Alameda North NPP Study Area

• Neighborhood Protection Plans (NPPs) keep cut-through traffic out of residential neighborhoods and discourage speeding. How? Through Traffic Calming Measures:

• signs

• speed humps

• Medians

• Chokers

• Semi-diverters and full diverters

• education and enforcement

• Burbank2035 General Plan Goal 6: “Burbank’stransportation infrastructure minimizes cut-throughtraffic in residential and commercial neighborhoodsto maintain neighborhood quality of life.”

• Streets above Oak highest volumes:– Avon and California

• Street volumes equal or lower than average residential street in Burbank

• Possible Cut-through or School Traffic– Avon, California, Naomi and Frederic

• Stevenson drop-off crosswalk conflict

• Traffic speeds above the speed limit but similar to or slightly higher than average residential street in Burbank

• Nearby arterial intersections operating at LOS D or better

Staff does not recommend full closures of Cordova, Lima,

Avon, California

• Traffic on closed streets not appreciably different than

other streets in Alameda North NPP

• Data does not suggest significant cut-through traffic

problem – most traffic is local and school traffic

• Full closures are inequitable to other streets that are

not closed

• Increase vehicle trip distances

However, Mitigated Negative Declaration and analysis

shows that City Council can close the four streets if

desired.
