The Chartered Institute of Taxation (CIOT) is the leading body in the UK for professionals dealing with all aspects of taxation. With a focus on education, simplicity and efficiency, CIOT offers the highest-level tax qualification in the UK – the Chartered Tax Adviser (CTA).
The Association of Tax Technicians (ATT) qualification offers the perfect start to a career in tax. The entry-level qualification offers a thorough understanding of the basic UK tax system. The Hub is the central platform for all learners to prepare for their course and undertake all their learning. Employers also use The Hub to access reports on the performance and progression of their learners.
For learners, The Hub is their online learning environment, providing 24/7 access to learning materials, practice assessments and recorded lectures. They can access support, chat with tutors and fellow learners in forums, and get dedicated support and guidance from specialist support teams. What is the apprenticeship 20% development time rule?
This development time can be split throughout the year at the discretion of the employer to meet business-critical periods, with training encompassing a wide range of activities that can take place within or outside the workplace.
Training needs to be relevant to the apprenticeship, but outside of the apprentice’s normal day-to-day activities. It could take the form of formal study days, self-study, or activities within your organisation - including shadowing, mentoring, technical training, industry visits, reading and research.
Development time at work adds further value to an apprenticeship, and allows your learners to get the best out of the programme.

All apprentices must undertake 20% development time. This is defined as learning which is completed outside of the normal day-to-day working environment.

1. Work development time can be completed inside or outside your organisation, so employees do not need to be out of the office
2. Development time does not have to be taken as one full day per working week, it just has to be 20% of their working time during the programme
3. Directed learning - including lectures, self-study time, reflections and assessments - may take up a large percentage of the work development time, depending on the level of the programme

How does funding work?As an employer, you can either access funding via the Apprenticeship Levy or by claiming back 95% of the cost through government funding. You can make additional savings by not having to pay employer National Insurance for apprentices under the age of 25.

Developing your staff as a non-levy payer
If your pay bill is under £3 million, you will not pay into the Apprenticeship Levy. However, this does not mean you cannot hire an apprentice, you will instead share the cost through government-employer ‘co-investment’. You will only pay 5% towards the cost of the apprenticeship, with the remaining 95% being paid for by the government up to the funding band maximum.
Apprenticeships that started before 1 April 2019 will continue at the previous co-investment rate of 10%.
BPP’s non-levy apprenticeship training is part funded by the European Social Fund.
Levy Payers – The Facts
1. UK based employers with a pay bill of over £3m
2. Rate of 0.5% based on your full UK payroll bill
3. ‘Payroll bill’ is your total employee earnings subject to secondary Class 1 NIC

Apprenticeship FAQs. Is the apprenticeship programme just for new recruits?
No. You can transfer existing employees who are either part way through their qualification or haven’t started a professional qualification yet onto the apprenticeship. We have a clear structure detailing entry points depending on their experience.
Is there an age limit for an apprenticeship?
There is no age limit for an apprentice, anybody, of any age, can do an apprenticeship.
Where does the employee have to be located to do an apprenticeship?
They must spend at least 50% of their time working in England.
Can my part-time employees do an apprenticeship?
Yes, we would extend the duration of their apprenticeship based on a set formula detailed in the government funding rules. This will depend on their weekly working hours.
Can learners study on evenings and weekends?
Yes, they can, but they need to be given time off in lieu as it is part of their 20% development time.
Our current study policy includes a salary sacrifice scheme, and they must pay back costs if they leave the company, can we offer apprenticeship programmes?
An apprentice cannot pay for any aspect of their apprenticeship programme. We have worked with many employers to help them change their study policies so that they can now benefit from introducing apprenticeship programmes.
Are there any additional costs?
For the accountancy and tax apprenticeship programmes the cost does not include registration, membership or exam fees (except the End Point Assessment fee which is covered).
We have spent all our levy pot, what happens now?
You will be able to use co-investment that is the same for non-levy paying firms, so you would just pay 5% off the cost.
What if my apprentice wants to finish their apprenticeship in a shorter duration or takes longer than planned?
Apprentices can finish their programme in a shorter time period, if they have been on programme for a minimum of 12 months. If they go beyond their planned duration, we will continue to support them.
