Presentation
The NPO offers a full range of multi-standard QoS Monitoring and radio network
optimization facilities, including:
QoS analysis
QoS decrease cause diagnosis
Radio resource configuration tuning
Cartographic telecom management
Hardware inventory management
User environment customization.
The NPO supports GSM, W-CDMA, WiMAX and LTE Radio Access Networks (RAN).
This product includes a powerful Oracle database containing performance measurements
and calculated indicators which ensure rapid detection of QoS degradation. The NPO also
proposes the appropriate correction tasks and an improved logical configuration for the
radio network, even in multi-standard environments.

The NPO architecture is a Server/Client application composed of several machines which
communicate via HTTPS protocols inside a LAN network.
The NPO HMI server is an optional machine in the NPO architecture.
NPO configurations
This section provides an overview of the different NPO configurations.
NPO server
An NPO server runs on a dedicated machine.
The NPO server mainly hosts the Oracle database, NPO software, documentation and
Corba/Apache services.

NPO client
The NPO client represents a PC machine running on the Windows XP Professional SP2
or Windows Vista operating system.
Java 1.6 (JRE and JDK) and the Flash Player software must be installed on the NPO
Client.
Note: It is mandatory to install the JDK. If only the JRE is running, then some
features of the Analysis Desktop will not work (for example, exports of Microsoft
Excel files).
The RAM memory must be:
Minimum 2 GB in size for a full Client
Minimum 1 GB in size for a light Client.
NPO printer
The printer must be declared on the NPO client.
It must have a 10/100 Ethernet interface with a standard TCP/IP port. At least one color
printer must be available to print the content of the Microsoft Excel reports.
The installation and configuration of the printers is of the responsibility of the customers
system administrator.

Presentation
The Web iconbox is a web application opened in an Internet browser window, which
allows the Muse desktop to access specific technology and multi-technology applications.
The Wibox displays icons which give the user access to the applications via navigation
objects. Its main page content depends on the profile of the user and on the installation
type.

The Wibox main window is divided into five areas:
Banner area contains: the Alcatel-Lucent logo, the title of the product (given in the
xml configuration file), the user who is logged in and the X icon used for logging
out from Wibox
Application area contains the icons of the applications which can be launched from
Wibox

If there are more applications, a navigation system is available to navigate to the
second page, similar to the first one, where the rest of applications are displayed. A
filter mechanism (Domains in the Command area) is used to see only some
applications.
Navigation area contains the Arrow buttons used to navigate through the pages of the
Wibox
Custom area contains applications that the user wants to access frequently. It is filled
by drag and drop from the Application area. The maximum number of contained
applications is four.
If an application is already displayed in the Custom area or if the Custom area is full,
an error message is displayed.
Applications can be removed from the Custom area by dragging them to the
Application area.
The user settings for the Custom area are saved locally, on the client PC, for each
user.
Command area contains the Domains and Status icons.
The Domains icon is used to filter the applications visibility in the Application
Area. If the Wibox contains only one Domain, the corresponding icon is not
displayed.
When clicking on the Domains icon, a list of the filtering options is displayed. The
content of the Application area is updated and refreshed according to the option
selected from the list.
For example, to see in the Application area only the Optimization applications, from
the Domains list, deselect all the options, except Optimization.
The Status icon is used to open a window which contains the date and time of all
the launched applications.
When the mouse is on top of an application icon, a tooltip is displayed, showing the
domain to which the application belongs.
The Wibox application uses:
ACommon Security Asset (CSA) server to retrieve the token and access rights of the
user, in order to access the applications integrated in the Wibox
An HTTPS server to obtain the required configuration files.
You can access the Wibox display through an Internet browser (for example Internet
Explorer, Firefox) on the client PC.

Procedure 2-3: Change user password
Password policy
You must enter exactly the same password in the Password and Confirm fields. These
fields are case sensitive.
Note: The program does not verify if the new password differs from the previous
password by more than three characters and that the new password is not equal to a
configured number of old passwords.
The password must:
Contain at least seven characters and at most one hundred characters
Contain at least two letters of the alphabet (one in upper case and one in lower case)
Contain at least one Unicode special character and at least one number
Not contain blank spaces
Not be equal to or contain the user name. Also, it must not be a double repeat or a
reverse of the user name. For this comparison, a lower case letter and its
corresponding upper case are equivalent.
Not contain sequential ascending or descending strings of alphabetic or numeric
characters equal to or longer than four characters (e.g. 1234 or dcba are not
accepted). For this comparison, a lower case letter and its corresponding upper case
are equivalent.
Not contain more than three of the same characters in a row. This condition is
managed through a configuration variable (enabled / disabled).
Not contain substrings of at least four characters that match with whole words of the
defined dictionary. This condition is managed through a configuration variable
(enabled / disabled).
Procedure

The NPO collects periodical measurements of the radio traffic, radio resource usage, and
handover behavior from the network elements through the declared OMCs. These
measurements serve the quality of service monitoring at the NPO, and back-office
activities such as network optimization and network planning.
Users can create their own counters and indicators, and customize system data. The data
can then be analyzed in QoS reports. Special functions allow identification of the worst or
best cells related to a QoS indicator, to get reports on the QoS evolution, and to compare
the service quality of different cells. By comparing QoS indicator values with predefined
thresholds, the NPO ensures rapid verification of the quality of service in each single cell.

Alerters
Alerters are defined to detect QoS problems and generate QoS alarms in the OMC, on the
basis of reported Performance Measurement data. They are calculated from
counters/indicators.
Optionally, SNMP trap can be sent when a threshold is crossed.

Create and execute reports
The NPO operator can view the results of QoS analysis in the form of reports for a
selected set of network resources and the defined report period.
They contain both tables and graphs (several functions graphically displayed
simultaneously). The customer can also customize reports.

