Christmas message 2013Dear Brothers and Sisters,Members of Caritas Africa,Fraternal greetings to you all!

After a round of twelve months, beholdcoming again the reminder of how greatthings very often start in miniature! Thereminder in question is CHRISTMAS!In fact, Christmas stands in all sensesand in all aspects as testimony of howgreat things and indeed very deter-minant events do begin in a veryinsignificant and unperceivable manner.

Take the birth of the Son of theAlmighty God, the Co-Creator ofheaven and earth. He is born unnoticed,in a dark and silent night! He, the Kingof kings is born in a poor and unsafemanger of cattle, having as assistants toHis birth the humble shepherds! Theannounce-ment of His birth by angelas the presence of salvation on earthfor the whole humanity raises a divisivereaction in the society. “Do not beafraid, for I bring to you news of greatjoy, that will be for all thepeople. Today in the town ofDavid  a Saviour has beenborn to you. He is Christ theLord”. Lk.2:10-11. For theshepherds, it is really a joyfulnews: “Come on! Let's go toBeth-lehem! Let's see thiswonderful thing that hashappened, which the Lord hastold us about” Lk.2:15. ForKing Herod and those surroundinghim, it provokes paranoic worries:“When King Herod heard this, he wasgreatly troubled, and all the Jerusalemwith him” Mt.2:3. Then, he gave orders“to kill every baby boy two years oldand under, both in the town and on thenearby farms...” Mt.2:16. The massacreof the baby boys was meant to be anabortive measure, wiping out thepossibility of the existence of any newking.

It is this very child, born unnoticed andpersecuted before being seen and andknown, that later on, once grown upand in public life, will speak about theKingdom of heaven, comparing it with

the mustard seed which is “the smallestof all seeds, yet when full grown it isthe largest of plants. It becomes a largebush and the birds of the sky come andduel in its branches” Mt.13:31-32.

Christmas, the marking stone of thenew era and, indeed, the decisive stepto the manifestation of the Kingdomof God on earth: “Glory to God in thehighest heaven and peace on earth forall those pleasing Him" LK.2:14, shouldbe a good and big lesson for everyworker in Caritas. We, like Jesus, shouldknow and accept that great things veryoften start small, humble, unnoticedand, gradually, they get to grow andbecome bigger and bigger. We shouldlearn from Jesus and accept, as He did,that before being involved in any bigaction, we ourselves need to undergo aprocess of growth. For Jesus Himselfdid not jump nor burn any natural stepof growth. “When Jesus was twelveyears old, He accompanied His parentsto Jerusalem for the annual Passover

Festival.... Then He returned to Naza-reth with them and lived under theirauthority.... So, Jesus increased inwisdom, in stature, and in favour withGod and men” Lk.2:42.51-52.

Following the footsteps of Jesus, we areto learn and accept to serve the needyby becoming one of them and bystarting to work from where theyactually are, so that we may lift them toa higher status: “The spirit of the Lordhas been given to Me, for He hasanointed Me. He has sent Me to bringthe Good News to the poor, toproclaim liberty to captives and to theblind new sight, to set the down-trodden free, to proclaim the Lord's

year of favour” Lk. 4:18-19. We sum-marize this when, praying the Creed,we say: “For us men and for oursalvation He came down from heaven”.Indeed, the Mystery of Incarnationshould be the beacon for every Caritasworker! Because, in order to be effec-tive in our service, we have necessarilyto work in a contextualised and  gradualmanner, leaving room for the growthand improvement of things andpersons. We should try to work in sucha way that, starting from the small, we

come to reach the biggestpossible of the kind; startingfrom the insignificant, wecome to do the  most noto-rious thing; initiating from theapparently useless deed, wecome to realise the mostuseful and helpful service  tothe people and with thepeople.

In this way, Caritas Africa, in the styleof Christmas Mystery, will humblycontribute for the well-being of theContinent which is facing so many andso different difficulties, and thus, be thesign of hope for a better future of thepeople in Africa!

I end up, by wishing each and every-body a Fruitful Season of Advent, avery Joyful Christmas and Prosperous2014!

Caritas juntoscommunion, thème que nous avons choisipour cette dernière édition de l’année 2013.

Les pages de ce magazine nous offre denombreux exemples de cette fructueusecoopération fraternelle et de cette commu-nion qui prévalent ça et là à travers lemonde. Nous nous réjouissons du fait quenon seulement diverses organisationsCaritas mais aussi d’autres organisationssoient capables de travailler ensemble afind’apporter leur soutien aux membres lesplus démunis de la société.

Nous ne devons pas pour autant penser quele partenariat est facile et que la coopérationfraternelle et la communion sont d’ores etdéjà acquises dans tous les cas !

Il est en effet difficile de travailler ensembleet d’unir les efforts des uns et des autres.C’est ainsi que des principes de partenariatont été élaborés et doivent certainementservir de guide à tous ceux qui sont con-frontés aux difficultés de travailler ensemblepour le bien commun et en particulier pourles personnes les plus vulnérables.

Le Pape François, lors de sa visite au Brésilen juillet dernier, rappelait l’importance dudialogue constructif afin d’harmoniser lesrelations entre partenaires. Notre objectifcommun est d’être au service des pluspauvres. Joignons nos efforts dans undialogue constructif et soyons Caritasensemble.

The pages of this magazine offer usmany examples of successful fraternalcooperation and communion that prevailhere and there around the world. Wewelcome the fact that not only variousCaritas organisations but also otherorganisations are able to work togetherto support the society's poorest mem-bers.

We must not however think thatpartnership is easy and that fraternalcooperation and communion are in all casesalready acquired!

Indeed, it is difficult to work together andto unite the efforts of one another. This iswhy principles of partnership have beendeveloped and should certainly serve as aguide for all those who are confronted withthe difficulties of working together for thecommon good, especially for the mostvulnerable.

Pope Francis, during his visit to Brazillast July, recalled the importance ofconstructive dialogue in order to har-monize relations between partners. Ourcommon goal is to be at the service ofthe poorest. Let’s join our efforts in aconstructive dialogue and be Caritastogether.

Não podemos no entanto pensar que aparceria é fácil e que a comunhão ecooperação fraterna são em todos os casosjá adquiridos!

Realmente, é difícil de trabalhar emconjunto e para unir os esforços dos outros.Eis porque os princípios da parceria, foramdesenvolvidos e certamente devem servircomo um guia para todos aqueles que sãoconfrontados com as dificuldades detrabalhar juntos para o bem comum,especialmente para os mais vulneráveis.

Message de Noël 2013Chers Frères et SoeursMembres de Caritas Africa,Salutations fraternelles à tous !

Après un cycle de douze mois, Voicivenir encore une fois cet événement quinous rappelle que souvent les grandeschoses démarrent en miniature ! Cetévénement c’est Noël ! En fait, Noëlest, dans tous les sens et dans tous lesaspects, un témoignage de comment degrandes choses et même des événe-ments très déterminants commencentde manière très négligeable et imper-ceptible.

Prenons la naissance du Fils de DieuTout-Puissant, le Co-Créateur de ciel etla terre. Il est né inaperçu, dans une nuitsombre et silencieuse ! Lui, le Roi desrois est né dans une mangeoire debovins dans la pauvreté et sans sécurité,en présence de bergers humbles !L'annonce de sa naissance par un angecomme étant la présence du Salut surla terre pour l'humanité toute entièredéclenche une réaction qui sème ladiscorde dans la société. « Necraignez point; car je vousannonce une bonne nouvelle,qui sera pour tout le peuple lesujet d'une grande joie: c'estqu'aujourd'hui, dans la ville deDavid, il vous est né unSauveur, qui est le Christ, leSeigneur. » Lc.2:10-11. Pourles bergers, c'est vraiment une joyeusenouvelle: « Allons jusqu'à Bethléhem,et voyons ce qui est arrivé, ce que leSeigneur nous a fait connaître » Lc.2:15.Pour le Roi Hérode et ceux autour delui, il provoque des soucis paranoïaque: «Le roi Hérode, l'ayant appris, en futtroublé, et tout Jérusalem avec lui »Mt.2:3. Puis, il donna des ordres « etenvoya tuer tous les enfants de deuxans et au-dessous qui étaient dansBethléhem et dans tout son territoire...»Mt.2:16. Le massacre des bébés garçonsétait censé être une mesure d’avortement,anéantissant la possibilité de l'existenced'un nouveau Roi.

C'est ce même enfant, né inaperçu etpersécuté avant d'être vu et et connu, qui,

une fois grandi et dans la vie publique,prendra la parole sur le Royaume descieux, en le comparant avec le grain demoutarde qui est le « plus petit de toutesles semences ; mais quand il a pris sacroissance, il est plus grand que lesherbes et devient un arbre, de sorte queles oiseaux du ciel viennent et demeu-rent dans ses branches » Mt.13:31-32.

Noël, la pierre angulaire de la nouvelle èreest, certainement, l'étape décisive à lamanifestation du Royaume de Dieu surla terre: « Gloire à Dieu au plus haut descieux, et paix sur la terre aux hommesqu'il aime. » Lc.2:14, devrait être unebonne et grande leçon pour tout travail-leur à Caritas. Comme Jésus, nous de-vrons savoir et accepter que les grandeschoses commencent très souvent par êtretoutes petites, humbles, inaperçues et,graduellement, elles arrivent à se déve-lopper et à devenir de plus en plusimportantes. Nous devons apprendre deJésus et accepter, comme il l'a fait,qu'avant d'être impliqués dans toutegrande action, nous-mêmes avons besoin

de subir un processus de croissance. Jésuslui-même n'a pas sauter ni brûler uneétape naturelle de croissance. « QuandJésus eut douze ans, il accompagna sesparents à Jérusalem pour la fête de Pâqueannuelle... Puis il revint à Nazareth aveceux et vivre sous leur autorité... Quant àJésus, il grandissait en sagesse, en taille eten grâce, sous le regard de Dieu et deshommes. » Lc.2:42.51-52.

