Chairman’s foreword
It is my honor to present the 2019 GPCA Annual Report. In addition to reviewing our activities and achievements of the last 12 months, this report assesses the trends and developments which shaped the industry’s performance.
The year in review saw ongoing economic challenges for the chemical industry in the Arabian Gulf and worldwide. This maintained upon us the incentive to demonstrate agility and the ability to drive transformational change in the face of a market slowdown, which itself led to a dip in global chemical industry profits of a scale not seen since the financial crisis of 2009.
The impact of these trends upon our industry was profound. The moderation of global growth was compounded with rising capacity, oil price volatility and the reduction of margins across many product lines. No industry arm proved immune to the resultant slowdown with the commodity, speciality, agriculture and industrial gases sectors all being squeezed.
Yet, as ever, our industry proved itself to be resilient and resourceful in the face of every challenge. The Arabian Gulf region is home to some of the world’s strongest chemical brands and largest integrated refining and chemical complexes. It has maintained its exceptional standing on the global chemical markets stage and cemented its position as a leader in the production and export of chemicals worldwide.
Strategic long-term investments continued to be made both regionally and globally. The year witnessed a wave of newly-formed partnerships between Arabian Gulf players and multi-national heavyweights in areas of chemical production, feedstock supply and technological innovation.
The strength of the M&A market inside the industry was also maintained, reflecting a renewed drive by regional producers to consolidate their business positions, build critical mass, diversify their portfolios and heighten levels of access to feedstock and key markets including China, India and the United States.

As the voice of the regional chemical industry, GPCA plays an indispensable role in driving progress and aiding regional producers to address today’s challenges, while planning to overcome those which lie ahead.
The association continues to accomplish this by continuing to provide a platform for collaboration, a forum for knowledge exchange and a framework within which strategic partnerships and investments can prosper. The collective goal-setting and future-shaping of the chemical industry is very much in our hands.
In the reporting period, we made excellent progress in priority areas that will help define our future.
Firstly, in driving government-industry collaboration. GPCA has worked hard to build closer and more effective relationships and to foster cross-regional dialogue on the adoption and implementation of world-class industry standards in the GCC. This year, we marked a decade of Responsible Care® in the region with a dedicated conference that reflected on our sustainability commitments and important advances in EHS&S performance and transparency.
The challenge of plastic waste was a core societal priority in 2019 amid rising expectations for businesses and institutions in all sectors to demonstrate their commitment to tackle this issue. The spotlight is intensifying on companies and investors alike to take action and present long-term solutions. This is non-negotiable and has become a central pillar of maintaining a licence to operate.

GPCA stands proudly in the vanguard of driving industry collaboration to eliminate plastic waste. Our participation in global and regional efforts accelerated in 2019 with a range of activities that included the joining of the Coalition Circle with other value chain partners. Meanwhile, in the United Arab Emirates we co-signed a pledge with the Ministry of Climate Change and Environment to promote the development of a circular economy model.
GPCA members, including SABIC, were also among the founders of the ‘Alliance to End Plastic Waste,’ a new, not-for-profit organization representing 27 global companies that have committed to advancing solutions to reduce levels of mismanaged plastics waste in the environment.
GPCA’s Waste Free Environment (WFE) has grown rapidly since its inception in 2013, transforming from a local beach clean-up effort into a year-round global environmental movement that inspires tens of thousands of people.
Aligned with the United Nations Sustainable Development Goals 12 and 14 and GCC governments’ visions to address waste management, sustainability and natural resource preservation, WFE is optimally placed to spearhead the association’s environmental efforts during the years ahead.
The attraction and retention of the brightest talent is a shared priority for our industry and the key to long-term future success. It is in all members’ interests to actively promote our industry, our purpose and values if we are to connect with the next generation and benefit from the finest minds available.
Our commitments to innovation, good governance, sustainability and empowerment of upcoming talent were evident as we launched the inaugural student Innovation Competition, which recognized the ingenuity and talent of university students in the Arabian Gulf.
Elsewhere, Leaders of Tomorrow, our flagship talent development program, attracted a record number of participants from across the region in 2019. In a continually disrupted world, this initiative is helping to equip young people to manage the challenges, technologies and jobs that are yet to be imagined, invented or created. GPCA is committed to bridging the gaps between the worlds of commerce and academia and ensure a steady high quality talent flow into the regional chemical industry.
In 2020, the GPCA will continue to advocate for best-in-class industry standards founded upon mutual benefits and collaboration among all industry stakeholders. We will participate in regional and global efforts to increase the circularity of plastics, ensuring that this essential, high value material never ends up as waste. We shall continue also to strive to develop our human capital.
The path ahead will undoubtedly present new and unforeseen challenges, alongside those we are already working to overcome. We remain committed to enacting real change on issues that matter the most through fostering global and regional strategic cooperation with our partners to drive growth and continuous improvements in the industry’s performance.

Message from the SecretaryGeneral
As we enter a new decade, I would like to take this opportunity
to congratulate you on your achievements over the last year. With
collaboration, we created bigger impact and 2019 was another
year of cooperation, strategic and effective partnerships for the
chemical industry in the Arabian Gulf. These achievements are a
cause for pause, reflection and appreciation of the excellent work
accomplished, and I would hereby like to take this opportunity to
draw your attention to some key highlights and priorities in 2019.
MEMBERSHIP
We are pleased to announce that this year we were joined by 43
new members. GPCA’s activities are an extension of its members’
dedication to the regional and global industry. It is with their
unwavering support that GPCA is able to continue its mission to
advocate the common interests of its members, share knowledge
and continue to grow its stature as a much needed platform to
cater to new industry needs, share best practices, tackle new
challenges, introduce innovative ideas and expand its role as an
industry thought leader. We are looking forward to 2020 which
we consider to be the year dedicated to our members under the
GPCA Member Care program which aims to encompass and
deliberately assess our members’ needs by elevating their voice
across the region and beyond.
NETWORKING
2019 ended with a big bang for GPCA. This was evident with
the success of the 14th Annual GPCA Forum, which was for the
first time organized in-house by the GPCA team and proved to
be the most successful edition of the forum we have hosted to
date, with more than 2,000 attendees from 576 companies in 50
countries; we had 60 speakers contribute their insight within a
total of 45 sessions. The success of the 14th edition of the Annual
GPCA Forum is testament to the dedication of our board, working
committees, GPCA secretariat, members and long-term partners.
Building on their success last year, the 14th Annual GPCA Forum
hosted a series of masterclasses which examined ‘The economic
impact assessment of the GCC chemical industry’; we also
looked at the ‘The future of work: Rethinking the workforce model
for high performing companies of tomorrow’, and discussed ‘The
crude-oil-to-chemicals (COTC) project and whether it’s a game
changer for the industry’.
With the successful completion of our six flagship events for
2019, we’ve seen our conferences grow bigger and better with
each year, as total number of delegates attending GPCA’s events
exceeded 4,000 attendees. This year we celebrated ten years
of excellence under our Responsible Care Conference, which
was held for the first time in Jubail, Saudi Arabia, a symbolic
location for our industry. 2019 marked the concerted efforts the
Responsible Care Committee has been placing to push forward
the sustainability agenda in the region.
We introduced in 2019 during the Research and Innovation
Summit in Bahrain, the Innovation Competition, which was
successfully received by GCC students, attracting a total of 20
high quality entries. The competition resulted with six finalists
and three proud winners. Next year we aim to continue with such
incentives which highlight talented students within the STEM
field and we also aim to launch the Leaders of Tomorrow alumni
program, so that the student attendees can truly feel part of a
cohort and see the value in being part of our growing industry.
Alongside our six conferences, we organized a series of technical
workshops, including a converters workshop organized during
the 10th GPCA PlastiCon in Bahrain, which highlighted ‘The
sustainability upsurge implications and opportunities for plastic

