2012 ImplementationIt’s finally here!

Goals• Goal: to implement QUALITYstarsNY in high

needs communities in NYS– State Education Department (SED) funding to

engage programs and providers in communities with Persistently Lowest Achieving schools

– Private funding to expand implementation– Public funding to support field test sites

Participation Criteria• Licensed, registered or regulated program or provider– Center- and family-based providers licensed/registered with

OCFS or NYC DOHMH– Registered/licensed UPK and Head Start classrooms in CBOs

and public schools– 4410/preschool special education programs– SED registered nursery schools

• Priority in selection will be made to programs:– Located in the priority zip codes– Operating for at least two years– Serving at least 25% low-income children

*Select zip codes in each community will be prioritized in the selection process; former field test sites in all communities are eligible to participate

Implementation Components

Standards Self-StudyObservationsQuality Improvement Plan

Standards Self-Study• Orientation to the standards• Support through standard interpretation,

documentation identification, and documentation submission

• ERS training support• Workforce Registry Support

Observations• There are two main independent observation

tools– Environment Rating Scales (ERS)

• Points are awarded based on the results of ERS observations. To be rated at the Three Star level or higher, programs must have independent ERS observations and obtain an average score of 4.25 or higher.

– Classroom Assessment Scoring System (CLASS)• CLASS observations scores are not factored into the standards or the points.

Programs rated at Star Four or Star Five will have independent CLASS observations and the results of these observations will be included in the teacher’s and the program’s quality improvement plans.

Quality Improvement• Quality Improvement Specialist support

– QI Specialists will meet with programs to discuss the standards and assessment results

• Quality Improvement Plan– Together the QI Specialist and the program administrator will

develop a plan for improvement with goals and action steps• Professional development and resources for improvement

– Funds will be available to support the professional development needs of the staff and to support the enhancement of the learning environment

Site applies to participate

Site is selected to participate

Site staff completes profile in the Workforce

Registry

Site submits application for

rating and documentation

Site gets provisional star

rating

Site is assigned a baseline rating

ERS is conducted if applicable

Site creates a QIP and engages in

quality improvement

Incentives and Supports

• At least $500 to purchase supplies and materials identified in the QIP

• QUALITY Scholars funds will be available for professional development including training and coursework

• Dedicated Quality Improvement Specialist support

Participant Expectations

• Attend orientation sessions in July• Staff enter qualifications and experience in

Workforce Registry and submit appropriate documentation

• Complete all required paperwork • Work with Quality Improvement Specialists• Proper use of funds and resources