Suivant les traces de Jésus, nous devonsapprendre et accepter à servir les néces-siteux en devenant l'un d'entre eux, et àcommencer à travailler avec là où ils setrouvent en réalité, afin que nous puis-sions les réhabiliter: « L'Esprit du Seigneurest sur moi, parce qu'il m'a oint pourannoncer une bonne nouvelle aux pauvres

; il m'a envoyé pour guérir ceux qui ont lecoeur brisé, pour proclamer aux captifs ladélivrance et aux aveugles le recouvrementde la vue, pour renvoyer libres les oppri-més, pour publier une année de grâce duSeigneur. » Lc. 4:18-19. Nous résumonscela en disant le Credo: « Pour nous leshommes et pour notre Salut, il estdescendu du ciel. » En effet, le mystère del'Incarnation devrait être la balise pourchaque travailleur de Caritas ! Parce que,pour être efficace dans notre service, nousdevons nécessairement travailler demanière contextualisée et progressive,

laissant la place à la croissance età l'amélioration des choses etdes personnes. Nous devrionsessayer de travailler de telle sortequ’à partir de quelque-chose depetit, nous puissions atteindredes sommets ; qu’à partir del'insignifiant, nous puissionsfaire la chose la plus notoire ;

initiant de l'acte apparemment inutile, pourréaliser le service le plus utile au service despersonnes et avec elles.

Ainsi, Caritas Africa, dans le style dumystère de Noël, va contribuer humble-ment au bien-être du Continent qui faitface à tant de difficultés si différentes etêtre ainsi le signe d'espoir pour un avenirmeilleur des populations d’Afrique !

Je termine en souhaitant à chacun et àtous une saison fructueuse de l'Avent,un très joyeux Noël et une année 2014prospère !

ERST pour la République Centrafricaine

Coopération fraternelleau chevet de la crise centrafricaineComme par prémonition du

drame qui se joue actuellementen Centrafrique, c’est depuis

janvier 2013 - alors que la rébellionSELEKA campait encore aux portes deBangui - que la Confédération se mobi-lise sans désemparer sur la crise centra-fricaine, à travers l’Appel d’Urgence« EA 01-2013 réponse au conflit poli-tico-militaire en RCA. » Cet appel quin’avait pas reçu suffisamment decontributions a été révisé en mai 2013dans le but de collecter plus de moyenset réunir plus d’intervenants dans laréponse à la crise qui affecte ce paysd’Afrique centrale mal connu de lacommunauté internationale et de laConfédération Caritas Internationalis.

Jamais crise n’aura retenu autant l’atten-tion de la région Afrique et de laConfédération comme celle de la Cen-trafrique. En effet, comme déjà expli-qué, depuis janvier à travers l’appeld’urgence EA 01-2013 la confédérationavait attiré l’attention de ses membressur le drame de la Centrafrique. L’actu-alisation de cet appel en mai a été unedeuxième opportunité pour rap-pelerla gravité de cette crise qui venaitd’entrer dans une phase cruciale,autrement plus désastreuse, et étendue

désormais à tout le pays, avec la chutede la capitale Bangui entre les mains dela coalition SELEKA le 24 mars.

En juillet, les Caritas d’Afrique qui sesont retrouvées à Nairobi, au Kenya,ont exprimé leur préoccupation face àla gravité des souffrances des popu-lations civiles et demandé aux Evêquesd’Afrique de les autoriser à organiserdes collectes en leur faveur. Le mêmemois de juillet le 19, cet appel desCaritas a été relayé par les Evêquesd’Afrique réunis en assemblée plénièredu SCEAM à Kinshasa, RépubliqueDémocratique du Congo, à travers leurappel à la Communauté internationaleà se pencher d’urgence sur cette crise.

En septembre, puis en octobre, deuxEvêques centrafricains ont pris lechemin l’un de New York , l’autre deGenève pour sensibiliser les NationsUnies sur le drame de leur pays né dela prise de pouvoir par une coalitionhétéroclite dont la ligne politiquesemble peu claire quant à sa volonté degouverner le pays.

Grâce à ces sensibilisations et à tantd’autres, l’appel d’urgence s’est faitentendre au sein de la Confédération

pour atteindre 66 % de l’enveloppefinancière requise pour la couverturedes besoins. Mais l’insécurité dans lepays est allée croissante, empêchant laplupart d’interventions prévues, notam-ment dans le domaine de la sécuritéalimentaire où il y a grand risque que lepays tombe dans une pénurie alimen-taire avec la saison sèche qui commenceactuellement pour durer 6 mois.

La situation du pays ne s’amélioranttoujours pas, avec des représaillesaveugles des SELEKA à l’endroit despopulations civiles, la Confédération apensé renforcer sa réponse à la crise parun autre appel d’urgence à l’intention deses membres. C’est ainsi que le SecrétaireGénéral, après concertation avec l’Egliseet la Caritas de la Centrafrique, aactionné le mécanisme de l’équipe desoutien de réponse à l’urgence, ERST(Emergency Response Support Team), pour laCentrafrique. L’équipe était composéede 2 délégués de Caritas Internationalis(Communi-cation et développementorganisation-nel), d’une de CAFOD(plaidoyer), d’un de CRS (réponse auxurgences), d’un de Caritas Congo(finances) et du Desk Officer francophonede Caritas Africa (Responsable de lacoordination de l’équipe). Les membresde cette équipe se sont rendus à Banguichacun selon ses disponibilités durant lapériode du 10 octobre au 25 novembreavec le mandat d’assurer au nom de laConfédération un appui efficace etpertinent à la Caritas Centrafrique etpour aider à mettre en œuvre lesprogrammes d’urgence nécessaires.Chaque membre de l’équipe a travailléétroitement avec son homologue au seinde la Caritas Centrafrique pour identifierles besoins de celui-ci et assurer les caséchéants le renforcement de sescapacités. Mais le temps fort de cetERST a été sans nul doute la réunion àBangui de toutes les 9 Caritas

diocésaines de la Centrafrique autour dela Caritas nationale pour évaluerensemble l’appel d’urgence EA 01-2013et définir une nouvelle vision, unemission et des rôles-clés pour la Caritasen cette période de grandes crise enRépublique Centrafricaine. Au cours decette rencontre les Caritas diocésainesont eu également l’opportunité d’êtreinitiées aux méthodes d’évaluation desbesoins, en technique de communica-tion et en plaidoyer pour préparer leprochain appel d’urgence et renforcer leplaidoyer. L’ERST a aussi élaboré unplan de plaidoyer qui articule laCommission Episcopale Justice et Paixet le Secrétariat Général de la Con-férence Episcopale de la Centrafriqueautour de la plateforme des leadersreligieux de la Centrafrique composéede Mgr l’Archevêque de Bangui, l’Imamde la Communauté islamique et dureprésentant de l’Eglise protestante.

Le mandat de l’ERST s’est achevé le 1er

décembre avec la remise de son rapportau Secrétaire Général de Caritas Inter-nationalis tandis que l’évaluation dutravail fait ainsi que la prochaine étapede la réponse à cette crise ont étéprésentées à quelques organisationsmembres de CI qui se sont réunies àRome le 4 décembre. Cette rencontreà laquelle ont pris part CaritasInternationalis, Caritas Africa, CRS,

Caritas Italiana, Caritas Espagne,Secours Catholique Caritas France etCORDAID a convenu de continuer la

réponse à la crise et le renforcement dela Caritas nationale avec le solde del’appel d’urgence actuel tout enpréparant un autre appel d’urgence plusglobal à l’horizon février 2014.

Au delà des insuffisances inhérentes àtoute entreprise humaine, le mérite del’ERST aura été d’allier la réponse à lacrise avec le renforcement del’institution Caritas en RCA à travers lapetite initiation des Caritas diocésaineset la Caritas nationale en évaluation debesoins et de les avoir conduit àidentifier leurs forces, leurs faiblesses,les opportunités qui s’offrent à ellesainsi que les contraintes qui entraventleurs actions. Grâce à cet exercice, lesCaritas diocésaines et la Caritasnationale se sont défini une vision, unemission et des rôles pour œuvrer

Evidemment, ce travail derenforcement de la Caritas Centrafriqueamorcé par l’ERST demeure unprocessus à poursuivre par la CaritasCentrafrique elle-même, la CaritasAfrica et tous les membres de laConfédération qui veulent bien

travailler en RCA. Cela requiert unemobilisation autour de la CaritasCentrafrique pour répondre auxbesoins de la population tout en l’aidantà se renforcer, car toute Caritas quiintervient dans un pays vient avant toutexprimer sa solidarité et renforcer laCaritas de l’Eglise locale. Autrement, iln’y a pas de coopération fraternelle avecl’Eglise locale mais seulement laprésence dans un même pays desorganisations se réclamant de la mêmeconfédération et œuvrant chacune pourl’atteinte de ses objectifs particuliers. Etle prétexte est vite trouvé pour justifiercette dérive : exigences particulières desbailleurs, critères d’éligibilité au fonds,partenaire local trop faible …

Since January, throughEmergency Appeal 01-2013, the Confederation has called uponits members to respond to the crisis. With the updating of theappeal in May, members were given a second opportunity tobecome aware of the seriousness of this crisis which had justentered into a crucial stage, even more disastrous and extendedall over the country, with the fall of the capital Bangui betweenthe hands of the SELEKA coalition on March 24.Following the worsening of the situation in the country, CISecretary-General has set up an ERST (Emergency ResponseSupport Team). Depois de percorridos cerca de dozemeses, eis de novo a recordação de quemuitas vezes as coisas grandesgeralmente começam em miniatura. Arecordação a que me refiro é o NATAL!De facto, o Natal mantem-se em todosos sentidos e em todos aspectos comotestemunho de como grandes factos erealmente um evento muito determi-nante inicia de um modo muitoinsignificante e não imperceptível.

