Compendium of the Structured Dialogue
The Hungarian Presidency of the Council of the European Union with the
contribution of its Trio partners, Spain and Belgium, the European Youth Forum and
the European Commission published an overview about the first cycle (1 January
2010 - 30 June 2011) of the structured dialogue in the youth field. The publication
provides information about the legal and theoretical basis of the structured
dialogue, description of the roles, stakeholders and different events, as well as
some facts and figures about the consultation phases. Besides the analysis of the
consultations, the booklet also includes the main policy documents that resulted
from the dialogue. The publication aims to give an insight about the process and to
inspire future implementers of the on-going structured dialogue that will continue at
least until 2018.

World Youth Report 2011
The report explores the transition of young people from schools and training
institutions into the labour market, a phase marking a critical period in the life
cycle. The current employment scenario for young people, worsened by the global
economic crisis, poses an urgent challenge with long-term implications for both
young people and society as a whole. Young people themselves are crucial
stakeholders in the pursuit of decent and productive work for all. Yet, too
frequently, their voices go unheard and their positive and negative experiences and
viewpoints unshared, particularly with decision-makers. Therefore, the World Youth
Report is intended above all to explore youth employment issues mainly through

Inclusion through Employability - approaches to youth employment
This Salto publication helps practitioners to develop and carry out successful actions
to support young people to find a job, especially those at a disadvantage compared
to their peers. The report lists four key elements for effective and motivating
employment projects: involvement and participation of young people, holistic
coordination and governance, non-formal learning approaches and a few remarks
about entrepreneurship.

EDF Freedom Guide
The Freedom Guide is the one of most important outcomes of the European
Disability Forum top campaign addressing freedom of movement. This is a key tool

European Union’s website designed specially for children and teenagers. Here they
can learn more about their rights, discover games, animations, videos, the
multicultural calendar, and read the articles on specific children's rights. They can

Braga: European Youth Capital 2012
Braga took over from Antwerp the title of European Youth Capital for 2012. This
title was launched by the European Youth Forum (YFJ) to encourage the
development of new ideas and innovative projects with regards to the active
participation of young people in society and to foster the co-operation on youth
policies at local and European level. During 2012, Braga will offer a hectic
programme with events and activities giving more participation and more
opportunities to young people for taking active roles in making real contributions to
their communities.

Euro Run competition 2012
The European Central Bank is organising an online competition for children between
9 and 12 years old, residing in the European Union (excluding the Outermost
Regions and the Overseas Countries and Territories). In order to compete, players
will have to accept the terms and conditions, enter the code of the competition and
register their full name, age and e-mail address.
The four winners of the online competition will be invited to spend a weekend in
Frankfurt am Main in the second quarter of 2012. During their stay, the winners will
take part in an offline Euro Run game at the ECB. The 96 online players with the
next highest scores (from 5 to 100) will also receive a prize.

Generation 92 Video Competition
The European Environment Agency is inviting young people born between 1st
January 1991 and 31st December 1993, coming from one of the 32 EEA member
countries, Greenland and 7 West Balkan cooperating countries, to join this
competition. They will have to make a video showing their vision of a sustainable
future and get the chance to participate to the sustainable development event in
Copenhagen on 5th June 2012 and win also cash prizes. Videos should be between
30 seconds and two minutes long, and show the contestant’s personal vision of
sustainable living. Contestants are free to choose journalism or fiction, live action or
animation, interviews or images. If the videos are in a language other than English,
they must have English subtitles. The public will have the opportunity to vote the
'Buzz' Prize, nominating their favourite video via social media.
Deadline for sending videos is 2ndApril 2012.

Asia-Europe Short Films Contest
Young filmmakers and film enthusiasts, from 18 to 35 years old, from Asia and
Europe are invited to express their views on the relations between both regions
through their short (up to three minutes) films of any type: animation,
documentary, fiction, mobile phone video. Short films should reflect Asia and
Europe’s connections of the future, the diversity and the interesting challenges,
interactions of two regions, cultural differences or individual relationships. Four
winners selected by a Jury and one chosen by a special online public voting, will
receive valuable prizes. Winners will fly to Singapore for a two-day hands-on
filmmaking workshop in a world-famous film school. At the Award Ceremony on
17th May 2012, the first place winner will also receive a SGD 5,000 cash prize.
The deadline for entries is 9th April 2012.

The Alfred Toepfer Natural Heritage Scholarships 2012
Young European conservationists are invited to apply for this award and get the
chance to receive € 3,000 to undertake a study visit to one or more protected areas
located in a European country other than their own. Applicants must be under 35
years old and have a European nationality. Themes for applications must be
connected to the management of natural areas.