Reference values
Reference values are recommended values of parameters. They allow a quick audit of the
network and permit the operator to detect which objects do not follow recommendations
for parameter values. The reference values for a parameter depend on different criteria,
such as cell type, cell class, frequency, and BTS type.
NPO is delivered with a default set of reference values, which can be customized.

Rules
Rules are Excel files that express the dependency between two or more parameters of a
given object, and which are stored in the Oracle database.
Conditions and expressions regarding other parameters are defined inside the rule,
indicating when a rule is applicable.

Diagnosis
The NPO investigates and diagnoses QoS problems. Depending on the raised problem, it
proposes some corrective actions and / or extra investigations.
In order to benefit directly from any optimizer's field experience, the NPO allows
integration of new diagnosis scenarios. Therefore, the network optimizer can rely on the
diagnosis rules supplied by Alcatel-Lucent, and also on the rules derived from their own
optimization experience.
Whenever a QoS indicator reaches its alert threshold, the NPO offers the diagnosis
feature to the optimizer, in order to find out the possible cause of the QoS degradation.

Tuning
After a network optimization session is completed, a radio parameter tuning is performed
using the NPO. This is done in order to correct network misbehavior and uses monitoring,
checking and diagnosis functions. The NPO user can prepare radio resource configuration
modifications, frequency changes and neighborhood modification and apply them through
the managed OMCs.

Events
Events show when the key information of a cell has changed. There is a different event
per type of parameter (identifier, BSC, frequency, etc.) or topology change (for example,
Move BTS). The event can be displayed in reports or in a dedicated tabular viewer.

Cell class editor
This feature allows the operator to change the cell class of a cell compared to the cell
class imported from RNP. The user can create a new cell class that inherits its
characteristics from the system defined cell class.

Favorites
This feature provides a shortcut to select the indicator or report (similar to the best of in
RNO). Each operator can save favorites.

Network Unavailability and Alarm Reporting Tool (NUART)
The Network Unavailability and Alarm Reporting Tool (NUART) analyzes and reports
system quality degradation, detects the impact on stability and unavailability, highlights
faulty equipment, and extracts unavailability related to managed objects for a specified
time period, filter and sort statistics.
Based on the reported PM data, alerters detect QoS problems and generate QoS alarms.

Remote Inventory Data Management (RIDM)
The Hardware Inventory application consists of Remote Hardware Inventory
management and Customer Acceptance List management to compare it with what is
actually deployed on the field.
Using the Remote Hardware Inventory, data is collected for the entire equipment rapidly
and precisely, without the need to go onsite. The operator can then use the information to
determine the exact number and locations of boards to be replaced (for example, before
the introduction of a new release) or the detailed characteristics (especially the functional
variant and ICS or correction status) of a faulty board requiring intervention.

Cartography
The cartography feature allows the geographical display of cells, adjacency and of other
objects (BSC, etc.) rasters and vector maps with the same coordinate system, computed
maps and network objects. The coordinates can be imported from RNP data, operational
data or data entered by the operator.
Thematic layers allow the user to visualize QoS information on the geographical
representation. Its purpose is to color parts of the geographical representation, according
to user requests on the QoS indicators, parameter values, analysis results, etc.
The adjacencies analysis functionality, by the means of graphic tools, enables the user to
view existing and forecasted adjacency additions and deletions for a cell, and decide
whether to add the forecast to a tuning session.

Google Earth export
The cartography information can be exported in order to be displayed in Google Earth
through the Keyhole Markup Language (KML) interface. The KML is an XML grammar
and file format for modeling and storing geographic features such as points, lines, images
and polygons for display in Google Earth.

Free fields
For each customer object type, a set of additional free fields can be defined. Then, an
object can be associated with a set of free fields values.
Free fields can be generalized for all network objects, but are basically used with the
cells.

The log visualization feature offers the basic features for handling the generated logs:

Export interfaces
The NPO offers a public web interface called EQL, used to retrieve data through external
tools such as web-browsers (Mozilla, Internet Explorer) or web-enabled applications
(Excel). This can be done by executing queries or report requests.
The command line access to EQL is supported fromWindows and Unix.

Web client
This feature allows the operator to browse the NPO topology and functions, and to
execute classical views and reports for a quick analysis of daily checks without running
the NPOAnalysis Desktop.
The search facilities of the Web Client help the operator perform their selections and the
selections can be stored as favorites.
Web client introduces the concept of the selection cart, which is a preset of topology
elements and function elements in order to ease the use of selection lists.

Web publishing
This feature enables the light client to display computed views and reports in a web
browser, accessible from any PC with a web browser, without having to launch the
Analysis Desktop.
Each published view/report is stored in a web file repository in its existing XML format.

Common Security Asset
The Common Security Asset offers a Single Sign On and Access Control mechanism at
different levels to provide a highly secured operating environment. This includes an
entry-level login and password mechanism.
All system users have an associated user profile that defines their user ID, password, and
access privileges.
System administrators assign maintenance personal access profiles based on the
management functions that they perform.
The CSAGUI allows you to manage users, user sessions, groups, IP address and
subnetwork access on the CSA.
It also enables you to view the list of all users, user groups, entities, entity groups, tasks,
task groups and criteria on the CSA.
Use the User and Session Manager to carry out the following user administration tasks:
Create and remove users, user groups, entities, entity groups, tasks, and task groups
Assign users to user groups
Assign entities to entity groups
Assign tasks to task groups
Assign entities or entity groups to user groups
Assign tasks or task groups to user groups
Monitor user sessions using the monitoring tool
Enable or disable IP address and subnetwork access to CSA.