Olha para o nascimento do Filho doTodo-pode-roso, o Co-Criador do Céu eda Terra. Ele nasce sem se dar a con-hecer, na noite escura e silenciosa. Ele, oRei dos Reis é nascido numa pobre edesprotegida manjedoura de gado, tendocomo assistentes do Seu nascimento oshumildes pastores! O anúncio do Seunascimento pelo Anjo como uma pre-sença da salvação para toda a humanidadena terra, criou uma reacção quecausou diversão na sociedade.“Não tenhas medo, porque eulhe trago notícia de grandealegria, que será para todagente. Foi nascido hoje, nacidade de David um Salvador.Ele é Cristo Jesus”. Lc. 2:10-11.Para os pastores, é realmente uma notíciaalegre: “ Venham! Vamos a Belém!Vamos ver este facto maravilhosa queacaba de acontecer. Que o Senhor já tinhanos revelado” Lc. 2:15. Para o reiHerodes e os que o rodeiavam, provo-cou-lhes uma perturbação paranoica.:“Quando o rei Herodes ouviu isto, ficoumuito pertur-bado, e todo Jerusalem comele” Mt. 2:3. Assim, ele deu ordens “matartodos os bebes do sexo masculino quetivessem dois anos para baixo, tanto nacidade assim como todo o território aoredor....” Mt. 2:16. O massacre dosmeninos teria o significado de umamedida fracassada, para apagar a possi-bilidade da existência do novo rei.

É esta mesma criança, nasc ida noanonimato e presseguida antes de servista e conhecida, que mais tarde, já

crescida e na vida pública, falará sobreo reino dos céus, comparando-o com asemente de mustarda que é “a maispequena de todas as sementes, contudoquando estiver já crescida no seumáximo se torna a planta mais grandede todas outras. Torna-se uma matagrande e os pássaros dos ceus vêm ehabitam nos seus ramos.

Natal, a pedra angular da nova era e, defacto, um passo decisivo do reino deDeus na terra: “Glória a Deus no maisalto dos ceus e paz na terra aos homenspor eles amados” Lc. 2:14, deverá seruma boa e grande esperiência para todosos trabalhadores das Caritas. Nós, comoJesus, devemos conhecer e aceitar queas coisas grandes muitas vezes começampequenas, humildes, anónimas, egradualmente, elas come-çam a crescere se tornam cada vez maiores. Nósdevemos aprender de Jesus e aceitarmos,como Ele o fez, de que antes de nosinvolvermos em grande acção, nósdevemos passar por um processo de

crescimento. Porque mesmo Jesus nãodeu um salto e nem queimou nenhumpasso natural de crescimento. “QuandoJesus tinha doze anos acompanhou osseus pais à Jerusalém ao Festival anualda Páscua.... Depois regressou a Nazarécom eles sob sua autoridade.... Assim,Jesus aumentou a sabedoria, em estatura,e a favor de Deus e dos homens” Lc.2:42,51-52.

Dando seguimento os passos de Jesus,nós temos de aprender e aceitar a serviros necessitados tornando-se um delese começando a trabalhar a partir deonde eles estão, para que nós oslevantemos ao nível mais alto. “ OEspírito do Senhor está sobre Mim,porque Ele Me ungiu. Ele Me envioupara anunciar a Boa Nova aos pobres,a proclamar libertação aos cativos e a

dar nova vista aos cegos, a libertar osoprimidos e a proclamar um ano degraça do Senhor” Lc. 4:18-19. Nóssimplificamos isso quando, rezamos oCredo, nós dizemos: “Para nós homense para nossa salvação Ele desceu dosCeus”. De facto, o Mistério de Incar-nação deve ser a luz para todos ostrabalhadores da Caritas! Porque, parasermos efectivos no nosso trabalho,devemos necessariamente trabalhar nacontextualização e na maneira gradual,deixando espaço para o crescimento e

melhora-mento das coisas edas pes-soas. Nós devemosprocurar trabalhar de maneiraque, começando do pequeno,consigamos antingir o maiorpossível da espécie; come-çando do insigni-ficante, nósconsi-gamos fazer a mais

notória coisa; iniciando da acçãoaparentemente sem valor, nósconsigamos entender o serviço maisvalioso e útil ao povo e com o povo.Desta forma, a Caritas África, no estilodo Mistério do Natal, vai humildementecontribuir para o bem estar do conti-nente que está a atravessar muitas ediferentes dificul-dades, e assim, seja osinal de esperança para um futuromelhor do povo em África!

Le Secours Catholique –Caritas France travaille enpartenariat depuis de nom-

breuses années avec d’autres organi-sations Caritas, aussi bien desCaritas nationales que des Caritasdiocésaines.

En 2011, le Secours Catholique -Caritas France lance le programmeA2P-DIRO  : Accompagnement deProximité Personnalisé - Dévelop-pement Institutionnel et Renfor-cement Organisationnel. Il vise àaccroître les capacités d’interventiondes Caritas africaines francophonesauprès des populations bénéficiaires,dans la lutte contre la pauvreté, et pourqu’elles soient en capacité d’influencerles politiques sociales publiques.

D’une durée de 4 ans, le programmeest cofinancé par l’Agence Françaisede Développement, la FondationPhilanthropique Suisse, la Fonda-tion Caritas France et CaritasEspagne.

Onze Caritas nationales en béné-ficient. Il s’agit des Caritas du Bénin,du Burkina Faso, du Burundi, du

Congo, de la Côte d’Ivoire, du Mali,du Niger, de la République Démo-cratique du Congo, du Sénégal, duTchad et du Togo.

Ces Caritas reçoivent des forma-tions animées par des experts en

fonction de leurs besoins spéci-fiques (gestion des ressources hu-maines, gestion de projets, gestionadministrative et financière, gou-vernance), et des ateliers d’échangesd’expériences sont organisés.

The A2P-DIRO ProgrammeThe Secours Catholique - Caritas France has partnered since many years with someother Caritas organizations, Diocesan Caritas as well as National Caritas.

In 2011, the Secours Catholique - Caritas France launched the A2P-DIRO programme: Institutional development and organisational strengthening through personalized andclose accompaniment. It aims at increasing the capabilities of the francophone AfricanCaritas with the beneficiary populations, in the fight against poverty, and so that theymay be able to influence social policy.

Eleven national Caritas take advantage of this programme. They are the followingCaritas: from Benin, Burkina Faso, Burundi, Congo, Côte d'Ivoire, Mali, Niger, theDemocratic Republic of Congo, Senegal, Chad and Togo. These Caritas organisationsreceive training provided by experts according to their specific needs (human resourcesmanagement, project management, administrative and financial management,governance), and experience-sharing workshops are organized.

The program allows them to become more efficient in the definition andimplementation of their development programmes, to improve actions on the ground,to obtain more grants and increase the number of accompanied people.

Two years after the launch of the program, the Caritas members and the partnersinvolved in the process gathered in Lourdes, France, from 7 to 11 October 2013. Thismeeting also welcomed representatives of the Church of France and many actors ofthe Caritas network interested in the programme. The objective was to take stock halfway through the programme during workshops, facilitating the exchange of goodpractices and theoretical contributions.

Caritas Congo et les 47 Caritasdiocésaines fonctionnant surl’ensemble du territoire de la

République démocratique du Congo(RDC) constituent un réseau nationaltrès actif et ce depuis des nombreusesannées en travaillant avec les parte-naires finançant leurs projets.

Au niveau national, au niveau diocé-sain et à celui du partenariat, cesCaritas en RDC font partie de lamême Eglise qui sur le plan local,continental ou universel constitueune communauté de charité. Cettedimension de la charité appartient,pour reprendre une expression duPape émérite Benoît XVI, à la naturemême de l’Eglise, l’expression de sonessence en tant que « diakonia  », àl’instar de la proclamation de la parole(kerygma) et de l’administration ou dela célébration des sacrements (leitourgia).La réalité de l’Eglise-famille de Dieu«  enjoint  » aux structures de Caritasd’éviter de travailler en vase clos. Eneffet, les structures d’autres Caritas,celles de la Caritas nationale et desCaritas diocésaines constituent ouforment la même Eglise dans ledomaine de la charité en RDC.

Quand Caritas Uvira (dans l’Est de laRDC), assistée financièrement parCaritas Allemagne via le Ministèreallemand des Affaires Etrangères,assure la réhabilitation de la route dedesserte agricole, tronçon Malinde-Sebele-Kikonde et Kazimia,  activitéclôturée en octobre 2013, il s’agitd’une communion des Eglises dedeux Caritas dans une œuvre auservice des vulnérables.

Il en est de même du cas où la CaritasGoma, en RDC toujours, qui, avecl’appui de Caritas International Belgi-que, est en train d’assister en sécuritéalimentaire 5 500 ménages (du 1er

avril 2013 au 31 mars 2014) à Kibabi,et 4 000 ménages, du 1er mai 2013 au1er mai 2014, à Bweru et Mpati.

Il est possible de multiplier les exem-ples avec la Caritas diocésaine de

Kisangani en RDC, étant en train deréaliser, dans un partenariat de frater-nité et de communion, parmi ses 13projets celui, avec Caritas Congo, de

Caritas DRC National Network and Partners

Fraternal cooperation and communion inthe dynamics of the charity community of the ChurchCaritas Congo and 47 Diocesan Caritas operating throughout the territory of theDemocratic Republic of the Congo (DRC) are a very active and this national networkhas been operating for many years with the support of partners funding the projects.

At the national, diocesan and partnership levels, the Caritas organisations in DRC arepart of the same Church and constitute a community of charity. As explained by PopeEmeritus Benedict XVI, this dimension of charity belongs to the very nature of theChurch. It is an expression of its essence as "diakonia", like the proclamation of theWord (kerygma) and the administration or celebration of sacraments (leitourgia). Thereality of the church-family of God calls upon Caritas structures to avoid working inisolation.

