Statement of Requirement:

To upgrade and conform to the standard of safety of the RMN personnel

Vital importance during NBC warfare operation and to protect personnel wearing it

To give a total protection against NBC warfare

Consists of a function layers, jacket, trousers, protective glove and protective overboots

Justification:Mandatory that those RMN personnel shall have

the suit for safety protection during NBC fall-out when facing dangerous chemical

Qty Required:Qty reqd is 100 in nos complete with function

layer, jacket, trousers, protective glove and protective overboots

Usage and Tactical Environment

Shall provide protection against various types of poisonous or aggressive vapours, chemicals and gases during NBC warfare

Made of light and flexible materials with high resistance to NBC Agent

Able to give total protection to the user

Manufactured from suitable materials, which are able to withstand chemical vapours and gases

Designed for easy to wear, allow great mobility and styled to follow the mov of the wearer

Fabric shall contain highly activated carbon specifically designed to meet the latest challenges of the perceived threat of NBC warfare

Fabric shall comply and iaw FM 3-4 (US Dept of Army Std) and BRL 2170 (RMN NBC manual) as a guideline and guidance to standardization

Shall have the adtg of combining absolute protection with high air and moisture vapour permeability, particularly suitable for warmer climates

The threat of heat stress shall be notably reduced when wearing the NBC-protective clothing

Front opening jacket

Have full length 2-way zipper for easy taking off and putting on

Allows the wearer to ventilate the suit when the threat of CW - attack is not imminent

Have an integrated 4 - piece hood with elastic hood seal, designed for close fitting of the gas mask

Front zip-fastener covered with a flap, secured with velcro to preventing gas leaking through the front opening

All adjustments shall be at the wrist with velcro fasteners for a gas-tight fit

Have 2 breast pocket with velcro flap fastener

Waist adjusters of the jacket shall prevent large qty of air coming up under the jacket (in this way contamination problems resulting from the pumping effect, caused by the wearer’s movement are avoided)

Shoulder strap shall be provided

Sewed-on pencil pocket shall be provided on the upper sleeve

The sole shall be a non-slip pyramid cross-section profile with a reinforced portion in the heel section; the sole is 3.5mm thick (±0.2mm)

Shall be held in place by simple lace fastener

Shall provide at least 24 hours protection against chemical warfare agents

Shall be colored black and intended for use over a temp range from –20 to ± 60C

Storability and Supportive

The NBCF-protective garment shall be specially packed to give a max shell life of up to 15 years

The trousers and jacket shall be labeled and vacuum packed in a bag made of impermeable (waterproof) material

Carrying bag shall be provided

Instructions manual shall be provided

RMN Level of maint As a planning guidance for the tenderer,

the RMN maint philosophy is classified as follows:

Organizational Level Maint (OLM) Performed by the unit or ship utilizing own

resources Lowest level of maint and normally limited to

minor servicing, inspection, adjustment and replacement activities within the limit of the skills and eqpt aval

Intermediate Level Maint (ILM) Performed by sp bases Intermediate maint encompasses all

maint activities of major componentsRMN managed function

Depot Level Maint (DLM)Highest level of maint, which is beyond

The tenderer shall provide a comprehensive maint sp sys or Planned maint Sys (PMS) covering the following areas:

Schedule of maint Methods of maint Manpower reqmt Tools and spares reqmt

Based on the PMS and Mean Time Between Failure (MTBF) whichever is relevant, the tenderer shall:

Provide initial spares, tools and test eqpt required to maint the sys at the OLM (onboard ship) for at least 3 years

Provide lists of spares, tools and test eqpt (including cost) and to be submitted together with the tender doc Lists to contain manufacturers’ name, part no,

detailed description/drawing and NATO stock number

The tenderer shall indicate in writing :

Whether spares and sp will be made aval throughout svc life of the sys

The guarantee to sup the spares for the sys or eqpt over a period of not less than 15 years

presence of the contractor or its rep to validate that the eqpt performance and usability is iaw the contractual spec

The tenderer shall provide a simple life cycle cost data in the following format:

Initial Spare

The tenderer is required to provide the Govt of MAL a list of recommended spare parts required for maintaining the protective suit for an initial period of two (2) years

Evaluation SampleTenderer shall submit a complete set of sample

of NBC suit for evaluation together with tender docu

RMN shall not be responsible for wear and tear on the sample of NBC due to evaluation process

DeliveryTenders shall indicate the duration of delivery period

Packaging, Handling, Storage And Transportation

The supplier shall provide all tech info and instr including std used in the packaging, handling, storage and transportation of the eqpt and the assn parts

The supplier shall provide details on any special handling, packaging, preservation, storage and transportation that is required (for the eqpt and assn parts) especially during reception, storage, environment and

danger hazards

WARRANTY

The warranty for the eqpt shall be at least one (1) year from the date of final acceptance

Materials or parts proven defective shall be repaired or replaced by manufacturer at no cost to RMN within 90 days of submission of defect report
