The Department of the Army (Corps of Engineers) permit program is authorized by Sections 9 and 10 of the River and HarbcAct of 1899 (33 U.S.C. 401 and 33 U.S.C. 403), Section 404 of the Clean Water Act (33 U.S.C. 1344), and Section 10of the Marine Protection Research and Sanctuaries Act of 1972 (33 U.S.C. 1413). These laws require permits authorizinstructures and work in or affecting navigable waters of the United States, the discharge of dredged or fill material intoĵ srof the United States, and transportation of dredged material for the purpose of dumping it into ocean waters. InfoiBHbrprovided in this form will be used in evaluating the application for a permit. Information in the application is made a rrratteof public record through issuance of a public notice. Disclosure of the information requested is voluntary; however, the daterequested is necessary in order to communicate with the applicant and to evaluate the permit application. If the necessaryinformation is not provided, the permit application cannot be processed nor can a permit be issued. An application that isnot completed in full will be withdrawn.
Do not send a pemit processing fee with the copy of the application to be forwarded to the District Engineer of the Depart-ment of Army. An additional fee will be assessed when the corps is ready to issue the permit. No fee will be charged forpermits issued to federal, state, county or municipal agencies.
18 U.S.C. Section 1001 provides that: Whoever, in any manner within the jursidiction of any department or agency of theUnited States knowingly and willfully falsifies, conceals, or covers up by any trick, scheme, or device a material fact or makesany false, fictitious or fraudulent statement or entry, shall be fined not more than $10,000 or imprisoned not more than fiveyears, or both.
This application, together with all maps, plans, profiles and specifications, and all papers, information and data filed in connec-tion therewith, will remain on file in the Department of Environmental Resources and with the U.S. Army Corps of Engineers.
16. Certification
A. The application must be signed by the applicant. If privately owned, the individual owner must sign. For partnerships,one or more members authorized to sign on behalf of the entire partnership must sign. Signatures of the president,vice president, secretary or treasurer are required for corporations, and the corporate seal shall be affixed. For politicalsubdivision, we require signatures of the officer or officers empowered to sign for the subdivision with the politicalsubdivision's seal affixed and attested by the clerk. Signatures other than above must be accompanied by aof attorney or other document indicating authorization.

PROJECT DESCRIPTION
The Pocono/Jackson Joint Water Authority with support from the United
States Environmental Protection Agency (USEPA) is proposing the
installation of a water supply system to service forty-nine single family
residential dwellings in Pocono and Jackson Townships, Monroe County,
Pennsylvania. The private potable wells of these dwellings have been
contaminated by TCE from the nearby Butz landfill, which is currently an
USEPA designated Superfund site. Thus, their drinking water supply is
derived from water bottles, provided by the USEPA. Wash water is still
derived from private wells.
The USEPA does not currently have plans to clean-up the Butz landfill.
However, to insure the health and safety of the residents affected by the
contaminated groundwater plume of this landfill, the USEPA is financing a
public water supply system to service the local resident population.
The major components of this water supply system includes the installation
of three wells, a well house and water tank; the construction of a service
roadway from Rinker Road to the well site so that operations and
maintenance may occur; and the installation of a water distribution
system. These elements are depicted on the attached US6S 7.5' Topographic
Quadrangle for Mount Pocono, Pennsylvania (Section IV).
The construction of the access road from Rinker Road to the well site
will require crossing freshwater forested wetlands, regulate^ f^M ttig r p n
Bureau, as well as the United States Army Corps of Engineers. An
estimated 10.000 squire feet of wetlands will be filled to support the^ ^̂ ^̂ ^̂ ^̂ ^̂ ^̂ ""————̂ ^̂ ^̂ ^̂ ^̂ ^̂ B̂̂ ^̂ » .
roadway. These wetlands are characterized by a dominance of red maple,with shagback hickory, N. red oak, and quaking aspen. Interspread wassensitive fern, sphagnum moss and sedge species, The area, mapped as
wetlands was also inundated with surface water at the time of of our
evaluation. Soil sampling could not be performed in this area because
bedrock was at or within inches of the surface.1
An approximate 4000 linear foot portion of the water distribution system
that closely parallels the PP & L Utility right-of-way also supports
fragmented wetlands. While the installation of the system could be
processed under General Permit #2 for utility installation, we are Seeking
approval of this activity under the Individual Stream Encroachment Permit
Process. The majority of the wetlands within the PP & L right-of-way are
emergent wetlands created from seeps and depressions with the right-of-way
access aisle. !i i