convertors’; a workshop on human capital entitled ‘Making the
workforce ready for the future’ and a series of masterclasses
at the 9th GPCA Fertilizer Convention in Oman. Earlier this
year we organized a workshop on ‘Implementing Industry
4.0 Transformations at Scale’ in partnership with McKinsey &
Company on 20 March in Muscat, Oman. Further, in Oman,
we hosted the 5th IP Awareness Workshop in October and held
another edition of the GPCA Product Stewardship Seminar on 6-7
November 2019.
ADVOCACY
The journey towards sustainability continues and this year under
the Responsible Care Committee, the Product Stewardship
taskforce achieved an important milestone by developing the
first regional Globally Harmonized System of Classification and
Labelling of Chemicals (GHS), originally a system created by the
United Nations (UN), to address the classification of chemicals by
type of hazard and harmonize hazard communication elements,
to be adopted in the GCC region. This standard will apply to all
substances and mixtures supplied, used and/or manufactured in
the GCC countries, except when other GCC legislation lays down
more specific rules on classification and labelling. In light of its
importance, GPCA organized a GHS roundtable hosted by the
Oman Oil and Orpic Group on 11 April 2019 in Muscat.
Our advocacy efforts in the region have been represented
through our regulators roundtable workshops aimed at bridging
the gap between the industry and the regulatory bodies. This
successful series has taken place in Riyadh, Kuwait, Oman and
Bahrain. In addition to a successful meeting in Muscat, the latest
edition took place on the 29 August in Bahrain where over 100
representatives participated to enrich the discussion on GPCA’s
initiatives, including GHS and the Agreement of Transportation
of Dangerous Goods by Road (ADR) with the support of the Gulf
Standardization Organisation (GSO).
Another key highlight in 2019 was the formation of Coalition
Circle (Coalition of Innovation in Recycling towards a Closed
Loop Economy), in which GPCA played a key role. The newly
formed coalition, comprised of government, NGOs, global and
local private companies, signed a pledge with the UAE Ministry of
Climate Change and Environment (MOCCAE) to develop a circular
economy model in the UAE.
Earlier in 2019 we spread awareness about the benefits of plastics
and responsible resource consumption at a community outreach
event in Dubai Festival City Mall, as part of the 7th edition of our
Waste Free Environment (WFE) campaign. The campaign was
held throughout the region in various other locations by GPCA
member companies with different activities designed to raise
awareness about plastics.
The GPCA Leaders of Tomorrow (LoT) program is considered as
the first official collective step to build local human capital in the
region. I am proud to announce that our LoT program completed
its 14th edition at the Annual GPCA Forum, an initiative which is
essential for our industry to maintain its position as a leader on
the world chemical stage for decades more to come. In 2019,
we had a total of 374 participating STEM students from the
GCC. The participating students had a chance to interact with
industry experts, hear from exceptional speakers, participate in
workshops and attend plants and R&D sites where they could see
themselves working in the future.
We hosted the 2nd edition of the GPCA Legacy Award “Al-
Rowad” (الرّواد) on the sidelines of the 14th Annual GPCA Forum
in December, which this year was bestowed upon H.E. Eng.
Abdulaziz Al-Zamil (1941-2019), former Minister of Industry and
Electricity, Saudi Arabia. This was a much-deserved honor for
H.E. Al-Zamil, who passed away in October 2019, and a tribute
to his lifetime achievements and outstanding contributions to
establishing a chemical and petrochemical industry in Saudi
Arabia and the Arabian Gulf.
THOUGHT LEADERSHIP
As we carry on our journey towards success, it is vital to highlight
our achievements in the research and development arena. This
year we released 16 publications under our thought leadership
program, including our annual ‘Pulse of the Chemical Industry’
report, which provides a regional overview of the industry’s
performance in numbers all the way from production capacity,
to sales revenue growth, employment figures and research
and development. GPCA continued to elevate its position as
an industry thought leader in 2019, with the release of the first
regional report on ethylene, titled ‘Ethylene: A Litmus Test
for the Chemical Industry’ which provides a comprehensive
overview of the ethylene market on a global and regional level,
highlighting the evolution of ethylene demand and production.
‘Beyond Petroleum: The Impact of the Chemical Industry on the
Arabian Gulf Economy’, is another vital report which we released
as an economic impact study of the GCC chemical industry.
Our publications are an available resource and benefit for our
members and can be downloaded on our website.
FUTURE OUTLOOK
As we look ahead, we have an optimistic outlook, one that reflects
our achievements throughout the years but also our aspirations
for even greater success into the future and a continued strive
towards excellence. Our three strategic pillars: networking,
thought leadership and advocacy will remain central to shaping
our priorities for 2020. We look forward to working with our long-
term stakeholders, strategic partners, board and new members in
order to advance our agenda through collaborative efforts which
will create the right impact for our industry in the regional and
global stage.

The Gulf Petrochemicals and Chemicals Association (GPCA) represents the downstream hydrocarbon industry in the Arabian Gulf. Established in 2006, the association voices the common interests of more than 250 member companies from the chemical and allied industries, accounting for over 95% of chemical output in the Gulf region. The industry makes up the second largest manufacturing sector in the region, producing up to USD 108 billion worth of products a year.

Growth prospects across much of the world are weak on the back of rising tensions, trade challenges and slower growth in several key industries. Global economic growth decelerated in 2019 to 2.4%, the lowest rate of expansion since the global financial crisis. This weakness affected both advanced and developing economies, leading to a decline in key economic indicators, especially global trade in goods and manufacturing activity. Alongside these developments, the market sentiment was fragile for most of 2019 and only improved towards the end of the year.
In the GCC, the situation was no different. Geopolitical constraints and slowing oil production impacted economic development in oil-exporting countries of the region. Among the GCC countries, GDP growth in 2019 was 0.8%, twice lower than the 2% growth in 2018. Nevertheless, the region’s growth is expected to pick up to 2% in 2020, supported by infrastructure investment and an improved regulatory environment and business climate.
Global markets in key industries from oil and gas to petrochemicals are in a cycle of surplus and slowing demand growth as a result of large capacity expansions. Industry experts and business leaders forecast that the current cycle will last for at least two years (2020-2021), coupled with additional challenges and uncertainty.
Threats and challenges
Geopolitical tensions and the US-China trade war, which escalated in 2018, continued to shape the world markets in 2019. In addition to this, rising conflict in the Middle East added intensity to the cyclical slow down. While the US and China reached a trade agreement at the end of 2019, demand growth for oil products, ethylene derivatives and other commodities has weakened. Many chemical value chains entered a period of downturn after years of growth. New capacity additions, mainly in the US and China, will further contribute to lower utilization rates, particularly in ethylene derivatives.
However, in this economic cycle, several new dynamics are emerging that could change the industry landscape. Among them is climate change and sustainability, which is at the forefront of government discussions. During the past year, we witnessed an increasing rate of government driven recycling targets and the
banning of single use plastics in various countries. Many of these measures stimulated chemical companies to adopt sustainability targets and integrate them into corporate strategies.
Another key issue impacting the industry is slowing world trade. As reported by the World Trade Organization (WTO), global trade is facing the strongest headwinds in 2019, which are expected to continue into 2020. Merchandise trade volume growth in 2019 fell to 2.6%, down from 3% growth in 2018. Several factors impacted trade growth during the past year, including new tariffs, volatility in financial markets and tight monetary conditions. For regions and sectors highly dependent on international trade, like the GCC chemical industry, these headwinds present a challenge.
Although GCC based chemical manufacturing has a competitive advantage in global markets, production capacity in the region has only increased by 1%.