This reality is illustrated by many examples related for instance to road rehabilitation,food security of thousands of households, payment of salaries to teachers, health care,agricultural projects, capacity building, to mention but a few.

All of these Caritas projects demonstrate that charity is an exercise that is at the heartof the mission of the Church. The spirit of organization, mutual strengthening andacting together continue to impress upon these Caritas that their partnership withinthe Caritas family is actually an experience of communion and fraternal cooperation.

la paie des enseignants des écolespubliques tout régime et toute con-fession confondus. Avec le finance-ment du Gouvernement congolais,cette paie concerne les Territoires deBanalia et Ubundu (Province Orien-

tale), et Lubutu (Province de Manie-ma) ainsi que 28 écoles périphériquesde six communes de la troisième villede la RDC. Ce projet a commencédepuis  octobre 2011.

Un autre projet où Caritas-Dévelop-pement Kisangani (CDKIS) vit uneexpérience de coopération fraternelleet de la communion est celle del’Accès aux soins de Santé Primairesdans trois zones  de santé de laProvince Orientale (où se trouve laCDKIS) et quatre zones de santédans la Province du Maniema, projetexécuté (durant cinq ans) grâce aufinancement de DFID via IMA, parle truchement de Caritas Congo.

S’agissant de la Caritas-Développe-ment Maniema on signale le projetqu’elle mène et qui consiste en larelance de l’agriculture à Malela, dontles axes sont la structuration desorganisations paysannes (femmes,ménages, hommes), le renforcementde leurs capacités et aussi leurdotation en outils aratoires et  en

semences de qualité. Ce projet, enétant à sa première année, est financépar Caritas Norvège pour une duréede cinq ans. Tous ces projets menésdans le cadre de la Caritas sont unepreuve que la charité est un exercice

qui se trouve au cœur de la vie et dela mission de l’Eglise. L’esprit d’orga-nisation, le renforcement mutuel etl’agir ensemble continuent à fairecomprendre à ces Caritas que leurpartenariat dans la famille Caritas est

en fait une expérience de communionou de coopération fraternelle.

Tous ces projets ci-haut évoqués secaractérisent par le dialogue perma-nent, la transparence dans les actionset la culture de rendre compte ou dela rédévabilité ainsi que par le respect.En un mot, la coopération ici estvraiment prédominée ou est marquéepar toutes les grandes valeurs et lesprincipes (bien commun, destination

universelle des biens, subsidiarité,solidarité, participation…) qui consti-tuent le socle de l'enseignement socialde l'Eglise !

Fraternal Cooperação e comunhão Fraterna no dinamismoda comunidade caritativa da IgrejaA Caritas Congo e as 47 Caritas Diocesanas operando pelo território da RepúblicaDemocrática do Congo (RDC) estão muito activas e esta rede tem vindo operandopor muitos anos com o apoio de parceiros apoiando muitos projectos.Ao nível das parcerias nacional e diocesano, as organizações Caritas na RDC são parteda mesma Igreja e constituem a comunidade de caridade. Como foi explicado peloPapa Emérito Benedito XVI, esta dimensão da Caritas pertence a verdadeira naturezada Igreja. È a expressão da sua essência como “desenvolvimento”, como a proclamaçãoda Palavra (Kerigma) e a administração da celebração dos sacramentos (liturgia). (NCS) is the official secretariatand implementing agency of the

programmes and policies of the GhanaCatholic Bishops’ Conference (GCBC).In 2010, the Episcopal Conference inGhana undertook well-informed andsystematically planned restructuring ofthe Secretariat. The restructuring aimed

to achieve a well fit-for-purpose organi-zation. As a result, a new integratedDepartment of Human Developmentwas created that encompassed Health,Education, Socio-Economic Develop-ment and Governance, Justice and Peace.The new Department of Human Deve-lopment is effectively Caritas Ghana interms of rationale, roles and responsi-

bilities. The Department was expected tofacilitate integrated development pro-gramming across sectors, lead inproactive public policy advocacy,undertake sustainable resource mobili-zation, and demonstrate impact of theChurch in development results. Working with STAR-Ghana

STAR-Ghana means StrengtheningTransparency and Accountability Res-ponsiveness in Ghana. It is a pooledfunding mechanism for Civil Societyand Parliament. The contributingdonors to STAR-Ghana are UK-Aid(DfID), DANIDA, European Unionand USAID. STAR-Ghana funding isawarded on competitive basis and CivilSociety Organizations that qualify arethose who demonstrate rigour in

La coopération fraternelle en vue du développementEn 2010, la Conférence épiscopale au Ghana a entrepris une restructurationsystématiquement du Secrétariat. Ainsi, un nouveau département intégré dedéveloppement humain a été créé qui englobe la santé, l'éducation, le développementsocio-économique, la gouvernance et Justice et paix. Ce nouveau département esteffectivement Caritas Ghana en ce qui concerne sa raison d'être, son rôle et sesresponsabilités. Il devrait faciliter les programmes de développement intégré dans tousles secteurs, mener le plaidoyer politique public, engager des ressources durables etdémontrer l'impact de l'Eglise dans les résultats de développement. La mise en œuvreeffective de la restructuration, notamment en ce qui concerne le département dudéveloppement, a commencé en 2011. Après moins d'un an d'écoute, de consultationet de dialogue avec les différents intervenants internes et externes, un cadre communde programme, un plan d'action sociale, une auto-évaluation organisationnelle, unestratégie de communication et un plan de viabilité ont été élaborés. Ceux-ci sontdevenus nos points de référence pour la collaboration fraternelle.

Ainsi le processus de développement organisationnel a facilité la collaborationfraternelle avec un mécanisme de financement non-catholique au Ghana. Cependant,ce processus de développement organisationnel et les pratiques ont aussi permis unecoopération stratégique avec d'autres partenaires tels que Caritas Africa, Misereor etCatholic Relief Services (CRS), pour n'en nommer que quelques-uns. Misereor étudieactuellement notre proposition pour régler les lacunes identifiées dans notre évaluationinterne des bureaux de développement diocésain (Caritas diocésaine). Le Catholic ReliefServices au Ghana discute avec nous un cadre de partenariat au sein de leur nouvellestratégie pour la période 2014-2016.

Efforts are also ongoing to mainstreaminclusive educational policy developmentthrough multi-stakeholder dialogue andlearning. Our Regional Managers of Edu-cation are receiving half-yearly grants tobring together diverse Education Mana-gers for Peer-Learning. The best practices

and models are being compiled serve asalternative policy options to be submittedto responsible Education Stakeholders atthe national level in 2015.

There was also successful lobby for theintroduction of Democratic ElectoralReforms for the 2012 Elections inGhana. The landmark Biometric Systemfor the 2012 Elections and the PoliticalTransition Act (Presidential TransitionAct 845) were largely the effort of theGhana Catholic Bishops’ Conference.

Proactive intervention to ensure peaceand harmony in Ghana during thehistoric Supreme Court Adjudication onthe 2012 Election Dispute. Majorstakeholders, including the Panel ofJudges of the Supreme Court, the GhanaPolice Service and National Media mustalso be mentioned. All acknowledged therole played by the Ghana Catholic

Also to be mentioned the effectiveengaging with the National ConstitutionReview process with the view to pro-posing reforms that will expandEconomic, Social and Cultural Rights ofcitizens. For instance, we have alreadylaunched a National Campaign for theinclusion of the RIGHT TO HEALTHin July which went viral in the Ghanaianmedia. There are plans to do same withthe RIGHT TO FOOD as part of theglobal campaign on food security. Acrunch meeting of the Bishops and allCatholic Members of Parliament wasscheduled for 20 November and morethan 60 MPs confirmed their attendance.

The Bishops’ Conference facilitated high-level public policy dialogue and interfacemeetings. In 2013 alone, three suchhigh-level public policy interface mee-tings have been held; namely with HisExcellency the President in March, theNational Constitution Review Implemen-tation Committee (CRIC) in May and theMinister of Education in June. They havealso met with Ex-President John Agye-kum Kuffour while the meeting withEx-President John Jerry Rawlings is stillbeing negotiated.

Contribution towards the setting up andlaunching of the Catholic ParliamentaryLiaison Office (CPLO) on 23 October,2013.

Financial contribution to implementsome important aspects of the Depart-ment’s Sustainability Plan. Key amongthem are the Financial Managementsoftware package for the entire NationalCatholic Secretariat, the Department’sQuarterly Newsletter, Common Results-Based Monitoring Framework, andImproved Governance through the newEpiscopal Committee system.

Besides these specific project interven-tions for which we obtained STAR-Ghana funding, we are also benefitting

from Technical and Capacity Buildingsupport available to their Grant Partners.The Quality Assurance Mentoring andFinancial Compliance checks undertakenby STAR-Ghana’s external ServiceProviders are phenomenally insightfuland expand our capacity for futurepartnerships and cooperation. The rigo-rous results-based reporting requirementof STAR-Ghana is contributing to ourpursuit to develop a performance-drivenorganizational culture for the Depart-ment (Caritas-Ghana). All Grant Partnersof STAR-Ghana meet half-yearly tointeract and share knowledge and bestpractices. This is broadening ourengagement with national Civil Societyand networking around commonadvocacy themes for public policy reform.

In this presentation, I have focussed onhow our own organizational develop-ment processes have facilitated fraternalcooperation with a Non-Catholic fundingmechanism in Ghana. This was just tokeep focus and give emphasis. However,

our organizational development proces-ses and practices are also leveragingstrategic cooperation with other partnerslike Caritas-Africa, Misereor and CatholicRelief Services (CRS), just to name a few.Misereor is currently discussing ourproposal to address the capacity gapsidentified in our internal assessment ofthe Diocesan Development Offices(Diocesan Caritas). The Catholic ReliefServices in Ghana are discussing with usa partnership framework within their newAgency Strategy for 2014-2016. Our mainreference documents for negotiating apartnership programme and capacitybuilding support are those I have alreadyoutlined earlier in this write-up.

