The Uniform Physical Condition Standards for Vouchers (UPCS-V) is a Demonstration Program, implementing an improved inspection standard for HUD’s Housing Choice Voucher (HCV) units.

Developed with PHA collaboration

Opportunity to influence a new HCV inspection standard

Why Change?

• 2011: Senator Collins (ME) requests an OIG Audit in Maine

• Found inconsistent HQS findings

• Ineffective quality controls

• 2008-Present: HUD Office of Inspector General Audit Reports

• 2,200+ Indirect Findings

• 90+ Direct Findings

• 2014: REAC completed 27,000 QC inspections on HQS

• Inconsistent inspection process

• No electronic data model

• Senate Report FY16 on Housing Quality Standards (HQS):

• “…directs HUD to implement a single inspection protocol for public housing and voucher units…”

What is UPCS-V?

UPCS-V “V” signifies “Voucher”

Based on the UPCS Protocol

Modified to fit the needs of the Housing Choice Voucher (HCV) program

Aims to clarify and streamline inspection processes for PHAs and inspectors

Increases the detail owners’ and tenants’ have to information about their homes

UPCSStandardized inspection code created in 1998

Provides a set of minimum standards for components found in real estate

Adopted by IRS and USDA

UPCS-V Demonstration Program

UPCS-V focuses on enhancing the HQS inspection standard through increasing the:

• Inspections (assessments) conducted using a defined set of criteria

• Improving inspections, training, and compliance

• Decision trees or branching logic• HUD provided training• HUD quality control program

• Different inspectors arriving at the same result each time

HUD form 52580a states:

Unsound or hazardous” includes: serious defects such that

the structural safety of the building is threatened, such as

UPCS-V Data Visualization Desktop (DVD)

Defects Prevalence Inspection Forecast

DVD will help enable the feedback loop, where ISDV provides inspection information back to the PHA.

For example, using DVD we will be able to determine defects prevalence; what defects are failing more by PHA. This will help PHAs have better insight into their housing stock, as well as to more effectively resource load. Using DVD we can help forecast inspections. 18