Chemical industry performance
As a result of these structural and cyclical factors, the global chemical industry demonstrated slower performance in 2019. Global chemical production growth slowed down to 1.2%, in line with global industrial production growth, which saw a 0.9% growth in 2019. Although GCC based chemical manufacturing has a competitive advantage in global markets, production capacity in the region has only increased by 1%. The region has not witnessed any new major projects coming on stream during the past year.
Global chemical sales in 2019 are expected to decline by as much as 10% and be roughly flat in 2020. This is supported by the ICIS IPEX index, which reported a sharp fall in average petrochemical prices in 2019. Average spot prices in a basket of 12 major commodities, including olefins, aromatics and polymers fell by 17% year on year, and even more in Asia, where prices fell by 19% in the same year. For the GCC chemical industry, which is highly dependent on exports of commodity chemicals and Asia’s demand for its revenues, we can estimate a decline of up to 15% in 2019 revenue.
Disruptive innovation
The impact of a depressed economic situation and volatility is evident and GCC chemical companies are placing greater focus on disruptive innovation, including crude-to-chemicals technology (COTC) and the development of the ‘Cracker of the Future’.
On a global level, large scale COTC became a reality in 2019, as several projects are about to start operations in China and Brunei. In the GCC, Saudi Aramco continued to develop its COTC project during 2019. It has signed a joint development and collaboration agreement with Axens and Technip to accelerate the development and commercialization of catalytic crude-to-chemicals (CC2C) technology. The capital required to develop COTC mega projects is beyond the reach of an average chemical player and only companies with financial resources like Saudi Aramco can bring them to life. Therefore, major oil companies in the GCC are well positioned to successfully execute these large-scale projects.
Portfolio reshuffling
As the chemical industry is going through another economic cycle, several chemical companies in the region continue to refine their portfolios. One of the most talked about topics of 2019 was Saudi Aramco’s plans to acquire the Saudi Government’s stake in Sabic. The acquisition is well on its way, with acquisition plans due to be completed by the first half of 2020. After this acquisition, Saudi Aramco will become the world’s top chemical player in terms of revenue and capacity. Companies also unveiled plans to spend USD 100 billion on downstream projects and acquisitions, mainly overseas.
Similarly, in Oman, the government has integrated state-owned oil companies and petrochemical companies. In 2019, a new entity, branded as OQ, was formed to integrate the operations of Oman Gas, Oman Oil Company, Orpic, Salalah Methanol, OOCEP, Oman Trading International, Oxea, Duqm Refinery and Petrochemicals Industries, and Salalah Liquified Petroleum Gas. In addition to this industry overhaul, the Omani government announced plans to invest over USD 28 billion in the next 10 years.
In the UAE, portfolio reshuffling touched the operations of ADNOC’s fertilizer segment. In 2019, ADNOC formed a JV with Dutch firm OCI to create one of the largest exporters of the product globally.
Going forward
While markets and chemical players stay vigilant and watchful over the next two years, the longer-term prospects for the industry remain positive and encouraging. Demand for primary chemicals is set to increase by 43% by 2030 and by 68% by 2050. Demand for high value chemicals will grow by around 75% by 2050, at the second fastest rate among primary chemicals. Nevertheless, together with this demand growth, the pace of transition towards a more sustainable and greener economy will accelerate. The market landscape may look quite different in the next decade as disruptive forces continue to emerge. GPCA Legacy Award (الرّواد) 2nd edition
The second edition of the GPCA Legacy Award took place at a special award ceremony during the forum on day one where H.E. Eng. Abdulaziz Al-Zamil (1941-2019), former Minister of Industry and Electricity, Saudi Arabia, was recognized and awarded posthumously with the Legacy Award “Al-Rowad” (الرّواد) for his lifetime achievements and outstanding contributions to the growth and development of the chemical and petrochemical industry in the Kingdom of Saudi Arabia and the wider GCC region
The trophy of recognition was accepted by Osama bin Abdul Aziz Al-Zamil, Deputy Minister of Industry and Mineral Resources, Saudi Arabia, and son of the late Mr. Al-Zamil, who passed away in October 2019. As one of the most prominent pioneers in the global and regional chemical industry, Mr. Al-Zamil was best known for becoming the first CEO and Vice Chairman of SABIC (1976-1983), the fourth largest chemical company in the world, and later on as Chairman of SABIC and Minister of Industry and Electricity of Saudi Arabia (1983-1995), for encouraging the development of the private industrial sector and working to expand and improve access to electricity throughout the Kingdom.
Mr. Al-Zamil served as Chairman of Al Zamil Group, Sahara International Petrochemical Company (SIPCHEM) and Al-Anma Bank, and was the recipient of numerous industry awards including the King Abdul Aziz Medal, 1984 and The Richard J. Bolte Sr. Award for Supporting Industries, 2015 by the Chemical Heritage Foundation (today Science History Institute). He obtained a Bachelor’s degree in Industrial Engineering and a Master’s degree from the University of Southern California.
The GPCA Legacy Initiative and GPCA Legacy Award “Al-Rowad” were launched in 2017 to recognize the pioneers of the (الرّواد)chemical industry in the Arabian Gulf region. The Award takes place on an annual basis and honors individuals who have made extraordinary contributions to foster and strengthen the chemical industry in one or more of the GCC states.
Past recipients of the GPCA Legacy Award include Dr. Ghazi Al-Gosaibi (1940 – 2010) Saudi Arabia’s Minister of Industry and Electricity (1976-1983) and first Chairman of Saudi Basic Industries Corporation (SABIC); Yousuf Al-Shirawi (1927 – 2004), Minister of Development and Industry, Bahrain; and Abdulbaqi Al-Nouri (1929 – 2010), former Chairman and Managing Director of Petrochemical Industries Company (PIC), Kuwait.

GPCA year in review
In 2019, GPCA hosted six annual conferences, two workshops, three roundtables and one seminar. These included the 14th
Annual GPCA Forum, which took place in December in Dubai; the 6th GPCA Research and Innovation (R&I) Summit, 10th GPCA PlastiCon, both of which took place in the same week in Bahrain; and the 11th GPCA Supply Chain Conference in Dubai. The 3rd GPCA Responsible Care Conference was held for the first time in Jubail, Saudi Arabia, marking a decade of Responsible Care in the region, and GPCA organized the 10th anniversary edition of GPCA
Fertilizer Convention for the second consecutive year in Oman. Roundtables and workshops on important industry topics such as harmonized chemical management, Gulf SQAS, IP protection, trade leadership, product stewardship and many more took place in various GCC states throughout the year with the support of GPCA member companies. it will impact the market. The state of the chemical industry and global economy, the future of plastics and winning in the 20s were recurring themes during this year’s Knowledge Partners’ seminars.
In total, 140 science and engineering students from around the Arabian Gulf attended the 14th Annual GPCA Forum as part of GPCA’s Leaders of Tomorrow (LoT) program. Powered by SABIC, this was the program’s 14th edition. The students attended a specially designed seminar with presentations from senior industry leaders from TASNEE and SABIC as well as an interactive session hosted by Korn Ferry. Students also enjoyed a visit to Borouge Innovation Centre and ADNOC Research and Innovation Center.
For the second year in a row the forum showcased the forward-thinking initiatives of GPCA members and exhibiting companies at two dedicated areas for sustainability and innovation. Senior industry leaders from SABIC, Saudi Aramco, KAUST, Honeywell UOP, Siemens and others shared their insight with delegates as part of a series of thought-provoking sessions.