Finally, it is our firm conviction thatCaritas-Ghana (Department of HumanDevelopment) will demonstrate prepa-redness towards compliance of andsolidarity with the emerging contexts ofthe new “Motu Proprio - On the serviceof Charity” of Emeritus Pope BenedictXVI and the common Code of Ethicsand Operational Standards of CaritasInternationalis from about 2014 andbeyond.

"Agroecological Production:" a new way of cultivationCaritas Cape Verde has developed over the years various activities to improve thequality of life of families and with a view to empowering them. One of these activitiesis the training in Agroecological Production.

This project of Caritas Cape Verde has benefitted from the funding and partnershipof the Caritas Luxembourg Foundation and the John Paul II Foundation for the Sahel,but also with direct partnership of the Diocese of Santiago, through the provision ofland and the beneficiary families through their commitment. Without the commitmentand the encouragement of coach Chico-Brazil, the implementation of the project wouldhave been more difficult. Presently, the Ministry of rural development - delegation ofSão Domingos is helping to combat grasshoppers and some pests. There are partnersthat are coming back, like the Embassy of Israel in Dakar, and we are in search of newpartners.

This project aims to improve the living conditions of families in the municipalities ofRibeira Grande de Santiago and São Domingos, promote food security and sustainabledevelopment through agroecological production. Thus Caritas is promoting this typeof production in the communities where agriculture is the main support.

More than 3 500 plants have been planted, but not all the seeds have germinated, sowe have been produced between June and October 2 558 plant - trees. All the vegetableplants were produced in the nursery. Lettuce; beetroot, radish among others. (Continuou a página 18.)

Girls’ Education:Sierra Leone - Going The Extra Mile

It’s amazing where life takes you;the people that are peppered acrossyour path. Never would I have

thought that one day I’d be sitting at asturdy kitchen table with two mis-sionary priests from the Philippines,high up in the leafy mountains of SierraLeone, West Africa.

But that’s exactly where I was last June,eating sweet potato leaf stew anddiscussing the challenges of globaldevelopment … and human emotion.

Father Patrick and Brother Joevenbelong to the Xaverian Mission, areligious community inspired by the lifeof St Francis Xavier, one of the firstJesuits. They live in a village calledMongo Bendugu, in the district ofKoinadugu – one of the poorest andmost remote areas in the country. Adistrict in which Catholic ReliefServices is working alongside CaritasSierra Leone in nearly 200 schools toimprove buildings, provide nutritiousmeals for children and teachers and totrain those teachers in better qualitylearning methods.

If I needed proof that CRS takes itswork off the beaten track, I had it. Wewere past the world of electricity andrunning water. Even past a radio signalor a cell phone network. To get to theMongo chiefdom, we traveled 8 hoursfrom the capital Freetown on some ofthe most breathtakingly difficult roadsI’d ever seen. One colleague describedit as “like driving in a washingmachine”. My shaken bones wouldagree. But what we saw as we made ourway was breathtaking too. We drovethrough verdant greens and morningmists, by hissing cicadas and brightlycolored butterflies, past villages withconical palm-roofed huts. A monkeywould make a dash for it across theroad. Pygmy goats with their jigglingtails were in less of a hurry. And thecow munching on a mango simplydidn’t want to move. It felt like anotherworld.

A world with its own harsh realitiesthough. Like the belief that persists inmany families that it’s not worthsending a girl to school. One youngteenager I spoke to told me how her

father had refused to pay her secondaryschool fees, hoping instead to find hera husband to relieve the financialburden that the girl represented. Hermom didn’t agree, and insteadincreased her own work in the fields,selling the extra produce to try andcover what the girl needed. I askedanother young girl who was 12 years ofage, “Do you think that men andwomen are equal?” The answer cameback without hesitation, her head a littlebowed. “No.”

When faced with such beliefs andtraditions, as a woman from thedeveloped world, it’s hard to know whatto think or how to react. I can’t help butfeel pained – but I also know thatwading in condescendingly is not theway forward either. I take some comfortin knowing that CRS projects so oftentarget women and girls (as well ashelping men and boys) in order toempower them in often very basic ways.The education projects I visited in SierraLeone fed all the children at school, but

Girls’ Education:Sierra Leone -GoingThe Extra Mileselected just girls for the “take homerations” – meaning that there’s an extrareason for families to send a girl toschool and that she herself becomes akind of provider and so, hopefully, gainsmore respect.

Father Patrick and Brother Joeven alsohelp out in the schools near where theylive. Patrick teaches Math to the olderkids; Joeven likes to be with the infants.That’s alongside serving the needs ofthe parish – they set up Mary, Queenof the Apostles a few years back. Eachmorning they ring the makeshift bell(which is, in truth, an old gas canister!)to call people to the 6.30 Mass. Thechallenges are many in this area ofextreme poverty. It’s not an easy life,they confide to me.

Though in this far-off corner of thecountry there is still openness, joy,tolerance. At a village meeting hosted byCRS, a few dozen men and womengather to hear the latest on how thevillage can move forward. It’s apredominantly Muslim area so we openwith a Muslim prayer and also a Christian

one. I’d never witnessedthis before and wastouched by how beautifula gesture it was. Instead ofthe all-too-common suspi-cion and mistrust betweenreligions, here was a realcoming together.

I’m asked to make a littlespeech, which I do,through an interpreter. Adog rushes in and makesme jump, which raises alaugh! The elders presentme with kola nuts, symbolsof life and love. At theprimary school we visitlater, the kids are assembledto sing us a welcome: TheUnity Song. Their littlevoices pull together in therefrain “We are all one!”

Conversations with moti-vated teachers and tirelessCRS staffers who really dogo that extra mile help me to believe thatthere will be a bright future for these kids.

Back at the mission house, I fall asleep toflashes of lightning and rumbles ofthunder, and wake to a chorus ofcockerels outside my window. At thebreakfast table we talk about what it’s likeliving far from our families in cultures sodifferent from our own. “We miss home,”Father Patrick admits, “but this is ourvocation, what God called us to do. Youonly have one life, so I say, live it to thefullest. Give your life. Make a difference.”

Les sols arables deviennent de plus enplus exigus et la méthode culturale estinadaptée. Par surcroît, les cultures sontexposées aux aléas climatiques peuindulgents et ne peuvent que donnerune production qui ne peut plus répon-dre aux autres besoins de la population.Cette dernière se voit alors plongée,toujours davantage, dans une misèresans nom qui porte dangereusementatteinte à la dignité humaine.

Les problèmes liés à l’agriculture etl’alimentation forment un ensemble dedéfis majeurs à relever pour aider lapopulation de classe moyenne, à sehisser au rang d’une société digne. Avecla création d’un département de Sécu-rité Alimentaire, Caritas Burundi a faitde la production agricole, son fer delance. Néanmoins, augmenter la pro-ductivité des sols est une activité qu’onne peut pas réaliser avec la seule bonnevolonté  ; car elle exige plutôt unpersonnel bien formé et des moyensqu’on ne peut trouver sur place. C’estune entreprise qui exige un partenariatet une intervention des personnes oudes organisations qui possèdent plus demoyens. Une collaboration avec lesCaritas des pays riches est nécessaire etincontournable.

C’est dans cette optique que CaritasInternationale Belgique a initié desprojets de soutien aux initiatives localesd’augmentation de la production quisont exécutés avec la collaboration deCaritas Burundi comme le projet

A necessary and efficient partnershipBurundi is a small country in Central Africa that extends over an area of 27 834 squarekilometres with a population of about 8 million people. The rural population lives onhills overlooking stunning valleys that are overexploited because more than 85% ofBurundians live on agriculture only.

Problems related to agriculture and food are the challenges faced by the middle classpopulation. With the creation of a Food Security Department, Caritas Burundi hasmade agricultural production the cutting edge of its strategy. Nevertheless, increasethe productivity of the soil is an activity that it is impossible to achieve with onlygoodwill; because it requires a rather well-trained personnel and means to be foundon-site. It is an endeavour that requires partnership and the intervention of personsor organizations that have more resources. Collaboration with Caritas of rich countriesis necessary and unavoidable.

It is in this context that Caritas International Belgium has initiated projects to supportlocal initiatives to increase production in collaboration with Caritas Burundi.

A Muyinga, le projet PIADZA estimplanté sur une étendue de deux

communes ; celle de Mwakiro et cellede Buhinyuza. Son objectif est depromouvoir une agriculture et un éle-vage liés à l’exploitation du domainefamiliale pour promouvoir et améliorerles conditions de vie de l’agriculteur.Par là, le projet vise aussi l’amélioration

de la qualité de l’alimentation en inci-tant les ménages à adopter l’usage desjardins de cuisine qui mettent toutessortes de légumes à la disposition desménages.

Ayant commencé à travailler avec lesménages qui acceptent de se mettre enassociations et suivre les injonctions desmoniteurs agricoles, le projet vise àatteindre une population de 103.106personnes qui résident dans cescommunes.

Le projet P3 fruit est lui aussi financépar Caritas Internationale Belgique. Ils’occupe de la promotion de la culturedes fruits pratiquée dans la communede Rumonge pour les agrumes, et danscelles de Mabayi, Mugina et Murwipour les ananas.

Les activités du projet consistent àinformer la communauté sur lanécessité de consommer des fruits et àinciter les agriculteurs à s’organiser enacteurs avisés de production et decommercialisation de leurs produits envue d’améliorer leurs conditions de vie.Aujourd’hui, ils décident eux-mêmesdu prix de leurs produits avec lacapacité d’influencer le marché. Toutest donc réuni pour que le projetatteigne ses objectifs.

Les habitants de ces communes pour-ront alors bénéficier, de près ou de loin,des avantages apportés par le projet P3Fruit.

Caritas Burundi n’a pas de moyenspropres suffisants pour changer lesconditions de vie des pauvres et autresvulnérables du pays, elle doit faire appelà la collaboration des autres organi-sations sensibles à la situation.

