Risk MethodologyCONSIDER THIS….Why is it that the same disaster event (i.e. Flood) will adversely impact people, property, the environment, economies, and governments differently?
Do Disasters Discriminate?

Risk Methodology“Many disaster losses – rather than stemming from unexpected events – are the predictable result of interactions among three
major systems: the physical environment, which includes hazardous events; the social and demographic characteristics of the communities that experience them; and the buildings, roads, bridges, and other components of the constructed environment…
[we] must acknowledge that disasters occur at these intersections. While the escalating losses from disasters will
continue to result in part from the continuing expansion of our nation’s “capital stock,” it can also be attributed to the fact that all these systems – and their interactions – are becoming more
complex with each passing year.”Dennis Mileti (1999)

Remember, Mitigation is…“Any action taken to eliminate or
reduce long-term risk to humanlife and property from theconsequences of natural andhuman-caused hazards”.
Such actions taken to reduce theconsequences of disasters andbreak the vicious cycle ofdestruction, repair, destruction, repair, etc.
“Mitigation actions are thefoundation of a truly effectiveEmergency Managementprogram.”

Mitigation Strategy• Define goals and objectives• Identify and analyze a comprehensive range of possible
mitigation measures
• Develop an action plan for implementing mitigation
measures
Examples of Mitigation:Siren Coverage, Mass Emergency Notification, Flood Control, Emergency
Power Supply
Does the Plan identify and analyze a comprehensive range of specific mitigation actions and projects for each jurisdiction being considered to reduce the effects of hazards, with emphasis on new and existing buildings and
infrastructure? (Requirement §201.6(c)(3)(ii))
Does the updated plan identify the completed, deleted or deferred mitigation actions as a benchmark for progress, and if activities are unchanged (i.e., deferred), does the updated plan describe why no changes
occurred? (Requirement §201.6(c)(3)(iv))
