In November 2012, ACTR celebrates 20 years of providing community transportation for Addison County residents and visitors.
During that time, we have stayed focused on the three basic tenets underlying our mission:
SAFETY, which remains our first priority;
SERVICE, providing an accessible and growing system; and
SCHEDULE, increasing our transit options and frequency.
We have made a few changes this year to further improve our safety, service and schedule.
Added Eastview as a stop on the MSB Middlebury College / Hospital Loop.
Added Bridge School as a stop on the Tri-Town Bristol and Vergennes routes.
Defined more clearly the FARE-FREE ZONE within Middlebury.
Strengthened our No Smoking policy to help clear the air at bus stops.

Clarified the Code of Conduct
Adjusted the Snow Bowl route to include the Middlebury Beef/Irving Park & Ride at the corner of Ossie Road (Route 116) and Route 7. Please note, there are some minor schedule adjustments as well on the Snow Bowl route.
Await final approval of a new Park and Ride and bus stop at Phoenix Feeds on Route 7 just north of New Haven Junction to replace the current stop at Jiffy Mart.
Excitingly, our ability to deliver on safety, service and schedule will be further enhanced when construction of the ACTR Community Transportation Center on Creek Road in Middlebury is completed. We expect to be operating from our new headquarters by late Spring 2013. Come visit us!

Since 1992
ACTR was established in 1992 to create a network of public transportation alternatives that connect the people and places in Addison County. Our goal is to provide services that are safe, reliable, accessible and affordable for everyone.
ACTR is a 501(c)(3) non-profit organization. ACTR’s funding is on average an 80/20 mix of public (state and federal grants) and private money. ACTR relies upon the generous support of individuals, businesses, towns and philanthropic organizations to provide the local match required to draw down these grants. Every $1 donated to ACTR, unlocks $4 of federal money.
ACTR operates two parallel and complementary transportation systems. The ACTR Shuttle Bus System is made up of six different bus routes including connections to Rutland and Burlington. The Dial-a-Ride System takes elders and persons with disabilities, Medicaid-eligible residents and many other vulnerable populations to work, doctors’ appointments, grocery stores and meal sites.

General Fare Information
Fares are collected on all ACTR bus routes except the Middlebury Shuttle Bus. For exceptions see “fare exceptions” under each route. Passengers under age 6 ride free with a fare-paying
passenger. Passengers ages 6 to 17, age 60+ or with an ADA disability
ride for ½ price - one-way and passes. Passengers can self-certify their age or disability. ACTR only offers free transfer passes from 116 Commuter
and Saturday LINK to the CCTA system; Otherwise fare is paid for each ride on an individual ACTR route.
Only exact change or passes accepted. Passengers are required to pay the proper fare for all ACTR
transportation.
ACTR FARE-FREE ZONEAll ACTR bus routes allow for fare-free rides within the defined Fare-Free Zone (FFZ). The FFZ is generally defined by the Middlebury Shuttle Bus route, with a few exceptions as noted under “fare exceptions.” Riders getting on and off within the FFZ do not have to pay a fare. This applies to short portions of the Tri-Town Bristol/Vergennes, the Snow Bowl Shuttle, 116 Commuter, the Rutland Connector and the Saturday LINK.
Fares: In-County Routes
The Middlebury Shuttle Bus (MSB) is always FARE-FREE.
Fares are collected on the Tri-Town Shuttle Bus (TTSB) Bristol and Vergennes routes and the Snow Bowl Shuttle (SBSB) route. The fare structure for these routes is:
$1 per one-way trip $9 for 10-ride pass $30 monthly passes (SBSB monthly pass available for
January and February)
Fare Exceptions: Tri-Town Shuttle Bus (TTSB) No fare is required to travel between Bristol and Vergennes
via New Haven.
No fare is required when traveling to/from locations on Exchange Street in Middlebury (this is considered part of the Middlebury “Fare-Free Zone”). Please inform your driver of your destination when traveling to Exchange St.
Fare Exceptions: Snow Bowl Shuttle Bus (SBSB) No fare is required when traveling to/from locations along
Route 7 South in Middlebury (this is considered part of the Middlebury “Fare-Free Zone”). Please inform your driver of your destination when traveling to Route 7 South.
Fares: Out-of-County Routes
Rutland Connector (in partnership with MVRTD) $2 per one-way trip $18 for 10-ride pass $60 for monthly pass
Fare Exceptions: Rutland Connector (RC) No fare is required when traveling to/from locations along
Route 7 South in Middlebury (this is considered part of the Middlebury “Fare-Free Zone”).
116 Commuter (in partnership with CCTA) $2 per one-way trip $20 for 10-ride pass $75 for monthly pass* (includes access to all CCTA and
GMTA routes with pass)* Swipe passes are being used on this route and are good for
31 days from the day of first swipe.
Fare Exceptions: 116 Commuter (116) No fare is required to transfer to a local CCTA bus.
116 Commuter fares for travel within Addison County (i.e. Starksboro to Bristol or Middlebury to Starksboro) are the same as ACTR’s in-county routes (Snow Bowl or Tri-Town buses).
No fare is required when traveling to/from locations from Lindale Mobile Home Park on Case Street to downtown Middlebury (this is considered part of the Middlebury “Fare-Free Zone”).
Burlington LINK Monday - Friday (operated by CCTA) $4 per one-way trip $40 for a 10-ride pass $150 for a 31-day pass full access to CCTA and GMTA) Ten-ride and monthly passes are available through CCTA for
use on the Monday through Friday Burlington LINK.