Burundi é um pequeno país da África Central que se estende por uma área de 27 834quilômetros quadrados com uma população de cerca de 8 milhões de pessoas. Com a criação de um departamento de segurançaalimentar, Caritas Burundi fez produção agrícola de ponta da sua estratégia. Fraterna cooperação e comunhão

Apesar do crescimento económico positivo, a maioria dos habitantes da Áfricasubsaariana ainda vive na pobreza. Instabilidade política, de conflitos internos etransfronteiriça, altas taxas de inflação e fome têm piorado a situação. Odesenvolvimento humano de África 2012 relatório observa que a África Subsarianatem a maior prevalência da fome no mundo. Assim, em toda a África hoje, milhõesde pessoas não têm acesso a alimentos e água potável.

Durante o 2008/2009 para a seca do Quênia, milhões de quenianos estavam com fome.As pessoas mais atingidas eram mulheres e crianças especialmente aqueles que vivemem regiões áridas ou semi-áridas das regiões do Quênia. A igreja, o governo do Quénia,as sociedades civis do Quênia, desenvolvimento parceiros eram todos Unidos por umacausa comum, acabar com a fome nesta crise humanitária.

Para salvar vidas, a família Caritas ao redor do mundo trabalhou para fornecerassistência. Milhões de quenianos receberam a assistência de emergência, se necessário.Isto é família Caritas que habilmente. Dar esperança, amor e cuidados através de actosde caridade.

Caritas Niger rencontre ses partenairesPréoccupation pour les plus démunis

Les 14 et 15 octobre 2013, laCADEV-Niger a organisé dansles locaux du Secours Catholique

Caritas France à Paris une rencontre avecses partenaires pour échanger sur lesrésultats de l’évaluation à mi parcours deson Plan Stratégique 2012-2016. Celle-cia regroupé les responsables de la CaritasDéveloppement Niger (CADEV Niger)et les représentants de huit organisationspartenaires (Caritas International Belgi-que, Caritas Allemagne, Secours Catho-lique Caritas France, CAFOD, CRSNiger, Misereor, Kindermissionswerk,Caritas Danemark).

Au cours de cette rencontre, les respon-sables de la CADEV-Niger ont succes-sivement présenté les recommandationsfaites par les partenaires à la rencontre denovembre 2011 et les résultats del’évaluation à mi parcours. Il ressort decette évaluation des résultats positifs.

Le Conseil d’Administration a révisé tousles textes fondamentaux de l’orga-nisation pour qu’il y ait une concordanceavec le plan stratégique.

Le statut des agents a été révisé. La grilledes salaires a été mise à jour. Des cahiersde charge sont établis. Des plans deperformance des agents sont institués.

L’évaluation du plan de performances desagents est prévue à la fin de l’année 2013.C’est dire que des éléments de Gestiondes Ressources Humaines sont progres-sivement introduits au niveau de laCADEV-Niger.

En outre le Conseil d’Administrationexerce sa fonction de contrôle del’équipe exécutive de CADEV-Niger.Il a examiné toutes les propositions deprojet d’envergure nationale avant leurenvoi aux partenaires.

Après analyse des résultats de l’éva-luation à mi parcours, les participants àl’atelier de Paris ont fait des propositionsen vue d’aider la CADEV-Niger à mieux

mettre en œuvre son Plan Stratégique.Ces propositions s’articulent autour dequatre axes  : le renforcement des capa-cités, les frais de fonctionnement liés à lastructure, les méthodes d’intervention etles indicateurs du Plan Stratégique.

Au sortir de cette rencontre d’évaluationdu plan stratégique 2012-2016, il ressort lanécessité de mettre en place desindicateurs objectivement vérifiables auniveau du plan stratégique, de développerune stratégie d’intervention dans uneapproche intégrale et de renforcer le cadrede concertation avec les partenaires quifavorise la coopération, la collaboration.

Rendez-vous est pris pour 2016.

Este processo inclue a elaboração doprimeiro Plano estratégico da CaritasMoçambicana desde a sua criação em1977. Este processo também inclue aelaboração do Manual de Proce-dimentos dos Recursos Humanos,

Administrativo e Financeiro para que aCaritas Moçambicana esteja a altura dasexigências actuais.

Partners Support Caritas Mozambique in Organizational Developmentthrough “Fraternal Cooperation and Communion”From August 2013, Caritas Moçambicana with support fromCAFOD, Trocaire and Caritas Spain, has been undergoing aprocess of re-structuring of the general secretariat.

This process includes the production of the first Strategic Plan ofCaritas Moçambicana since its existence in 1977. It also includes theproduction of human resources, administration and financialprocedure manual in order to fit to the current institutional demands.

In order to reach the planned objectives of this process, all the 12Diocesan Caritas in Mozambique met in August, in Marera, ChimoioDiocese four days and discussed the future of Caritas Moçambicanafocusing on the CI and CA strategies. The main points in the agendawere the revision and update of Caritas Moçambicana Statutes andDirectory and the production of the Strategic Plan which will guideCaritas Mocambicana´s activities for the next 5 years, 2014-2019.

In order to have a more technical and quality results we decidedto hire the former Trocaire country representative forMozambique to assist us as facilitator of the process, an idea thatwas well received by our partners. The result so far has been avery good one, especially where contribution from DiocesanCaritas is concerned. Everyone feels part of this process andwaiting for the final version in order to put it in practice.

Caritas Moçambicana, being member of CI Confederation andhaving received financial support from CAFOD, Trocaire andCaritas Spain, decided to share and get contributions from otherCI members in order to have their inputs before it is finallyapproved by the Bishops Conference. We have gone far withthis process because in four months we managed not only toinvolve the twelve Dioceses but also some of our key partnerswho have already commented on the Strategic Plan.

Les partenaires soutiennent le développement organisationnelde Caritas Mozambique à travers

« la Collaboration fraternelle et la Communion »Depuis août 2013, Caritas Mozambique est entrée dans unprocessus de restructuration du Secrétariat général avec le soutiende CAFOD, de Trocaire et de Caritas Espagne.

Ce processus comprend l’élaboration du premier plan stratégiquede Caritas Mozambique depuis son lancement en 1977. Ilcomprend également la production de manuels de procédurespour les ressources humaines, l’administration et les questionsfinancières afin de pouvoir répondre aux exigences institu-tionnelles actuelles.

Afin d'atteindre les objectifs prévus, les 12 Caritas Diocésainesau Mozambique se sont réunies pendant quatre jours en aoûtdernier, à Marera, diocèse de Chimoio et ont discuté de l'avenirde Caritas Mozambique en mettant l'accent sur les stratégies deCI et de Caritas Africa. Les principaux points à l'ordre du jourétaient la révision et la mise à jour des statuts de CaritasMozambique et la production du Plan stratégique qui guidera lesactivités de Caritas Mozambique au cours des cinq prochainesannées, 2014-2019.

OCDI-Caritas Togo

Collaboration between schoolchildren friendsOCDI Caritas Sokodé/Togo has sought partners in the schoolenvironment to contribute to the improvement of the veryfragile situation in schools. Some primary schools in Polandhave responded to the invitation for collaboration.The general theme of the action in Poland was “My friend is inAfrica.” Assisted by teachers, pupils from partner schools sharedabout their student status. A website was created to promoteexchanges. With respect to material assistance, students inPoland organised festivals and games for partner schools. Themoney thus earned was used to purchase textbooks and missingbenches. Individual donations from interested persons made itpossible to dig a well at school and to build school latrines.

L’Enseignement au Togo connaitbeaucoup de problèmes. Cetteannée, déjà au début de l’année

scolaire, nous avons eu la grève desenseignants du secteur public, même,pendant quelques jours, tous les établis-sements scolaires, publics, confessionnelset privés, ont été fermés. La situation estplus grave dans l’enseignement confes-

sionnel car la majorité d’enseignants estpayée sur le budget scolaire.

Etant donné qu’aussi à travers l’ensei-gnement l’Eglise Catholique réalise sonoption préférentielle pour les pauvres(les écoles catholiques ont été ouvertesdans les localités éloignées où il n’y avaitpas d’établissements publics), il n’est paspossible d’augmenter les frais d’écolage.

L’OCDI-Caritas Sokodé/Togo, en vued’apporter sa contribution à l’amélio-ration de cette situation très fragile acherché des partenaires dans le milieuscolaire. Ainsi, quelques écoles pri-maires en Pologne, ont-elles répondufavorablement à notre invi- tationà la collaboration.

Les objectifs visés étaient de renforcerla solidarité entre les élèves et d’aidermaté-riellement les écoles partenairesau Togo.

L’action en Pologne est partie sous lesigne d’amitié entre les élèves d’où lethème général  : « Mon ami(e) élève enAfrique  ». Ainsi, aidés par les ensei-gnants, les élèves des écoles partenaires

devaient-ils partager sur leur conditiond’élève. Un site internet a été créé pourfavoriser des échanges. Quant à l’aidematérielle, les élèves en Pologne organi-sent à l’occasion des fêtes des kermesses,des jeux etc. en faveur des écoles parte-naires. L’argent ainsi gagné est destiné àl’achat des livres scolaires, à la fabri-

cation des

bancs manquants. Il y a eu des donsindividuels des personnes intéressées  ;ils ont permis de creuser un puits àl’école, de faire des latrines scolaires, etc.

Cette action, quoique modeste, portedu fruit  ; elle favorise la connaissancemutuelle et la coresponsabilité.

