Diadema violence (1999) 10,5 homicides/10.000 inhabitants (the highest Brazilian’s homicides rate).
Violence against the woman: high prevalence (especially after 11:00 pm).
49,47% of homicides occurring from 9:00pm to 6:00am.
Alcohol and Teens: high rates of car accidents, gangs violence and riots.

Art.1: it has been established permitted working hours of alcohol outlets from 6:00 am to 11:00 pm
Alcohol outlets: any place where alcohol is sold and allows local comsuption.

If there are any public interest, special authorizations shall be emited to extended the working hour. Beside that, must have hygiene and safety conditions – public and personal – to prevent violence by:

None kind of working permit authorization will emited to any liquor store, pub, bar, etc, that is located less than 300m (900 feet) from public or private schools.

Homicides decrease of 23,6% (250x191).