Burlington LINK Saturday (operated by ACTR) $4 per one-way trip
ACTR operates the Saturday service. A 10-ride pass is available from ACTR for $36. No monthly passes are available for this Saturday service.
No fare is required when traveling to/from locations between Adirondack Circle and Exchange Street (this is considered part of the Middlebury “Fare-Free Zone”).
Student IDs and CCTA passes are not accepted.

Using the Schedules
Stops
Be VISIBLE at stops so the bus driver can see you waiting. Wave at the driver to ensure being noticed and keep yourself safe. Buses will pick-up or drop-off passengers at all locations with ACTR bus stop signs. All signs are numbered to match up with the map and schedule. Passengers may also request other pick-ups or drop-offs, or may wave the bus down at any safe location along the route. Drivers will not stop if unsafe.
Request Only Stops
Some ACTR stops are listed as “R” or Request Only – either all the time or during some parts of the day. The “R” stops are served only when on-board riders request the bus driver for a drop off or riders call in ahead to request a pick up. With less than 24 hours notice, ACTR may not be able to immediately accommodate the request.
Deviations
ACTR buses will deviate up to a ½ mile (¼ mile for Rutland Connector and Saturday LINK) from the published routes to pick-up or drop-off passengers. To request a deviation, call ACTR a day in advance at 388-ACTR (2287) or ask a bus driver to assist you. If your deviation request cannot be accommodated at the desired schedule time, per federal law, ACTR will provide the service up to 1 hour before or after the requested time. There are no deviations available on the 116 Commuter.
Transfers
Please confirm with driver when boarding if you need to transfer to another bus or route.
There are transfer passes available from an ACTR driver on the 116 Commuter and the Saturday LINK to local CCTA routes in Burlington; otherwise fares are collected for each route.
There is one exception:
Tri-Town Shuttle Bus - No fare is collected between the Tri-Town Vergennes or Tri-Town Bristol buses when traveling between Bristol and Vergennes via New Haven.

REQUEST ONLY STOPS are not routinely served. If there is an “R” listed at a stop and you are on the bus, be sure to ask the driver to stop. If there is an “R” listed at a stop and you want to be picked up, please call ahead as much as possible M-F 7am-5pm so we can be sure to let the driver know.
IF THERE IS NO TIME LISTED don’t worry, the bus will stop there. Arrival time will vary within the interval between fixed stops. Please be generous as you estimate time. When in doubt, call ACTR.