Held under the theme ‘‘Winning through Strategic Partnerships’, the 14th Annual GPCA Forum examined strategies that chemical companies should adopt to navigate new market complexities, capture profitable growth and consolidate their leadership positions. It brought together industry leaders from the region and the world to share their insights and inspirational case studies on how to deliver value for shareholders, business and society, how to innovate for the future and address key challenges, while building a competitive downstream industry in the GCC.
As petrochemical producers seek a new balance between strategy and performance and look for new sources of industry profitability, executives from all parts of the chemical value chain gathered in December to extend their business connections and discuss the challenges and opportunities facing the industry currently. Over 2,000 delegates from 576 companies in 50 countries attended the forum in 2019. Delegates enjoyed a content rich program comprised of 45 sessions and eight masterclasses and seminars on exclusive industry topics.
In total, 69 leading chemical experts from around the region and the world participated in the forum’s program as speakers, sharing their insight with delegates on a range of compelling industry topics. For the first time, the inaugural address was presented by H.E. Dr. Mohammed bin Hamad Al Rumhi, Minister of Oil and Gas, Oman, with Yousef Al-Benyan, Vice Chairman and CEO, SABIC, and Chairman, GPCA, delivering the welcome address. Keynote speakers on day one and two respectively were Bob Patel, CEO, LyondellBasell and President, International Council of Chemical Associations (ICCA), Mirek Dusek, Deputy Head of the Centre for Geopolitical and Regional Affairs, Member of the Executive Committee, World Economic Forum, and Fernando J. Gómez, Head, Chemical and Advanced Materials Industry, World Economic Forum.
As part of the main conference program, a seminar on day one addressed the role of chemical value parks in enabling economic competitiveness and value creation, with senior industry leaders from IHS Markit, Dow Chemicals, and BASF sharing their experience with the audience. Building on their success in 2018, the Annual GPCA Forum featured exclusive industry masterclasses on hot topics ranging from the economic impact of the GCC chemical industry on the region, the future of work and its implications for businesses in the future, and the wave-making crude oil-to-chemicals technology and the ways in which

The 10th edition of GPCA PlastiCon was held under the patronage of H.E. Shaikh Mohammed bin Khalifa bin Ahmed Al Khalifa, Minister of Oil, Bahrain. The convention addressed the theme ‘Innovative Plastic Designs: Sustainability for Future Generations’. As part of a series of engaging presentations, speakers discussed the opportunities for participant-led innovation and reusability of plastic applications under the framework of plastic waste value management. The convention brought together various stakeholder groups from the plastics industry, regulators, brand owners, academia, waste management, investors, start-ups and NGOs, and further aimed to promote collaboration and excellence in plastics, assess the latest trends shaping the industry and advocate for healthy regulations and standards that promote a circular economy.
PlastiCon was attended by 183 delegates from 61 companies in 14 countries. Delegates enjoyed the opportunity to attend lively presentations and discussions on important industry topics across five conference sessions.

Plastics allow for increased sustainability across a variety of applications, therefore, a focus on circular economy will deliver considerable economic value for the chemical industry, agreed speakers during the event. Industry leaders must collaborate along the entire value chain to enact real change and mobilize all value chain partners to start thinking more circular, from the design of plastics to recycling, their second life and beyond. Plastics are part of the solution for a more sustainable society, speakers concluded.

Held under the patronage of H.E. Shaikh Mohammed bin Khalifa bin Ahmed Al Khalifa, Minister of Oil, Bahrain, the 6th edition of the GPCA R&I Summit addressed the theme ‘R&I in the Digital Age’ and provided strategic insight into the opportunities afforded by digitalization to further develop and grow the innovation capabilities in the chemical industry in the GCC. It also showcased the latest partnerships and initiatives, products and technology developments within the region and globally designed to create value and drive efficiencies now and in the future. Some of the key topics examined in more depth included oil and gas-based performance polymers, the Oil-To-Chemicals (COTC) breakthrough technology, case studies on digitalization and the impact of automation on research and innovation in the chemical industry.
The summit was attended by 309 delegates from 83 companies in 11 countries, with 20 esteemed speakers sharing their insight as part of the conference program. GCC industry leaders and international experts discussed the important topic of research and innovation in the digital age and how companies are embracing the opportunities afforded by digitalization to create value and drive efficiencies now and in the future.

Organized as part of the GPCA Research and Innovation Summit, the 10th edition of Leaders of Tomorrow, took place on 12 March at Saudi Aramco’s Technical Exchange Center (TEC) in Dhahran, Saudi Arabia. The program was powered by SABIC and Saudi Aramco and hosted by the Research and Development Center of Saudi Aramco. In total 62 students and academia took part in the program.
The summit hosted the inaugural edition of the Innovation Competition, GPCA’s latest initiative aimed at recognizing ingenuity and talent among university students in the Arabian Gulf region. Winners were awarded at a gala dinner by H.E. Shaikh Mohammed bin Khalifa bin Ahmed Al Khalifa, Minister of Oil, Bahrain – a special guest of honor and a patron of the summit.

The 11th edition of the GPCA Supply Chain Conference was held under the theme ‘Getting Ready for the Future: Supply Chain 4.0’. The three-day conference showcased the impact of disruptive technologies on GCC chemical supply chains through a series of expert presentations, case studies from the region and the world, dedicated masterclasses and audience engagement platforms.
The conference attracted over 300 delegates from 125 companies in 13 countries to discuss digitalization as a major trend enabling supply chain transformation. Delegates enjoyed the opportunity to network, participate in Q&A discussions and learn from engaging presentations covering the future of chemical supply chains, an introduction to Supply Chain 4.0, the new procurement paradigm and opportunities to build local content.
In total 28 world-class speakers from a diverse range of sectors, geographies, background and expertise converged at the conference to share their experience in optimizing their supply chain, making their logistics operations more efficient and creating value for their business. The opening address was delivered by Ahmed Al-Shamsi, SVP, Regional MEAE, Borouge, and Chairman, GPCA Supply Chain Committee, while the keynote address on day one was presented by Fayez Al Malki, VP, Global Supply Chain, SABIC. Abdulaziz Mohammed Almohawes, Head, Authorized Economic Operator, Saudi Customs, delivered the keynote address on day two; he was followed by Eng. Ali A. Al-Omeir, Business Development Director, MODON – the Saudi Authority for Industrial Cities and Technology Zones.
The chemical industry in the Arabian Gulf must ensure its readiness to face the growing rate of supply chain digitalization which will lead to continuous disruptions and create new challenges and opportunities for regional producers to adapt to and respond to a new market reality, said speakers. The chemical supply chain is transforming rapidly as global challenges add pressure on chemical players to improve their efficiency and end-to-end supply chain.
Echoing the event’s theme ‘Getting Ready for the Future: Supply Chain 4.0’, speakers discussed the key enablers for a successful chemical supply chain transformation ranging from collaboration, technology, digital procurement, value-based sales and operations planning, building local content and more.
The 11th edition GPCA Leaders of Tomorrow program took place alongside the conference, with 28 students from across the GCC region attending the seminar. The seminar was sponsored by SABIC and included an exclusive program, offering a focused, in-depth view on the supply chain industry and insight into pursuing a career in logistics. The program ended with a site visit organized to RSA Talke’s facilities in Dubai.