Colaboração entre amigos alunosOCDI Caritas Sokodé/Togo tem procurado parceiros noambiente escolar, contribuir para a melhoria da situação muitofrágil nas escolas. Algumas escolas primárias na Polónia têmrespondido ao convite para a colaboração.O tema geral da ação na Polónia foi "meu amigo é na África."Assistido por professores, alunos de escolas parceiras compartilhadassobre seu status de estudante. Um site foi criado para promoverintercâmbios. No que diz respeito a assistência material, estudantesna Polónia organizaram festivais e jogos para as escolas parceiras.Assim, ganhado o dinheiro foi usado para comprar livros e falta debancos. Working together to build resilient communitiesA case for CADECOM and Cordaid

The Catholic Development Com-mission in Malawi (CADECOM) isthe relief and developmental arm of

the Episcopal Con-ference of Malawi. Its

mandate is to create awareness andempower disadvantaged men, women andthe youth at all levels to undertakedevelopment which is integral, gender andenvironment sensitive, sustainable andwhich promotes justice, and human dignity.

CADECOM works in a number of sectorsnamely agriculture and food security,water, hygiene and sanitation, relief andemergencies, climate change adaptationand mitigation/disaster risk reduction. Italso plays an active role in lobbying andadvocacy for favorable policies aimed atalleviating the suffering of human beings.

Cordaid is the Catholic Organization forRelief and Development Aid based inNetherlands. A member of Caritas Inter-nationalis, it works in a number of sectorssuch as disaster risk reduction, entrepre-neurship, health and relief and emergen-cies in fragile states and communities.

CADECOM and CordaidWorking Relationship

Cordaid, for the past twelve years, hasbeen supporting CADECOM technicallyand financially in the implementation ofresilient building interventions. Theapproach taken by Cordaid and CADE-COM has been that of mainstreamingCommunity Managed Disaster Risk Re-

duction (CMDRR) concepts, principlesand practices into community develop-ment efforts. The relationship of Cordaidand CADECOM has been named as the

best ever in terms of partnership as itspartner has been able to fulfill its obliga-tion as far as resilience building of thecommunities and other development

efforts such as promotion of entre-preneurship culture among the vulnerablecommunities is concerned. First andforemost, Cordaid has been able to buildthe capacity of CADECOM in communityresilient programming with focus inCommunity Managed Disaster RiskReduction and Climate Change Adap-tation and Mitigation. By November, 2013,a total of 68 CADECOM staff have hadtheir capacities strengthened and the samehave strengthened capacities of 76 com-munities (approximately 37 620 people) inCommunity Managed Disaster RiskReduction and Climate Change Adaptationand Mitigation. The capacity buildinginitiatives initiated by Cordaid has resultedinto development and implementation ofdisaster risk reduction measures at acommunity level. These interventions suchas small scale irrigation, livestock pro-duction, village savings and loans, docu-mentation and use of early warning signs,

afforestation, promotion of drought tole-rant crops and entrepreneurship among

CADECOM has built 81 earthquake resilient houseswith Cordaid’s financial support.

others have seen the targeted 76 com-munities being able to reduce risksassociated with different hazards such asfloods and prolonged dry spells whosefrequency are on the increase (CADE-COM, 2012 & GoM, 2010 - Depart-mentof Disaster Management Affairs).

Secondly, Cordaid has been able to sup-port CADECOM with financial resourcesaimed at building community resiliency todifferent disasters associated to be causedby the mentioned natural and other humaninduced hazards such as deforestation. Onaverage, Cordaid has been supportingCADECOM with Euro 300 000 per yearfor resilient building through main-streaming of Community Managed Disas-ter Risk Reduction. In addition, Cordaid

has also been providing financial supporttowards entrepreneurship promotion andfarming as a business in an excess of Euro200 000 per year. Furthermore, Cordaidhas been supporting CADECOM totimely respond to emergencies such asfloods and food insecurity. For instance,during the 2012/2013 hunger situation inSouthern and Central Malawi, Cordaidprovided Euro 88 000 through CaritasInternationalis to contribute towardssaving lives of the 2 800 hunger strickenhouseholds (approximately 15 400 people)through direct food transfer, agriculture

and climate mitigation and adaptationrelated activities such as conservationagriculture, small scale irrigation andafforestation.

Technical support being offered by Cor-daid is another area of true partnershipbetween CADECOM and Cordaid. Eachand every year, Cordaid team from theDRR and Business Unit do travel to Ma-lawi to monitor and review communityactions plans being implemented with faci-litation from CADECOM. During the sa-me visits, a review meeting is held to assess

and review progress of program imple-mentation, challenges experienced duringthe year, lessons learnt and way forward.This type of approach enables the fundingpartner (Cordaid) to have a deeper insightinto the program and to offer first classtechnical support to the overall program

deliverables and management. Throughthis type of direct partnership, CADE-COM has been able to improve on thequality of the program implementationthereby contributing greatly to the resilientof the targeted communities. Cordaid andCADECOM have shown true and effecti-ve partnership which other Caritas Inter-nationalis members and beyond canemulate from.

The entry point of Cordaid is the NationalOffice. All programs supported technicallyand financially by Cordaid have beenthrough CADECOM National Office, lo-cated at the Episcopal Conference of Ma-lawi Secretariat fondly called the CatholicSecretariat. Through this approach, CA-DECOM National Office has been able toexecute her roles as mandated by the as-sembly of the Catholic Bishops in Malawi.Some of the roles of the National Officewhich has been accomplished through po-sitive working relationship with Cordaidinclude; capacity building of Diocesanstaff, program quality control, lobbyingand advocacy, documentation of best prac-tices from the Dioceses and sharing of thesame with Government and other relevantstakeholders, networking and collabora-tion, resource mobilization, monitoringand evaluation and research among others.

Working together to build resilient communitiesA case for CADECOM and CordaidNational Office has been able to train staffand communities in Entrepreneurship andthe 30 trained communities have adoptedthe same, leading to increased income i.e.more than 80% of the communities invol-ved in entrepreneurship are living abovethe poverty line of $1,25/person/day whi-le the majority of Malawians (53%) areliving below the poverty line ( World Bank,2012, UNDP HDI, 2013 report).

Joint resource mobilization through pro-posal development has been another cru-cial area of true partnership betweenCordaid and CADECOM. The two par-tners have been developing proposal joint-ly and the same has provided an addedadvantage of high quality proposals. CA-DECOM is quite aware of the operatingcontext on the local scene and the needs ofthe communities while Cordaid is linked toother global development partners on theirown and through Caritas Internationalisand Cordaid is also aware of the globalissues which need to be addressed if pover-ty reduction in the third World Countrieslike Malawi is to be achieved.

CADECOM is proud to report to theoutside World and within Malawi that theworking relationship between Cordaid as adevelopment partner and CADECOM asan implementer and the served communi-ties at large is cordial and exemplary. Theoverall impact has been Communities resi-lient to disasters. One farmer from floodprone Chikwawa District (Mr. YonaMoyo) was quoted saying: “I am resilient

to the effects of floods and droughts whichnormally hit my village, through imple-mentation of DRR measures like smallscale irrigation and reading of early war-ning signs for floods, my food security hasimproved, my income has doubled whileloss of assets due to floods and selling ofthe same in search of food and income ishistory’ thanks to CADECOM for buil-ding my capacity in CMDRR and provi-ding me with seed money to venture intosmall scale irrigation and income genera-ting activities like bakery.”

Another notable outcome of the Cordaid/CADECOM interventions has been

improved incomes levels of the targetedpopulation with more 80% living abovethe poverty line against 53% living belowpoverty line who are not right holders ofthe program interventions.

Improved food security situation is yet ano-ther outcome which cannot go withoutbeing mentioned by the targeted popula-tions. One farmer from Mangochi Districtwhich is a drought prone area was quotedsaying: “Due to crop diversification whichis a result of the community oriented actionplans for disaster risk reduction in my villa-ge, I am now able to eat three times a dayand a balanced and nutritious food with therequired six food groups. I think I consumethe required 2 100 kclas/ person/day asrecommended by the Sphere Project. I donot migrate to other areas in search of foodas there is enough food at my home. Thetime for casual labour is used for otheragriculture and development activities suchas doing small scale business of fish farmingand mushroom production.”

Awareness on the early warning signs forrapid onset hazards such as floods hasbeen another outcome which deservesmentioning. As a result, the targeted com-munities have been able to take prepared-ness measures such as re-allocating tohigher areas when the flooding is about tohit their homes and moving to evacuationcenters when the floods have reached hi-gher levels.

Lobbying and advocacy by CADECOMNational Office has resulted into formu-lation of the National Disaster RiskManagement Policy as well as ClimateChange Policy – both in draft form andwaiting for cabinet approval. CADECOMbelieves once these policies are approvedby cabinet, there will be harmonization ofDRR works in Malawi among differentstakeholders. The same is expected tocontribute towards resilient building of thecommunities and the same is providingguiding framework. Other national docu-ments that have been formulated andlaunched through lobbying and advocacyby CADECOM and other stakeholdersinclude Disaster Risk Reduction Frame-work, Disaster Risk Reduction Handbookand Disaster Risk Management guidelines.All these documents are meant to contri-bute resilient building to enable Malawialso meet the Hyogo Framework of Action(2005-2015) and the MillenniumDevelopment Goals.

Caritas Cameroon

Aid distribution to flood victimsThe desolation caused by the floods in Babessi has considerably affectedthe victims and the different churche communities of the country havedecided trough the National Episcopal Conference of Cameroon to makea donation.

After the visit of the SocialWelfare / Caritas Coordinator’steam to Babessi in January 2013

to assess the needs of affected flood

victims, and the Auxiliary Bishop’srequest for assistance made to theNational Episcopal Conference ofCameroon, the Bishop’s conferenceallocated F CFA 1 500 000 (about Euro2 285) from the solidarity fund for aidto the Babessi flood victims.

The donations were made on CaritasCameroon National Day, which iscelebrated on the fifth Lent Sunday.

After receipt of the allocated funds, theSocial Welfare / Caritas Coordinatorand his team went back to the field on18-19th June 2013, to train the Baba Iparish social welfare /Caritas on howto handle the distribution of aid. Duringthe training, the coordinating team andcommission members went roundmeeting the victims. The executivemembers, after meeting the victimscompiled a list of 50 persons statingwhat they needed. The coordinatorstudied the list and summarized theneeds expressed by victims as follows:7 people needed seeds (maize andbeans) and hoes, cutlasses or trucks; 12

people needed pots and 8 of them alsoneeded chairs, mattresses and beds; 31people needed zinc, nails, plank,cement, sand and stones.

