 Aide  Memoire  of  the  UNESCO  Category  2  Centre  Lunch  Meeting  within  the  UNESCO  Strategic  and  High-­‐Level  Meeting  on  Water  Security  and  

Cooperation  (Nairobi,  Kenya,  11-­‐13  September  2013)    in  KSMS,  12  September,  2013  

 There   are   21  UNESCO  Category   2   centres,   1   Category   1   centres   and   28  Water  chairs  presently.  However  collaboration  between  centres  is  still  weak  and  should  be   reinforced   in  order   to   take   full   advantage   of   the  diverse   expertise   available  and  create  synergies.  For  this  reason,  ICHARM  director,  Pr  Takeuchi  called  for  a  lunch  meeting  on  day  2  of  the  UNESCO  strategic  and  high-­‐level  meeting  on  water  security   and   cooperation   in   Nairobi   (11-­‐13September   2013)   with   IHP  Secretariat.    The  chair  of  the  meeting  was  ICHARM  director  Pr  Takeuchi.  The  list  of  centres  present  is  in  Annex  1.    

1. The   chair   called   for   one   representative   of   each   category   2   centre   present   to  introduce  him/herself  and  his/her  centre.  

2. The   chair   then  emphasized  on  why   this   lunch  meeting  being  only   the   second  category   2   centres   meeting   ever   hold   was   capital   in   order   to   galvanize  cooperation  and  collaboration  between  category  2  centres  and  1.  And  a  way  for  the   centres   to   collaborate  more   lies   in   initiatives   like   IFI   (International  Flood  Initiative,   Secretariat   at   ICHARM,   Japan)   and   IDI   (International   Drought  Initiative,  Secretariat  at  RCUWM,  Iran).  

3. The   chair   introduced   IFI,   an   initiative   started   in   2005   with   core   members  UNESCO,   WMO,   UNU,   UN-­‐ISDR,   IAHR,   IAHS   and   ICHARM   as   secretariat.   The  chair   then   introduce   IFI   first   flagship   project,   namely   “   Project   to   support  targeting,   strategizing   and   benchmarking   flood   risk   reduction   at   global,  national  and   local   levels”  (presentation  ppt  and  concept  note  agreed  by  WMO  and   UNESCO)   and   strengthed   its   objective:   how   to   monitor   flood   risk   in  seamless  way  from  global  to  local  community  level.  

4. IGRAC  director  reminded  that  when  IGRAC  was  established  in  2011,  a  letter  of  invitation   to   collaboration   was   sent   to   all   centres   but   the   response   was   the  concern  about  the  difference  on  area  of  interests.  However  the  different  centres  have  complementary  focuses  and  interests  and  therefore,  there  is  a  need  to  set-­‐up  community  of  practices  with  a  common  platform.  

5. IHP   Secretariat   shared   that   the   new   BKI   (Business   Knowledge   Initiative)  software  was  already  available  at  UNESCO  and  was  very  soon  going  to  be  share  to  all  centres.  This  BKI  will  enable  to  set-­‐up  a  community  of  practices.  

6. HidroEx   director   emphasized   the   need   to   have   an   updated   list   of   emails   and  phone.  

7. ICQHS  (Iran)  shared  also  the  need  for  a  common  internet-­‐based  database.    8. IHP  Secretary  declared   that   all   the   requests   can  be   answered   immediately   as  

the  Secretariat  has  already  all  the  information  needed  and  will  share  it  with  all  the  centres.  The  Secretary  also  underlined  that  how  to  be  more  collaboration  is  what   needs   to   be   strategized   on   day   3,   to   develop   the   UNESCO  water   family  strategy.  Also,  the  Secretary  called  for  all  the  centres  to  send  information  to  be

published  in  the  newsletter,  which  was  made  possible  thanks  to  fund  provided  by  the  Netherlands.  

9. The   director   of   Jaroslav   Cerni   Institute   stated   his   centre   was   still   a   new  category   2   centre   and   he   would   like   to   see   more   on   the   differences   of  governance   between   different   countries   presenting   different   economical  development.    

10. The   director   of   Category   II   Regional   Center   on   Water   Harvesting   in   Sudan  introduced  his   centre,   the  newest  of   the  category  2  centres  which   focus   is  on  arid  zone  and  water  focused  on  Arab  and  African  regions.  

11. The   director   of   Nigeria   RC-­‐IRBM   centre   stated   that   for   his   centre   UNESCO  introduced  and  made  possible   for  his   centre   to   start   collaboration  with  other  centres.    Annex   1   List   of   Centres   present   at   the   meeting   (different   from   list   of  participants)  Annex  2  Picture  Annex  3  List  of  Category  2  centres  contacts  shared  by  the  Secretariat.
