• There are nine projects in the mainstreaming and institutionalising B P

• The B P Learning Network falls in the mainstreaming and institutionalising B P

IDENTIFICATION OF ISSUES• Govt (all three spheres) does not adequately consult

with communities, • Communities must be taken on board on the delivery

issues• Find more practical ways of consulting with

communities• University of Venda has taken the university to the

people• Govt is not transparent information is not shared

with the people• Involve communities to participate in info sharing

IDENTIFICATION OF ISSUES• Establish structures to vigorously to drive

the B P programmes in depts and municipalities

• Make BP integral to the culture of the organisation

• There must be high level intervention to get “buy-in” from Senior Management Service.

• Dept/spheres of govt must come together to plan service delivery programmes

IDENTIFICATION OF ISSUES• Flaw in the quintile ranking system to

fund schools• Train people on the implementation of

policies because policies are inconsistently applied

IDENTIFICATION OF STRUCTURES• Provinces should have a vehicle/ steering

committees to drive approved project because budgets have been already approved

• Draw the communities, NGOs, CBOs eg universities and FBOs in the consultation processes and the monitoring and evaluation processes

• These structures must be educated on government policies, systems, processes and procedures

IDENTIFICATION OF STRUCTURES• Instil in school children the culture of

B P and Ubuntu so they grow up knowing the principles

• Policies must be implemented, B P must not fall outside the implementation of policies.

• M & E of B P must be strengthened

IDENTIFICATION OF STRUCTURES• Local govt is neglected and national

and provincial government parachute projects and go away with no accountability for these projects

• Co-ordination of all service delivery projects

DOMESTICATING INTERVENTION STRATEGIES

• Common structures eg. customer care need to be established in all departments and municipalities

• Clear understanding who the customer/client is. Eg in labour relation the customer is the employee

DOMESTICATING INTERVENTION STRATEGIES

• B P must be part of employees Performance Management and Development System

• Develop M & E tools to monitor the implementation of B P- clear indicators for how service delivery has been improved

DOMESTICATING INTERVENTION STRATEGIES

• B P still regarded as an “add-on”Peoples’ attitude need to be changed

• Dedicated structure and persons in depts/municipalities to deal with B P and programmes around B P

DOMESTICATING INTERVENTION STRATEGIES

• Integrated structures to drive service delivery

• Prioritise and align the needs of the community we may be duplicating services

DOMESTICATING INTERVENTION STRATEGIES

• Integration of B P into the curriculum of professional development training ie. preset training

• Develop a close relationship with the media so that projects and programmes are sufficiently publicised and for the purpose of accountability

• The PSC reports are not taken seriously because there are no consequences for the non-implementation of B P

CONCLUSION• Issues raised at the 8th Learning Network

must be taken forward by the DPSA

CONCLUSION
