Financial Status & ITFinancial status is very strong. FD details are attached separately. We have to find new
ways of investment & ways to generate income without tax liability. We have submitted IT returnsin time with all documents. There is some discrepancy in old IT returns. We are sorting it out.2013-14 & 2014-15, 2015-16 refund is received with interest. Not yet received the deposit of Rs.12,00,000/- and due previous to 2013-14. (We are unable to trace). Due to some accountingmistakes by previous auditors they are shown as receivables. In fact they are received, but notadjusted with receivables in the next years, but shown as income. The GC should take decision toclose the old dues and correct all previous mistakes including IJA. Now we have received noticefrom ITO Rajahmundry not E Filing TDS.
ISA Website & online activitiesWe are continuing with A1 Logics, Mangalore for updation & maintenance of our website.
We are continuously updating and upgrading it with new features as & when required & deemednecessary. New features are added. Now it will be Smart phone compatible, SMS will be sentautomatically. Now we are integrating ISA FBF, IJA. ISACON & elections also to our website. Allthese have to go through ISA website only or connected to IASWEB.IN and any deviation from thedata provided with ISA NHQ will not be allowed and the member has to update in ISA database firstand then same data will be provided to others like IJA, FBF, ISACON etc. GC should approve FBFdata merger with ISA National website. Every state & City Branch must keep membership Registerand it must be updated regularly taking data from ISA National. The City & State Secretaries canlog in& see new member registered, Member transferred out & in monthly when they submitmonthly activity report. I propose conduct of all state elections through ISA National website andsoftware and also all Conference Regn. through ISA website so that single data remains all overIndia in every City or State and data is updated. All Conference Regn. must be online only.
Branch activities: Branches have started using our website for reporting and some have uploadedtheir account details and report. Few branches report their activities online regularly. Branches inMaharashtra need special mention in this regard.
Grant in Aid or Branch share of 2015-16 & prior was disbursed in Feb. – March to all State & CityBranches who have submitted their annual report and audited accounts. Now again 2016-17 wasdisbursed this month to all State & City Branches who have submitted their annual report andaudited accounts. The old dues prior to 31.12.2014 are transferred to General fund of ISA. Only
20
dues after 01.01.2015 is carried over. Now it is calculated as per financial year & kept as pendingonly for 3 years & if not claimed within this period will be transferred to General Reserves of ISA.
WFSA membership fee:We have paid for 2395 members @ US$ 3.15 total OS $ 7544.15 + old dues US $ 10.11
Total US $ 7554.26 Now the payment procedure is lengthy & cumbersome.WFSA Fellowships & Scholarships.
Explanatory Note:WFSA activities in India are many. We have many fellowships running in India at Vellore,

proper reply was sent to him. Old caes filed by Dr. Sahu has not moved further.
Land for ISAThe land offered to ISA by Dr. S. C. Sahu was shown to President Dr. B B Mishra. He is of the
opinion that it is barren land far away from City with no motorable road. We have to look for ourown premises.
Scientific Committee MeetingsThis year Scientific Committee meeting was held twice at Kolkata in Jan & April which
President, Academic Chairman & myself attended. President visited Kolkata once again to havediscussion on Scientific program for ISACON . Secretary & Scientific Committee Chair Dr. ASKRao visited Kolkata again on 10th & 11th Nov. to see the readiness of the venue for the Conference& to have discussion with Organizing Team and Scientific Committee. Now, I wish to make a few observations. Very few of the City & State Branches have submittedtheir Annual Report & audited accounts. Many are not following our Constitution, Rules & Protocols. We have to give strict directions to all City & State Branches to follow the Constitution, Rules &Protocols. The City / State Branches do not inform death of members to ISA NHQ. Even inConference inauguration or any function many state & city branches do not know the protocol & donot follow them.
I am thankful to all in the GC, past and present for your support & consolation during the timeof my parents’ accident and for doing our job meticulously during ISACON 2016. AGENDA FOR CONSIDERATION1. Treasurer Report & Budget
Treasurer’s report for the period from 01.04.17 to 15.11.17 and proposed budget for 2018 isis presented here below. With implumentation of GST & Tight IT actions we will have to be cautiousand I suggest that IJA and ISA accounts are maintained and audited by single auditor.
Land for ISA - We have large amount as FD in Banks. We are not spending 85% of ourincome. So it will attract huge tax now. Auditors have advised to have land & permanent buildingfor us. When FDs are for more than 5 years, then it will attract tax.

8. ISACON 2019The winner of the bid to present.
9. New Awards & Award moneyDr. P. Chandra, former faculty of IMS, BHU Varanasi paid an amount of Rs. Five lacks to ISA
to institute an Award in the name of his wife to be given to young ISA member for his / her researchwork. The criteria suggested for selection of this Award by GC after discussion is as follows.1. Less than 10 years of passing PG / 40 years of age which ever is earliest2. 1st or 2nd or corresponding author3. If two persons apply for the same award the higher one in author list should be considered4. Research article published in Pubmed indexed journal
Dr. Akram Lal, Past President has requested to institute an Oration in the name of late Dr. K.Pandey, Prof of IMS, BHU. GC discussed this in length and concluded that we cannot have anotherOration as we have already reduced Conference to 3.5 days and during Oration we cannot haveany other program going on. So, the Past President Oration can be renamed as Prof. K. Pandeymemorial Past President Oration. They have to deposit Rs. 7,50,000/- with ISA for this. Approval ofGB is sought.
Now the amount paid to the winners of various Awards is very less and we have to revisethem or not pay at all, but issue Certificates & Medals As of now total Rs. 28,00,000/- is in Award Fund & at the present rate we will get about 2,00,000/- and after TDS about 1,60,000/- 15% of this we will reinvest into the corpus for money devaluation.Remaining money about Rs. 1,30,000/- annually can be utilized for Prizes, medals etc.AP Singhal LTA Award should have highest reward as it is the highest honour given to any ISAmember. So must be Rs. 25,000/- (As Venkata Rao Oration carries Rs. 20,000/-) We can ask thesponsors to add to the corpus & is they do not agree, rename it. So, we can increase the prizemoney of TN Jha Travel Grant, ISH Narani prizes, Quiz Prize, and Jaipur Award we will give Rs.5,000/, 3,000/- & 2,000/- in all 3 categories. For P Chandra Award Rs. 20,000/-, T N Jha TravelGrant Rs. 3,000/- each, Ish Narani same Rs, 3,000/-, 2,000/- & 1,000/-, for Quiz Rs. 5,000/-,3,000/- & 2,000/- for the 3 teams.10. Rule Book
It is printed and ready for distribution among City & State Branches.
ANY OTHER MATTER WITH PERMISSION OF THE CHAIRGC recommends that from 2020 onwards conference will be conducted by ISA National
Body provided GB agrees. GB to take a suitable decision.
