R ight now theMinnesota Legis-lature is consider-

ing a mandate that wouldrequire the installation offire sprinkler systems inall new homes. Requiringsprinklers in a new singlefamily home will not pre-vent tragedy where it islikely to occur becausenew homes are least like-ly to have fires.

New homes are builtsafer than ever before.

Electrical systems andmaterials are more firesafe. Circuit breakers,which detect groundfaults and overheatedwires, have replaced fuseboxes, which can only dis-connect a circuit whenthere is a short in thewiring. Also, code require-ments for more receptacleoutlets around a home’swalls means the homeowner is less likely to useextension cords that canbe cut or overload a cir-cuit. Additional require-ments such as a greaternumber of appliance cir-cuits for the kitchen, larg-er capacity, restrictions onthe use of aluminum con-ductors, and increases inelectrical wire sizing addup to a more fire-safehome.

Central heating sys-tems and increased insu-lation requirements innew home have reduced

the need for portablespace heaters, a majorcause of residential firedeaths.

Fire separation in newhomes between the houseand garage, and fireblocking in the ceilingsmakes them inherentlysafer. Fire separation,also known as compart-mentalization, is a fire-resistant rated wall orbarrier that separatesparts of a building. In

single-family homes, thefire separation is placedbetween a home and itsattached garage. Fireblocking is usually foundwhere a wall meets a ceil-ing. Draft stopping islocated in the concealedspaces of dropped ceilingsand in attics. Both ofthese construction tech-niques are designed toprevent the spread of firebetween the levels of abuilding. Fire blocking,like fire separation in thegarage, provides addition-al time for an individualto get out of the houseafter the alarm sounds.

New homes are alsosafer because they have

escape windows in bedrooms. These windowsmust meet minimum sizerequirements and must beno more than 44 inchesabove the floor to makegetting out of the housequicker, and also make iteasier for fire fighters toget in if they need to.

Possibly the most effec-tive safety feature foundin new homes is an inter-connected and hard-wiredsmoke alarm system.With these new systems,if one alarm sounds, theywill all go off, alerting thewhole family to a possiblefire and giving them timeto get out alive.

One of the most impor-tant considerations for yourhome remodeling project isfinancing. After all, the proj-ect will go nowhere if youcan’t pay for it.

Fortunately, there are sev-eral options that can pro-vide the dollars you need.Four of the most commonare a home improvementloan, a home equity line ofcredit, a home equity loan(second mortgage), and acash-out refinancing of yourcurrent mortgage. However,the simplest method offinancing is cash.

CashIf you have cash in sav-

ings to pay for your homeremodeling project, this maybe the best way to financeyour home improvements.But be sure to consider thefact that, by paying in cash,you tie up money that couldbe earning interest in otherinvestments. In otherwords, you need to look atthe interest rate that youwould be charged by financ-ing the project and comparethis to the interest you couldearn by investing thesefunds.

Also remember that inter-est payments on a home

improvement loan may betax-deductible, while youcan’t write off the expensesof a remodeling project paidfor in cash.

Improvement LoanTwo special loans admin-

istered through the FederalHousing Administration(FHA) are the Title I andSection 203(k) programs. ATitle I loan allows you toborrow up to $25,000 forimprovements to a single-family home. These arefixed-rate loans that FHAinsures against the risk ofdefault. Loans must bemade by an approved Title Ilender.

The 203(k) program is notas well known, but if you arelooking to purchase a fixer-upper, it is a terrific oppor-tunity. It allows home own-ers to receive a single, long-term, fixed or adjustablerate loan that covers boththe acquisition and rehabili-tation of the property. Toobtain a loan under the203(k) program, you mustuse an FHA-approved lend-ing institution. Most mort-gage lenders are approvedto make loans through thisprogram.

Line of CreditA home equity line of

credit is a form of revolvingcredit in which your homeserves as collateral. Thisallows you to tap into thesefunds whenever you needthem. The credit line is usu-ally set at 75 to 80 percentof the appraised value

of your homeminus the bal-ance of thefirst mortgage.Your credit history andability to pay may alsobe considered in deter-mining the amount ofcredit available.

Home equity lines ofcredit usually carry avariable interest ratethat is figured byadding a margin to the cur-rent Prime Rate or someother index. Other costsassociated with setting up aline of credit may also applyand will vary from lender tolender.

Second MortgageIf you are not comfortable

with the open-ended natureof a line of credit (whichrequires discipline to ensurethat you don’t go way overbudget), a home equity loan,or second mortgage, may beright for you. This is a fixed-rate, fixed-term loan basedon the equity in your housethat is paid back in equalmonthly installments over aspecific period of time.

Cash-Out RefinancingIf interest rates today are

significantly less than whenyou first purchased yourhouse, refinancing yourmortgage may be a wisemove. This refinancingalternative allows you touse the accumulated equityin your home to take out anew loan to pay off yourexisting mortgage andthen use the remaining

funds for your remodelingproject.

Make sure you factor inthe length of time you planto live in the house and thenumber of years left on yourcurrent mortgage before youdecide to refinance.

Keeping Your BudgetOnce you’ve decided how

much you can afford tospend fulfilling your remod-eling dreams, the real chal-lenge is making sure youstick to this budget. So, howcan you prevent yourexpenses from spiraling outof control?

Plan on spending only 80percent of what you canafford. Put the additional 20percent in reserve to coverchanges, unforeseen prob-lems, and miscellaneouscharges.

Remember that anythingnot included in the originalcontract will cost extra. It’svery easy to start tacking onhundreds and even thou-sands of dollars in changeorders that will break bothyour budget and your time-line.

Crunch the numbers and meet with a financial advisor to determine whether paying in cash will reallypay off in the long run.
