Distance Learning service providers must have three elements that makes it a total solution. [1] Production of quality content. [2] Collecting, Editing, Encoding and storage. [3] Means to deliver the content to end users.

Current distance learning providers have first two elements but they lack the third one. That is a transport media to deliver content to the end users.

The end users, by our definition, is any resident with a desire to learn, it may be continuing education, or a research project, or a school classes or it simply might be a cooking lessons for the lady of the house.

Allumera has all of the three elements needed to be a world class Distance Learning Service provider. Here is how……….

Production of Quality Content:

1st element: Production of Educational Content: Allumera provides equipment to educational institutions

(EI) for the video production. It also provides training to make educational video clips

or movies for digital broadcast. EI can make a simple VHS movies and give it to IBC. IBC can help EI to create a password protected web site

that contains the links to various class room material that particular student can access that can be a video, audio, or data files.

The interactive web site can deliver DVD quality videos. The student can control the reception and can chat with the professor at pre-set time or can leave message on the bulletin boards for help from the other students.

IBC, also, provide equipment for the live broadcast for special class session or for sports.

Method of Collecting the Material:

2nd Element - Allumera collects the content from the EI: EI can produce content in any format of their choice:

[1] VHS Movie Format (AVI format). [2] Streaming video Format (DVB/Mpeg2 compatible). [3] Web site that links to their video servers. [4] FTP format. [5] Digital Video format (DVD).

Than transport the content to IBC by any one of the method: [1] Wireless Link using Allumera two-way. [2] Over Frame relay or VPN connection. [3] Physical medium such as video cassette, CD, or

DVD. [4] Via Internet using high-speed connection such as T1. [5] Via satellite.

Allumera Receives:

- broadcasts from schools, hospitals, sport center, etc.

- Internet traffic from Local ISP.

-video content from the satellite.

Allumera converts it in to a DVB/Mpeg2 Transport stream, combine them together using Multiplexer and send it to the users.

Allumera can provide 16 channels using one Multiplexer.

Allumera Collects the Content (Continued):

2nd Step of 2nd Element – Editing, Encoding and Storage: IBC’s staff can edit the content as per client’s instruction and

convert it in to the interactive streaming video format. IBC can store the content of an EI who delivers it using frame

relay, VPN, or satellite, if they desire, and if not Allumera can act as a pass through and deliver it directly to their customers.

IBC maintains the web, ftp, video and file storage servers that can be made available to EI’s at no charge or at very nominal charge to store their content on the Allumera networks.

IBC’s hub maintains broadband connection with the Internet that makes it easy for the high-velocity content delivery.

IBC can receive the satellite broadcast of the educational video and either store it or re-broadcast it via Allumera.

Allumera also maintains Cache servers that stores frequently visited web & FTP site for faster delivery.

Allumera sets up the main hub and enough repeaters to provide strong signal to every subscribers located in the area. Than delivers Allumera services via customer premise equipment.

3rd Step – Delivery of the content to the end users: The Power Point Presentation, Allumera Serves Rural NE Texas,

provides detailed information on the Allumera Delivery System. Allumera delivery solution is a versatile solution that can be

tailored to suit client’s application. It can deliver content from its network at speed exceeding 4 Mbps and in any format.

Allumera can deliver pre-recorded videos in interactive format to the students from its server or from school’s server at predetermined speed. The files can be transmitted to one or to a group of students (Uni-cast or Multicast).

Allumera can do live re-broadcast to one or to many students. Student can research the project themselves by browsing the

data base, on their own, on the authorized sites. Allumera allows students to hear and send audio clips but the

video delivery from the student is limited by the uplink speed.

Why This Area?:

It will be easier to continue the deployment in the neighboring region of IBC’s first pilot project that is located in Dallas, TX.

Our extensive travel to survey the need of the rural residents in this area indicated that there is a big demand for Allumera.

As per the census bureau statistics: 78% of the residents are above the age of 21; and, has majority blue collar workers with average household income. They need affordable solution.

There are more than 49 schools and 13 major educational institutions and several hospitals in these area.

Let alone fast Internet connection, some of the rural communities don’t have even decent dial up connection. Some communities pay surcharge or long distance charge to local telecom to use dialup Internet connection.

The area is deprived of DSL, Cable and other wireless services. Satellite services are expensive and don’t provide support for high-bandwidth applications, such as Distance Learning.

Current Content Delivery Structure:

FCC reported that 2.8 million users have a high-speed access.. Majority of 110 million users uses a dialup access. Distance learning services and Media rich content providers

deliver the content to the Internet at high-velocity. 56 Kbps modem can not cope with such a high-velocity so the

users are unable to enjoy media rich services. Satellite system’s high cost 400 kbps download speed is not

good enough to deliver distance learning & media rich content. DSL or Cable is not widely available. They are not set up for

the high velocity content delivery that is a must for the Distance learning services.

Allumera Delivers to the End Users: Allumera provides high speed down link connection via

wireless to the end users. User may send request for file using a dialup, ISDN, etc. connection.

Allumera fetches the files from the Internet, or from its own network, or from schools or hospitals to send it to the end user.

Allumera’s Network Architecture: Allumera can distribute the audio, video, data and graphic rich

files to the end users at high-speed. Lets us first understand how Allumera obtains the files from

various sources to its Hub that it will distribute to the end users. IBC’s Dallas hub (D-hub) is connected to the Internet at 3 Mbps

scalable to T3 or more. IBC will install one of the hub needed to provide the proposed

coverage in Wylie, TX (let us call it W-hub). IBC will connect W-hub with D-Hub with 10 to 45 Mbps two-

way wireless link using 5.7 GHz spread spectrum radios. IBC will install four repeaters to provide better coverage. IBC will provide two-way 11 Mbps link to the local area

educational institutions, hospitals, clinics and other businesses.

IBC’s Current Deployment: IBC has setup a main Hub on the tallest building in downtown

Dallas that is connected to the Internet with a T1 connection. The Hub provides coverage to the area of about a 30 mile

radius but needs repeaters to get to the darker areas that are behind big buildings. IBC has ordered 4 repeaters.

IBC intends to use indoor antennas after the installation of repeaters that will light up the Dallas/Fort Worth market.

IBC currently serves 200 customers satisfactorily. The cost of the Allumera equipment needed for the hub and

repeater is provided in Attachment 4, Part 1 under Price List. IBC can provide adequate coverage to any rural city (25 to 50

miles radius) with One Main Hub and Four Repeaters. With proper coverage the end users can use indoor antenna.

Allumera In Action – Log In Process:

End user logs in with Allumera:

End user connects to ISP using a modem (user 1), ISDN (user 2), cell phone (user 3), or a set-top.box (user 1).

End user installs Allumera log-in client & enters his or her ID and password in to the dialogue box.

End user dials in to ISP, using a dialup account, to establish a TCP/IP connection via PPP.

Allumera’s log-in server, at the hub, automatically connects End user to IBC’s gateway, gets the user’s ISP Assigned IP address and MAC address of the USB box. Now the user is ready to send a request on ISP’s dialup & receive via wireless.

Allumera’s configuration software allows the user to switch between Allumera’s wireless and regular dialup service.