Held under the theme ‘Transformation: A New Era for the Agri-nutrients Industry’, the 10th GPCA Fertilizer Convention covered subjects of great industry significance such as disruptive technologies, digitalization, integration, market trends and many more which are aimed at supporting collaboration along the value chain and fostering food security. The convention took place under the patronage of H.E. Dr. Hamed Said Al Oufi, Minister of Agriculture and Fisheries Wealth, Oman.
It was attended by 335 delegates from 79 companies in 23 countries. Of these, 90 delegates were from academia, including students from across the GCC. In total 25 speakers discussed key industry topics ranging from food security and innovation, to technology trends and disruptions, the industry landscape in importing and exporting regions, human resources, and many more. Delegates enjoyed the opportunity to attend lively presentations and participate in five interactive sessions throughout the three days of the event.

Dr. Hamed Said Al Oufi, Minister of Agriculture and Fisheries Wealth, Oman inaugurated the exhibition and attended the convention, which was held under his patronage, while the welcome address was delivered by Eng. Esteemed industry experts descended from across the Arabian Gulf region and the globe to share their insights into topics most crucial to the fertilizer industry agenda.
Speakers at the convention stressed that this highly competitive and consolidated industry environment presents new challenges and opportunities for agri-nutrient producers in the GCC who must pursue value creation through innovation and strategic integration if they are to remain successful in these increasingly uncertain times.

Held under the patronage of H.R.H. Prince Saud bin Nayef bin Abdulaziz Al Saud, Governor of the Eastern Province, Saudi Arabia, the 3rd GPCA Responsible Care® Conference marked a decade of excellence by the chemical and petrochemical industry in the Arabian Gulf in the field of health, safety, security and the environment (EHS&S) since the Responsible Care® program was adopted in the region in 2009. Themed ‘Responsible Care® – Celebrating a decade of Excellence’, this was the event’s best edition yet, attracting senior industry leaders to showcase their achievements, share knowledge and network with representatives from leading chemical organizations across the globe. The engaging three-day program covered topics ranging from process safety, circular economy, regulatory collaboration, models of excellence and Responsible Care® beyond the fence in the form of masterclasses, presentations, conference sessions and audience-led Q&As.
The conference was attended by a record 413 delegates from 70 companies in nine countries. 19 speakers from the region and globally participated in five highly interactive and engaging program sessions as well as two dedicated masterclasses on day zero, looking at the latest trends and developments in process safety and the circular economy.
The keynote address on day one was delivered by Yousef Al-Benyan, Vice Chairman and CEO, SABIC and Chairman, GPCA. He was followed on stage by Eng. Mustafa Al Mahdi, CEO, Royal Commission for Jubail and Yanbu (RCJY) – Jubail, who presented the welcome remarks and other distinguished speakers including, Cal Dooley, President and CEO, American Chemistry Council.
In a special recognition ceremony, GPCA honored chemical industry pioneers who have championed Responsible Care®, the exchange of best practices, collaboration and the highest level of transparency at leading chemical companies in the region, thus raising the EHS&S quality and standards across the Arabian Gulf and contributing to better overall sustainability performance, which over the years raised the region’s profile to an international level.
The conference program was comprised of five sessions entitled ‘Celebrating the RC journey’, ‘Changing perception through RC’, ‘Regulatory collaboration’, ‘Models of excellence – Regional success stories’ and ‘RC beyond the fence’.
The conference hosted the 13th edition of GPCA’s Leaders of Tomorrow program, which attracted 54 students from across the GCC to network with industry leaders and learn about the benefits of pursuing a career in the chemical industry. GPCA’s flagship Facts and Figures Report underwent rebranding and became ‘Pulse of the Chemical Industry’. The report provides a yearly check on the ‘pulse’ of the industry designed to aid policymakers, producers and industry leaders in understanding the current state of the GCC chemical sector. In developing this report, we worked with 35 full member companies to collect vital industry information, with regional statistical authorities to collect relevant country information, with Oxford Economics to understand complex issues related to the indirect impact of the chemical industry, and with peer associations to collect important information on the global industry. As a result of this collaborative effort, we deepened our understanding, driving insights on the performance and position of the GCC chemical industry. Analysis in this report is organized into seven sections: profile of the GCC chemical industry, socio-economic impact, trade development, global competitiveness, investment, R&D, and environmental performance.
Ethylene: A Litmus Test for the Chemical Industry
GPCA produced the first of its kind regional report on the ethylene market which provides comprehensive analysis on a global and regional level and addresses key future trends, challenges and opportunities for ethylene market growth in the GCC and globally. The report begins by addressing drivers for ethylene consumption and provides an overview of the main end-user industries driving ethylene demand. Furthermore, it offers an in-depth study of GCC ethylene demand by derivative with vital insights on past and future trends. Finally, it outlines strategic considerations for GCC ethylene producers – a key chapter for readers in the GCC region, providing them with our view on the capabilities required to aid future growth in the GCC region, going through new production technologies and benefits they can bring, and reflecting on the ethylene network in the region.

Beyond Petroleum: The Impact of The Chemical Industry on the Arabian Gulf Economy
Another industry first for the Arabian Gulf region, the report offers in-depth information on the impact of the GCC chemical industry on the regional economy. It serves as an essential guide for existing industry leaders and for those looking to enter the growing chemical market. It also highlights the industry’s activities across the GCC region and quantifies their total economic impact. The analysis of the report focuses on two key measures of economic value: the number of jobs sustained each year by the Arabian Gulf region’s chemical industry, and its contribution to the amount of gross domestic product (GDP) that each respective country generates. The report offers in-depth information on how much each GCC country, individually, contributed to GDP and job supported.
The Digital Opportunity for the GCC Chemical Industry
GPCA and McKinsey jointly conducted McKinsey’s Digital Quotient Survey across GPCA member companies to assess the digital maturity of chemical producers across strategy, culture, organization and capabilities. The results from the survey formed the backbone of a report entitled ‘The Digital Opportunity for the GCC Chemical Industry’ and a day-long workshop in Oman, attended by 63 industry experts. The workshop facilitated a discussion on the Digital Quotient survey and discussed how a holistic digital transformation across all business areas can yield benefits for an organization. The individual sessions were delivered by leading global McKinsey experts in a variety of formats including presentations and one-on-one sessions with participants. The report was published to summarize the survey results and provide a more in-depth look into the current state of digital maturity of the GCC petrochemical industry.
China – Saudi Relations through the Lens of the Chemical Industry
GPCA released a new report on one of the leading hot industry topics in the region – the Saudi-Sino economic relations. The report provides essential information on the current bilateral relations between Saudi Arabia and China through the lens of the chemical industry and the potential impact of the Belt and Road Initiative (BRI) on trade, investment, joint ventures and research and innovation capabilities building. The research and analysis outlined in this report are aimed at stimulating and inspiring discussion between chemical industry players and stakeholders, including investors, chemical producers, policy makers, academia and industry associations. Furthermore, the report highlights the gaps in current literature and available research and focuses on the importance of a more in-depth study on the impact of BRI, particularly on the chemical industry.

