• In February 2019 Spain presented -jointly with France- a paper in ICAO
proposing the “Balanced Compromise” concept, as a mean to establish
national supply objectives to be defined through a dialogue between the
regulator and the industry.
• Those objectives should have been showed feasible from supply side and
economically acceptable from the user side.
CURRENT SPANISH REGULATORY PROPOSAL
Establish a national supply of SAF in 2025 under the EU RED II .
Initial objective for the case of Spain: 2% of total supply

THE BALANCED COMPROMISE IN SPAIN
Incorporating 2 % SAF in 2025 is a
feasible and reasonable objective
Two regulatory proposals undergoing:
Climate Change Law
Integrated National Energy and Climate Plan (NECP)
RED II implementation in Spain shall include SAF supply objectives
Public Consultations had no reactions against this measure

Approximately 150.000 Tons of SAF supply in 2025

Several technology options are under consideration by different industry stakeholders:
Co-processing, HEFA, Fischer-Tropsch, and ATJ.

REBIOLUTION PROPOSAL
• The ambition of REBIOLUTION was to facilitate innovative ways to increase production capacity and market uptake of advanced sustainable aviation fuels in the EU, boosting production capacity in Europe.
• The proposal put also focus in exploring crop rotation and use of marginal lands with a focus on Mediterranean countries.
In December 2018 an H2020 Project Proposal
was presented: ReBiolution

ARTEMISA PROJECT
• Identify available conversion technologies
• Perform a costs analysis and identify requirements of the facilities
• Identify potential investors
• Establish a development roadmap with milestones and needs
• Identify and contact the responsible administrations (Municipalities and public administrations with responsibilities in waste management)

CO-PROCESSING LCA CHALLENGE
• Co-processing offers a promising pathway but still a GHG life-cycle assessment methodology has not been approved in Europe.
• Aviation partners would not invest in a co-processing option that splits the biomass CO2 reductions among all refinery outputs
• But a free attribution of CO2 savings to a final product would boost SAF

• Widely recognized Sustainability Schemes such as RSB or ISCC already consider the possibility of a “free attribution” of the sustainable share (GHG emissions reductions) to one output material.