While the USEPA will finance the installation of the water supply system
it must be understood by the regulatory agencies that the costs for
operations and maintenance of this system will be the full responsibility
of the forty-nine residential users. Therefore, we request that reviewers
look at economic considerations when evaluating the alternatives. ]
III. ALTERNATIVES ANALYSIS

While assessing the alternatives for a project of this nature, one jnay
automatically assume that there are a multitude of alternatives that could!
be considered whereby there would be no impact to wetlands. However, this
is simply not the case when considering the scenario described within the
project description. So following are some basin assumptions as td why- . - ' i
the well site and road location is located where it is. jit
1. Foremost is economics. Given the low residential densities for thisii
region, it is definitely not cost effective to service forty-nine
single-family dwellings, given the extensive service area and theI
cost of infrastructir. Because these forty-nine residences will have
to bear the full cost and responsibility for the operations and
maintenance of this facility, it is even more of a economic hardship
to the residents. Consequently, in fairness to the residents, the
well locations cannot be too far removed.
I2. Consideration must be given to direction in which the contaminated.
ground water plume is moving. The USEPA has no current plans ito
clean the Butz landfill of its contaminants, so siting the wells
downslope from the landfill could result in the future contamination
of the new wells.

3. Consideration must be given to the topography of this area.
Situating the wells in an area with significantly higher elevations
will result in higher pressures on the water system, therebynecessitating special equipment to compensate for this abnormality.
By the same token, siting the wells in an area with lower elevations
than the service area will result in lower pressures and the need for
booster pumps. Given the residences using this system will
ultimately be responsible for the cost of maintenance and operations,
these extra design constraints were kept to a minimum.
4. Studies had to be performed on the yield a well could provide in
order to adequately service the region. After numerous candidate
site evaluations, five locations were selected due to the ability to
provide 60 gmp or greater. Of these five sites, four were discarded
because of site constraints such as steep slopes, conflict with the
PP & L Utility right-of-way, proximity to the Butz landfill,
elevation conflicts, and excessive access road lengths.
5. -Given the limited road system for the region, and the direction, the
contaminated groundwater plume is headed, there are just limited
possibilities for locating the well site. It is just not possible to
install roads to any random location that supports uplands and this
is part of the problem. Because the more desirable access routes are
those with flatter slopes, they are also more prone to support
wetlands. Thus, we are put in the position of having to develop the
more extreme landscape in order to preserve the wetlands/JR | f) f] p: o Q
6. Given the above considerations, our alternatives were limited to ouri
proposed site and the adjacent property to the east. We selectedthis site because the adjacent property owners were not willing to

enter into an agreement with the water company to provide the[well• ' i
sites and the access road. This alternative also greatly benefits
this project landowners which utilize the property as a camp. Under
the existing conditions, Rinker Road separates the children's camp
into two sections. Since various functions require the sections tocross Rinker Road, there is a concern about safety of the children.
If this access road is approved, the Township will incorporate this
road as a by-pass to the camp thereby allowing that portion of Rinker
Road which intersects the camp to be vacated. 'i

Also, given the number of seeps which extend off the slopes adjacentto Rinker Road, it is practically impossible to construct a road
iwithout some wetlands involvement.

VI. STORMWATER CALCULATIONS

INTRODUCTION
The enclosed calculations and USGS quad map show that the drainage area is
approximately 50 acres. The rational method (Q=CiA) was used to estimate
the runoff during a storm with a 10-year recurrence interval. The
rainfall intensity was determined using data for the Philadelphia area.
This approach is conservative since the 10-year, 24-hour rainfall for
Monroe County is less than that for Philadelphia County (4.8 inches vs.
5.0 inches). The time of concentration (approximately 40 minutes) was
estimated using SCS method.
In designing the roadside swales, the culverts were placed in locations
which would maintain existing drainage patterns. Culverts larger than
15-inch are not warranted as the access road is a private driveway and it

