He is the second son of Prof. Dr. Hasjim Djalal, an Indonesian diplomat and Law of the Sea expert who is one of the architects of the Archipelago State concept. In his early years, Dino Patti Djalal, a native of West Sumatra, moved to various countries to follow his diplomatic family and to pursue his studies: Guinea (Africa), Jakarta, Singapore, Washington DC, New york City, Ottawa and Vancouver. His pre-University years were a mixture of Islamic education (at Muhammadiyyah elementary and Al-Azhar Junior High) and western education (at SIS elementary, Singapore, and at MacLean High School, Virginia).

Dr. Dino is also President yudhoyono’s personal representative to the Leaders Network in Support of UN Reforms, a group of leaders from 14 countries led by the Prime Minister of Sweden which aims to promote UN Reforms and Millenium Development Goals (MDGs). In February 2006, he visited Pyongyang, North Korea, as part of a goodwill mission sent by President yudhoyono to North Korean leader Kim Jong Il.

After her first year in office, the Cebu Province had asphalted 169 kilometers of provincial roads, spread throughout Cebu’s 47 municipalities. Fulfilling her commitment to establish Level III water supply systems where they are needed most, the provincial government implemented a P10 million water supply project in Bantayan Island, in the northern tip of Cebu.

through MOAs with two of Cebu’s biggest power companies, Governor Garcia successfully negotiated a system of making it easier and cheaper for government to provide electricity to barangays that have yet to enjoy the benefits of electrification.

In the area of health, the Province of Cebu has achieved several historic firsts. Under a counterpart scheme with participating Local Government Units (LGUs), Cebu Province has enrolled more than 80,000 indigent
