was adjourned at 8:47 p.m. Any individual who requires a translator, disability-related accommodations or modifications including auxiliary aids and services in order to participate in the Board meeting should contact the Superintendent or designee in writing no later than 8:00 a.m. the day of the meeting. Rationale/Purpose: This agreement is with the Kings County office of education to help provide supervision and evaluation of our compliance with regulations related to English language development. This agreement also allows access to professional development and support as the district continues to meet the standards necessary to demonstrate compliance with English language development standards Fiscal Impact: Total program cost for this service is $7600, and can be split between full and half days for the 2017-18 school year. Information Item: Annual agreement for after school services at Stratford and Central Campuses. Rationale/Purpose: This is a memorandum/agreement for the operation of the After School Education and Safety (ASES) Program which is in concert with the Kings County Office of Education. The ASES program operates on the campuses of Stratford and Central Schools. The goal of this program is to support local efforts to improve assistance to children in constructive environment. The program operates afterschool and provides youth with support and enriching alternatives during non-school hours. KCOE provides the staffing for this program, and the Central Union School District offers space and facilities for operation. Fiscal Impact: The only fee for this operation is for in-kind services for program support. For our contribution of this participatory grant, 25% of the funds are from District in-kind support, and constitute in-kind services such as utilities, space of program operation and janitorial services. Recommendation: Approve the agreement with KCOE for operation of the ASES program.

Information Item: This item is for professional development learning services for teachers and administrators during the current school year provided by the Solution Tree Organization. Rationale/Purpose: This agreement is with Solution Tree for a contract to provide professional development services and training to teachers, classified staff, and administrative staff for the 2017-18 school year. These services will continue to further support and develop the professional learning communities for the Central school District, as we work toward providing optimal learning settings and evaluation of student achievement. Fiscal Impact: The cost of this professional development is included in the local control accountability plan for the 2017-18 school year. The overall cost is just above $72,000 annually and provides access and support for the current school year. Recommendation: Approve the agreement consistent with District plan and action for the Local Control Accountability Plan.

Information Item: Consent item for the services with the school attendance and review board under the Kings County Office of Education. Rationale/Purpose: This particular agreement provides the support from the County SARB in the event that local efforts to remediate attendance and behavioral issues are unsuccessful. The SARB board is designed to enhance the enforcement of compulsory education laws and to provide assistance to students and families when children have with school attendance or behavior problems. EC Section 48321 provides several organizational structures for School Attendance Review Boards (SARBs) at the local and county level to create a safety net for students with persistent attendance or behavior problems. Fiscal Impact: For participation with the county SARB is tied to an ADA per pupil charge of $2.75 per pupil. Recommendation: Approve the agreement with KCOE for SARB services.

Information Item: Annual agreement for legal services and representation for the District from the Griswold-LaSalle law firm. Rationale/Purpose: This is the annual agreement for District legal fees and representation. The District is billed on a per usage basis rather than a retainer fee. The fees are outlined as between $180 - $250 per hour for legal. The fee schedule is the same as last year, with no increase to fees and services. Services from Griswold-LaSalle are accessed for consultation and representation of the Board during classified and certificated negotiations, issues with personnel, and overall consultation of various issues of school law. Fiscal Impact: The overall fee is based upon access and usage with the legal firm depending upon issues and negotiations as they arise. Information Item: Approve teaching assignments for staff members providing instruction outside of the standard authorized teaching credential. Rationale/Purpose: There are provisions within the Education Code and Title 5 regulations which provide legal avenues for the assignment of certificated employees outside their basic credential document authorization. These options allow Local School Districts the flexibility to assign individuals to teach subjects or provide services other than those authorized by the credential held. In these cases, assignments made under these options require the agreement of the school site administrators and the governing board. Consent of the individual is also required. All of our teachers are fully credentialed by the State of California. However, we have some staff who are teaching in areas where they have collegiate coursework, but they have not majored in the subject area. For these staff members, the present teaching credential may not specifically cover the assignment. In California, there are allowances in the Education Code for certificated instructors to offer instruction to students in a subject area which may not be covered by their credential. This is done with board authorization and teacher acceptance of the assignment. This resolution grants the authority for these teaching assignments. Under the education code provisions, an individual need only have a total of 6 upper division coursework units in the assigned area, or 12 lower division units. Fiscal Impact: No fiscal impact. Recommendation: Accept and approve the assignment monitoring resolution for the 2017-18 school year.

