All of Al Sajer’s projects employ the tried and
tested method of “hearts and minds ” wherby
the local population is encouraged to become
stakeholders in our clients’ security. This allows
their personal skills, culture and influences to be
brought to bear in a combined operation that
produces the best results for all concerned.
The gainful employment, all round support and
loyalty that Al Sajer then provides for its workforce
ensures that retention of personnel is extremely
high and recruiting standards are raised, as
competition to work with us within the community
is self generated. This all has been extensively
evidenced in our current operations.
Al Sajer strongly believes that we have the ability
to pass on skills, experiences and methods of
providing security services to locally employed
personnel. The key to the success of those trained
personnel is the continued management and training
by expatriate personnel. From the start, across all
of our operations, we believe that employing local
personnel makes them stakeholders in the business
and this not only puts something back into the
country through employment and training but also
ensures that our clients’ security is linked to that
of our own personnel.
organized and professional in their response. Our
approach allows us to work when others cannot,
and to actively manage security risks in one of the
most dangerous environments in the world.
Threat Assessment Driven, our concepts are
low key and unobtrusive, which also helps to
lower the profile of our clients. Our managers
are especially recruited because of their industry
specific skills (oil and gas security, or close
protection provision to diplomats for example)
as well as experience in working in specific
jurisdictions, and their ability to understand
cultural sensibilities and working practices.
One of our core aims is to ensure that our security
solutions have longevity. This is why we place
such emphasis on training clients and their
employees, so that in time, they can solve many
of the security issues they face from their own
resources. Al Sajer provides intelligent solutions
that are arrived at by design not by applying a
standard template.
Al Sajer’s approach to security work has at its
core the recruiting, screening, training, employment
and continued support of its most important
asset - locally recruited manpower.
Intelligence based decision-making is criticalto Al Sajer’s activities. Due to the high concentrationof local staff in our organization we benefit fromlocally sourced intelligence that may be unavailableelsewhere. We maintain a permanent analyticalteam that works on intelligence issues.
Community engagement is another importantaspect of our work, which takes several forms. We maintain general dialogue with influentialfigures at national and local level within the countryin order to ensure that it is widely understoodthat Al Sajer and that our clients are in involvedin efforts to rebuild areas for the benefit of thecommunity to attempt to diffuse any potentialmisunderstandings. In areas where we areregularly operating we engage particularly closelywith local leaders to ensure that we can operatesafely in their area of governance.
We pay our local staff well and seek to supportthem and develop their skills, whenever it isappropriate to do so, and do all we can to giveback to the communities amongst those in whichwe live and operate. Above all we treat locals withdignity and respect.
Importantly, Al Sajer’s priority approach is aboutbeing non-confrontational. However, if otherschoose confrontation, Al Sajer’s teams are highly
Concepts andCapabilities
Al Sajer can provide a client or a corporate

services in hostile environments. The following
services can be provided by Al Sajer within

trained and selected by our management team
(comprising a mixture of British and Iraqi personnel).
We maintain a dedicated screening team and
a training team based at our Baghdad office.
This has contributed in large to our excellent
safety record. Our employees, whether at guard
or managerial level, ensure that we benefit from
local knowledge and intelligence and that we are
continuously engaged with the local communities
in which we operate. We employ several hundred
local staff, with backgrounds across the religious

Permanent SecurityManagersAl Sajer provides security managers to a clientwhen this is seen as the best way forward.Managers are employed to cater for all ourclient’s security needs which include:
• Analysis of existing security protocols andprocedures, and correcting and implementingany deficiencies which are identified.
• Office and compound security management, including vetting, hiring and training of localguard forces and response to incidents.
• Sourcing and provision of security equipmentsuch as armored cars, body armor, weaponsand ammunition and transport escort.
• Close protection details.
• Security surveillance.
• Local liaison with community, intelligenceagencies, embassies and security forces.
• Establishment of crisis management center, protocols, and actual incident management.
• Kidnap and ransom training.
• Quality control management and compliancewith international laws, regulations, standardsand principles.
Security InstallationManagementAs a result of many years collective experiencegained in the British and Iraqi militaries andthe private security sector, our personnel areable to plan, advise and oversee installationof the full range of security measures requiredin areas and locations that may be of interestto undesirable people, such as criminals orterrorists, or to people with assets which theywant protected. This can include the sightingof CCT V cameras, the location of guard postsand their physical construction, the planningand structuring of control rooms and thecomplete start -up of man - guarding shifts.
Where possible we employ an “ intell igentbuilding ” style of thinking whereby we tryand combine the best avai lable systemsand practices to the available budget andin-country resources.
The considerations of threat, vulnerability andimpact are then used to compile a risk matrix, which in turn identifies the security shortfalls andwhere the client needs to prioritize it’s resources. The risk matrix is used to determine the physicaland other security needs for the site.
Finally, we offer training for in-place staff in securitymanagement, awareness and procedures.
A l Sa jer ’s serv ices do not end af ter ourrecommendations have been made. For thoseclients who require it, we offer a guiding hand toensure that recommendations are implementedeffectively. We understand that it can be difficultto identify reputable and reliable suppliers toimplement any changes, and that equipmentsuppliers often want to sell their most expensivesystems, rather than those best suited to theirclients’ needs. Al Sajer is able to warrant thatsystems meet our expert specification.
We will take on the relationship with suppliers toensure that work is completed on time, on budgetand to a satisfactory standard. We are completelyindependent of any supplier, which helps us makesure that clients receive the very best availablewithin budgets they have agreed. We have theadvantage of expert knowledge to ensure thatwork is carried out properly, and will managethe whole process, from design, to installation, commissioning and subsequent testing.
Security Surveysand AuditsThis process involves a detailed inspection of abusiness, military installation or industrial siteand work processes in order to identify physicalor procedural weaknesses, and then makerecommendations for improvements. As with allprojects, Al Sajer develops its approach from acomprehensive threat analysis. This specificallylooks at threats on the basis of their capabilityto impact upon a client and their motivationto do so.
A full security survey is then undertaken toassess vulnerabilities to these threats. Oursurveys employ the concentric circles ofprotection principle that creates the greatestform of defense to counter specific threat thathave been identified by our threat analysis team. The survey examines a full range of physicalissues such as access control and alarmsystems, through CCTV and other surveillancedevices, to having a close look at proceduralvulnerabilities like deliveries, visits by workmenor any other type of potentially hostile intrusion. The survey is then combined with the threatassessment and discussions are held with theclient to identify the impact of various securityincident scenarios.