A total of 50 flood victims expressedtheir individual basic needs, so thecoordinator organized the acquisitionof the various furniture utensils reques-ted as follows: 50 kg improved maizeseeds; 12 kg improved maize seeds; 4hoes; 7 cutlasses; 8 beds; 8 mattresses;36 pots (3 different sizes); 21 chairs; 93bags of cement.

The parish priest organized the aid tobe distributed on Saturday 31 August2013; but on the arrival on that day, itwas discovered that no sensitizationhad been done so there was no one toreceive the aid. After a second meeting,

a new date was fixed for the distribution:Thursday 5 September 2013. Once allwas set, the chairperson of the parishpastoral council welcomed the coor-dinator and social welfare/Caritascoordination team and victims to theceremony. After the welcome speech,the secretary of the commission actingas the master of ceremonies invited theParish priest, Fr. Anthony Bangsi, toopen the occasion with a prayer.

Then the coordinator of social wel-fare/Caritas was invited to carry out theaid distribution. She welcomed thebeneficiaries and told them the aid was adonation from other Christians in all theparishes of Cameroon, sent to themthrough the national Episcopal confe-rence and that she was holding over thegifts on behalf of the Bishop to all thechildren of God affected by the flood andnot only to Catholic Christians. Howeverpeople who requested things like zinc,sand, stones, planks, and cement wouldnot be able to receive all those thingsbecause the funds were limited.

As each beneficiary received what hehad requested, there was visible joy andsurprise on their faces .some actuallyburst into songs: “the Lord has done itfinally…” As each person receivedhis/her own aid items, he/she postedfor a photograph to immortalize theevent.

Indien nous a permis de renforcernos actions auprès des bénéficiaires.En effet, au cours d’expérienceséchangées avec les divers Caritas dela zone CEDOI-M (ConférenceEpiscopale des îles de l’océan Indienet de Madagascar) nous avonsdécouvert que Caritas île Maurice adéveloppé une méthode d’alphabé-tisation fonctionnelle qui a fait sespreuves depuis plusieurs années.

Afin d’aider nos bénévoles à appor-ter un enseignement de qualité et àmaîtriser les techniques en matièred’alphabétisation fonctionnelle,Caritas île Maurice a mis à disposi-tion de la délégation de Mayotte duSecours Catholique Caritas FranceJosian Labonté, son responsable del’alphabétisation fonctionnelle, du13 au 20 octobre 2013, afin qu’ilforme les bénévoles à cette méthode.

Depuis plusieurs années, la délé-gation de Mayotte dispense des

cours d’enseignements de base(français et mathématiques essen-tiellement) au sein de son centreNyamba, auprès de jeunes désco-larisés de 16 à 25 ans mais égalementà des groupes de femmes plus âgéesqui ne maîtrisent pas ou prou lalangue française.

Ce centre accueille un peu plus de130 élèves tout au long de l’annéescolaire et fonctionne exclusivementpar l’engagement d’une trentaine de

bénévoles non issus du monde del’enseignement. Ceux-ci apportentleurs contributions éducativesauprès des élèves par leurs vécuspersonnels et professionnels maissans forcément une cohérencepédagogique dans l’enseignementdispensé.

South-South CooperationThe pooling of expertise within Caritas organisations of theislands of the Indian ocean network has allowed us to strengthenour actions towards beneficiaries.

Following exchanges with various Caritas members of theCEDOI-M zone (Episcopal Conference of the islands of theIndian Ocean and Madagascar), we discovered that CaritasMauritius has developed a method of functional literacy that hasbeen proven for many years.

To help our volunteers provide quality education and masterthe techniques relating to functional literacy, Caritas Mauritiushas made available, from 13 to 20 October 2013, to the Mayottedelegation of the Secours Catholique Caritas France, the servicesof Josian Labonté, head of its functional literacy department ,with the objective of training volunteer trainers in functionalliteracy methodology.

For several years, the delegation of the Secours CatholiqueCaritas France of Mayotte has been providing courses of basicteachings (French and mathematics essentially) at its Centre inNyamba, to youths aged between 16 and 25 years as well as togroups of older women who do not speak or lhardly speakFrench.

This availability of the head of the functional literacy of CaritasMauritius will be repeated from 2 to 9 March 2014, for thesecond phase of the training. It is the result of new relationsbetween our two associations no longer at national headquarterslevel, but rather from partner to partner of the same geographicarea.

Dans le cadre de l’année quicourt, du 6 juin 2013 au 14juin 2014, déclarée année

jubilaire de 50 ans de CRS et CaritasBurundi au service de la populationburundaise  ; dans l’avant midi de celundi 9 décembre 2013, MonseigneurGervais Banshimiyubusa, Evêque deNgozi et Président de la conférenceépiscopale du Burundi a procédé àl’ouverture officielle du Forum paysorganisé pour les organisations carita-tives service du Burundi.

Cette rencontre des partenaires etautres intervenants des agences catho-liques se fait dans un climat d’échangeet de concertation pour agir en synergieenfin d’améliorer la qualité des servicesofferts au peuple et de mieux privilégierles pauvres et les laisser pour comptede la population burundaise.

Ce forum s’est tenu du 9 au 11décembre 2013 à l’évêché de NGOZI.

Dans la déclaration finale faite à l’issuede ce forum, les participants, compre-nant les archevêques, évêques, prêtres,laïcs, représentant des organisations/Caritas diocésaines, des délégués desCaritas sœurs, dont Caritas Dévelop-pement RD Congo, Caritas Inter-national Belgique, Secours Catholique-Caritas France et CAFOD, des mem-bres du personnel de Caritas Burundiet de CRS, expliquent que l’objectif dece Forum était d’avoir une visioncommune des actions menées par lesorganisations Caritatives qui œuvrentau Burundi et d’arrêter des orientationsstratégiques pour la coordination desinterventions futures afin de scellerdavantage leur communion fraternelle.

Country Forum for charitable organisations in Burundi

The Jubilee year of 50 years of CRS and Caritas Burundi in the service of the Burundianpopulation is being celebrated from 6 June 2013 to 14 June 2014. In this context, acountry forum was organised from 9 to 11 December 2013 with the participation ofcharitable organisations working in Burundi.

This meeting of partners and other stakeholders of Catholic agencies took place in aclimate of exchange and consultation to act synergistically to improve the quality ofservices offered to the people and better focus on the poor.

In the final statement at the end of the forum, the participants, including archbishops,bishops, priests, lay people, representing organizations / Caritas Diocesan delegatesof sister Caritas, including Caritas development DR Congo, Caritas InternationalBelgium, Secours Catholique – Caritas France and CAFOD, members of CaritasBurundi and CRS staff, explained that the objective of this Forum was to have acommon vision of actions carried out by charitable organizations working in Burundiand to adopt strategic guidelines for the coordination of future interventions in orderto seal further their fraternal communion.

Participants took part in working groups followed by plenary sessions moderated byMr Jean Baptiste Talla, CRS Technical Adviser in Burundi for justice and peace. Thediscussions led to identifying successes achieved during the 50 years of existence ofCaritas Burundi and CRS presence in the same country. The challenges, strengths,weaknesses, opportunities and constraints werealso analysed. The participants agreedupon the definition of strategic guidelines to meet challenges and strengthen fellowshipwithin Caritas Burundi and between Caritas Burundi and sister Caritas organisations.

Five strategic orientations were identified and a technical committee was set up toensure their implementation.

Avant la fin de l’atelier, les participantsont mis en place un comité techniquechargé de traduire les orientationsstratégiques assorties d’activités en unplan d’action.

Fórum do país para organizaçõesde beneficência no BurundiO ano de Jubileu de 50 anos de CRS e Caritas Burundi a serviço da população doBurundi está sendo comemorado desde 6 de junho de 2013, de 14 de junho de 2014.Neste contexto, um fórum do país foi organizado de 9 para 11 de dezembro de 2013,com a participação de organizações caritativas, trabalhando no Burundi.

Esta reunião de parceiros e outras partes interessadas das agências católicas ocorreramnum clima de troca e consulta que actuam em sinergia para melhorar a qualidade dosserviços oferecidos às pessoas e concentrar-se melhor sobre os pobres.

Esta reunião de parceiros e outras partes interessadas das agências católicas ocorreramnum clima de troca e consulta que actuam em sinergia para melhorar a qualidade dosserviços oferecidos na declaração final do final do fórum, os participantes, incluindoos arcebispos, Bispos, sacerdotes, leigos, representando organizações / Caritasdiocesana Delega de irmã Caritas, incluindo desenvolvimento de Caritas RD Congo,Caritas Internacional BélgicaSecours Catholique-Caritas France e CAFOD, membrosda Caritas pessoal Burundi e CRS, explicadas que o objetivo deste fórum foi para teruma visão comum de acções levadas a cabo por organizações de caridade trabalhandono Burundi e adoptar orientações estratégicas para a coordenação das intervençõesfuturas para selar ainda mais a sua comunhão fraterna.

Os participantes tomaram parte nos grupos de trabalho, seguidos de sessões plenárias,moderadas pelo senhor deputado Jean Baptiste Talla, assessor técnico do CRS noBurundi para justiça e paz. As discussões levaram à identificação sucessos alcançadosdurante os 50 anos de existência da Caritas presença de Burundi e CRS no mesmopaís. Os desafios, os pontos fortes, pontos fracos, oportunidades e restrições werealsoanalisaram. Os participantes concordaram sobre a definição de orientações estratégicaspara enfrentar desafios e fortalecer o companheirismo dentro Burundi Caritas e entreBurundi Caritas e irmã organizações da Caritas.

Foram identificadas cinco orientações estratégicas e uma Comissão técnica foi criadapara assegurar a sua implementação.
