- Both manufacturers and applicators must be included in the certification process (no split
responsibility)- Aggregate producers need to be included- Certification process must accommodate possible different designs- Procurement process for these products must be transparent to all stakeholders

CERTIFICATION PROGRAMME: TERMS OF REFERENCE (2)
- Certification must be for specific uses of the product and must highlight inappropriate applications- Quality management will be responsibility of manufacturer as well as applicator (either can be certificate holder)- Certification will be conducive to consensus w.r.t performance guarantee requirements – certification will be an adjunct to the performance guarantee- Certification will bring clarity on the durability or functional lifetime of the product.- The certification process must be as cheap as possible

- Support stiffness/condition/porosity- Traffic classes- Surface texture (pre-treatment requirements)
