Nature of Action: The proposed action is for the Bureau of Reclamation to renew livestock grazing. leases on twenty-seven pastures within the Newlands Project covered by the in-process Newlands Resource Management Plan (RMP). This CEC will cover renewals of these leases until December 31 , 2013. The grazing program will remain the same until the end of2013, pending the development of the LBAO Grazing Management Plan, which is part of the RMP. The RMP will be analyzing impacts of continuing the current grazing program and alternatives that may arise through the planning process. The following leases are included in the renewal document: Harmon Pasture, Sheckler Pasture, Stillwater Wildlife Management Area Pasture, Swingle Bench Section 2, Swingle Bench, Fernley Wildlife Management Area, Huckins, Soda Lake Pasture, Carr Lane Pasture, Carson Diversion Dam Pasture, and the "Seventeen Yearlong Leases", which include Hazen Area-Hart Lane, Mahala Slough West, Mahala Slough East, Massie Slough Section 10, Grimes Point, Sagouspe Dam, Fallon Diversion Dam, Pasture Road, Oles Pond North, Oles Pond South, Southeast Sheckler #1, Southeast Sheckler #2, Old Reservoir #1 , Old Reservoir #2, East Sheckler #1, East Sheckler #2, Leter Road/Indian Lakes Pastures.
On all leases the grazing must abide by the following management requirements that provide for environmental protection:
1. Proper range management must be practiced to prevent overgrazing. 2. All State and local laws and regulations regarding brucellosis vaccinations and
branding of livestock must be complied with.

3. Fences and ditches are to be kept in good state of repair. 4. Reasonable precautions must be taken to prevent forest, brush and grass fires. 5. No contamination of lands, waters or facilities owned by the United States or
administered by Reclamation is allowed. Compliance must occur with all applicable Federal, State and local laws and regulations, and Reclamation polices concerning hazardous materials.
The Harmon Pasture grazing area is on 5,828 acres of Reclamation withdrawn land in Churchill County. The lease is issued for April1 through November 15. The permittees are: Richard Allegre, Patty Daniels, Scott Nygren, John Torvik, and Karl Weishaupt. The grazing area is located on the USGS Grimes Point and Lahontan Mountains quad sheets (see attached map).
Legal location - Mount Diablo Base and Meridian (MDM): T18N,R29E;T19N,R29E; T18N,R30E; T19N,R30E.
The Sheckler Pasture grazing area is on 20,828 acres of Reclamation withdrawn land in Churchill County. The lease is issued for Aprillthrough November 15. The permittees are: Larry Kyte and Mills Ranch. The grazing area is located on the USGS Sheckler Reservoir and Fallon quad sheets (see attached map).
Legal location (MDM): T 18 N, R 27; T 19 N, R 27 E; T 18 N, R 28 E; T 19 N, R 28 E.
The Stillwater Wildlife Management Area Pasture grazing area is on 65,208 acres of Reclamation withdrawn land in Churchill County. The lease is issued for April1 through February 28. The permittees are: Joyce Casey, Sonny Fowler, Sam Hiibel, Becky Humphrey, Gayle Hybarger, Steve Mussi, and Jim Sloan. The grazing area is located on the USGS Parron, Carson Sink SW, Upsal Hogback, Battle Ground Point, Stillwater NE, Soda Lake East, Indian Lakes, and Stillwater quad sheets (see attached map).
Legal location (MDM): T 20 N, R 29 E; T 21 N, R 29 E; T 22 N, R 29 E; T 23 N, R 29 E; T 20 N, R 30 E; T21 N,R30E.

The Swingle Bench Section 2 grazing area is on 80 acres of Reclamation withdrawn land,in Churchill County. The lease is issued for July 1 through November 15. The permittee is Thomas Wiley. The grazing area is the onthe USGS Hazen quad sheet (see attached map).

The Swingle Bench grazing area is on 3,629 acres of Reclamation withdrawn land in Churchill County. The lease is issued for February 15 through May 15. The permittee is Thomas Wiley. The grazing area is the on the USGS Hazen and Lahontan Darn quad sheets (see attached map).