GCC Fertilizer Market Outlook: Challenges and Opportunities for GCC Fertilizer Producers
Produced by GPCA in collaboration with Nexant, this detailed publication offers in-depth information on the GCC fertilizer market challenges and opportunities based on a detailed market analysis, macroeconomic assumptions, supply, demand, and trade data. The purpose of this report is to evaluate each GCC country separately in terms of product portfolio. Types of product fertilizers discussed in this report include ammonia, urea, DAP, MAP and NPK. These products are major players in the GCC fertilizer market. The report also offers type fertilizer data on the consumption, production, operating rates, total capacity, export, import, and net trade to showcase the contribution of each GCC country separately. GPCA Performance Metrics Report 2018 – Celebrating a Decade of Excellence
The GPCA Performance Metrics Report® marks a decade of Responsible Care in the Arabian Gulf region and provides an annual review of the health, safety, security, and environmental (HSS&E) performance of GPCA member companies across key areas, including occupational health and safety, process safety, emissions and discharges, waste generation, resource utilization and distribution. The report provides an update on various programs and initiatives adopted by Responsible Care companies to improve their environmental performance and demonstrate their commitment to sustainability. The report’s findings are based on accurate, up-to-date information provided by participating companies on a voluntary basis. Each year, it showcases the efforts of GPCA members to ensure that they operate responsibly and safely, care for the community and aim to create a positive impact.
Post event reports
GPCA produced six post event reports, highlighting the latest editions of its annual conferences in 2019. The reports include important information related to speakers, topics, and attendance, as well as key program highlights and activities that took
place during the event. A detailed summary of the conference discussions is also presented as part of the publications, featuring an executive summary and an overview of all conference sessions, presentations and Q&As that took place during the event.

Periodical publications
In 2019, GPCA’s bespoke publication Insight was distributed and produced in collaboration with IHS Markit. The publication was made available at GPCA’s conferences in two print editions, one providing a preview of the 14th Annual Forum and the second distributed at the forum and inserted in IHS’s magazine, Chemical Week.
GPCA’s monthly digital newsletter, Insight Express, highlights the latest developments and activities at GPCA, its member companies and other global chemical producers, featuring exclusive interviews with C-level executives from regional chemical
organizations and regular market analysis from some of the world’s leading management consultancies.
Released in the first quarter of each year, GPCA’s Annual Report summarizes the progress of GPCA’s programs and initiatives and provides an update on the association’s strategic activities related to events, membership, thought leadership and advocacy among others. The report is distributed during the association’s Annual General Assembly attended by the GPCA Board of Directors, full member companies’ representatives and key industry stakeholders.

In 2019, GPCA hosted five successful editions of Leaders of Tomorrow on the sidelines of its annual conference which took place across the Arabian Gulf, including in Jubail, Dubai, Bahrain and Muscat. The program, which is aimed at building local human capital in the GCC region, falls under one of the three pillars of the association – advocacy – and focuses on promoting STEM education as well as bridging the gap between academia and the industry. Leaders of Tomorrow is considered as the first official collective step where industry stakeholders come together to collaborate in shaping the skills of students at universities in the region to become future leaders.
Organized as part of the GPCA Research and Innovation Summit, the 10th edition of Leaders of Tomorrow, took place on 12 March at Saudi Aramco’s Technical Exchange Center (TEC) in Dhahran, Saudi Arabia. The program was powered by SABIC and Saudi Aramco and hosted by the Research and Development Center of Saudi Aramco. In line with its objective to empower the next generation of chemical industry leaders, GPCA joined hands with nine member companies, sponsoring 62 students from top universities in the GCC to participate in the program. The seminar focused on the theme ‘R&I in the Digital Age’ and aimed to enable knowledge transfer and “future proof” skills building among students engaged in science, technology, engineering and mathematics (STEM). Seminar speakers included Dr. Fahad Al-Sherehy, VP – Technology & Innovation, SABIC; Dr. Salman Fahad Alajmi, Head of Mega Projects and Research and Technology Division, Petrochemical Industries Company (PIC); and Dr. Elie Fayad, Honeywell UOP Manager, Research & Development.
The 11th edition GPCA Leaders of Tomorrow program took place alongside the 11th GPCA Supply Chain Conference, with 28 students from across the GCC region attending the seminar. The program kicked-off with a welcome note by GPCA, followed by a presentation by Saleh Al Shabnan, CEO, City Cement Company; Ahmed Alkatheeri, SVP Supply Chain, Borouge; and Saleh

Al Suwaiti, GM, Procurement Center of Excellence, TASNEE. Following presentations from supply chain experts, an interactive session took place on stakeholder management, where students learned new theories on this topic as well as customer clustering. The program ended with a site visit organized to RSA Talke’s facilities, where the future leaders got to hear and learn about the company’s warehouse sites, the strategies used and the safety precautions that they take to avoid risks.
The 12th edition of GPCA’s Leaders of Tomorrow program, powered by SABIC, took place on 24-26 September at the 10th GPCA Fertilizer Convention in Kempinski Hotel, Muscat, Oman. 90 students from universities in five GCC states took part in the program and attended the conference, taking advantage of the networking and learning opportunities presented at the event. Samir Al Abdrabbuh, Executive Vice President, Agri-Nutrients, SABIC, delivered the first presentation, focusing on the unlimited opportunities that the industry presents. The second speaker during the student seminar was Marjo Louw, Director, Majolo Global Solutions, who discussed the changing nature of work and careers and what it means for the university students who are yet to enter the workforce. A virtual tour around OMIFCO’s facilities was organized on day one, 25 September, offering an exciting opportunity for students to experience how companies in this sector operate and learn more about their work ethics and culture. This session was conducted by Said Al Saedi, Safety and Occupational Health Team Leader, OMIFCO, one of OMIFCO’s founding employees.
The 3rd GPCA Responsible Care Conference hosted the 13th edition of Leaders of Tomorrow, which attracted 54 students from across the GCC to network with industry leaders and learn about the benefits of pursuing a career in the chemical industry. On day zero, an exclusive student seminar with knowledge packed presentations took place that discussed the importance of Responsible Care in the chemical industry. SABIC, addressed the students on the topic ‘Responsible Care in the petrochemical industry’ following which Ayesha Al Mehairbi, Manager, Budget and Cost Control, Borouge, presented on the topic ‘The fine art of making a difference’. An interactive session was organized and facilitated by industry experts from SABIC, PIC, GPIC, and Sadara led by Adil Majid, TQM Manager, Natpet. Following these activities, students had the opportunity to enjoy a site visit to the Sadara facilities.
The GPCA Leaders of Tomorrow program entered its 14th edition at the Annual GPCA Forum, attracting 140 students from 28 universities across the GCC region. Powered by SABIC, this was the program’s 14th edition. The students attended a specially designed seminar with presentations from senior industry leaders and an interactive session hosted by Korn Ferry.
The seminar began with welcome remarks and an introduction to the initiative by Dr. Abdulwahab Al-Sadoun, Secretary General, GPCA, and continued with a presentation by Mutlaq Al Morished, CEO, TASNEE. Al Morished was followed on stage by Abdulaziz Al-Oudan, Executive Vice President HR, SABIC. In the last presentation and interactive session of the day Niam Sinno, Associate Client Partner, Korn Ferry, presented about the concept of transformational leadership and explained to LoT participants what steps they need to take today to become successful leaders in the future. Lastly, students enjoyed a visit to Borouge Innovation Centre and ADNOC Research and Innovation Center which provided them with a great opportunity to learn about the practical side of the industry and the role of innovation in driving value creation and growth.