The scholarships enhance international cooperation and advance the quality,
innovation and European dimension of the management of natural areas, such as
national parks. At the end of their study visit the scholars must produce a report on
their findings that will be shared with practitioners in charge of managing Europe’s
natural heritage. The scholarships will be awarded at the annual EUROPARC
Conference on 22nd–25th October 2012 in Genk, Belgium.

Film Competition 2012
As part of the European Year for Active Ageing and Solidarity between Generations,
the European People's Party (EPP) and the EPP Group in the Committee of the
Regions have launched a new Film Competition 2012.
Young people under 30 years old, from EU Member States and Croatia, are invited
to make a 60 seconds film on the subject “Solidarity between Generations”. The top
three filmmakers will be awarded with an iPad and a visit to Brussels during the film
screening in November 2012.

U4energy Competition: It’s your turn to save energy!
Schools from EU Member States, Croatia, Norway, Iceland and Liechtenstein are
invited to join this competition aiming at enhancing energy efficiency in schools.
The competition is divided in four categories:
-Energy efficiency measures at school, addressed to school communities (teachers,
pupils and school authorities) and local authorities;
-Teaching actions on efficient energy use, addressed to teachers; -Awareness raising campaign on energy efficiency, addressed to pupils guided by a
teacher
-Best practice beyond U4energy, a special award category, addressed to winners
and coordinators of national publicly-funded energy efficiency initiatives.
Teachers and pupils can decide to engage in one or more categories, according to
the participation requirements. Entries may be submitted in all official EU
languages, as well as in Norwegian and Croatian. It is mandatory to provide a
translated title and representative summary in English.
All national winners will be invited for a 2-day all expenses paid trip to the
European Award Ceremony in Brussels including a guided tour of the European
Parliament by an MEP, a framed certificate, a sustainable trophy and an energy kit
for the school. From the pool of national winners, the Grand Jury will select the best
2 entries per category to designate 3 European winners and 3 runners-up. Besides
the 2-day all expenses paid trip to the European Award Ceremony in Brussels
mentioned above, European winners will receive a prize of a value of € 3,000.

European Union Contest for Young Scientists

The 24th European Union Contest for Young Scientists will take place in Bratislava,
Slovakia from 21st to 26th September 2012.
The European Union Contest for Young Scientists, an initiative of the European
Commission, was set up to promote the ideals of co-operation and interchange
between young scientists. The Contest is the annual showcase of the best scientific
achievements of European student and, as such, attracts widespread media
interest.
The EU Contest gives students the opportunity to compete with the best of their
contemporaries at European level.

Photo Competition 2012
The fifth edition of the photo competition "Life 2.0 - Ready for a new start?" is
inviting young people from 18 to 108 years old, residents in one of the 27 EU
Member States, to send their photos showing how senior citizens can be active,
work longer and be fully integrated in society. As the competition is organised in the
framework of the European Year for Active Ageing and Solidarity between
Generations, the age limit for participants has been exceptionally extended to 108
years old. Winners will be awarded with stunning prizes, the first prize being a trip
around the EU. Prizes will be awarded to two categories of participants: from 18 to
59 and from 60 to 108 years old.

Strengthening the European
labour force through adult
learning
On 28 February, EU Commissioner for
Education, Culture, Multilingualism
and Youth, Androulla Vassiliou,
launched the implementation phase of
the European Agenda for Adult
Learning at an event in Brussels. The
Agenda, formally adopted by the
Council last November 2011, focuses
on providing second-chance
opportunities for low qualified adults
by strengthening their basic skills,
such as literacy, numeracy and digital
knowledge. The Agenda predicts that,
by 2020, adult learning systems will
be faced with a strong demand for
access to high-quality lifelong learning
opportunities and an enhanced role
for local authorities, employers, social
partners, civil society and cultural
organisations. Among the issues
targeted for action in the Agenda are
improved quality assurance, viable
funding, accessible information and
guidance, validation of non-formal
and informal learning and a focus on
well-developed learning provision for
seniors to support their active ageing
and enable them to contribute to
society for longer. The European
Union target for average participation
in lifelong learning across the EU is
15% by 2020, for adults aged 25-64.
The average participation in 2010 was
9.1%, which means that more than
25 million adults, between 25 and 64
years old, participated in a learning
experience that year. However, adult
participation in lifelong learning varies
greatly.