CCTA (BURLINGTON)ACTR partners with CCTA to provide the Middlebury/Burlington LINK service. ACTR runs this service on Saturdays. During the week the LINK is operated by CCTA. To contact CCTA go to www.cctaride.org or call 802-864-CCTA (2282).
MVRTD (THE BUS – RUTLAND) ACTR and MVRTD collaborate to provide the Rutland Connector Route M-F. To contact MVRTD go to www.thebus.com or call 802-773-3244.
MEGABUS AND GREYHOUND Megabus and Greyhound offer daily inter-state bus service from Burlington locations. For more information go to us.megabus.com or www.greyhound.com. The 116 Commuter stops a block away from the Megabus stop on UVM’s campus. The LINK connects with CCTA local routes that connect with Greyhound stops at Burlington International Airport.
BURLINGTON INTERNATIONAL AIRPORT Once in Burlington via the M-F or Saturday LINK, from Cherry Street, use CCTA Routes #1 and #12 to get to the airport. This takes approximately 30 minutes. Visit www.cctaride.org for those schedules.
SOUTHERN VERMONT REGIONAL AIRPORT (RUTLAND) From Middlebury, you can take the Rutland Connector and connect with the MVRTD Rutland to Bellows Falls Commuter route to the Rutland Airport. For more information go to www.thebus.com.
AMTRAK The Ethan Allen Express to NYC departs daily from Rutland. The Rutland Connector 5:30 am M-F from Middlebury can take riders to the train station to catch the Ethan Allen. Visit www.amtrak.com or call 1-800-872-7245 for more information.

SHARE THE RIDE - GoVERMONTACTR encourages people to use the GoVermont program for ridesharing. Ridesharing, just like riding
the bus, can save you money, help prevent global climate change and help keep our air healthy. Owning a car in Vermont can cost up to $8,000 a year including repairs, maintenance, gas and parking fees. In Vermont 46% of emissions that cause climate change come from transportation. General Bus Info
Code of Conduct
To ensure everyone has a safe and comfortable journey, the following must be observed while riding with ACTR:
1. For your safety and good health, smoking is prohibited on all ACTR buses and within 25 feet of an ACTR Bus Stop or Bus Stop Shelter.
2. Passengers are required to pay the proper fare for all ACTR transportation.
3. Please stay seated, keep aisle clear and do not disturb other passengers.
4. Seats in front of the bus are reserved for elders, passengers with disabilities and those needing child seats.
5. Use headphones when listening to personal music devices.
6. Keep all food and beverages in closed containers. Please use the trash bin in the front of the bus.
7. For safety and sanitary reasons, all passengers are required to wear shoes and shirts, and limit odors that disturb other passengers.
8. Articles which, because of their size or the nature of their contents, may be dangerous to passengers shall not be allowed on ACTR buses. These include, but are not necessarily limited to: Car batteries, gasoline, kerosene or any other flammable liquid, weapons, including but not limited to guns or knives, illegal drugs and open containers of alcohol.
9. Offensive language including, but not limited to, racial slurs or derogatory remarks based on race, gender or sexual orientation is prohibited on ACTR vehicles.
10. The ACTR bus driver has the right to refuse service to those who do not comply with the ACTR Code of Conduct.
Safety and comfort of our riders comes first!
Bicycles
All ACTR buses are equipped with bike racks. Each rack can accommodate two bicycles. Bicycles may also be brought in the bus if necessary and space is available. Riders are responsible for loading and unloading their own bicycles.
Child Seats
All ACTR buses have built-in child seats and seatbelts at every seat. Ask the driver for assistance if you need to use a child seat. If you bring your own child seat, please be sure it is secured correctly.
Pets and Service Animals
Service animals, animals contained in pet carriers or with a muzzle and leash are allowed on ACTR buses. Other bus systems may not allow non-service animals on-board. Please check with CCTA at 802-864-0211 or MVRTD at 802-773-3244 if you plan to connect with their systems.
Skateboards, Skis, Snowboards
All of these are welcome on the bus provided they are kept out of the aisles.
Lost and Found
ACTR is not responsible for items left on the bus. However, items found on the bus will be brought to the office and kept in our lost and found for 30 days. You may pick up a lost item at the ACTR offices at 297 Creek Road after 8 am and before 4 pm Monday – Friday. Call 802-388-ACTR (2287) to be sure your item(s) have been found.