WFE started as a regional clean-up campaign led by GPCA and supported by its members and has now transformed into a year-round global environmental movement. For the past two years, the campaign was held in 18 countries and 29 cities with over 23,000 participants across the globe engaging in educational visits, community events, walkathons, office and school activities, cleanups and competitions.
GPCA spread awareness about the benefits of plastics and responsible resource consumption at a community outreach event supported by BASF in Dubai Festival City Mall on 28 March 2019, as part of the 7th edition of Waste Free Environment (WFE) campaign. Families and visitors of different age groups visited GPCA’s awareness kiosk and enjoyed a wide range of activities including working with local artisans to produce handicraft from used plastics. Visitors of the mall participated in a recycling competition held by the campaign’s official recycling partner,
Bee’ah, for the chance to win a special prize. With the aim to encourage plastic recycling, participants had to dispose of their unwanted plastic bottles at reverse vending machines to take part in the raffle.
Waste Free Environment Campaign supports the transition to a circular economy which aims to maximize the value and utility of materials over their lifecycle and minimize energy and resource consumption. WFE contributes to the UN’s Sustainable Development Goals #12: Responsible consumption and production and #14: Conserve and sustainably use the oceans, seas and marine resources. It is also in line with the GCC governments’ national visions to address waste management, enhance sustainability and preserve natural resources.

the benefits of plastics and recycling. As many as 630 students aged between 7-12 participated in the activities. The program is specially designed to raise awareness about the 4Rs – Reduce, Reuse, Recycle and Recover and educate the youngest members of our society about plastics sustainability. All planned activities were aimed at providing an edutainment experience for the students through expert presentations, a recycling competition,
interactive quizzes and special prizes for the winners. Guest speakers from the roadshow’s main sponsor, SABIC, and valued partners, LyondellBasell and Dow Chemicals, delivered presentations as part of the program on the benefits of plastics, their contribution to our daily lives, the importance of recycling and responsible plastic waste management, among other topics.

In 2019 GPCA, alongside its members, remained an active participant in the ongoing efforts within the region as well as globally to advance the circular economy and eliminate plastic waste. GPCA became one of the signatories of project CIRCLE, an important pilot initiative, that brought together various value chain partners and regulatory stakeholders as well as NGOs, to understand the existing plastics recycling landscape in the emirate of Abu Dhabi, UAE, as well as recommend policies that promote a plastics circular economy.
Fourteen member organizations signed a pledge with the UAE Ministry of Climate Change and Environment on 22 April 2019, committing to work collaboratively on the development of a plastics circular economy and concluded the pilot and study by December 2019. GPCA played an important role in the project, contributing on both the Steering and Technical Committees.
In the wider global sustainability efforts, GPCA continued to play a key part within the World Plastics Council’s Core Team along with the American Chemistry Council and Plastics Europe, advocating on behalf of the regional industry at key global forums such as UNEA-4 and the Basel Convention.
Throughout the year we intensified our efforts promoting the benefits of plastics and the need for developing a circular economy through investment in recycling. GPCA commissioned two reports – one in Oman with the support of Orpic and one in the UAE in collaboration with Borouge—to gain a better understanding of the recycling landscape in both countries and put forward policy recommendations that promote a recycling industry. The reports were developed in 2019 and will be released in 2020.

Responsible Care®
As part of its long-standing commitment towards sustainability, GPCA continued to advance the Arabian Gulf chemical industry’s EHS&S performance through advocating for rigorous regional standards and greater government-industry collaboration.
GPCA renewed its MoU with the American Chemistry Council (ACC) until 31 December 2020. The MoU furthers GPCA and ACC’s collaboration on the continued development of the Responsible Care® program for the benefit of GPCA’s members and stakeholders.
At the 3rd Responsible Care Conference in Jubai marking the 10-year anniversary of GPCA’s Responsible Care program in the region, GPCA had the privilege to be the first association to sign the updated ICCA Responsible Care® charter in the presence of ACC’s President Cal Dooley.
During the conference, we released the 6th Responsible Care® Performance Metrics report titled ‘Celebrating a decade of excellence’. The data presented in the report is based on 21 individual performance metrics with a record-breaking data input of 924 data sets, with more than 80% of GPCA members having undergone the independent RC14001 third party.
IP workshop series
GPCA organized the 5th edition of the Intellectual Property Awareness workshop series on 18-19 September in Muscat, Oman. Hosted by OQ, the event was held under the theme, ‘Protecting your innovation through technological growth’ and attracted a record number of 85 delegates.
Supported by SABIC since inception and sponsored by the GPCA Research and Innovation Committee, the workshop series has made it its mission to spread awareness about the importance of intellectual property to a company’s R&D strategy as well as safeguarding its business interests in geographies where they operate.

Peer review program
Six peer reviews were successfully completed at GPCA full member companies in 2019, with Farabi, S-Chem, TASNEE, Advanced Petrochemicals, Ibn Sina and QAFAC opening their doors to other manufacturing companies in the GCC. All reviews were conducted against the 2018 Responsible Care Codes of Management Practices (CoMP). All seven codes were under scope, with 107 elements being discussed and reviewed during the two-day exercise by subject matter experts. The Peer Review Taskforce has planned six more reviews to be conducted in 2020.
As part of its ongoing Lessons Learnt and Best Practices program, GPCA shared 48 member companies’ lessons learnt with the Responsible Care community in the region. Launched in 2017, the program has proved particularly beneficial to GPCA member companies, providing a platform for knowledge sharing and lessons learnt. It has greatly enhanced transparency within the regional industry and helped further develop a culture of EHS&S excellence.

Government-industry collaboration
GPCA’s advocacy efforts in the region in the area of standards and regulations are represented through our regulators roundtable workshops aimed at closing the gap and facilitating a dialogue between the chemical industry in the region and GCC regulatory bodies. Reaching out to over 325 regulators across the GCC, the outreach program has proved its effectiveness, building a platform for collaboration between both sectors.
Over the last two years, this successful roundtable series has taken place in Riyadh, Kuwait, Oman and Bahrain, with the upcoming 5th edition set to be held in Abu Dhabi, UAE on the 6 February 2020. A key feature of the roundtables is the engagement with the regulators on the joint development and implementation of two key programs – regulations for transportation and handling of dangerous goods by land (ADR) and the Globally Harmonized System of Classification & Labelling of Chemicals (GHS).
A roundtable entitled ‘Government and Chemical Industry Collaboration: Harmonized Chemical Management in GCC’ organized by GPCA and supported by OQ, took place on 11 April in Muscat, Oman, with the objective of establishing a forum of collaboration for GCC governments and the chemical industry that effectively addresses chemical management risks. GPCA’s advocacy efforts in the region in the area of standards After its successful launch in 2016, GPCA’s Product Stewardship seminar returned for a second edition in Muscat, Oman on 20-21 November 2019, introducing a new series of industry topics that continue to demand the industry’s attention. Esteemed speaker line-up comprised of senior industry leaders highlighted the growing significance of product stewardship for the chemical industry in the region and globally and addressed what the changing regulatory landscape means for reinforcement and
60 delegates, the roundtable was aimed at paving the way for the implementation of the Global Harmonized System (GHS) and Dangerous Goods Road Transport (ADR) regulation across the GCC states. Divided in two main sessions, the program focused on the benefits of collaboration and driving harmonized chemical management in the GCC.
A second government-industry roundtable, organized by GPCA and supported by GPIC, took place on 29 August in Manama, Bahrain with the same objective: to help stimulate dialogue and establish a platform for collaboration between regional governments and industry stakeholders to achieve harmonized chemical management by adopting high industry standards and regulations. The roundtable brought together 100 delegates including senior industry representatives from Saudi Arabia and Bahrain, representatives from the Gulf Standardization Organization as well as the UN for a closed-door meeting to address the challenges and opportunities in implementing GHS at a GCC level, the benefits of adopting ADR across the region and provide an update on the status of various regional industry programs and initiatives aimed at facilitating the adoption of best-in-class regulations.

