> ACP Cultures+ : 3rd support programme for the ACP
culture sector. > A 30 million Euros programme financed by the European
Union through the 10the European Development Fund (EDF) and implemented by the Secretariat of the ACP Group of States.
> Following calls for proposals, it provides grants to
selected cultural operators in all areas of the culture sector, including cinema and audiovisual.

The African, Caribbean and Pacific (ACP) Group of States: an intergovernmental organisation created in 1975.
The ACP Group consists of 79
member states, totalling over 800 million people spread over three continents.
The headquarters of the ACP
Secretariat is in Brussels.
Its primary objective: promoting cooperation between its members (Georgetown Agreement) and with the European Union (Cotonou Agreement) for economic, social and cultural development.
Art.27 Cotonou Agreement:
culture is included in the cooperation strategy between ACP and EU countries.

The programme's objective is to contribute to the fight
against poverty while supporting and reinforcing cultural
industries, and preserving cultural diversity of ACP
States.
3. THE PROGRAMME'S OBJECTIVE

> This is the 2nd call for proposals under the ACP
Cultures+ Programme, and is open between 18/09/2012 and 20/12/2012.
> A first call for proposals launched in March 2011 has
provided support to 20 projects for a total amount of 8.3 million Euros : > 11 projects in the cinema and audiovisual sectors, > 9 projects concern other cultural industries.

> Reinforce the creation and production of cultural works and services in ACP countries through an approach integrated with distribution channels.
> Support the access to markets for ACP cultural works and services.
> Build the capacity of professionals of the culture sectors of the ACP countries.
> Improve the regulatory environment of the culture sectors in ACP countries.

Activities that generate employment to a measureable
and identifiable extent while contributing to the economic
development of the culture sector will be considered a
priority.

Total amount of funds available: 14,800,000 Euros
> Lot 1 – Cinema and audiovisual sector: 10,000,000 Euros
> Lot 2 – Other sectors: 4,800,000 Euros
9. AMOUNT AVAILABLE FOR THE CALL

Grant amounts: Between 50,000 Euros and 500,000 Euros The grant cannot total 100% of the overall budget (of eligible costs): > Production/postprod. of films (Lot 1): between 20% & 40% > Other sectors (Lot 1 and Lot 2): between 50% & 80%
The balance must be financed from the resources of the applicant,
those of a project partner, or a source of funding outside the Budget of the European Union or the European Development Fund.

All legal entities: 1. Registered prior to the date of publication of the call
for proposals on the EU website. Private and public operators, NGOs, and
international organisations. 2. Established in one of the eligible countries listed in
annex F (except international organisations).

3. Directly engaged in the preparation and the implementation of the action.
4. That have not benefitted (as applicant) from a
grant under the 1st call for proposals (however, beneficiaries of the 1st call can be partners under the 2nd call).

5. Compulsory partnership composed of at least 3 partners (including the applicant), of which 2 established in at least 2 different ACP states.

An action = a series of activities.
Every action must respond to the objectives and
priorities of the call for proposals in the fields of: production/creation
distribution/promotion training/ professional development implementation of regulation in the culture sector Activities must contribute to the creation of employment
and the economic development of the sector.

> Where: in one or more ACP countries (list in annex F). Where justified, some activities may take place in non-
ACP countries. > Action duration: between 12 and 36 months.

> If the action requires intellectual property rights, proof of ownership of these rights is compulsory.
> If the action covers the area of production/creation, the artist must be from an ACP State.
> Sub-grants: it is possible to award grants to third parties for a total of 100,000 Euros per project and a maximum of 10,000 Euros per third party.

An applicant may not : > submit more than 2 applications, > receive more than one grant.
An applicant may : > participate as a partner in another proposal.

The grant covers eligible costs only. Eligible costs = actual costs Provide a
realistic budget with a good cost-benefit ratio.

Important points: to include in the budget > An administrative and financial manager: to ensure the
sound management of the action (including administrative and financial monitoring).
> Equipment: a limited part of the budget can be dedicated to the purchase of equipment (if justified).
> Visibility: for promotion and dissemination of the action.
> Expenditure verification (audit): required at each request for prefinancing.

> Contingency (5% maximum) : this reserve can only be
used with the prior approval of the Contracting Authority.
> General costs: maximum 7% of the budget.
> Contributions in kind: ineligible as co-financing.
> Ineligible costs: debts, debt interest, credit, interest on credit, real-estate, exchange rate losses, third party credit.

> 1st Stage: opening, administrative check, evaluation of concept notes.
> 2nd Stage: evaluation of the full application forms. Evaluation of the financial and operational capacity of
the applicants; the efficiency and feasibility of the action; the sustainability of the action.
> 3rd Stage: verification of the eligibility of the applicants
and their partners.

> New minimum percentages: 20% for lot 1 (film production ONLY) 50% for all other actions under lot 1 and lot 2 > The maximum percentages are maintained:
40% (film production) and 80% (other actions) > Special feature: applicants having received a grant under
the 1st call are not eligible as applicants, but can participate in the call as partners.

> Age of the organisations The number of years of establishment is no longer specified (however, the organisation must have official existence before publication of the call on the EU website). The financial and managerial capacities of applicants and partners will be examined in detail.