All staff and volunteers have background checks completed prior to providing any service;
All staff including drivers, senior management and dispatchers participate in random drug and alcohol testing program;
All vehicles owned and operated by ACTR are inspected prior to every shift for safety and cleanliness, and have preventative maintenance performed on a regular basis;
All vehicles owned by volunteer drivers have up-to-date safety inspections and are expected to be in a clean and comfortable condition.
ACTR pledges to constantly renew its efforts towards safety and to continuously seek new programs and opportunities to increase system safety.
Safe Service PolicyPlease note service may be modified at times on a case-by-case basis due to safety conditions.
Wheelchair Lifts All vehicles are equipped with wheelchair lifts. If you require the use of a wheelchair lift, our trained drivers will assist you in getting on and off the bus.
Special AssistanceTo ensure the best possible service, all riders needing special assistance are encouraged to call the office ahead of time. Please note, the step height to board ACTR buses is between 10" and 12".

tes Pre-arranged rides are now available from Burlington to Rutland via public transit Monday
through Friday evenings. Please follow these instructions:
Call ACTR 802 388-ACTR (2287) Monday - Friday 7 am to 5 pm) to arrange a connection 48 hours in advance (2 business days). An ACTR volunteer driver will meet the evening CCTA LINK bus (6 pm or 6:40 pm) or the 116 Commuter (6:45 pm) in Middlebury and transport the passenger to the Rutland Transit Center. A time stamped transfer ticket from the LINK bus or the 116 Commuter must be provided to the ACTR driver to be eligible for the ride. In addition, a fare of $2 will be collected by the ACTR driver for this ride.

Dial-A-Ride
What is Dial-A-Ride?
In addition to its Shuttle Bus System, ACTR operates a Dial-A-Ride System. This system enhances ACTR’s ability to provide comprehensive transportation alternatives for all Addison County residents.
The Dial-A-Ride System includes programs that focus on specialized populations including elders, persons with disabilities, low-income families and individuals, as well as the visually impaired. If you are eligible for Medicaid, Reach Up, are aged 60+ or have a disability, you may be eligible for FREE transportation. More than 40 Volunteer Drivers work with ACTR to provide these rides. Volunteer Drivers are reimbursed for mileage only and donate time.

To find out if you are eligible for a Dial-A-Ride review the following criteria and if you are still not sure, email info@actr-vt.org or call the office at 802-388-ACTR (2287).
Senior Meal Program
The Dial-A-Ride program also includes transporting elders to meal-sites in Bristol, Bridport, Middlebury and Vergennes and delivering Meals-on-Wheels. For more information or eligibility contact CVAA, 800-642-5119.
Dial-A-Ride Programs
ELDERS AND DISABLED: Free for Addison County residents age 60 or older and/or have a disability, as described in the Federal 1991 ADA. Funds are limited, however, and eligibility must be approved by one of our partner agencies: Champlain Valley Agency on Aging, Counseling Service of Addison County or Addison County Home & Health Hospice. Services can include rides to: meal-sites, medical, and social or employment-related appointments.
MEDICAID: Free service for all Medicaid-eligible residents of Addison County. To be eligible, a person must be enrolled in the traditional fee-for-service Medicaid program or in the
Primary Care Plus managed care program. Rides are typically provided by ACTR volunteer drivers or family members who qualify. Qualified drivers are reimbursed for mileage expenses. ACTR can provide transportation in an ACTR bus, such as for wheelchair users, when necessary.
REACH-UP: Free for eligible residents in partnership with the Vermont Department of Families And Children. Services include transportation for employment-related activities, child care and other self-improvement activities. Rides are provided either on ACTR buses or by volunteer drivers to qualifying individuals.
VISUALLY IMPAIRED SERVICES: Free transportation program to eligible residents through a partnership with the Vermont Association for the Blind and Visually Impaired (VABVI). Services include transporting residents to medical, social or employment-related appointments and other services or activities. Rides are provided by ACTR’s buses or volunteer drivers. ACTR’s shuttle bus schedules are available on audiotape upon request. Drivers announce all stops on the shuttle bus routes and a large print schedule in PDF format is also available.
RIDEMATCH: Fee-based service available for people not eligible for any other ride. Rides are often paid for by a third party, such as an insurance company, school or employer.

Volunteer to DriveOur volunteer drivers provide an invaluable service for Addison County. Many residents need to get to medical appointments or buy food or have access to other critical services but have no transportation of their own and cannot use our buses.
Volunteers are reimbursed for mileage and play a crucial role in our organization.