EU-China Youth Policy Dialogue
From 19th to 24th February 2012
Chengdu has been the place to be
for young people interested in EU-
China Relations. During these days,
the first EU-China Youth Policy
Dialogue on EU-China Relations,
Urbanisation and Social Policies took
place. European and Chinese young
people gathered their forces for one
week of intense dialogue, cultural
exchange and discussions on the
future of EU-China Cooperation
tackling issues like urbanisation, social
policies, unemployment, the ageing
society, security issues, the financial
and economic crisis, trade relations,
investment and social
entrepreneurship, as well as political
cooperation and diplomatic relations.
The outcome of the discussions,
including a list of policy
recommendations, were presented to
a larger audience, informing both
European and Chinese policy-makers
of points of action that require special
attention from the point of view of
young people in society.
From 16th to 23rd March, a second EU-
China Youth Policy Dialogue will be
hosted in Brussels along the same
lines, covering the issues of Climate
Change, Environment and Sustainable
Development, and Youth Policy and
Education. Through the online
discussion forum and young EU-China
experts group, the dialogue will
continue in the digital world. All
results will be issued and circulated in
an all-inclusive publication and made
available to policy-makers and
stakeholders involved.

The United Nations released its
resolution on the 10th anniversary of
the International Year of Volunteers
this February 2012. The resolution

emphasises the contribution of
volunteering to sustainable
development, human development,
and peace. It also acknowledges the
importance of NGOs to the promotion
of volunteerism - and in that respect
recognises that strengthening the
dialogue and interaction among
governments, the UN and civil society
contributes to the expansion of
volunteerism. The resolution also
invites governments to integrate
volunteering more fully into policy
programs and initiatives; and calls on
governments and relevant UN bodies
and organisations to continue to
support and promote volunteerism.
Volunteers are also encouraged to
take part in UN and other relevant
international conferences.

Copenhagen, Denmark
Organised by the Committee of the Regions, under the title "The European urban
fabric in the 21st century", the event sets out to address the urban issue and to
promote it as a crucial dimension in the debate on the future of European Union
policies. At the summit, the Committee of the Regions will adopt a declaration on
the role to be played by urban development in each region and on urban

30th March 2012: Seminar "European Citizens' Initiative: time to act!"
Perspectives from civil society and local/regional authorities, Brussels,

24th June–1st July 2012: Student Summer Camp: European Space Camp,
Andøya Rocket Range, Norway
The European Space Camp is a summer camp in English for high-school students,
aged 17-20, interested in space and science, and having a background in physics
and mathematics. The participants will spend a week doing technical experiments
involved in a rocket campaign, working as real rocket scientists, learning how to
exploit knowledge they already possess, and broadening their understanding of
applied science. Working in groups, they have to use their creativity and learn to
cooperate. The programme includes hands-on activities related to the rocket
launch, lectures and social activities.

5th-15th July 2012: International Culture Week, Pécs, Hungary
The International Culture Week is one of the most popular annual youth cultural
festivals. Its programme combines a summer school, different cultural and sport
activities, and an inspiring festival with concerts, dance shows, and exhibitions. The
theme for this year is “Energy – Policies for a secure future”. Participating students
will have the chance to earn ECTS (European Credit Transfer System) credits,
issued by the Faculty of Humanities of the University of Pécs.

8th-13th July 2012: Model Nato Youth Summit, Brussels, Belgium
This Youth Summit is the largest simulation of the NATO decision-making process in
the world. The central theme of the 2012 edition will be the "Political responsibility
through leadership, innovation and strategic thinking in the XXI century". The
simulation will bring together 29 delegations representing 221 participants from
both Europe and North America.

10th-12th October 2012: European Conference “Think Parents 2012” The
Hague, The Netherlands
Organised by the Netherlands Youth Institute in cooperation with the University of
Amsterdam, the Council of Europe, Eurochild and many other organisations the
conference will offer a multi-professional and multidisciplinary forum for
researchers, practitioners and decision-makers to share views and experiences by
arranging plenaries, workshops and informal social meeting places. Researchers,
policy and decision makers and practitioners are invited to send proposals for
presentations by 15th April 2012.

Salto-Youth: Training Calendar
The European Training Calendar contains current training offers of different
institutions and organisations, such as SALTO, the National Agencies for the YOUTH
IN ACTION Programme, non-governmental youth organisations, the European
Youth Centres of the Council of Europe and the Partnership Programme on
European Youth Worker Training. They are addressed to young people, group
leaders, mentors, trainers and other specialists.
