Legislative Update – Lucinda Pyles of Kahala testified successfully to allow the DLNR to require wa-terfront owners to trim their "enhanced" vegetation that grows below the high water mark into the public beach area. Favorable testimony from Carol Wilcox, Sierra Club, Neighborhood Boards 2 and 3 assisted in HB 1808 passing the House. The Senate held its first hearing March 12th & is passing the bill with amendments on to the Judiciary Committee.
Bills on the Move - State law now prohibits aerial fireworks, but a new bill would allow counties to enact stricter ordinances or a ban. A bill proposes that the Governor appoint the Board of Education and the Superintendent. Too many tax and fee increase proposals abound as well as bills to reduce tax credits and close exemptions. Many bills propose to dip into a myriad of special funds including the Tobacco, Hur-ricane and Rainy Day funds. An expedited bill to somewhat reduce unemployment insurance taxes for 2 years has passed.
Marumoto Bills – An authorization for special purpose revenue bond for improvements at Kaimuki
Christian School is now in the Senate. KCC intern Aaron Cornelison is working on obtaining support to
repair the chapel on campus. The project, first listed in Marumoto's 19th District CIP bill, has been incor-
porated in HB 2200, the state budget bill which has passed the House. Rep. Marumoto has introduced
legislation asking the city to increase fines to prevent property blight in Kahala and a resolution asking the
Department of Health to gather statistics from doctors and hospitals on All-Terrain vehicle (ATV) inju-
ries. She is hoping for a hearing on a resolution asking the Governor, Board of Education and HSTA to
get back to the negotiation table to end or reduce Furlough Fridays.
Schools – The Department of Education announced the following Repair & Maintenance projects in the 19th House District for FY 2010-2011: Kaimuki Middle Reroof C $338,000 Kaimuki Middle Reroof H 83,000 Kalani High A/C Unit H 100,000 Kalani High Communication Sys 250,000 Liholiho Elem Stage Curtains H 25,000 Lili'uokalani Elem Electrical Repairs E 10,000 Waialae School Re-route Sewer C 100,000 Kahala (18th Dist.)
