Brief Writeup on Vigilance Awareness Week - 2018
Name of the Organization : Container Corporation of India Ltd.
1. Brief write up
Container Corporation of India Ltd. (CONCOR) is a Navratna PSU under
Ministry of Railways engaged in the business of providing logistics
solutions to the customers for International as well as Domestic trade.
The Corporate Office of the company is located at New Delhi. The
company has nation-wide network of 81 multi-modal container
terminals that are administered through eight Regional Offices.
Vigilance Awareness Week (VAW) 2018 was observed at all offices of
CONCOR and also at its subsidiary companies namely Fresh & Healthy
Enterprises Ltd. (FHEL), CONCOR Air Limited, Punjab Logistics Infra
Ltd. (PLIL) and SIDCUL CONCOR Infra Company Ltd. from 29th
October, 2018 to 3rd November, 2018 with great enthusiasm and zeal.
The theme of the Vigilance Awareness Week this year was “Eradicate
Corruption - Build a New India”.
Integrity Pledge was administered by the Chairman & Managing
Director/CONCOR to officials posted at Corporate Office, New Delhi on
29th October, 2018 at Corporate Office. Similarly, the Integrity Pledge
was administered by respective Heads at all offices of CONCOR across
the country. Award for “Most Vigilant Employee of the Year” was
awarded to Smt. R. Srividya, Additional Officer (C&O)/Southern Region
and Shri Himanshu Gautam, Sr. Assistant (C&O)/North Central Region
on 29th October, 2018 by Chairman & Managing Director/CONCOR in
recognition of their contribution towards system improvement & cost
saving.
The highlight of VAW-2018 was the flagging off of “Satarkta Express
Container Train”. The VAW was marked by numerous activities /
competitions in schools, colleges, universities, Gram Sabhas, etc.

Banners/posters on the need to eradicate corruption were displayed at
various offices / public places. Several workshops, seminars etc were
organized involving front line employees, customers and vendors.
Essay/Slogan writing and Debate competitions were organised for
employees and student community. Brief details along with brief of
major activities undertaken during VAW-2018 are given as below:
i) Flagging off Satarkta Express Container Train :
In a innovative and unique initiative, CONCOR flagged off 8 container
trains designated as ‘Satarkta Express Container Trains’ to create
awareness against corruption amongst the public. These trains have
pictorial stickers pasted on the containers with messages and slogans
related to vigilance awareness including on the current theme
“Eradicate Corruption – Build a New India”. The message and slogans on
such containers shall be visible to the general public as the containers
move across the length and breadth of country by rail as well as by
road. These trains originated from Delhi /Dadri for various destinations
such as Bengaluru, Chennai, Kolkata, Hyderabad & Mundra. The first
‘Satarkta Express Container Train’ was flagged off by Shri Girish Pillai,
Member Traffic, Railway Board on 2nd November, 2018 from Domestic
Container Terminal, Okhla, New Delhi for Chennai. During the
occasion, Shri Sunil Mathur – Principal Executive Director (Vigilance)/
Railway Board was also present along with other senior officials of
Railways & CONCOR. The message of Central Vigilance Commissioner,
Shri K V Chowdary, was read on the occasion by CMD/CONCOR. The
programme was telecasted live through Web.
ii. Important Workshops/Interactive Sessions for employees,
customers and other stakeholders:
➢ A workshop was organised on 30th October 2018 with
Transparency International India Ltd (TII) represented by Shri
P.S Bawa, IPS (Retd), Former DGP Sikkim and Advisor & Board
member, TII, on topic “ Ethics, Value, Anti-Corruption Laws &

Tools of Good Governance”. The workshop was attended by
Chief General Manager, Northern Region and senior officials of
NRO and ICD/Tughlakabad.
➢ A Panel Discussion on “Compliance of Labour laws &
Contractual Obligations” was organized at ICD/Dadri on 3rd
Nov. 2018. Officers of ICD/Dadri and trade partners attended
discussion.
➢ Shri Balasubramanyam, IRAS, Additional Divisional Railway
Manager / South Central Railway delivered key note address and
interacted with employees of Regional Office/Hyderabad,
ICD/Sanathnagar and Domestic Container Terminal/Nagulapalli,
Hyderabad.
➢ A workshop and awareness programme was conducted on
30.10.2018 involving customers and filed functionaries at CFS-
Visakhapatnam, Andhra Pradesh.
➢ Shri Salim, IRAS had addressed the officials of Southern Regional
office on the occasion of the Vigilance awareness week.
➢ A panel discussion was organized at ICD/Amingaon, Assam
➢ Seminars/workshops were organized at Pithampur, Dronagiri
and Pune.
➢ Workshops were held at Eastern Regional Office.
iii) Interaction with students:
✓ Essay writing and drawing competitions were organized at Rani
Jhansi Kanya Vidyalaya, Railway Colony, Tughlakabad and
Sarvodaya Bal Vidyalaya, Tughlakabad, New Delhi

