Examples: Barcelona, London, Milan, Moscow, Paris, Stockholm

24

Public transport in Vienna: Further development

Underground development

Current extension stage• U2 – Nord ✓• U1 – southbound extension – under

construction• U2 – southbound extension –

construction starting in 2018• Construction of the „missing“ U5 –

construction starting in 2018

Further projects• U4 modernisation

25

Historical Background

• Until the Seventies, Vienna’s cityscape was characterized by trams – the concept of open access should be maintained

• The open system provides greater flexibility with regard to designing the stations (e.g. larger hall areas)

• Easier integration of the guiding system developed for the underground

- no “one-way system”- no fixed separation of passenger flows necessary resulting in slightly less space required

Characteristics of the open system in Vienna

26

No turnstiles

Validate tickets at access points

No system requirement to use“electronic” tickets(data protection)

High proportion of season/travel cards

About 100 ticket inspectors travel the entirenetwork on a daily basis

Low level of fare evasion of less than2%! (continuously falling)

Characteristics of the open system in Vienna

27

Increase in passengers

28

Fare evasion in Vienna

29

High passenger comfort

• No physical and mental barriers through open access.

• Travel/Season tickets only have to be produced for inspection!- Hence lower risk of casual thefts

• Largely unhindered flow of passengers at entrances and exits- Hence greater passenger capacity per time unit/average possible in passageways

Experiences with the open system in Vienna

30

Barrier-free access• “More basic” equipment of stations with barrier-free access points

Personnel management• Transport staff can be provided with a greater level of varied work

through “alternating jobs” (driver or ticket inspector). Option of remaining in the labour force for longer.

Disadvantage: assumed “invitation” to dodge the fare• No physical barrier, which make using public transport without

ticket more difficult.

Experiences with the open system in Vienna

31

Every Metro Station has at least one barrier-free access• But not every access is barrier-free (e.g. because of heritage

protection)• Example: Metro Station Schönbrunn

Barrier-free access

Bild: Joachim Stein, www.la-belle-epoque.de

1x barrier-free access with elevator

1x non barrier-free access (heritage protection)

32

4.000 drivers

200 ticket inspectors

More than 200 drivers are additionally qualified as ticket inspectors

about 100 ticket inspectors are daily on duty, supported bei 30 qualified drivers

20% of controlls at the entrance/exit of the subway stations, 80% are done by mobil teams

Number of drivers/ticket inspectors

33

Implementation in existing tram stop infrastructure is critical

• Heritage protection (e.g. Otto-Wagner stations)• Space conditions (Ticket automats have to be place in front of

platform barriers)• Accessibility difficult to secure

High staff requirement

• Fault management (faults of platform barriers)• To guarantee open escape routes• Control staff still remains a requirement

Arguments against the implementation of a closed system

34

Economic viability questionable• Costs of deciding in favour of a closed system include:

- Additional personnel costs- Construction costs (barriers, ticket readers)- Maintenance costs