Gulf SQAS
On 16 September 2019 the G-SQAS Sub-Committee conducted an outreach session in Oman to raise awareness about the GSQAS program across the sultanate’s chemical logistics sector. The session kicked off with an introduction to GPCA and the G-SQAS initiative, highlighting the positive impact of G-SQAS on the industry’s image and performance. The outreach session was attended by 50 representatives in total. The Sub-Committee extended its outreach efforts during the 3rd Responsible Care Conference, reaching out to KSA regulators and conducting sessions within member companies to raise awareness among procurement departments.
Trade advocacy
Advocating for free and fair trade remains an important priority for the association, and in line with this on 5 December 2019 GPCA hosted the 2nd Trade Leadership Dialogue in Dubai, UAE. This important event was organized with the aim of engaging with key regulatory authorities in the GCC to advocate the benefits of trade agreements with key trading partners and outlining the

In line with its efforts to recognize excellence in the regional petrochemical and chemical industry and boost the sector’s competitiveness, GPCA organizes a series of awards aimed at stimulating innovation and ingenuity among companies and individuals in the chemical industry in the region.
In 2019, GPCA continued to extend its focus to students and academia in the Arabian Gulf region with special award categories and the launch of a new Innovation Competition on the sidelines of its R&I Summit as part of its aim to bridge the gap between industry and academia.
GPCA Supply Chain Excellence Awards
GPCA announced the winners of the third edition of the GPCA Supply Chain Excellence Awards sponsored by SABIC at a star-studded ceremony on the sidelines of the 11th GPCA Supply Chain Conference on 16 April at the InterContinental Festival City Hotel, Dubai, UAE. Building on the success of their inaugural edition in 2016, the Awards brought together the brightest minds in the industry to network, share best practice and celebrate achievements.
The jury comprised of senior industry leaders selected the winners from a total of 17 highly competitive entries in four specialized categories, covering sustainability, innovation, excellence in Gulf SQAS and a special student award dedicated to recognizing young talent in supply chain in the Arabian Gulf region. The Awards attracted an extremely high quality of submissions, leading to the introduction of special awards for the runners up aimed at recognizing and encouraging the pursuit of excellence among top industry performers.
Sipchem was named winner in the Supply Chain Innovation category for the company’s all-round initiative for supply chain cost and process optimization. DP World, UAE Region scooped the Supply Chain Sustainability Award for their all-encompassing approach to sustainability which includes switching to autonomous vehicles. Excellence in Gulf SQAS Award went to Alfred Talke for
GPCA Award Series adopting a strategic approach to safety through the Act Safety Program (ASP). Majeda Al Shaikh from Bahrain Polytechnic was named winner in the highly contested student category Ibtikar – Rising Star in Supply Chain Award for her research which focuses on strategy development for DB Schenker in Bahrain and awarded a monetary prize of AED 10,000.
Student Innovation Competition
GPCA announced the winners of the inaugural edition of the Innovation Competition, GPCA’s latest initiative aimed at recognizing ingenuity and talent among university students in the Arabian Gulf region. Winners were awarded at a gala dinner on the sidelines of the 6th GPCA Research and Innovation Summit by H.E. Shaikh Mohammed bin Khalifa bin Ahmed Al Khalifa, Minister of Oil, Bahrain – a special guest of honor and a patron of the summit – on 13 March at ART Rotana, Amwaj Islands, Bahrain.
Students enrolled on a B.Sc. degree in Chemical Engineering or Chemistry at a university in the GCC were invited to submit their final-year projects for the chance to win a two-month internship and cash prize of up to AED 10,000. In total 20 entries were evaluated and received by an independent jury panel who shortlisted the five best candidates and winners. Athari Muhammed Al Hosni from Caledonian College of Engineering in the Sultanate of Oman won first place in the competition and a cash prize of AED 10,000 for ‘Production of polymers from sulfur solid waste.’
Hiba Hamid Aljabri from the National University of Science and Technology in Oman was awarded second place and a cash prize of AED 6,000 for her work in ‘Application of nanotechnology in corrosion inhibition of oil pipelines.’ The jury awarded third place and a cash prize of AED 4,000 to Mr. Hussain Al-Ibrahim from King Fahd University of Petroleum and Minerals in Saudi Arabia for his ‘Design integration of gasification and reforming technologies for the syngas production.’ The initiative’s first edition was sponsored by SABIC and Saudi Aramco, with Popular Science acting as official Arabic scientific partner.

GPCA is an active participant in the global and regional dialogue on important issues shaping the chemical sector in the Arabian Gulf and globally. As part of its efforts to voice the regional industry’s interests and represent its members effectively on the world stage, in 2019 GPCA published a series of OpEds aimed at providing a balanced and science-based view on the plastic waste challenge and encouraging a behavioural change among the public. We
GPCA’s follower base grew by 28% from the year before across all social media channels, including Twitter, Facebook, Instagram and LinkedIn. Instagram and LinkedIn registered the most notable growth at 128% and 31% respectively.
Communicationscontinued to disseminate our reports and thought leadership pieces to provide in-depth information to the wider regional chemical community and leveraged our annual conferences as a key platform to shed light on critical industry topics. Our coverage increased by 38.5% in 2019 off the back of the association’s increased focus on public outreach campaigns and higher media engagement.

Some of the most prominent trends and issues for the chemical sector in 2020 will include weakening economic growth, not only in Europe and the US but also in large demand markets such as China; ongoing, and likely increasing, trade tensions, which are poised to create growing uncertainty, dampening growth, and impacting on long-established supply chains; and upcoming developments in the energy transition and sustainability agenda set to drive further regulatory uncertainty and consumer demand change. In continuation of the trends over the past nine to 10 years, the chemical industry’s performance will remain largely impacted by end-markets demand, feedstock price volatility, trade and regulatory barriers, as well as the global drive towards sustainability.
Closer to home, GCC chemical capacity is expected to increase by 33.6% in the next decade, reaching 231.8 million tons, driven by refining expansion and chemical integration. GCC overseas production capacity is also projected to expand by a CAGR of 7.6% reaching 38.7 million tons by 2027, with the bulk of growth set to take place in Asia. Innovative COTC technology developments are considered as the path forward to attractive growth in chemical production, leading to a yield increase of between 40-70%. Continued strong growth in petrochemical demand is expected in the coming years, as demand for chemicals will rise 70% over the next 15 years, driven by strong population increase and rise in the middle class.
As a commodity focused industry, GCC chemical producers will continue to contend with key external challenges such as changing industry competitiveness, rising self-sufficiency of China
and the US, challenging trade developments and the growing role of technology and innovation. To remain competitive, regional producers will need to make bold strategic moves into new products, technologies and geographies to continue to claim their global position. Drawing upon the lessons learned of the past decade, company executives will need to remain vigilant to the many risks and uncertainties lurking on the horizon into 2020, while standing ready to embrace new opportunities for profitable growth in an evolving market landscape. The Gulf Petrochemicals and Chemicals Association (GPCA) represents the downstream hydrocarbon industry in the Arabian Gulf. Established in 2006, the association voices the common interests of more than 250 member companies from the chemical and allied industries, accounting for over 95% of chemical output in the Gulf region. The industry makes up the second largest manufacturing sector in the region, producing over USD 108 billion worth of products a year.
The association supports the region’s petrochemical and chemical industry through advocacy, networking and thought leadership initiatives that help member companies to connect, to share and advance knowledge, to contribute to international dialogue, and to become prime influencers in shaping the future of the global petrochemicals industry.
Committed to providing a regional platform for stakeholders from across the industry, the GPCA manages six working committees - Plastics, Supply Chain, Fertilizers, International Trade, Research and Innovation, and Responsible Care - and organizes six world-class events each year. The association also publishes an annual report, regular newsletters and reports.