Information Item: Approve board resolution to begin process for state financial hardship for design funding applications. Rationale/Purpose: As has been discussed and reviewed with the School Board in prior meetings, the Central Union School District has limited ability to seek a bond measure to raise capital for school projects. This resolution will begin the process of seeking financial support from the State of California under lack of bond authority and financial hardship. The application which the District will submit to the Office of Public School Construction (OPSC) will focus on design funding, specifically for the Akers Project, but is broad enough to encompass the other three schools as well for purpose of beginning the design phase of necessary modernization and improvements. We are also planning to request design funds for the other district projects as a part of the process, so they were included on the resolution By submitting for design funds, you can get reimbursed for any funds you are “borrowing” from the general fund to fund your 20% commitment. For the Akers project, the District cannot apply for construction funds under the District has received the final DSA plan approval. Once that has transpired, the administration will begin working on the next phase of funding allocation/reimbursement under the financial hardship category. So, this first step in the application process, and alerts OPSC that the District will be submitting further applications with the request for remaining of funds. Fiscal Impact: No fiscal impact, directly to the District. The financial hardship is an upfront request prior to district expenditures for design elements of projects. Recommendation: Approve the revisions to Specialty Instructional Aide Job Description.

OF THE CENTRAL UNION SCHOOL DISTRICT KINGS COUNTY, CALIFORNIA
IN THE MATTER OF
STATE BUILDING FUNDS APPLICATION WHEREAS , the CENTRAL UNION ELEMENTARY SCHOOL DISTRICT has eligibility for new construction and modernization projects and desires to apply for state funding under the Leroy F. Greene School Facilities Act of 1998 (Chap. 12.5, Part 10, Div. 1, commencing with Section 17070.10, et seq., of the Education Code) for the following projects:
1. Akers Elementary School Modernization Project 2. Central Elementary School Modernization Project 3. R. J. Neutra Elementary School Modernization Project 4. Stratford Elementary School Modernization Project
; and WHEREAS , the Board of Trustees of the Central Union Elementary School District has decided to apply to the State School Building Program for State funds; and WHEREAS , the Board of Education (“School Board”) has determined that school facilities within the Central Union Elementary School District (the “District”), within Kings County need to be constructed or modernized; and WHEREAS , the Board of Trustees has reviewed the application for submittal to the Office of Public School Construction; NOW THEREFORE BE IT RESOLVED, by the Board of Trustees of the Central Union Elementary School District, as follows: WHEREAS , the State Allocation Board (SAB) has established an “Applications Received Beyond Bond Authority List” for projects that have been received.

Pursuant to title 2, Code of California Regulations section 1859.95.1, the School Board of the Central Union Elementary School District hereby acknowledges the following:
1. That the statements set forth in the application and supporting documents are true and correct to the best of our knowledge and belief;
2. That Thomas Addington, Superintendent, is hereby designated as District
Representative of the District and is hereby authorized and directed to file, on behalf of the District, such applications with the State Allocation Board;
3. That the District agrees to pay its match of the total costs of the project, unless
the District qualifies for financial hardship funding, of which the District may only have to pay a portion or none of its share;
4. That the District certifies that the exact plans and specifications (P & S) for the
project will be approved by DSA and CDE prior to requesting final apportionment;
5. The school board acknowledges that the remaining School Facility Program bond authority is currently exhausted for the funds being requested on this application;
6. The school board acknowledges that the State of California is not expected nor
obligated to provide funding for the project and the acceptance of the application does not provide a guarantee of future State funding;
7. The school board acknowledges that any potential future State bond measures
for the School Facility Program may not provide funds for the application being submitted;
8. The school board acknowledges that criteria (including, but not limited to,
funding, qualifications, and eligibility) under a future State school facilities program may be substantially different than the current School Facility Program. The district’s approved application may be returned;
9. The school board acknowledges that they are electing to commence any
pre-construction or construction activities at the district’s discretion and that the State is not responsible for any pre-construction or construction activities;