NORTH ROAD WATER SUPPLY SYSTEM \l
EROSION AND SEDIMENTATION CONTROL PLAN NARRATIVE
GENERAL PROJECT DESCRIPTION
The project involves the construction of a community water supply anddistribution system for residents in portions of Pocono and JacksonTownships whose wells have been contaminated with trichloroethylene (TCE).The area to be served by the system is delineated on the enclosed U.S.G.S.Quad Map. The United States Environmental Protection Agency (USEPA) hasbeen involved at the North Road Site since July, 1986. Construction ofthe Water System is being funded by the USEPA, but the operation of thesystem will be the responsibility of the Pocono/Jackspn Joint WaterAuthority.
The water supply portion of the project involves ' the drilling andcompletion of three (3) water supply wells, the construction of a 75,000gallon welded steel water storage tank, the construction ofja 12 foot x 24foot brick and masonry well house (for electrical and meteiring equipment)and the construction of an 800 foot long, 15 foot wide crushed stoneaccess road within a 50 foot wide corridor between Rinker Road and thewell site. The above facilities and access road will be situated on a3.50 acre site adjacent to Big Pocono State Park and Camp Cherith in thePoconos. The site will be purchased by the Water Authority/EPA.
The water distribution portion of the project involves the installation ofductile iron water mains and house service connections. Approximately4,100 feet of pipe, between the well site and North Road will be located
I within the Pennsylvania Power & Light (PP&L) Company's rigtyt-of-way. The1 50 foot wide water line right-of-way will involve approximately 4.7 acres.
The remainder of the water lines in the service area yill be locatedi within the paved portions or shoulders of township and private roads.

The Soil Survey- of Monroe. County Pennsylvania (August 1981) indicatesseveral different soil classifications. Soils encountered jalong the PP&Lright-of-way include: WmB (Wellsboro channery loam 3 to 8 percent slopes),OxC (Oquaga-Lackawanna extremely stony loams, 8 to 25 percent slopes), WpB(Wellsboro extremely stony loam, 0 to 8 percent! slopes), OkC(Oquaga-Lackawanna channery loams, 8 to 15 percent | slopes), LyE(Lordstown-Qquaga extremely stony soils 25 to 75 percent percent slopes).Soils encountered along the access road include MoC (Morris extremelystony silt loam, 8 to 20 percent slopes) while soils at the well siteinclude: MoC, OkC, OxC, WpC (Wellsboro extremely stony loam, 8 to 25percent slopes). !

Soil borings drilled to 19 feet at the tank site and well houserevealed soil that was reddish brown, clayey silty sand with rofragments.
EROSION AND SEDIMENTATION CONTROL MEASURES
The ground surface through the well site and access road is covered withtrees while the PP&L right-of-way is covered with native grasses and smallbrush. Prior to starting any earthmoving activities, the Contractor willinstall all control measures. The proposed control measures will consistof sediment barriers for filtering sediment from stormwater runoff. Thelocation of the barrier shall be as delineated or specified on theenclosed drawings. The sediment barrier shall be of the rock, hay bale orfabric type as specified.
The Contractor will be required to keep the barriers free of silt andreplace those barriers that become clogged.
The Contractor will be required to schedule and conduct his operations tominimize erosion of soils and to prevent silting and muddying of streams.Any area that is disturbed and is to be left bare for 20 days or moreshall have temporary seeding applied. If construction takes place duringthe winter months when it is impossible to seed, the disturbed area shallbe mulched. Temporary seeding and mulching shall be done within 14 daysof the time the area is disturbed.
Seeded areas that have been washed away shall be filled and gradednecessary and reseeded. A straw cover shall be applied to remain the seedalong with an approved anchoring method such as pegging twine mulchnetting and liquid binders, 'such as asphalt or organic binders.
Final control measures have been designed to maintain the drainagepatterns of the present site. Fill will be placed in lifts not exceeding8 inches loose thickness and will be compacted with a vibratory smoothdrum roller. The fill will be compacted to 92 percent of maximum drydensity (ASTM D-698 Standard Proctor Test). Disturbed areas will bestabilized by applying a 4-inch layer of topsoil and seeding with a seedmixture recommended by the Conservation District. Temporary controlmeasures will remain in place until the disturbed areas have beenstabilized.
