Apprenticeship federal tool tax credit

• Effective January 1, 2002, apprentices in the motive power trades will be able to deduct the costs of their tools from their income tax.

• The cost of tools required by apprentices in order to work has been viewed as a serious barrier to attracting more apprentices into the automotive repair industries.

• The Minister announced that the tax relief is in the form of a tax deduction versus a tax credit. All tools purchased in a tax return year will be eligible, less a deduction of the greater of $1,000 and 5% of an individual's apprenticeship income for the year.

• Apprenticeship tool loans, such as Ontario's $800 interest-free loan for the purchase of an apprentice's tools, will not affect the credit.

• Any part of the eligible deduction not taken in the year the tools are purchased can be carried forward and deducted in subsequent taxation years. The individual will also be eligible for a rebate of the goods and services tax/harmonized tax paid on the portion of the purchase price that is deducted in calculating employment income.

• The apprentice's employer will need to certify that the tools are required as a condition of, and for use in, the apprenticeship.

• The following has been provided by the government as a sample tool tax deduction example:

• Alexandra, an Autobody technician apprentice earns $25,000 as an apprentice in a year and spends $5,000 on new tools in the year. Alexandra's deduction is $3,750 ($5,000-$1,250 (the greater of $1,000 and 5% of $25,000)), representing a federal income tax savings of $600

New apprenticeship proposals from Ontario

• Ontario has announced a new proposal, not yet introduced, called the Apprenticeship Training Tax Credit. Corporations and un-incorporated businesses would be eligible for a 25 per cent refundable tax credit on eligible expenditures incurred with respect to eligible apprentices. For business with total payroll costs exceeding $400,000, the tax credit rate would be increased to 30%.

• An employer would be eligible for a tax credit of up to $5,000 per year per eligible apprentice to a maximum of $15,000 over the first 36 months of the apprenticeship.

• The maximum annual tax credit of $5,000 would be pro-rated for the number of days the apprentice is employed with that employer during the year.

• Eligible apprentices would be in their first 36 months of an apprenticeship training program in the auto body and collision damage repairer trade on or after May 19, 2004 and have commenced employment before January 1, 2008. Eligible expenditures would be salaries and wags paid after May 18, 2004 and before January 1, 2011 to an eligible apprentice.

$ 21 Million Announced on June 16th for Apprenticeship Training Innovation

The government is providing $21 million to fund three programs that will provide innovative investments in apprenticeship training in 2004-05. The government is calling for proposals that will:

• Expand access to apprenticeships by helping people develop their skills to the level required for training,

• Update and expand training facilities in the college system, and

• Ensure that apprenticeship classroom training is flexible, relevant and meets industry's highest standards.

These investments will help increase the number of new participants in apprenticeship programs to 26,000 annually by 2007-08. Ontario's apprenticeship system is the largest in Canada.

SCHOOL DONATIONS

• The new Robert Bateman Secondary School in Burlington, Ontario will receive a paint spraybooth and equipment. The new school will also be dropping their Grade 12 Autobody curriculum in favour of a Level 1 apprenticeship training level as a Grade 12 replacement. Another 22 students per semester will now be entering the industry.

• A formal announcement is expected soon.
