Previously it was illegal in the UK to supply a product if it contains or releases more than 0.1% hydrogen peroxide.

Cosmetic Product (safety)Regulations 2008 were amended by the

Cosmetic Product (safety)(Amendment)Regulations 2012

Products containing or releasing more than 0.1% cannot be used on under 18s

Products containing or releasing between 0.1% and 6% can only be sold to a dentist

BUT

The first use(application) of each cycle has to be by the dentist or under the direct supervision of the dentist

Hygienist or therapist may provide the first use as long as it is under the dentist’s direct supervision

As A rule of thumb, a given % of carbamide peroxide is three times the % of hydrogen peroxide that is released by (or contained)in the product
