CITY OF MILTON Coliform Monitoring Plan
System Information
Updated 7-8-2010
Sources: S01 – Well 3
S02 – Well 5
S03 – Well 7
S04 – Well 10
S06 – Well 12
S07 – Corridor Well #1
S08 – Corridor Well #2
Interties:
S05 - On Highway 99 with Lakehaven Utility District
S09 - At 10105 24th
Street East, Edgewood, with Mt. View-Edgewood Water Co.
Storage: 3 Steel Tanks
1. 1 Million Gallons
2. 350,000 Gallons
3. 2 Million Gallons
Treatment:
S01, S03, S04, and S06 are treated with gas chlorination for disinfection and are
treated with caustic soda (NaOH) for pH adjustment.
Corridor Wells 1 & 2 are treated with Hydrochloride for disinfection and aeration
for pH adjustment.
Pressure Zones:
The system is comprised of three different pressure zones. Wells 3, 5, 10, 12, and
Corridor Wells 1 & 2 are the primary source with Well 7 being the backup.
Wells 3, 10, 12, and Corridor Wells 1 & 2 are located in pressure Zone 1 and are
pumped into the distribution system and into the 350,000 gallon reservoir located
at 1700 block of 15th
Avenue. From the 15th
Avenue reservoir and Well 5, the
water is pumped into Zone 2 distribution system and to the 2 Million and 1
Million gallon reservoirs, where it is then pumped into Zone 3.
Population and Connections Served:
Population serviced is approximately 7868.
Connections: 2684
Routine Sampling Required by Regulation:
Nine samples per month
Triggered Source Monitoring

Rotation:
The water system has been divided into sections for sampling purpose. This
provides the operator the opportunity to maintain the proper representation that is
critical to the coliform monitoring plan. Samples drawn from each section every
month allows for that section to be tested quarterly. (refer to the map)
Triggered Source Monitoring:
Per the Groundwater Rule, if a total coliform-positive sample is detected, samples
will be taken prior to treatment from all sources that were operating when the
positive sample was taken. Source samples will be taken within 24 hours of
notification of a positive sample. Sample locations are at each well site as shown
on map.
Sampling Directions:
Once a sample location has been established, procedure for drawing a safe sample
is critical for the operator. If operator is unfamiliar with the procedure, the Water
Department asks them to refer to the reverse side of the sample form. Directions
for a sample draw are clear. The Water Department uses a disinfectant prior to
turning on any water at the site. This product is called Back-Down and is
available from Water Management Lab, Inc. free of charge. This ensures the site
to be free of any source that may give a false positive. The product comes in a
spray form and is easy to use. Simply fog the valve area completely and let it
soak for 15 minutes, keeping the sample site wet at all times. Flush the valve for
10 minutes. Then draw the sample, being careful to not contaminate the bottle
lid. Quickly replace cap after filling. Complete sample form (self-explanatory)
and wrap form around the bottle, securing with rubber band. The Water
Department has their bottles on a bi-monthly pick-up schedule with a courier
service from the Lab. The schedule is for pick-up every second and fourth
Tuesday of the month. Samples should be drawn first thing in the morning on the
day of pick-up and left for the courier in the lunch room refrigerator. In the event
of coliform positive result, the operator is required to retake the original sample
site as well as one upstream and one downstream with 24 hours notification from
the Lab. Addresses for these sites are on the address sheets. If the operator feels
these sites are not the best due to animal watering, vacant home or other reasons,
you may choose another site as long as it is within five meter connections from
the failed site. If the operator is in need of further assistance, refer to a copy of
the State Coliform Rules.
Records Keeping:
An effort to keep sample locations and actual draws current shall be maintained
on a regular basis. This will assist in maintaining proper sample rotation and
assist the operator in the event of a coliform positive result. In that instance, refer
to the map of sample sites for assistance. Copies of sample results will be kept
together for future reference. A copy of the State of Washington Coliform Rule
will be available for further reference.

IMPORTANT NOTICE ABOUT YOUR WATER SYSTEM Coliform Maximum Contaminant Level (MCL) Exceeded: Non-Acute MCL
The City of Milton water system, ID# 54950V in Pierce County routinely monitors for the presence of total coliform bacteria and in MONTH/YEAR this type of bacteria was detected. Although this incident was not an emergency, as our customer, you have a right to know what happened and what we did or are doing to correct the situation. Coliforms are bacteria which are naturally present in the environment and are used as indicators that other, potentially harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems. The samples that showed the presence of coliform were further tested to see if other bacteria of greater concern, such as fecal coliform or E.coli were present. None of these bacteria were found. You do not need to boil your water. People with severely compromised immune systems, infants, and some elderly may be at an increased risk. These people should seek advice from their health care provider. What happened? What is the suspected or known source of contamination? At this time: The problem is resolved. Additional samples collected were found to be free of coliform bacteria. We anticipate resolving the problem by ____ / ____ / ____. Other __________________________________________________.