✓ An open house was organized for the students of Adarsh School,
Dadri. During the occasion various cultural programmes were
done by the students of the school.
✓ Essay writing competition was organized at Queen Mary
Government School, Visakhapatam and Zilla Parishad Girls
High School, Hyderabad.
✓ Sensitisation programme was organized at Keshar Chandraji
Anand Ramji Bathia Middle School, New Panavel, Mumbai In
coordination with Shri Limbole, Vice Principal.
✓ Students of Next Step Institute of Logistics, Bengaluru
participated in Essay/Slogan and drawing competition.
✓ Southern Region has organized a debate competition for the
students of Institute of Logistics, Chennai.
iv) Gram Sabha
Western Region orgainsed a Gram Sabha on issues related to
corruption at Aadi Gram Panchayat, Dronagiri, Mumbai
v) Cultural Programmes
The message for combating corruption can be effectively delivered
through cultural programmes. Details of some of such events
organized by CONCOR under VAW this year are given below:
The students of National School of Drama performed a ‘Nukkad
Natak’ on “Sadachar Ka Tabeez” before a large gathering that
included persons from all walks of life- senior officers of CONCOR
and Customs Department, representatives of Trade and other
stakeholders at CONCOR’s flagship container terminal located at
Tughlakabad, New Delhi.
vi) Essay writing and other competitions for the employees:
➢ Debate Competition for employees was organized at Durgapur
Terminal, Eastern Region and Western Regional Office, Mumbai.

➢ Essay writing competition was organized by North West Regional
Office, Ahmedabad, Western Regional Office, Mumbai, Eastern
Regional office Kolkata and North Central Regional Office
(NCRO), Noida for the employees.
➢ Debate and essay competition was organized at SIDCUL
CONCOR Infra Company Ltd.
vii) Display of posters and distribution of pamphlets
Banners and posters on the theme of VAW were displayed at
Corporate Office, all Regional Offices and field offices of CONCOR.
Further, Banners were displayed at public places at Chennai,
Bangalore, Amingaon and Nagpur. Posters/ Pamphlets were
distributed to customers and vendors at various places
viii) Extensive use of Social media (Twitter, Facebook & Whatsapp):
The details of activities, alongwith photograph, undertaken by the
Corporate office and Regional offices were uploaded in social media
(Twitter & Facebook) regularly during the VAW. Awareness was
also spread through internal Whatsapp group of South Central
Region.
ix) Press coverage:
The events organized during the Vigilance Awareness Week by
Corporate Office and Regional Offices including flagging off the
“Satarkta Express Container Train” have been widely covered in
print & electronic media.

Integrity Pledge was administered on 29th October, 2018 at 11:00 Hrs to all the
employees at corporate office, eight Regional Offices, all Terminals and also at its

officials of NCR office expressed their views.

vi) An Interactive Session involving employees of South Central Region
(SCR), Hyderabad, Telangana was organized and CGM/SCR sensitized
the employees on the vigilance awareness.
vii) A Workshop on the theme of Vigilance Awareness Week was
organized on 03.11.2018 at ICD, Sanathnagar, Telangana. Shri A.
Balasubramanyam, IRAS, Addl. Divisional Railway Manager delivered
the key note address.
viii)A Workshop and awareness programme was conducted on
30.10.2018 involving customers/field staff/contract employees on
policies & procedures of CONCOR and the salient points of
preventive vigilance were explained to them at Visakhapatnam,
Andhra Pradesh.
ix) An Interactive Session on 01.11.2018 on “Eradicate Corruption –
Build a New India” was held with CONCOR staff, Customers and
Service providers and expressed their views on positive governance
at Visakhapatnam, Andhra Pradesh.
x) A Workshop on “Eradicate Corruption – Build A New Nation” was
organized on 02.11.2018 at Southern Region office, Chennai. Dr.
Salim, IRAS had addressed the participants on the theme.
xi) Panel discussion was organized at ICD, Amingaon, Assam during the
Awareness week.
xii) Workshop was conducted at Eastern Regional Office, Kolkata for
employees which was attended by 30 officials.
xiii)Seminar/Workshop was conducted at Pithampur, Pune and
Dronagiri on “Effective Contract Management” keeping in view of
eradicating corruption.
xiv)An Interactive Session with all the employees of North West
Regional Office was organized on 02.11.2018 in Conference Hall at
Ahmedabad.
